Assam learner licence by LL test online, with Sarathi steps
To take the ll test online for an Assam learner licence, open sarathi.parivahan.gov.in, choose Assam, fill the learner licence form (Form 2), upload age and address proof, photo and signature, and pay the total shown. Then sit the computer test on road signs and rules. Pass it and you can print the learner licence, which lasts six months; the driving test can follow after 30 days.
Key takeaways
- The ll test online for Assam runs on Sarathi with Assam chosen as the state; there is no separate state portal for the form.
- Central charges start at ₹150 per class for the learner licence and ₹50 for the test; Assam's own charges show on the payment screen.
- Rule 11 of the central rules needs at least 60 percent correct answers to pass the learner test.
- A learner licence lasts six months, and the driving test can be taken only after 30 days.
- Assam runs 34 district transport offices, each led by a District Transport Officer, and Sarathi sends your form to the one for your address.
- The same Sarathi form serves Delhi, MP, West Bengal, Gujarat, Tamil Nadu, Karnataka and Bihar; only the state menu and office rules change.

How does the LL test online work for Assam applicants?
The ll test online is a short computer test on road signs, rules of the road and safe driving that you must pass before Assam issues a learner licence. You book it through Sarathi, the national licence portal run by NIC for the transport ministry, after choosing Assam as your state and filling the learner form.

What the test covers
Central Rule 11 lists the topics: traffic signs and signals, rules of the road, what to do after an accident, crossing unmanned railway lines, and the papers you must carry while driving. Questions are objective, and you need at least 60 percent right.
Number of questions
The usual Sarathi screen shows 15 multiple-choice questions, and you need 9 correct to pass, with about 30 seconds for each. States can change this, so read the instructions on the first test screen.
How do you apply for a learners license Assam residents can use?
To get a learners license Assam issues, apply on sarathi.parivahan.gov.in, pick Assam, open the new learner licence service and complete the form in one sitting. Keep scans ready before you start.
- Pick Assam on Sarathi. Open sarathi.parivahan.gov.in and choose Assam from the state list.
- Fill the learner licence form. Enter your details as on your ID and tick every vehicle class you want.
- Upload documents. Add age proof, Assam address proof, photo, signature and Form 1 or Form 1A.
- Pay the fee. Pay the total shown on the Sarathi payment screen through the official gateway.
- Take the test and print. Sit the computer test, and after passing, print the learner licence.
Who is eligible
You can apply at 16 for a gearless motorcycle up to 50cc with a guardian’s written consent, at 18 for cars and geared bikes, and at 20 for transport vehicles. Our guide to learning licence age explains each limit.
Picking classes
Tick MCWG and LMV together if you want both. Each class adds a learner fee, but you sit a single test, which saves a second trip.
Which learning license form do you fill?
The learning license form is Form 2, the application for a learner’s licence under central Rule 10. On Sarathi you never download it: the online screens are Form 2. After you pass, the learner licence itself is issued in Form 3, and later you apply for the permanent licence in Form 4.
The fitness declaration
Applicants below 40 fill Form 1, a self-declaration of physical fitness. At 40 or above, or for a transport vehicle, a registered doctor signs Form 1A. Upload whichever applies with the main form.
Common errors on the form
Your name and date of birth must match your age proof exactly. A different spelling, or initials where the ID has a full name, is a common reason the district office sends the form back for correction.
What papers should be ready before you start?
Keep clear scans of your age proof, Assam address proof, a recent photo, your signature and the Form 1 or Form 1A declaration before you open Sarathi. Our documents required for learning license page lists which IDs are accepted for each proof.

Scans and file sizes
Sarathi shows the allowed size and format beside each upload box. Phone photos often need cropping first.
If you rent in Assam
A rent agreement or another accepted address proof for your current Assam address lets the form reach the right district office. If your Aadhaar shows an older address, update it first or use another proof.
What fees apply to an Assam learner licence?
The central motor vehicle rules set a base of ₹150 per vehicle class for the learner licence and ₹50 for the test. Assam may add service or user charges, and the total appears on the Sarathi payment screen before you pay. Pay only through the gateway that opens from Sarathi.
| Item | Central base amount |
|---|---|
| Learner licence, per class | ₹150 |
| Learner test or repeat test | ₹50 |
| Driving test, per class | ₹300 |
| Issue of driving licence | ₹200 |
Paying once
Sarathi accepts payment against an application number only once. If money leaves your account but the status says unpaid, use the Payment Status option instead of paying again.
Why we do not print an Assam total
We could not confirm Assam’s current service charges from the state site, so we show only the central base. Your receipt from the payment screen is the record.

What happens at the RTO driving license test after the LL?
The rto driving license test is the practical drive you take at your Assam district transport office once your learner licence is at least 30 days old. You book the slot on Sarathi using the learner licence number, bring a vehicle of the class you applied for, and an inspector watches you drive.
Timing rules
Central Rule 15 bars the driving test before 30 days of holding the learner licence. Section 14 of the Act ends the learner licence at six months, so book well before then.
What the inspector checks
Expect to move off safely, use mirrors and indicators, turn, reverse or park and stop on command.

What driving licence online test questions should you expect?
Driving licence online test questions are multiple-choice items drawn from the road-sign chart, the Rules of the Road Regulations, 1989 and key sections of the Motor Vehicles Act. Most ask you to identify a sign or choose the correct action at a junction, crossing or overtaking point.
Typical topics
Mandatory and warning signs, right of way, overtaking only from the right, the 30 mg alcohol limit per 100 ml of blood, helmet rules and reporting an accident to police within 24 hours all appear often.
How to prepare
Work through our bank of learning license test questions until you can answer each in under 30 seconds. Circles order; triangles warn.
Is there a driving license question paper to practise?
There is no fixed driving license question paper that repeats each time; Sarathi draws questions from a large bank, so every applicant sees a different set. You can still practise with the tutorial and sample questions the portal offers, and with question sets built from the same rules.
The Sarathi practice option
Sarathi lists a mock or practice test option on many state menus. Use it once or twice before the real attempt to get used to the timer and screen.
Why do applicants fail the LL test online?
Most people who fail the LL test online run out of time on sign questions or mix up similar-looking signs. Others lose marks on questions about documents, towing and right of way, which seem easy but are worded carefully. A few lose the attempt over camera or connection problems.
Avoid these slips
- Guessing at shapes instead of learning what circles, triangles and blue rectangles mean.
- Moving your face out of the camera during a home test.
- Starting on a weak mobile network.
Retaking it
A fail does not end your application. You can retake the test, paying the ₹50 test fee again plus any Assam charge shown.
How do you save your Assam learner licence as a PDF?
After you pass, Sarathi’s print option for the learner licence asks for your application number and date of birth, then shows the licence in a form you can print or save as a PDF. Keep that copy on your phone and a printout in the vehicle while you practise.
When the print option fails
If the licence will not open, the district office may not have finished approving it. Wait a day and try again. Our full LLR download guide covers every route and error.
Licence corrections in Assam
Assam moved licence corrections online from 1 June 2022, so a spelling fix on the learner licence starts on Sarathi rather than at the counter.
Can you do an LLR download with Aadhaar card?
An LLR download with Aadhaar card alone is not how Sarathi works. The print screen looks up the learner licence by application number or licence number and date of birth. Aadhaar comes in earlier, when you authenticate the application with an OTP on states that offer Aadhaar-based services.
Where Aadhaar helps
From 3 March 2021, a central notification made licence services contactless with voluntary Aadhaar authentication. In September 2022 this widened to 58 services, including learner and conductor licences.
Without Aadhaar
People without Aadhaar can still apply with another accepted ID, but may need to visit the district office for verification.
Where does digital license download fit in?
A digital license download puts your licence into DigiLocker or the mParivahan app. DL and RC copies shown in these apps are treated as valid documents under central Rule 139 and a 2018 transport ministry advisory, so traffic police can check them instead of the card.
What shows up
Once your permanent Assam licence is issued, add it in DigiLocker with the licence number and date of birth. A learner licence may not appear on every app, so keep the printed PDF for it.
WhatsApp route
DigiLocker also works on WhatsApp through the MyGov Helpdesk at +91 9013151515 after you authenticate your DigiLocker account. Assam’s own RC download Assam guide shows the same route for vehicle papers.
How does LLR login work on Sarathi?
LLR login on Sarathi is not a username and password. You open the service you need, such as print learner licence or book a test, and enter your application number, date of birth and the captcha. Some states add an OTP to the mobile number on your form.

Lost application number
Use the Find Application Number option on the Sarathi menu and search with your name and date of birth, or look up the SMS and payment receipt you got.
Picking the wrong state
A blank or “no record” screen often means the state on top of the page is not Assam. Change it and try again.
How do you do an LLR number search?
An LLR number search finds your learner licence details from the number printed on it. On Sarathi, open the learner licence or application status option for Assam, enter the number or application number with your date of birth, and the screen shows status, classes and validity.
Reading the result
Check that the vehicle classes and the end date are correct. If anything is wrong, apply for a correction before you book the driving test.
Checking a full licence
For a permanent licence, use the national licence search instead; our online licence check guide walks through it.
How to renew learning license after six months?
On how to renew learning license, the short answer is to apply again before the six months end. Central Rule 10 still mentions renewal of a learner’s licence, but in practice Sarathi usually treats an expired learner licence as a fresh application with a new test. Check the Assam menu for a renewal service before reapplying.
Avoiding expiry
Book your driving test as soon as the 30-day wait ends. A slot a few weeks out leaves time to retake the drive if you fail once.
If it has expired
Start a new learner licence application, pay the fees shown and sit the computer test again, then wait another 30 days.
How do you check conductor licence status?
A conductor licence status check runs on Sarathi too. Choose Assam, open the conductor licence services and enter your application number and date of birth. The same section lets you apply for a new conductor licence, upload address proof, photo and signature, pay online and print the licence when approved.
Who needs one
Chapter III of the Motor Vehicles Act covers licensing of conductors of stage carriages, such as bus conductors. A driver’s learner licence does not cover this role.
Status messages
“Pending” usually means the district office has not yet verified the papers. If the status does not move for several weeks, contact your DTO with the application number.
Which Assam office issues your learner licence?
Your learner licence is issued by the District Transport Office for the address on your form. Assam has 34 district-level transport offices, each headed by a District Transport Officer with motor vehicle inspectors, under the Commissioner of Transport. Each office is known by its AS code.

Some Assam codes
| Code | Office area |
|---|---|
| AS-01 | Guwahati |
| AS-02 | Nagaon |
| AS-03 | Jorhat |
| AS-06 | Dibrugarh |
| AS-11 | Silchar (Cachar) |
| AS-12 | Tezpur (Sonitpur) |
| AS-23 | Tinsukia |
| AS-25 | Kamrup |
Office address and timings
We do not list office addresses because we could not confirm current ones. Check transport.assam.gov.in or the office directory on Parivahan before you travel.
How is a learning license Delhi application different?
A learning license Delhi application uses the same Sarathi form, but with Delhi chosen as the state. Delhi launched faceless transport services in August 2021, so most learner work happens online, and the office visit is kept for the permanent licence driving test. Delhi also issues the learner licence on the day you pass.

E-rickshaw applicants
Delhi gives e-rickshaw and e-cart learner applicants an oral test in place of the computer test.
If you move from Delhi to Assam
A learner licence is tied to the office that issued it. Apply afresh in Assam once you live there, or finish the driving test in Delhi first.
How does MP DL apply work on Sarathi?
An MP DL apply request follows the same two stages as in Assam: a learner licence after an online form and test, then a driving test at least 30 days later. On Sarathi, choose Madhya Pradesh from the state list instead of Assam, and the form routes to your MP office.
The learner stage
Fill the learner form, upload proofs, pay the total shown for Madhya Pradesh and sit the computer test.
The permanent licence
Book the driving test with your learner licence number once 30 days have passed, and drive at your MP transport office on that date.
How do you apply for learning license MP?
To apply for learning license MP, open Sarathi, pick Madhya Pradesh and select the new learner licence service. The age limits are national: 16 for a gearless bike up to 50cc with consent, 18 for cars and geared bikes, 20 for transport vehicles. Fees start from the same central base.
State charges
Madhya Pradesh can add its own service charges to the central amount. The payment screen shows the total.
What does MP transport driving licence cover?
An MP transport driving licence lets you drive only the vehicle classes printed on it, anywhere in India, because a licence from any Indian office is valid nationwide. The Madhya Pradesh transport department handles tests, approvals and cards through its regional offices.
Classes on the card
MCWG covers geared motorcycles, MCWOG gearless scooters, and LMV cars. To add a class later, take a new learner licence for that class.
Transport vehicles
A learner licence for a transport vehicle has needed a light motor vehicle licence held for at least one year.
Driving licence Indore: which office handles it?
For a driving licence Indore residents apply on Sarathi with Madhya Pradesh chosen, and the form goes to the Indore regional transport office, which uses the code MP-09. Tests and biometrics happen there; the online steps match the ones described for Assam above.
Checking the address
We have not verified the Indore office address or timings. Confirm them on the MP transport department site before you visit.
How does learner licence West Bengal work?
A learner licence West Bengal application is filled on Sarathi with West Bengal chosen as the state. The form, uploads, central fees and test rules are the same as in Assam, and the West Bengal transport department’s local offices handle verification and driving tests.
What stays the same
Six months of validity, a 30-day wait before the driving test and the 60 percent pass mark apply in every state, because they come from central law.
What can differ
Service charges, test slot availability and whether a home test is offered vary by state. Read the West Bengal menu on Sarathi.
How do you apply for learning licence Gujarat?
To apply for learning licence Gujarat, choose Gujarat on Sarathi, open the new learner licence service and complete the same Form 2 screens. Upload age and address proof for your Gujarat address, pay the total shown and book or take the test.
Address matters
Your address decides which Gujarat office gets the application. Use proof that shows your current address.
How does LLR apply online Chennai work?
An LLR apply online Chennai request goes through Sarathi with Tamil Nadu chosen as the state. Chennai has several regional transport offices, and the one for your address receives the form. Tamil Nadu RTOs run help desks that guide applicants on Sarathi for licences.
Test day
Bring your application printout and the original documents you uploaded, in case the office asks to see them.
What is the TN LLR apply online route?
The TN LLR apply online route is the Tamil Nadu menu on Sarathi: choose Tamil Nadu, select new learner licence, fill Form 2, upload proofs and the fitness declaration, pay and sit the test. Licences are on Sarathi and vehicle papers on Vahan, as in Assam.
After the learner stage
Book the driving test from 30 days onwards at the Tamil Nadu office named on your learner licence.
How do you apply LLR in Karnataka?
To apply LLR in Karnataka, pick Karnataka on Sarathi and fill the same learner licence form. A Karnataka High Court ruling held that a learner licence is valid for a motorcycle and that a learner on a motorcycle does not need an instructor riding with them, unlike in a car.
What the ruling means
It came in an insurance dispute, so it does not change the L plate rule. Ask your Karnataka office how it applies.
Fees and test
Central amounts apply, with Karnataka charges shown on the payment screen.
What should a Bihar learner licence applicant know?
A Bihar learner licence is applied for on Sarathi with Bihar chosen, using the same Form 2 screens, central fees and test rules. Patna’s office uses the code BR-01. Bihar’s transport department notified in 2018 that DigiLocker copies of a driving licence and RC are valid documents.
Patna and district offices
Your address picks the Bihar office. Confirm the address and timings on the state transport site.
Carrying the licence
Once your Bihar licence is issued, a DigiLocker copy is accepted, as with an Assam licence. For every other licence service, start from our driving licence guide.

Can I take the LL test online from home in Assam?
A 2021 central notification allows Aadhaar-based learner tests from home, and several states offer it. Check whether the Sarathi menu for Assam shows the Aadhaar option; if not, you take the test at your district transport office.
How many questions are in the learner licence test?
The common Sarathi format is 15 multiple-choice questions with 9 correct needed to pass. Central Rule 11 sets the bar at 60 percent; some states use a different number of questions.
What is the fee for an Assam learner licence?
The central base is ₹150 per vehicle class plus ₹50 for the test. Assam can add service charges, so pay the total Sarathi shows.
How long is an Assam learner licence valid?
Six months from the date of issue, under section 14 of the Motor Vehicles Act.
When can I book the driving test after the LL?
After holding the learner licence for at least 30 days, and before it expires at six months.
What if I fail the learner test?
You can retake it. A repeat test carries the central ₹50 test fee again, plus any Assam service charge.
Which form is the learning license form?
Form 2 is the application for a learner's licence. You fill it online on Sarathi; the learner licence itself is issued in Form 3.
Can I download my learner licence with Aadhaar?
Sarathi's print option asks for your application number and date of birth. Aadhaar is used to log in or authenticate where the state offers it, not as the search key.
Is a learner licence enough to ride alone?
For a car, no: an instructor holding a valid licence must sit beside you, and you must show an L plate. A Karnataka High Court ruling treated motorcycles differently; ask your DTO before relying on it.
