LLR full form, learner's licence age and the rules for new drivers
The LLR full form is the learner's licence, the six-month permit issued in Form 3 that lets you practise driving before your driving test. You can apply at 16 for a gearless two-wheeler up to 50cc with a guardian's written consent, and at 18 for geared bikes and cars. Transport vehicles need age 20. Apply on Sarathi, pass a short rules test and print the licence.
Key takeaways
- LLR is the short form people use for the learner's licence; the Motor Vehicles Act itself only says learner's licence.
- Minimum age: 16 for a gearless bike up to 50cc with guardian consent, 18 for geared bikes and cars, 20 for transport vehicles.
- A learner's licence is valid for six months under section 14(1), and you can take the driving test after holding it for 30 days.
- While on an LL you must show a red L plate, carry no pillion except an instructor, and keep a licensed instructor beside you in a car.
- Central charges are Rs 150 per class for the licence and Rs 50 for the test; states can add service charges.
- There is no upper age limit in the Act, but a Form 1A medical certificate is needed from age 40.

LLR full form: what does LLR stand for?
The LLR full form is the learner’s licence, a temporary permit that lets a new driver practise on public roads under conditions. The Motor Vehicles Act, 1988 never prints the letters LLR; it simply says “learner’s licence”. People and many RTO counters add the R, often reading it as learner’s licence registration.

Where the letters come from
LL is the plain abbreviation of learner’s licence. The extra R grew out of counter slang and old receipt headings. Whether you write LL, LLR or learning licence, you mean the same Form 3 document.
Why the short form matters
Search results, coaching centres and forms mix the terms. Knowing that LLR, LL and learner licence are one document saves you from paying an agent for a “separate” registration that does not exist.
What is a learner license?
A learner license is the first licence you get before a permanent driving licence. It allows supervised practice for six months. You earn it by passing a short objective test on road rules, signs and duties after an accident, and it lists each class of vehicle you may learn.
What the document shows
The printed licence carries your photo, name, date of birth, address, the licence number, the issuing office, each class of vehicle and the date until which it is valid.
What it does not allow
It is not a licence to drive alone in a car, to carry passengers for hire, or to drive a class that is not printed on it.
LL means in driving license: how do you read the term?
When a form asks for your LL number, it means the number of your learner’s licence. LL means in driving license paperwork the stage before the full licence. Sarathi uses the term in menus such as “Print Learner Licence” and in the Form 4 application for a permanent licence.
LL on a Sarathi screen
Menus marked LL lead to learner services: new application, test slot, print and status. Menus marked DL lead to permanent licence services such as renewal and duplicate.
Learning licence, learner licence or learner’s licence
All three phrases appear on state websites. The Act uses learner’s licence. Our guide on licence meaning in Hindi explains how the term reads in Hindi.
Learners license India: LL, LLR and DL compared
In India the learner stage and the permanent stage are two separate documents. The learners license India issues is a short permit for practice; the driving licence that follows is the long-term card. The table sets out the differences most applicants ask about.
| Point | Learner’s licence (LL / LLR) | Driving licence (DL) |
|---|---|---|
| Form | Form 3 | Smart card (Form 7) |
| Validity | Six months | Years, by age slab |
| Test | Objective rules test | Practical driving test |
| Driving alone | Bike only, car needs instructor | Yes |
| L plate | Required | Not required |
Why two stages exist
The learner stage gives you time to practise under supervision. The driving test then checks that practice before the licensing authority issues a full licence.
One LL for several classes
You can learn a car and a geared bike at the same time on one LL, as long as both classes are printed on it.
Learning licence age: how old must you be?
The learning licence age depends on the vehicle. Section 4 of the Motor Vehicles Act sets 18 years as the general rule for driving in a public place, with 16 years for a motorcycle up to 50cc and 20 years for a transport vehicle. The same ages apply to the learner stage.
How age is counted
Age is counted on the date of application from the birth date on your proof of age. A birthday the next week is not enough; wait until the day itself.
Learning licence apply age for more than one class
If you are 17, you can only apply for a gearless bike up to 50cc. You add a car or geared bike class later, after your eighteenth birthday.
Minimum age for learning licence in India by vehicle class
The minimum age for learning licence in India is not one number. It changes with the class you tick on the form. The table below combines sections 4 and 7 of the Act so you can see the age and any extra condition for each class.

| Class of vehicle | Minimum age | Extra condition |
|---|---|---|
| Motorcycle without gear, up to 50cc | 16 years | Written consent of parent or guardian |
| Motorcycle with gear (MCWG) | 18 years | None |
| Light motor vehicle (car, LMV) | 18 years | None |
| Transport vehicle | 20 years | Medical certificate in Form 1A |
Age required for driving licence in India after the LL
The age required for driving licence in India is the same as for the LL of that class. Because the driving test comes at least 30 days after the LL, your age rarely becomes a problem at the second stage.
Proof that is accepted
Birth certificate, school certificate, passport and Aadhaar are common proofs. Your state’s Sarathi page lists the accepted documents.
Can I get learning license at 16 in India?
Yes, but only for one class. Can I get learning license at 16 in India? Section 4(1) allows a 16-year-old to drive a motorcycle with engine capacity not exceeding 50cc, and section 7(2) adds that anyone under 18 needs the written consent of the person who has care of them.
Apply for 16 year license India: what to submit
To apply for 16 year license India, tick the motorcycle without gear class, upload proof of age and attach the guardian’s signed consent. The guardian’s details are usually entered on the same form.
16 years driving licence limits
A 16 years driving licence covers only that small gearless class. Most scooters on sale have engines above 50cc, so check the RC of the scooter before you ride it.
Can a 16 year old drive a car in India?
No. Can a 16 year old drive a car in India? The answer under section 4 is a clear no: a car is a light motor vehicle and needs the driver to be at least 18. No LL is issued for a car below that age, even with a parent’s consent.
Can a 16 year old drive at all?
Can a 16 year old drive? Only a motorcycle up to 50cc without gear, and only after getting an LL for it. Riding anything bigger is driving without a licence.
What happens if a minor drives
Driving without a valid licence draws a fine. See our guide on the without licence fine for the penalty and who pays it.
Can 17 year olds drive?
Can 17 year olds drive? Yes, but only the same small gearless class a 16-year-old may ride. Cars and geared bikes wait until 18. A 17-year-old can use the year to learn the rules and take the LL test for the 50cc class.
Planning around your eighteenth birthday
Many 17-year-olds book their car LL for the day they turn 18. Prepare documents a few weeks before so you can apply on the day.
Can I get license at 16 in India for a car later?
No. Can I get license at 16 in India for a car? The only route is to wait. The 50cc LL does not convert into a car licence.
MCWOG license age: what is the non gear license age in India?
The non gear license age in India is 16 for motorcycles up to 50cc and 18 for any gearless scooter above 50cc. The mcwog license age therefore depends on the engine size printed on the scooter’s RC, not on whether it has gears.
Non gear license and electric scooters
A non gear license is the motorcycle without gear class, often printed as MCWOG. Low-speed electric scooters may be exempt from registration; check the vehicle’s documents.
Two wheeler licence age for most scooters
Most petrol scooters sold today are 100cc or more, so the two wheeler licence age for them is 18. Our MCWG full form guide explains the geared class codes.
Two wheeler license age limit for geared bikes
The two wheeler license age limit for geared motorcycles is 18 years. No guardian consent route exists for geared bikes. Once you are 18, you can apply for the motorcycle with gear class on its own or along with a car class.
Learner licence rules for bike riders
The learner licence rules for bike riders are short: show L plates, carry no pillion except an instructor, and wear a helmet that meets BIS standards.
Learning license rules for two wheeler tests
The learning license rules for two wheeler applicants are the same for the theory test as for cars. The practical test later uses your own two-wheeler.
TR licence age limit and batch licence age limit
The tr licence age limit is 20 years, because section 4(2) bars anyone under 20 from driving a transport vehicle in a public place. A badge or batch licence age limit follows the same rule, as the badge is issued to transport licence holders.
What else a transport learner needs
The Act text also asks for a light motor vehicle licence held for at least one year before a transport LL. Some states have relaxed this, so confirm with your RTO.
Medical certificate
A transport applicant submits Form 1A, signed by a registered medical practitioner, at every stage.
Maximum age limit for driving license: is there one?
There is no maximum age limit for driving license holders in the Motor Vehicles Act. A person of 70 or 80 can hold a licence if they pass the tests and meet the medical rules. What changes with age is the paperwork and how long each licence lasts.
Maximum age limit for applying driving licence in India
The maximum age limit for applying driving licence in India is also not fixed. From age 40, applicants submit a Form 1A medical certificate instead of the Form 1 self-declaration.
Licence age and shorter validity
Validity shrinks with age. A licence issued after 55 lasts five years, so older drivers renew more often.
Legal driving age in India: what does section 4 say?
The legal driving age in India is set by section 4 of the Motor Vehicles Act, 1988. It says no person under 18 may drive a motor vehicle in a public place, allows 16 for a motorcycle up to 50cc, and fixes 20 for transport vehicles. Section 4(3) bars licences to anyone below these ages.
Driving age in India and private roads
The driving age in India in section 4 applies to public places. Practice on private land is not covered by the section, but insurance and safety still matter.
Driving licence age limit in Tamilnadu
The driving licence age limit in Tamilnadu follows section 4 because it is a central law. Tamil Nadu applicants use Sarathi like most states, and the same 16, 18 and 20 limits apply.
Learners license rules: what conditions apply?
The learners license rules are in CMVR rule 3. You may drive only with an effective LL in Form 3, show the letter L in red at the front and rear, and, in a car, have a licensed instructor beside you who can control or stop the vehicle.

Learners license rules India: the L plate
Under the learners license rules india uses, the L must be visible from both ends. A sticker or a hanging card works if it is clear.
Rules on passengers
On a motorcycle a learner may carry no one except the instructor. In a car the instructor sits beside you.
Can I drive bike with learning license?
Yes. Can I drive bike with learning license? A Karnataka High Court ruling held that a learner’s licence is valid for a motorcycle and that, unlike a car, a learner on a motorcycle does not need an instructor. Rule 3’s L plate and pillion limits still apply.
Can I ride bike with learner licence and a friend?
Can I ride bike with learner licence with a friend on the back? No. A learner may carry only an instructor, and only in the way rule 3 allows.
Can we ride bike with learning licence on any bike?
Can we ride bike with learning licence for any model? Only bikes of the class printed on your LL. A gearless LL does not cover a geared bike.
Can I drive car with learning license?
You can, with conditions. Can I drive car with learning license? Yes, if a person holding an effective driving licence for a car sits beside you, able to control or stop it, and the car shows L plates at the front and rear. You cannot drive a car alone on an LL.
Who can be the instructor
The instructor must hold an effective driving licence for that class. A driving school’s dual-control car makes this easier.
Can we drive with learning license at night?
Can we drive with learning license at night? The central rules we read do not ban night driving, but choose quiet roads and daylight for early practice.
Can learner licence drive on highway?
Can learner licence drive on highway roads? The central Act and rules we read do not single out highways for learners. The rule 3 conditions apply on every public road. Fast highway traffic is hard for a beginner, so wait until you are confident.
Expressways and local orders
Some expressways restrict slow vehicles or two-wheelers. Check signs at the entry and any notice from the highway authority.
Insurance on highways
If a learner breaks a rule 3 condition, an insurer may dispute a claim. Keep the L plate and instructor rule on long drives.
Is learning license valid for driving?
Yes. Is learning license valid for driving? It is a valid licence under section 3 for the classes printed on it, as long as you follow rule 3. Breaking those conditions means you are treated as driving without a licence in many cases.
Showing it to traffic police
Carry the printed LL or show it on DigiLocker or mParivahan. Digital copies are accepted under CMVR rule 139.
In another state
The LL is valid across India because the Act is central. Local rules on signs and speed limits still apply.
Learning license validity: how long does an LL last?
The learning license validity is six months from the date of issue, under section 14(1) of the Motor Vehicles Act. The llr validity clock starts when the LL is generated, not when you print it. Within that window you must pass the driving test.

Learning licence time period and the 30-day rule
The learning licence time period has a lower limit too. Rule 15(1) says you must hold the LL for at least 30 days before taking the driving test.
Practice plan inside six months
Learn basic control first, then traffic, then book the test, leaving time for a retest.
What happens when the learner licence time period ends?
When the learner licence time period of six months ends, the LL stops being valid. You cannot drive on it and you cannot use it to book a driving test. You apply for a new learner’s licence, with a new fee and test.
Fresh LL after expiry
Apply for a fresh LL on Sarathi as you did the first time. Some states let you reuse uploaded documents.
Avoid expiry
Book the driving test in month two or three. A late slot or a failed attempt near month six can force a new LL.
Licence validity: how long does the permanent DL last?
Once you pass the driving test, licence validity follows age slabs set by the 2019 amendment, which applies from 1 September 2019. A licence issued young lasts until 40, then you renew it at intervals. The table shows each slab.
| Age at issue or renewal | Validity of non-transport licence |
|---|---|
| Below 30 | Until the holder turns 40 |
| 30 to 50 | 10 years |
| 50 to 55 | Until the holder turns 60 |
| Above 55 | 5 years |
Renewal window
You can renew within one year before or after expiry. See our DL renewal guide for the steps.
Transport validity
Transport classes carry their own shorter validity and need fitness checks.
Driving licence eligibility: who can apply?
Driving licence eligibility starts with age, but it is not the only test. You must not be disqualified by a court or the licensing authority, you must be fit to drive, and you must pass the learner test for the class. Indian citizens and foreign residents with proof of address can apply.
Driving licence qualification
There is no school-leaving driving licence qualification for private vehicles. You must be able to read road signs and answer the test questions, which are offered in many languages.
Where to apply
Apply at the RTO for the area where you live or work, or where your driving school is, under section 9(1).
Documents for learning license: what do you need?
The documents for learning license are short: proof of age, proof of address, a recent photo, your signature, and Form 1 or Form 1A. Rule 10 also asks for the fee. Under-18 applicants add the guardian’s consent. Most uploads happen on Sarathi before the test.

Learning licence documents list
The learning licence documents list on Sarathi varies a little by state. For a full list with accepted proofs, see our guide on LLR apply documents.
Aadhaar and contactless service
With Aadhaar authentication, many states let you take the LL test from home and skip uploading address proof.
Form 4 driving license: how do forms 1 to 4 fit together?
The form 4 driving license application comes after the learner stage. Form 1 and Form 1A cover fitness, Form 2 is the LL application, Form 3 is the LL itself, and Form 4 is the application for the permanent licence. Form 5 is a driving school certificate.

Driving licence form 4 contents
Driving licence form 4 asks for your LL number, the class of vehicle, the test fee and proof of age. Sarathi fills much of it from your LL record.
Form 2 at the start
Rule 10 says the LL application is made in Form 2, both for grant and renewal of a learner’s licence.
Learners licence fee: what are the central charges?
The learners licence fee under CMVR rule 32 is Rs 150 for each class of vehicle, plus Rs 50 for the learner test or any repeat test. States may add service or online charges, so the Sarathi payment screen shows your exact total before you pay.

| Item | Central fee |
|---|---|
| Learner’s licence, each class of vehicle | Rs 150 |
| Learner’s licence test or repeat test | Rs 50 |
Two classes on one LL
