E challan Surat, Vadodara and Rajkot: check, pay and fix Gujarat e-memos

By , Editor and reviewer · Updated · 21 min read · Independent guide, not a government website

In short

An e challan Surat is a digital traffic memo issued by Gujarat Police, mostly from CCTV cameras. Search it on echallan.parivahan.gov.in with your GJ-05 or GJ-19 vehicle number, challan number or licence number, check the photo, and pay by UPI, card or net banking. The same search works for Vadodara, Rajkot and Gandhinagar memos; unpaid ones can move to a virtual court.

Key takeaways

  • Surat, Vadodara and Rajkot memos sit on the national e-Challan database, so one search by vehicle number shows them all.
  • Most city memos come from the VISWAS CCTV network and plate-reading (ANPR) cameras, not roadside stops.
  • Gujarat charges its own reduced amounts for some offences since 16 September 2019, such as Rs 500 for riding without a helmet.
  • Check the violation photo before paying; a misread plate is the most common reason to dispute a memo.
  • Unpaid memos can be sent to a virtual court, where you pay or contest online.
  • Never pay through a link in an SMS; search your number yourself on an official site.

What is e challan Surat?

An e challan Surat is the digital record of a traffic offence caught on a Surat road, either by a camera or by an officer with a handheld device. It stores the vehicle number, offence, junction, time and amount, and it sits on the same national database that every Indian state uses.

Five steps for an e challan Surat check by vehicle, challan or licence number
Use the same search for a camera memo or a roadside challan.

Why people call it a memo

In Gujarat the word e-memo is used more than challan. Both words mean the same thing here: a notice of a fine. A memo SMS, a printed memo posted home and an online e-challan all point to one record.

Who the record belongs to

The memo is tied to the registration number, so the registered owner gets it even if someone else was driving. If you know who drove, you can raise that with the traffic police before paying.

How is a Surat traffic e challan generated?

A Surat traffic e challan usually starts as a camera frame. Plate-reading cameras at junctions spot a red-light jump, a stop-line crossing, a missing helmet or a phone at the ear, read the plate and push the case to an operator who checks it before a memo is issued.

Camera-made memos

Gujarat’s statewide CCTV network uses ANPR cameras and red-light violation detection cameras. The operator matches the plate with the vehicle record before the memo goes out.

Roadside memos

At a checkpoint, an officer types your number and licence into a device. The memo is created on the spot, and you can often pay it there for offences that can be compounded.

How do you run a Surat e challan check online?

For a Surat e challan check, open echallan.parivahan.gov.in, choose the check option, enter the vehicle number, challan number or licence number, fill the captcha and submit. Every memo on the vehicle, from any city, appears in a list with its status.

  1. Open the portal. Use echallan.parivahan.gov.in or the Gujarat Police e-challan payment page.
  2. Pick a search. Vehicle number is best when you want every memo on the car or bike.
  3. Fill the captcha. Some routes also send an OTP to the mobile number in the vehicle record.
  4. Read the list. Open each memo and look at the photo, place and time.
  5. Decide. Pay the memos you accept and raise a grievance for the rest.

Which number to enter

Use the full plate without spaces, for example the GJ-05 series for Surat city. A challan number from an SMS gives a single memo; a licence number shows memos booked against you as a driver.

When nothing shows up

A “challan not found” message means no memo is pending on that number yet. Camera memos can take a few days to appear, so check again if you expect one.

Surat challan: which websites show it?

A Surat challan can be found on more than one site because they all read the same record. The national e-Challan portal is the safest starting point; the Gujarat Police payment page and the city police site are useful for local camera memos.

SiteRun bySearch byBest for
echallan.parivahan.gov.inMoRTH and NICVehicle, challan or DL numberEvery memo from any state
echallanpayment.gujarat.gov.inGujarat PoliceVehicle number and captchaGujarat camera memos
Surat City Police siteSurat City PoliceVehicle numberLocal memos and notices
mParivahan appMoRTHVehicle or DL numberChecking on the phone

Third-party sites

Insurance, car-resale and fintech sites also show memos, but they read the same data and may add a fee. Paying on an official site keeps the receipt on the government record.

Address checks

Before you type any number, look at the address bar. Official Gujarat pages end in gujarat.gov.in; the national portal ends in parivahan.gov.in.

How does RTO memo check online Surat work?

An RTO memo check online Surat search is the same as an e-challan check. Owners call it an RTO memo because pending memos show up when they visit the RTO, but the search itself runs on the e-Challan portal using the vehicle number.

Steps in short

Open the e-Challan portal, enter the GJ-05 or GJ-19 number, fill the captcha and read the list. For a full walk-through aimed at memos that block RTO work, see our guide to the rto memo surat process.

What you need ready

Keep the registration certificate and the registered mobile number handy. If the portal asks for an OTP, it is sent to the number linked in the Vahan record.

What is an e memo Surat drivers receive?

An e memo Surat owners receive is a notice that a camera or officer recorded an offence against their vehicle. It arrives as an SMS, a printed letter or both, and it carries a memo number you can search to see the photo and pay.

Comparison of the national e-Challan portal and Gujarat city police sites for a Surat challan
Both read the same database, so a memo paid on one should clear on the other.

What the SMS says

A genuine memo SMS gives the vehicle number, offence, amount and memo number. It asks you to check on an official site. It never asks for card details or an OTP by phone.

Printed memos

Some memos are posted to the address in the RC. If you moved house, update the address so future memos reach you on time.

Is a Surat RTO memo different from a police memo?

A Surat RTO memo and a police memo are usually the same thing. Camera and roadside memos are issued by the traffic police; the RTO only sees them because the record is linked to your vehicle. Transport officers can also book offences, such as overloading or permit breaches.

Police memos

City traffic police issue most memos in Surat, for offences like signal jumping, wrong-side driving and helmet breaches.

Transport department memos

Flying squads of the transport department check commercial vehicles for permits, fitness, tax and overloading. These also appear on the e-Challan portal.

What is a Surat RTO challan?

A Surat RTO challan is a fine booked by a transport department officer instead of the traffic police. It often relates to papers: an expired fitness certificate, unpaid tax, a missing permit or an overloaded goods vehicle. It is searched and paid in the same way.

Common RTO challan reasons

Typical cases are commercial vehicles without a valid fitness certificate, autos without permits and goods vehicles carrying more than their registered load.

Paying it

Search the vehicle number on the e-Challan portal. If the vehicle was detained, the release may need a visit to the RTO with documents after the fine is paid.

RTO e challan Surat: what the transport office handles

An RTO e challan Surat record matters most when you need RTO work done. Ownership transfer, a no-objection certificate, hypothecation removal and some renewals can be held until pending memos are cleared, because the Vahan record shows them.

Before you sell

Clear every memo before you sign the sale papers. A buyer will usually check the e-Challan portal, and the transfer can stall if memos are pending.

Memos after the sale

If memos arrive after you sold the vehicle, keep the sale letter and the delivery note. They prove the date the vehicle left your hands.

What does a Surat police challan contain?

A Surat police challan contains the challan number, date, time, place, offence, the Motor Vehicles Act section, the amount and a status. Camera memos carry one or more photos. Roadside memos show the officer’s details and whether the fine was paid on the spot.

Fields to check

Check the plate in the photo, the vehicle type and the junction name. If any of these do not match your vehicle, do not pay before raising a grievance.

Where to learn about the force

For the traffic wing’s structure, contact routes and local rules, read our page on the surat police traffic branch.

Surat city e challan: where are the cameras?

A Surat city e challan usually comes from cameras at signal junctions, entry points and busy stretches. Gujarat’s VISWAS network put more than 7,000 cameras in over 40 cities, and a press report said over 10,500 more cameras were being installed in Surat and Vadodara.

Key numbers on the CCTV network that issues Surat city e challan memos
Most city memos start as a camera frame, not a roadside stop.

What VISWAS means

VISWAS stands for Video Integration and Statewide Advanced Security. The Rs 329 crore project was inaugurated by Union Home Minister Amit Shah in Gandhinagar in January 2020.

What the cameras catch

Cameras record red-light jumps, stop-line breaches, illegal parking, phone use and over-speeding. Exact camera spots are not published in a list, so drive by the rules everywhere.

How does e challan Vadodara work?

An e challan Vadodara works like Surat’s. Vadodara City Police issue memos from junction cameras and handheld devices, the record goes to the national e-Challan database, and the owner of the GJ-06 vehicle gets an SMS with the memo number.

Camera coverage

Vadodara was named with Surat in the report on more than 10,500 new CCTV cameras. Ring-road junctions and main signals are the usual sources of memos.

Roadside checks

Officers at checkpoints use devices to book offences such as no licence, no insurance or triple riding, and can collect compoundable fines there.

How to do a Vadodara e challan check?

A Vadodara e challan check takes a minute. Enter the GJ-06 vehicle number, challan number or licence number on echallan.parivahan.gov.in, fill the captcha and open the list. The Gujarat Police payment page gives the same results for camera memos.

What the list shows

Each memo has a status: pending, paid, or sent to court. Open the memo to see the photo and the section of the Act.

Checking an older vehicle

If the vehicle was bought second-hand, check before transfer. Memos stay with the plate, and the new owner may face them at the RTO.

Vadodara e challan payment: what are the steps?

Vadodara e challan payment is done on the same page as the check. Tick the memos you accept, choose UPI, debit card, credit card or net banking, and complete the payment. The portal gives a receipt and sends a confirmation to the registered mobile number.

Four steps for Vadodara e challan payment by UPI, card or net banking
Pay only memos you have checked against the photo evidence.

Paying one memo at a time

You do not have to pay every memo at once. Pay the ones you accept and dispute the others separately.

Failed payments

If money left your account but the memo still shows pending, wait up to two working days. Our page on challan payment is pending from bank covers what to do next.

Vadodara challan: who issues it?

A Vadodara challan is issued by the Vadodara City Police traffic branch inside the city, by Vadodara Rural Police outside it, and by the transport department for permit and fitness offences. All three end up on the same national record.

City or rural

The police station that booked the memo is shown on it. This matters only if you need to visit in person to dispute or release a vehicle.

Vehicle registered elsewhere

A car with a Surat or Rajkot plate can get a Vadodara memo. It shows on the national portal under its own plate number.

What is an e memo Vadodara owners get?

An e memo Vadodara owners get is the SMS or letter version of a camera challan. It names the offence, the amount and a memo number. The same memo can be opened on the e-Challan portal, where the photo evidence sits.

Reading the amount

The amount on the memo is the compounding amount for that offence in Gujarat. Some Gujarat amounts are lower than the central figures, so do not compare it with figures from another state.

Several memos at once

Camera memos are often sent in batches. Check dates and times; two memos for the same moment at one junction may be a duplicate you can query.

How do you read a Vadodara e challan memo?

A Vadodara e challan memo is easy to read once you know its parts. The top has the memo number and date, the middle has the offence and section, and the bottom has the amount and status. The photo appears next to it.

The section number

The section of the Motor Vehicles Act tells you the offence type, for example helmet, seat belt or over-speeding. You can match it with Gujarat’s amount table below.

The status line

If it says pending, you can pay online. If it says court, the police can no longer take the money; you settle it in the court named.

Vadodara traffic police challan: what if you disagree?

If a Vadodara traffic police challan looks wrong, do not pay first. Save the memo, take a screenshot of the photo and gather proof, such as a sale letter, a parking receipt or a photo of your own plate, then raise a grievance with the traffic branch.

Grounds to dispute

Good reasons are a misread plate, a cloned plate, a vehicle already sold, or a time when the vehicle was clearly elsewhere.

Once it reaches court

If the memo has moved to court, you can contest it there. The virtual court lets you choose to pay or to contest.

How does e challan Rajkot work?

An e challan Rajkot is issued by Rajkot City Police, mostly from cameras at junctions, and linked to the GJ-03 plate. Like Surat and Vadodara, the memo sits on the national record, so it can be checked and paid from anywhere.

Table explaining Rajkot memo status labels such as pending, paid and sent to court
The label tells you who can take the payment now.

City cameras

Rajkot memos come mostly from signal and junction cameras, plus roadside checks by traffic officers.

What owners receive

An SMS with the memo number, and sometimes a posted memo. Search the memo number or the vehicle number on the e-Challan portal to open it.

Rajkot police: which wing sends traffic memos?

Rajkot police is a city police commissionerate. Its traffic branch handles memos, signals and traffic planning inside city limits. Outside the city, Rajkot Rural Police and highway units book offences. The Commissioner of Police publishes notices at cprajkot.gujarat.gov.in.

City traffic branch

Most e-memos come from the traffic branch and its camera control room.

Other police work

The commissionerate also handles crime, passports and verification. For traffic memos you only need the traffic branch or the online portals.

What is an e memo Rajkot?

An e memo Rajkot is the Gujarati-English term for a Rajkot traffic e-challan. It carries the vehicle number, offence, amount, place and time. People often type “memo” when searching, and the result is the same record as an e-challan.

SMS and letter

The memo SMS gives you a memo number to search. Letters may be posted to the RC address.

Paying a Rajkot memo

Pay it on the e-Challan portal or the Gujarat Police payment page. Some guides also list Rajkot Municipal Corporation’s site, rmc.gov.in, with an E-Memo Payment option; confirm it on the site itself.

Rajkot e memo: how to search by vehicle number?

To find a Rajkot e memo, enter the full GJ-03 number on echallan.parivahan.gov.in or the Gujarat Police payment page, add the captcha and submit. Every memo on that vehicle appears, including ones from Ahmedabad, Surat or other states.

Typing the plate

Write the number without spaces or dashes. A wrong letter returns “not found” or another vehicle’s details.

Using the app

The mParivahan app also shows memos linked to the vehicle and can be easier on a phone.

Online memo check Rajkot with photo: is it possible?

An online memo check Rajkot with photo means opening the memo and viewing the camera picture, not searching by uploading a photo. You search by vehicle, challan or licence number; the violation photo is then shown on the memo record.

Checklist for an online memo check in Rajkot using the attached violation photo
A wrong plate read by a camera is the most common reason to dispute.

Why the photo matters

The photo is your best evidence. Check the number plate, vehicle make, colour and the offence shown.

If there is no photo

Roadside memos booked by an officer may not have a photo. They will show the officer’s details instead.

How does RTO memo check online Rajkot work?

An RTO memo check online Rajkot is done on the e-Challan portal with the GJ-03 vehicle number. It is the same search as any e-challan check. The word “RTO” is used because the memos must be cleared before RTO services such as transfer or NOC.

Before an RTO visit

Search the number a day before you go. If memos show, pay them and carry the receipts.

Commercial vehicles

Transport department memos for permits, overloading or fitness on Rajkot goods vehicles also appear in this search.

Rajkot memo status: what do the labels mean?

A Rajkot memo shows a status label. Pending means unpaid; paid or disposed means cleared; under review means the police are checking it; sent to court means the police can no longer accept payment and a court will settle it.

StatusMeaningNext step
PendingUnpaid memo with the policePay online or dispute
Paid / disposedClearedKeep the receipt
Under reviewPolice checking the caseCheck again in a few days
Sent to courtMoved for legal actionVirtual court or the court named

Status not changing

Payment updates can take up to two working days. Keep the transaction ID until the label changes.

Wrong status

If a paid memo stays pending, raise a grievance with the receipt attached.

When does the Rajkot RTO memo matter?

A Rajkot RTO memo matters most when you need RTO work. Pending memos can stop the transfer of ownership, a no-objection certificate for another state, or hypothecation removal. Clearing them first saves a second visit.

Selling the vehicle

Buyers often ask for a clean e-Challan search. Clear memos before handing over the RC.

Moving out of Gujarat

An NOC to re-register in another state may be delayed until memos are cleared.

RTO Rajkot memo and pending RTO work

An RTO Rajkot memo search before any service request avoids surprises. Officers can see pending memos on the vehicle record, and some services will not move until they are paid or settled in court.

Services often held up

Transfer of ownership, NOC, duplicate RC and change of address are the services owners most often report as held up.

Clearing court memos

If a memo has moved to court, pay it in the virtual court and keep the receipt for the RTO.

How do you pay a Rajkot police challan?

To pay a Rajkot police challan, search the vehicle or memo number on the e-Challan portal, tick the memo, choose UPI, card or net banking, and pay. Download the receipt. The Gujarat Police payment page works the same way for camera memos.

Paying at a checkpoint

For roadside memos you can often pay the officer by card or cash on the device, and you get a printed or SMS receipt.

After payment

Save the transaction ID and the receipt. They are your proof if the memo still shows pending.

Can you pay a Rajkot traffic police memo offline?

Yes. A Rajkot traffic police memo can be paid at a traffic police office or to an officer with a challan device, and court memos are paid at the court counter. Carry the memo, the RC and your ID.

At the traffic office

Take the memo number, vehicle papers and a photo ID. Ask for a receipt for every memo paid.

At the court

The court decides the final amount and you pay at its counter. Bring an ID such as Aadhaar or a driving licence.

What does an e challan memo Rajkot show?

An e challan memo Rajkot shows the memo number, date, time, junction, offence, Act section, amount, status and the photo. Officer-made memos list the officer instead of the photo.

Matching the details

Check the place and time against your own movements. A memo for a junction you never use deserves a closer look.

Downloading a copy

The portal lets you download a copy of the memo for your records or for a dispute.

Which offences lead to a Rajkot traffic challan?

A Rajkot traffic challan most often follows a red-light jump, stop-line breach, riding without a helmet, phone use while driving, triple riding, wrong-side driving or wrong parking. Roadside checks add no licence, no insurance and missing papers.

Camera offences

Cameras pick up signal and stop-line breaches, helmets, phone use and triple riding most easily.

Paper offences

Missing insurance, PUC or licence is usually booked at a checkpoint, not by a camera.

Rajkot traffic police challan details: what to note?

From the Rajkot traffic police challan details, note the memo number, section, amount, date and status. If you plan to dispute, also save a screenshot of the photo, because you will need it in the grievance.

Keeping records

Store receipts in one folder. They help when you sell the vehicle or meet a court notice later.

Several drivers

If family members share the vehicle, check who was driving at the time before you pay or dispute.

Is a Rajkot police e memo SMS genuine?

A genuine Rajkot police e memo SMS lists your vehicle number, the memo number and the amount, and tells you to check an official site. Fake messages carry short links, ask you to install an app or demand urgent payment. Search your number yourself instead.

Do's and don'ts for a Rajkot police e memo SMS to avoid fake challan links
Real memos can always be found by searching your number on an official site.

Signs of a fake

A link that does not end in gov.in, an APK file, a personal UPI ID or a caller asking for an OTP are all warning signs.

Do not enter card details. If money left your account, call the national cyber crime helpline 1930 and report on cybercrime.gov.in. Our guide on the challan message explains real SMS formats.

Gujarat traffic challan: which fines apply?

A Gujarat traffic challan uses the central Motor Vehicles Act, but Gujarat set lower compounding amounts for several offences from 16 September 2019. The table lists the Gujarat amounts from that order; the figure on your own memo is what you owe.

Gujarat police challan or the national portal?

A Gujarat police challan can be paid on the Gujarat Police payment page or on the national e-Challan portal. Both read the same record. The national portal is better when you want every memo on a vehicle, including those from other states.

When to use the state page

For a fresh camera memo from a Gujarat city, the state page may show the photo faster.

When to use the national portal

Use it for court and virtual court memos, memos from outside Gujarat, and licence-based searches.

What happens to an unpaid Gujarat police memo?

An unpaid Gujarat police memo stays on the vehicle record. Guides describe a 60-day window to pay, and an NIC note says unpaid challans are sent to virtual traffic courts after 90 days. It can also hold up RTO services.

Reminder notices

The police may send reminder SMS or letters. The memo number stays the same.

Court stage

Once in court, the police can no longer take payment. You settle it in the virtual court or the court named in the summons.

Gujarat police e challan in the virtual court

A Gujarat police e challan that reaches the virtual court can be paid or contested online at vcourts.gov.in. You pick the Gujarat traffic department, search by challan or vehicle number, and either pay the amount the court shows or choose to contest.

Paying in the virtual court

The court fixes the amount, which can differ from the original memo. Pay online and download the receipt. Our page on court challan online payment has the steps.

Lok Adalat sittings

Old court-stage memos are sometimes listed at a National Lok Adalat. The lok adalat challan guide explains how sittings work and why “discount” messages should be checked.

How does Gandhinagar e challan work?

A Gandhinagar e challan follows the same pattern as Surat and Rajkot. Cameras with plate reading and roadside officers book offences, the memo is linked to the vehicle, and owners search it on the e-Challan portal. Gandhinagar is also where the VISWAS project was launched.

GJ-18 vehicles

Gandhinagar’s RTO code is GJ-18, and all GSRTC buses are registered there. See gj 18 which city for the code’s area.

Ahmedabad next door

Many Gandhinagar residents drive daily into Ahmedabad. For that city’s portals and helplines, read our e challan ahmedabad guide.

Which RTO codes do Surat, Vadodara and Rajkot use?

The plate prefix shows where the vehicle is registered, not where the memo was issued. Surat city uses GJ-05 and eastern Surat district uses GJ-19 (Bardoli). Vadodara uses GJ-06, Rajkot GJ-03 and Gandhinagar GJ-18.

Memos across Gujarat

A GJ-03 car caught in Surat gets a Surat memo on the same record. Search by plate and every city’s memos appear.

What if an online memo check Rajkot shows a wrong memo?

If an online memo check Rajkot search shows a memo that is not yours, compare the photo with your plate. If the plate is misread or cloned, save the evidence and raise a grievance with the traffic branch before the memo moves to court.

Cloned plates

If someone is using your number, file a police complaint. Keep a copy; it helps clear later memos too.

Sold vehicles

Show the sale letter and delivery note, and finish the RC transfer at the RTO so memos go to the new owner.

Gujarat police memo: common mistakes and fixes

Most problems with a Gujarat police memo come from a wrong plate, a delayed payment update, an old sale that was never transferred, or a memo that moved to court. Each has a simple fix if you act early.

Common Gujarat police memo problems with fixes for Surat, Vadodara and Rajkot owners
Fix the record first; paying a wrong memo makes it harder to undo.

Avoid these mistakes

Do not pay a memo you plan to dispute, do not pay through SMS links, and do not ignore a court notice.

Keep the proof

Keep every receipt and screenshot. Most disputes are settled faster when you can show the transaction ID and the photo. For checks across all states, return to the e challan guide.

E challan surat questions

Is a Surat e challan check free?

Yes. Searching on the national e-Challan portal or a Gujarat Police page costs nothing. You pay only the memo amount.

Can I check a Surat memo without the challan number?

Yes. Enter the vehicle registration number, such as a GJ-05 number, and every memo linked to it appears.

How long do I have to pay a Gujarat e-memo?

Guides describe a 60-day window, and an NIC note says unpaid challans go to virtual traffic courts after 90 days. Confirm the date on your own memo.

Can I pay a Vadodara memo by UPI?

The national e-Challan portal accepts UPI, debit cards, credit cards and net banking. The options shown at checkout are the ones that work for your memo.

Is the Rajkot memo the same as an RTO memo?

Most Rajkot memos are issued by the city traffic police. People call them RTO memos because they block RTO work until paid, but the RTO does not issue camera memos.

Can I search a Rajkot memo by photo?

No. You search by vehicle, challan or licence number. The violation photo is shown once the memo opens.

Is riding without a helmet fined in Surat city?

Gujarat's 2019 order set Rs 500 for a rider without a helmet. Helmet rules inside city limits have changed over the years, so follow the current police notice.

Why does my paid memo still show pending?

Payment updates can take up to two working days. Keep the receipt; if it still shows pending, contact the payment helpdesk on the portal.

My vehicle was sold but memos still come to me. What now?

Show the sale letter and delivery note to the traffic police, and make sure the ownership transfer is finished at the RTO.

Can an Ahmedabad camera fine a Surat vehicle?

Yes. A memo follows the number plate, so a GJ-05 car caught in Ahmedabad gets a memo on the same national record.

Can a Lok Adalat settle an old Surat memo?

Court-stage traffic cases are sometimes listed at a National Lok Adalat. Check the dates with the district legal services authority.
