Documents required for driving license in India: learner, test day and final card
The documents required for driving license in India are proof of age, proof of address, the Form 1 fitness self-declaration (or a Form 1A medical certificate if you are 40 or older or want a transport class), three passport-size photos and your signature. For the permanent licence you also need a learner licence that is at least 30 days old.
Key takeaways
- Every licence starts with a learner licence in Form 2; the permanent licence is applied for in Form 4 after at least 30 days.
- CMVR Rule 4 lists the accepted age and address proofs, such as a passport, electoral roll entry, LIC policy, birth or school certificate.
- A Form 1A medical certificate is needed at 40 and above or for a transport class, and it is valid for one year.
- Aadhaar e-KYC lets you apply for a learner licence online, but it is not the only proof the law accepts.
- You may apply where you live, work or trained, so a student or worker away from home can apply in that city.

What documents are required for driving licence in India?
The documents required for driving license applications in India are set by the Central Motor Vehicles Rules: proof of age, proof of address, a fitness declaration or medical certificate, photographs and the fee. The permanent stage adds a valid learner licence. States can add items, so check your state’s Sarathi page too.

The rules behind the list
Three rules do most of the work. Rule 4 names the age and address proofs, Rule 10 covers the learner application in Form 2, and Rule 14 covers the driving licence application in Form 4 with the learner licence attached.
Who checks your papers
The licensing authority, which in practice is your RTO or district transport office, checks every document. Online, the Sarathi system run by NIC for the Ministry of Road Transport and Highways matches your uploads with the application.
Documents required for driving license: the complete list
Here is the full set of documents required for driving license applications, from the first learner form to the final card. Not everyone needs every item: the medical certificate and driving school certificate apply only in some cases, and Aadhaar can replace paper uploads online.
Papers everyone needs
You need one or more documents proving your age, one proving your address, the Form 1 self-declaration of fitness, three recent passport-size photos and a signature. A single document such as a passport can prove both age and address.
Papers only some people need
Form 1A is for applicants aged 40 or more and for transport classes. Form 5 is the driving certificate from a training school. A guardian’s consent letter is needed for a 16 or 17 year old applying for a 50cc motorcycle.
Driving licence documents list at a glance
This driving licence documents list puts each paper next to the stage where it is used. Use it as a checklist before you open the portal, so you are not hunting for a scan halfway through a timed online session.
| Document | Learner licence (Form 2) | Permanent licence (Form 4) |
|---|---|---|
| Age proof | Yes | Already on record; carry original |
| Address proof | Yes | Already on record; carry original |
| Form 1 self-declaration | Yes, if under 40 and private class | Usually reused |
| Form 1A medical certificate | If 40+ or transport class | If 40+ or transport class |
| Photographs | Three, or upload | Three, or upload |
| Learner licence | Not applicable | Yes, at least 30 days old |
| Form 5 driving certificate | Not applicable | If trained at a school |
| Existing driving licence | For a transport class | For a transport class |
Reading the table
“Already on record” means Sarathi carries your learner licence data into the driving licence application. Most states still ask you to show originals on test day, so keep them together in one folder.
Which documents required for learning license applications?
The documents required for learning license applications are the Form 2 application, age proof, address proof, Form 1 or Form 1A, three passport-size photos and the fee under Rule 32. For a transport class, the applicant’s existing driving licence is added. Our llr apply guide covers the online steps.

Aadhaar and the learner stage
The March 2021 contactless notification made the learner licence application one of 18 services that can be completed with Aadhaar authentication. Your Aadhaar details then stand in for separate uploads in many states.
Documents required for learning licence when you are under 18
The documents required for learning licence at 16 or 17 are the same proofs as for adults, plus written consent from the parent or guardian who has care of you. This route covers only a motorcycle of up to 50cc without gears. Our llr full form page explains the age rules in full.
The consent letter
Section 7(2) of the Motor Vehicles Act requires the written consent of the person having care of a minor. States usually provide a format on Sarathi or at the RTO; the guardian signs it and attaches their own ID.
Age proof for minors
A birth certificate or school certificate is the usual age proof at this age, because most teenagers do not yet have a passport or an electoral roll entry. Both appear in the Rule 4 list.
Which age proof counts in documents required for licence?
The age proofs among the documents required for licence applications come from Rule 4: a birth certificate, school certificate, passport, LIC policy or a certificate from a registered medical practitioner not below the rank of Civil Surgeon. Your state may add more, such as other government ID it notifies.
Matching your date of birth
The date of birth on your proof becomes the one on your licence, and it drives your validity period. Make sure it matches every other document you upload, or the RTO may hold the application.
When no proof exists
If you cannot produce any listed document for a good reason, Rule 4 lets the licensing authority accept an affidavit sworn before an Executive Magistrate, a First Class Judicial Magistrate or a Notary Public.
Address proof for driving license: which papers are accepted?
Accepted address proof for driving license applications, under Rule 4, includes the electoral roll entry, LIC policy, passport and a pay slip from a Central or State Government office or local body. Each state may notify extra documents under section 28(k), and Sarathi lists what your state accepts.

| Rule 4 document | Proves age | Proves address |
|---|---|---|
| Passport | Yes | Yes |
| Electoral roll entry | No | Yes |
| Life insurance policy | Yes | Yes |
| Government or local body pay slip | No | Yes |
| Birth certificate | Yes | No |
| School certificate | Yes | No |
| Civil Surgeon certificate | Yes | No |
| Document notified by your state | As notified | As notified |
Originals or attested extracts
Rule 4 asks for the document in original or as an attested extract. Online, you upload a clear scan; at the RTO, the official compares it with the original before returning it to you.
Aadhaar as address proof
Aadhaar is not named in the Rule 4 text, but Aadhaar authentication is the basis of the contactless online services. Many states accept it on Sarathi; confirm in your state’s document list.
Driving licence address proof if you rent or recently moved
Your driving licence address proof must show where you ordinarily live now. A tenant can use any accepted proof in their own name at the rented flat, or a state-notified document if the state allows it. If nothing fits, the Rule 4 affidavit route is open.
Renting in a new city
Update your electoral roll entry or passport address if you plan to stay, since both are Rule 4 proofs. Check whether your state lists a registered rent agreement before relying on one.
Students and workers away from home
Hostel students and migrant workers can apply where they ordinarily reside or carry on business. The address on the licence will be that city, and you can later change it through the address change service.
Documents required for DL: new licence versus renewal
The documents required for DL issue and renewal overlap but are not the same. A new licence needs age and address proofs and a learner licence. Renewal needs the existing licence and, at 40 and above, a fresh Form 1A. The dl renewal guide lists that set.
What a new applicant shows
A first-time applicant proves identity from scratch: age, address, fitness and photos. The RTO has no earlier record, so these papers are checked more closely than at any later stage.
What changes at renewal
At renewal the licence itself proves most details. Rule 6 makes renewal the one case where a medical certificate must be produced again even if you gave one before.
What documents needed for license class additions?
The documents needed for license class additions, such as adding LMV to an MCWG licence, are your current driving licence, a new learner licence for the added class, Form 1 or Form 1A and the fee. You take a driving test only for the new class.
Learner licence for the new class
Rule 11(2) exempts holders of an effective driving licence from the learner knowledge test, but you still apply for a learner licence for the added class and wait 30 days before the driving test.
One person, one licence
Section 6(1) bars holding two driving licences at once, apart from a learner licence. A new class is added to your existing licence number rather than issued on a separate card.
What is a permanent driving license?
A permanent driving license is the full licence issued after you pass the driving test, as opposed to the learner licence that lasts six months. It is not literally permanent: it is valid until 40 if issued before 30, then renewed under the age-based validity rules.

What the card shows
The card is issued in Form 7, a smart card or laminated card under Rule 16. It carries your photo, licence number, classes, validity dates and the issuing authority.
Digital copy
Once issued, the licence can be fetched in DigiLocker or shown in mParivahan. A virtual licence from these apps is treated as a valid document when checked on the road.
How to apply for permanent DL?
To apply for permanent DL, wait at least 30 days after your learner licence is issued, then open Sarathi, enter your learner licence number, fill Form 4, pay the test fee and book a driving test. Pass the test and the RTO prints your licence.
- Open Sarathi and pick your state. Go to sarathi.parivahan.gov.in and choose the state where you now live or work.
- Start the driving licence application. Choose the driving licence option and enter your learner licence number and date of birth.
- Fill Form 4 and pick the class. Confirm your details and tick the vehicle class shown on your learner licence.
- Upload or confirm documents. Upload any proof, photo, signature or Form 1A the portal asks for.
- Pay and book the test. Pay the test and issue fee and book a driving test slot at the RTO.
- Take the test with originals. Bring the learner licence, original proofs and the slot printout; after passing, the card is printed in Form 7.
Before you click submit
Check that the class you tick matches your learner licence. A test for a class you were not cleared for at the learner stage cannot be booked.
If you trained at a school
Upload the Form 5 certificate. Since 1 July 2021, candidates who pass the test at an accredited driver training centre are exempt from the RTO driving test.
Driving license apply documents to upload on Sarathi
The driving license apply documents you upload on Sarathi depend on your state and whether you use Aadhaar e-KYC. Typically you upload age proof, address proof, photo, signature and Form 1 or 1A. With Aadhaar authentication, some states skip the proof uploads entirely.

Upload order on the portal
Sarathi shows an upload documents step after the form. It lists each slot by name. Pick the right document type from the dropdown before choosing the file, or the scan is filed under the wrong heading.
DL apply document scans, photos and signatures
For each DL apply document, the portal shows the allowed file type and size next to the upload button. Scan in colour, keep text readable and crop out empty borders. Photos should be recent, on a plain light background, and signatures done in dark ink on white paper.
Photo and signature tips
Use a recent passport-size photo with your face fully visible and no dark glasses. Sign within a small box on white paper and scan only that box, so the signature fills the frame.
When a scan is rejected
Rejected scans are usually blurred, rotated or over the size limit. Rescan the page flat, save it again in the format shown on screen and re-upload with the same application number.
What documents required for driving license test day?
The documents required for driving license test day are your learner licence, the slot booking printout, the originals of every proof you uploaded and the application acknowledgement. If you bring your own vehicle, carry its registration certificate, insurance and pollution certificate as well.
For the vehicle you test on
A test vehicle must be road-legal. The examiner may check its RC, insurance and PUC, and a learner vehicle should show the L sign in red at the front and rear under Rule 3.
For two-wheeler tests
Bring a helmet that you will actually wear during the test. Riding without one in a public place is an offence, and many tracks will not let you start without it.
Which documents required for driving test are checked at the RTO?
Of the documents required for driving test slots, the counter staff mainly check your learner licence, photo identity and the originals of uploaded proofs. Some states also capture biometrics and your photo before the test. If anything is missing, the slot may be lost and need rebooking.

Required documents for driving test: what to carry to the track
Pack the required documents for driving test day in one envelope: learner licence, slot printout, acknowledgement, original age and address proofs, Form 1A if used, and the vehicle papers. Add a pen and a copy of each, as some counters keep one.
What is the DL procedure from learner to full licence?
The DL procedure has two stages. First you apply for a learner licence and pass a short computer test on rules and signs. After at least 30 days, you apply for the full licence and pass a practical driving test. The licence is then issued.
Stage one: learner licence
You apply in Form 2, sit the knowledge test, and receive the learner licence in Form 3. It is valid for six months. Practice with our learning license test questions before the test.
Stage two: driving licence
You apply in Form 4, take the test of competence in a vehicle of the class applied for, and receive the licence in Form 7 once the RTO approves it.
Driving license procedure: what fees go with the documents?
Every stage of the driving license procedure carries a central fee under Rule 32 of the CMVR, paid online on Sarathi with your documents. States may add service, card or postal charges, so the total on screen is what you actually pay.

| Stage | Central fee |
|---|---|
| Learner licence, for each class | Rs 150 |
| Learner licence test | Rs 50 |
| Driving test, for each class | Rs 300 |
| Issue of a driving licence | Rs 200 |
| Licence issued as a smart card | Rs 200 extra |
Totals by class
For a worked total by class, such as two-wheeler plus car, see driving licence fee for 4 wheeler and 2 wheeler. It adds the same Rule 32 rows for each combination.
Process of getting driving license: who does what
The process of getting driving license involves three parties. You supply the documents and pass the tests. The RTO’s licensing authority checks the papers, conducts the tests and approves the licence. NIC’s Sarathi system records every step and sends the data to the national register.
Your part
Collect proofs, fill the forms honestly and attend the tests on time. Giving false information to obtain a licence can lead to it being revoked, so do not borrow another person’s papers.
The RTO’s part
The motor vehicles inspector or another officer runs the driving test, and the licensing authority signs off. Your card is then printed and posted, or collected at the counter in some offices.
The process of getting license is called what?
There is no special one-word legal term. In school textbooks the process of getting license is usually called licensing. The Motor Vehicles Act calls it the “grant” of a driving licence; section 9 is headed “Grant of driving licence”.
Words you may see in exams
Exam answers may use “issue of licence”, “grant of licence” or “licensing process”. All mean the same steps: application, documents, test and approval by the authority.
Who is the issuing authority for a driving license?
The issuing authority is the licensing authority appointed by the state government, usually the Regional Transport Officer or a district transport officer. The name of the office that issued your licence is printed on the card and shown in the Sarathi record.
Where to see it on your licence
Look for the issuing authority or office code near your licence number. The first four characters of the licence number are the state code and the RTO code of that office.
Checking it online
Our online licence check guide shows how to see the issuing office, classes and validity using your licence number and date of birth.
Drivers license requirements: who is eligible?
The basic drivers license requirements in India are a minimum age, the right documents, a passed learner test and a passed driving test. You must be 18 for most private vehicles, 16 for a motorcycle up to 50cc, and 20 for a transport vehicle.
Fitness and disqualification
You must be physically fit to drive, declared in Form 1 or certified in Form 1A, and not currently disqualified from holding a licence by a court or the licensing authority.
License requirements by vehicle class
The license requirements change with the vehicle class you apply for. Age limits, fitness papers and prior licence rules differ between two-wheelers, cars and transport vehicles. This table shows the extra papers for each class, on top of the standard age and address proofs.
| Class | Minimum age | Fitness paper | Extra condition |
|---|---|---|---|
| Motorcycle up to 50cc | 16 | Form 1 | Guardian’s written consent |
| MCWOG (gearless) | 18 | Form 1, or Form 1A at 40+ | None |
| MCWG (geared) | 18 | Form 1, or Form 1A at 40+ | None |
| LMV (car, jeep) | 18 | Form 1, or Form 1A at 40+ | None |
| Transport vehicle | 20 | Form 1A always | LMV licence held one year |
Testing several classes together
You can apply for two classes, such as MCWG and LMV, on one learner licence and test for both at one visit. See mcwg full form for what each two-wheeler class covers.
Why transport is different
Transport classes need a medical certificate every time and a year of LMV driving experience, because these drivers carry passengers or goods for hire.
Scooter license: which class and papers?
A scooter license in India is the MCWOG class (motorcycle without gear) or the MCWG class, which also covers gearless scooters according to insurer guides. The documents are the standard age and address proofs, Form 1, photos and a learner licence for that class.

Choosing between MCWOG and MCWG
If you may ride a geared bike later, applying for MCWG from the start saves a second application. The Act lists the two classes separately, so confirm with your RTO how it treats gearless scooters.
Driving licence for scooty at 16: what is allowed?
A driving licence for scooty riders aged 16 or 17 is possible only for a vehicle with an engine of 50cc or less. Most scooters sold today are larger, so a 16 year old usually cannot ride them legally until 18.
What the parent signs
The parent or guardian signs a written consent under section 7(2). Their own identity proof is usually attached so the RTO can confirm who signed.
What happens at 18
The 50cc licence does not cover bigger scooters. At 18, apply for an MCWOG or MCWG class with a new learner licence and test.
Heavy license: what extra documents are needed?
A heavy license, for trucks or buses, needs your existing LMV driving licence, a Form 1A medical certificate and the usual proofs. A learner licence for a transport vehicle is given only to someone who has held an LMV licence for at least one year.
Fees and endorsement
Fees for adding the class follow the same Rule 32 rows. The driving licence fee for 4 wheeler and 2 wheeler page explains the HMV totals.
How many days to get driving license?
The minimum answer to how many days to get driving license is 30 days from the learner licence, because Rule 15 bars the driving test before then. Add the days needed for a test slot and for card printing and posting, which vary by state and RTO.
| Stage | Time rule | Where it comes from |
|---|---|---|
| Learner licence | Often same day after the computer test (Delhi) | Delhi transport department |
| Wait before the driving test | At least 30 days | CMVR Rule 15(1) |
| Learner licence validity | Six months | MV Act section 14(1) |
| Form 1A certificate validity | One year from issue | CMVR Rule 5(2) |
| Card printing and posting | Varies by state | Check application status |
How much time to get driving licence after the learner stage
The time to get driving licence after the learner stage depends mostly on test slots. In busy cities the first free slot may be weeks away, so book as soon as the 30 days pass and the learner licence has not expired.
If the learner licence runs out
A learner licence lasts six months. If it expires before you pass, you must apply for a fresh one and the 30-day wait starts again.
After passing driving test how long to get license?
After passing driving test, how long to get the licence depends on your state. The approval appears in the Sarathi record first; the printed card follows by post or counter collection. Neither the Act nor the rules fix a delivery deadline that applies everywhere.
Track the application
Use the application status option on Sarathi with your application number and date of birth. When the status shows the licence as approved or dispatched, the card is on its way.
Use the digital copy meanwhile
Once approved, fetch the licence in DigiLocker. It is accepted as a valid document, so you can drive legally before the plastic card arrives.
Driving licence near me: how to find your RTO
For driving licence near me searches, the office you need is the RTO or district transport office covering your home, workplace or driving school. Sarathi shows your state’s offices when you book a slot, and the state transport department website lists addresses.
Picking the right office
You may choose any office whose area covers where you live or work. In large cities with several RTOs, slot availability often decides which one is quickest.
Licence near me: driving schools and training centres
For licence near me searches that mean help with learning, look for a licensed driving school or an accredited driver training centre. Passing the centre’s test can exempt you from the RTO driving test under the 2021 rules.
Can I apply driving licence in other state?
Yes. You can apply driving licence in other state if you ordinarily live or carry on business there, or if your driving school is there. Section 9(1) of the Motor Vehicles Act sets this rule, so a student or worker need not travel home.
Proving where you live
Your address proof must show the new state. If your documents still show your home town, update one of them first or use the affidavit route.
Already have a licence
You cannot get a second licence in the new state. Instead, change the address on your existing licence through the online address change service.
How to apply for driving license in India?
To apply for driving license in India, apply for a learner licence on Sarathi, pass the computer test, wait at least 30 days, then apply for the driving licence and pass the practical test. Upload the documents the portal asks for and keep the originals ready.
Before the learner test
Read the road signs and rules. Rule 11 requires at least 60 percent correct answers in the learner test, which covers signs, rules of the road and duties after an accident.
Getting it right the first time
Most delays come from mismatched documents or a missed test slot. Check your proofs against each other before uploading and book the driving test as soon as you are eligible.
How to get a DL in Bangalore?
To get a DL in Bangalore, choose Karnataka on Sarathi, apply for a learner licence, then book your driving test at the Bengaluru RTO covering your area. Karnataka runs its licence services on Sarathi, so the national document list applies with any extras the state adds.

Choosing a Bengaluru RTO
Bengaluru has several RTOs. For example, KA 05 is Bengaluru South, now at Jayaprakash Nagar. Pick the one covering your address or workplace.
Slot planning
Test slots at busy city RTOs fill early. Book as soon as your learner licence is 30 days old so you are not close to its six-month expiry.
Apply for DL in Bangalore: which documents?
When you apply for DL in Bangalore, carry the learner licence, application acknowledgement, slot printout, original age and address proofs and Form 1A if needed. A 2021 Bengaluru checklist also asked for a self-addressed stamped envelope for posting the card.
The envelope question
Whether your RTO still asks for a stamped envelope can change, so confirm on the Sarathi slip or at the counter before your visit.
How to apply driving license online in Odisha?
To apply driving license online in Odisha, open Sarathi, choose Odisha, and start a learner licence application. Upload your proofs or use Aadhaar authentication, pay the fee and book the learner test. After 30 days, apply for the driving licence and book the test.
How to apply for DL in Odisha at the RTO
If you prefer the office route, you still apply for DL in Odisha through Sarathi first, then take printouts and originals to your RTO on the slot date. Fully paper applications are rare now.
Odisha-specific papers
Odisha follows the national Rule 4 list. Any extra document the state notifies is shown in the upload list once you choose Odisha.
Driving license apply online Assam: how does it work?
For driving license apply online Assam applicants, the route is the same Sarathi flow: choose Assam, apply for a learner licence, pass the test, wait 30 days and book the driving test. The documents are the Rule 4 proofs, Form 1 or 1A and photos.
Licence apply Assam: papers to keep ready
For a licence apply Assam application, keep scans of your age proof, address proof, photo and signature ready before you start. If your proof is in another state, apply where you now live.
Documents required for driving licence in Maharashtra
The documents required for driving licence in Maharashtra follow the national list: age proof, address proof, Form 1 or 1A, photos and the learner licence for the permanent stage. Apply on Sarathi by choosing Maharashtra; any state extras appear in the upload step.
Mumbai region RTOs
The Mumbai region has many offices. For instance, MH 04 is Thane, MH 43 is Navi Mumbai at Nerul and MH 46 is Panvel at Kalamboli. Book at the one covering where you live or work.
Migrants to Maharashtra
If you moved to Pune or Mumbai for work, you may apply there under section 9(1). Bring current address proof for the Maharashtra address.
Driving licence document list Gujarat
The driving licence document list Gujarat applicants need matches the central rules: Rule 4 age and address proofs, Form 1 or Form 1A, photographs, signature and, at the second stage, the learner licence. Gujarat runs all licence services on Sarathi.
Learner test in Gujarat
The learner test is taken at the RTO or an approved centre in Gujarat after the online application. Carry the acknowledgement and originals.
Documents required for driving licence in Delhi
The documents required for driving licence in Delhi are the national list: age and address proofs, Form 1 or 1A and photos. Delhi issues the learner licence on the same day after the computer test, and its faceless services mean you visit only for the permanent licence driving test.
Delhi’s faceless route
Since August 2021, Delhi has run faceless transport services. Document checks happen online through Aadhaar, and the driving test is the main in-person step.
Licence ke liye documents kaun se chahiye?
Licence ke liye documents simple hain: umar ka saboot (birth certificate, school certificate ya passport), pata ka saboot (electoral roll, passport ya LIC policy), Form 1 ya Form 1A, teen passport size photo aur signature. Pakka licence ke liye learner licence bhi chahiye.
Learner licence (LL) ke liye
LL ke liye Form 2 Sarathi par online bhariye, Aadhaar se e-KYC kariye ya proofs upload kijiye, fees bhariye aur computer test dijiye.
Pakka licence (DL) ke liye
LL milne ke kam se kam 30 din baad Form 4 bhariye, slot book kariye aur original documents lekar driving test dijiye.
Write any two documents required for driving and learners licence
If an exam asks you to write any two documents required for driving and learners licence, give proof of age (such as a birth certificate) and proof of address (such as a passport or electoral roll entry). Both are needed at the learner stage, and the RTO checks them again for the licence.
A fuller exam answer
For more marks, add the Form 1 self-declaration of fitness, passport-size photographs, and the learner licence itself for the permanent driving licence.
Driving license proof: originals or copies?
For driving license proof documents, you upload scans online and show originals at the RTO when asked. Rule 4 accepts the original or a duly attested extract. Never hand over originals to an agent; RTO staff look at them and return them at the counter.
Licence document: what does the RTO finally issue?
The final licence document is a Form 7 smart card or laminated card under Rule 16. It shows your photo, name, date of birth, address, licence number, classes, validity and the issuing authority. A virtual copy is available in DigiLocker and mParivahan.
Carrying it on the road
Carry the card or keep the digital copy ready. Driving without a valid licence leads to a challan; see without licence fine for the penalty.
If the card is lost
Rule 26 lets the licensing authority issue a duplicate, clearly marked as such. You apply on Sarathi with your licence number and a police report where your state asks for one.
Documents needed for driving licence: common mistakes
Most problems with the documents needed for driving licence applications come from mismatched names or dates, outdated address proofs, old medical certificates and poor scans. Spending ten minutes comparing your papers before you start can save a rejected application and a lost test slot.

Name and date mismatches
If your name is spelt differently on Aadhaar and your school certificate, correct one before applying. The date of birth must match exactly across every document.
Old Form 1A
A Form 1A is valid for one year. If it was signed earlier, get a new one. A medical fitness certificate explainer covers who may sign it, and the driving licence hub links every other licence service.

Is Aadhaar compulsory for a driving licence?
No. Aadhaar authentication makes the online learner licence route faster, but CMVR Rule 4 still accepts other proofs such as a passport, electoral roll entry, LIC policy or birth certificate. Without Aadhaar you may need to visit the RTO in person.
How many photographs do I need?
Rules 10 and 14 ask for three recent passport-size photographs. On Sarathi you usually upload a photo and signature instead, and some states capture your photo at the RTO.
Do I need a medical certificate for a car licence?
Not if you are under 40 and want a private class such as MCWG or LMV. You sign the Form 1 self-declaration. Form 1A, signed by a doctor, is needed at 40 and above or for a transport class.
Can I use a rent agreement as address proof?
Rule 4 does not name it, but a state can add documents to the list. Check the proofs your state shows on Sarathi; if it is not listed, use another proof or an affidavit.
Can I apply for a licence in a city where I study?
Yes, if you ordinarily reside there. Section 9(1) of the Motor Vehicles Act lets you apply where you live, carry on business, or where your driving school is located.
Do I need my learner licence on test day?
Yes. The driving test is linked to an effective learner licence for the same class. Carry the printout or a copy from DigiLocker along with your original proofs.
What if my name is spelt differently on two documents?
Fix the mismatch before you apply. Correct one record, or support it with a gazette notification or affidavit as your RTO asks. Mismatches are a common reason for rejection.
How long is a Form 1A certificate valid?
One year from the date the doctor issues it, under CMVR Rule 5(2). Get a fresh one if yours is older by the time you apply.
Can a 16 year old get a scooty licence?
Only for a motorcycle of up to 50cc, with the written consent of a parent or guardian. Regular gearless scooters need the applicant to be 18.
What documents are needed for a heavy licence?
The same age and address proofs, a Form 1A medical certificate, and your existing driving licence, because a transport learner licence needs an LMV licence held for at least a year.
