What is AP Citizen?
AP citizen is the short name people search for the Andhra Pradesh Transport Department’s online citizen services. The site sits at aprtacitizen.epragathi.org and its browser tab reads “RTA Citizen APP”. It is where Andhra Pradesh drivers and owners apply for licences, registration changes, tax and permits.
Who runs it
The home page says the Transport Department works under section 213 of the Motor Vehicles Act, 1988. That section lets states appoint motor vehicles officers, which is why the same department runs both the offices and the portal. In daily speech the offices are still called RTA or RTO offices.
What “AP citizen” does not mean
The phrase is broad, so some searchers want other state services such as land or certificates. Those run on different department sites. This page covers only the transport portal, its status checks and the RTO offices behind it.
What does the AP citizen portal do for drivers?
The portal gathers almost every Andhra Pradesh transport service that can start online. From one site you can apply for a learner licence, book driving test slots, start registration work, pay tax, request permits, order HSRP plates and track every application by number.
The three home tiles
Three tiles sit on the home page: Track Your Smart Card Status, Know Your Vehicle Challan and Vehicle/Driving License Details. The first follows the printing of an RC or licence card. The second lists pending challans, and our AP e challan guide explains fines and payment in detail.
What still needs an office visit
Online steps rarely finish the job. Driving tests, vehicle inspections, biometrics and fitness checks happen at the office or test track. The portal books the slot and issues a token receipt, so the visit is shorter and planned.
Is the AP citizen app on Play Store?
We searched for an official AP citizen app from the Andhra Pradesh Transport Department and found none listed on the app stores. The “app” in the portal’s name refers to the web application itself. It works in Chrome or Safari on a phone, so you do not need to install anything.
Apps that look similar
The APSRTC apps are for bus tickets and tracking, not licences. RTA m-Wallet belongs to Telangana, a different state. Third-party “RTO info” apps cannot submit an AP application.
Why to avoid APK files
Links that offer an “APRTA app” as an APK install software outside the store’s safety checks. They can read SMS messages, including payment OTPs. Use the portal in a browser instead, and bookmark the address once you have typed it correctly.
Is the RTO citizen app the same as mParivahan?
No. People searching rto citizen app often mean either the AP portal or the national app, and the two do different jobs. NextGen mParivahan is the national app from the National Informatics Centre. The AP portal runs state-only applications and services.
Use them together
Apply, pay and book slots on the AP portal. Once your RC or licence is issued, add it to mParivahan to carry a verified virtual copy. Traffic police accept the live document in the official app, not a screenshot of it.
What is e Pragati?
e Pragati is Andhra Pradesh’s state-wide e-governance programme. It was planned as one digital platform linking citizens to government departments, so that services, data and payments run through shared systems instead of separate department websites.
Scale reported at launch
Launch-era reports described e-Pragati as connecting 34 departments and more than 745 services, with Wipro building the platform. These figures date from the programme’s early years; the present scope may differ, so treat them as background.
How transport fits in
The Transport Department’s citizen services were placed on the e-Pragati domain. That is why the transport portal address ends in epragathi.org rather than a gov.in address. The portal is still the department’s official service.
Is e pragathi the same as e-Pragati?
Yes. e pragathi is simply another spelling of e-Pragati. Telugu words written in English often add an “h”, as in Pragathi for Pragati. The web address uses the “h” spelling: epragathi.org.

Type epragathi with the “h” in the browser bar. Without the “h” you may land on an unrelated site.
Epragati AP: why the transport site uses that address
Searches for epragati ap usually come from people who saw the address on a receipt or a dealer’s form. The “aprtacitizen” part names the service (AP RTA citizen), and “epragathi.org” names the state platform that hosts it.
Reading the address
Break it into three parts: aprtacitizen (the service), epragathi (the platform) and .org (the domain ending). Any extra word, hyphen or a different ending, such as .com or .in, means you are on another site.
The department’s own site
The Transport Department also runs aptransport.org for notices, circulars and office information. The citizen portal handles applications; the department site handles information. Both appear in the Official Links box below.
AP pragathi: what people usually mean
AP pragathi searches mix two meanings. Some people want the transport portal for licence or RC work. Others want the wider e-Pragati programme or a different state scheme. The words alone do not tell which.
If you want transport services
Go to aprtacitizen.epragathi.org. Every licence, registration, tax, permit and HSRP option for Andhra Pradesh vehicles starts there.
If you want something else
“Pragati” also names other schemes, including the national PRAGATI review platform run by the Prime Minister’s Office. That is a government monitoring system, not a citizen service, and it has nothing to do with vehicle records.
How do you open RTA citizen e pragati safely?
Open RTA citizen e pragati by typing the address yourself rather than clicking a sponsored result. Copycat sites borrow the name to charge “service fees” for free tasks or to collect personal details.
- Type the address. Open a browser and type aprtacitizen.epragathi.org yourself.
- Open application status. Choose the registration or licence application status option.
- Choose search by. Pick application number, temporary registration number or permanent registration number.
- Enter the number. Type the number exactly as on your receipt, without spaces.
- Read the stage. Note whether the application is pending, approved or needs an upload or RTO visit.
Signs of a fake site
Watch for a different domain, a request for card details before you pick a service, or a WhatsApp number offering “fast approval”. Approval depends on your documents and checks, not on paying a stranger for speed.

Who else logs in
Separate sign-ups exist for dealers, body builders, financiers, medical practitioners and PUC centres. They submit their part of an application, such as a dealer’s sale entry or a doctor’s medical certificate, on the same platform.
Aadhaar seeding
An Aadhaar seeding option links your Aadhaar to your licence or registration record. After you submit it, the portal says the request goes to the registered RTA office for approval.

To check aprta citizen e pragati org app status, open the application status option on the portal, pick how you want to search, and enter the number. The registration status form accepts three kinds of number, so you can still search if you lost the original slip.
The three search options
- Application Number: printed on the acknowledgement after you submit (up to 25 characters).
- Temporary Registration Number (TR): given by the dealer for a new vehicle.
- Permanent Registration Number (PR): the final AP number, for services on an existing vehicle.
Licence applications

Open Application Payment Status, choose the application type (licence or registration), enter the application number and select Get Status. This page answers a narrower question than the main status: whether your payment reached the department.

When the two statuses disagree
If CFMS shows success but the department status is pending, the payment usually needs time to sync. Do not pay a second time. Use the separate CFMS payment status link, and raise a helpdesk ticket if it stays stuck.
How does the vehicle and licence details search work?
The Vehicle/Driving License Details search shows the record held by the department. Choose Select Action, pick Vehicle Details or License Details, enter the number and the captcha, then select GET DATA.
Searching a vehicle

Searching a licence
Choose License Details and enter the licence number as printed on the card. The result shows the licence’s status and validity. Spaces and dashes often cause a “no record” message, so type the number without them.
Which licence services can you start online?
Most licence work in Andhra Pradesh starts with the learner licence (LLR) module. From there the portal handles retests, duplicates, corrections, cancellations and endorsements, and later the driving licence application and test slot.
Learner licence options
The LLR menu includes new applications, retest after a failed attempt, duplicate copies, corrections, adding a vehicle class and a separate route for expired learner licences.
Driving licence options
After the learner licence period, apply for the driving licence and book a DL test slot. The portal also lists a licence merge option for people holding more than one record. Bring the original papers named on your slip to the test.
Which vehicle record services does the portal handle?
The registration module covers work on a vehicle’s record: new registration follow-up, changes to an existing RC, fitness renewal and special number selection. Each starts online and many end with an inspection.
Fitness and inspection
Transport vehicles need a valid fitness certificate. The fitness module starts the application and shows its status. The vehicle itself must still be checked before the certificate is renewed.
Special numbers
The special numbers option lets you pick an available number or join e-bidding for popular ones. You enter your TR or old PR number and registered mobile, then follow the steps on screen. Charges are set by the department and shown during the process.
How do test dates and token receipts work?
Services that need a visit ask you to pick a date and time online. After you book, the portal issues a token receipt naming the service, date and office. You carry that receipt with your documents.
Changing a booked date
The registration side has a slot modify option to move a booked date. Change it before the date passes; if you miss a slot, check the status page to see whether you must book again.
Tax, permits and HSRP: what else is on the portal?
The portal also covers money and paperwork that owners deal with between visits: road tax, green tax, permits and high security number plates. These usually finish online without going to an office.
Tax payments
The taxation module takes quarterly tax for transport vehicles, green tax and voluntary payments, and shows tax status. Rates depend on vehicle type and age; see our AP road tax guide before you pay.
HSRP plates
The HSRP option books the plate, takes payment, gives a fitment slot and shows order status. Keep the receipt; you will need it at the fitment centre.
Permits
Temporary, special and stage carriage permits can be requested online. Tourist operators often use the temporary permit option and add a passenger list.
Which AP districts and old codes match each office?
Older Andhra Pradesh plates show district codes, while newer ones use AP 39 or AP 40. Districts were redrawn on 4 April 2022, so an old code may now cover more than one district. The table matches the six offices people search most.

One state, one code
Since February 2019 new vehicles across Andhra Pradesh are registered under AP 39 by default, and the AP 40 series began in 2023. The code no longer shows which office registered a new vehicle. The history of AP and Telangana codes is covered in our Telangana registration guide.
Still 28 districts to know
Two more districts, Markapuram and Polavaram, were added on 31 December 2025, taking Andhra Pradesh to 28 districts. Offices may be reorganised as a result, so check the department site for the current jurisdiction.
RTO Vijayawada: which district covers the city?
RTO Vijayawada now falls in NTR district, which was carved out of Krishna district on 4 April 2022 with the Vijayawada revenue division. Vijayawada is the district headquarters. Krishna district continues separately, with its headquarters at Machilipatnam.
Codes on Vijayawada vehicles
Older vehicles from the area carry AP 16, the code of the former Krishna district RTO at Vijayawada. New registrations get AP 39 or AP 40 like the rest of the state.
Services handled
The office handles licence tests, registration inspections, fitness checks and transfers for its area. Book the slot on the portal first, then go on the date shown on your token.
RTO office Vijayawada: what should you take?
For any visit to the RTO office Vijayawada, carry the token receipt, the original documents named on your slip and self-attested copies. The exact list depends on the service, and the portal’s instructions page for each service names it.

RTO Guntur: how are Guntur vehicles handled now?
RTO Guntur serves Guntur district, whose headquarters remains Guntur city. Older vehicles from the old undivided district carry AP 07. New registrations use AP 39 or AP 40, as everywhere else in Andhra Pradesh.
After the 2022 changes
Palnadu and Bapatla are now separate districts in the state list. If you live in one of them, check which office covers your mandal on the department site before booking, rather than assuming Guntur.
RTO Rajahmundry: which district does it serve?
RTO Rajahmundry sits in East Godavari district, whose headquarters is now Rajamahendravaram (Rajahmundry). Before 2022 the undivided East Godavari RTO was at Kakinada, and Kakinada is now a separate district.
Codes on local plates
Older vehicles from the area carry AP 05, the former East Godavari code. It does not show which of today’s districts the vehicle came from.
RTO Nellore: what moved to Tirupati district?
RTO Nellore serves Sri Potti Sriramulu Nellore district, headquartered in Nellore. In 2022 the Gudur and Sullurupeta revenue divisions moved from Nellore to the new Tirupati district.
Who should check their office
If you live around Gudur or Sullurupeta, your services may now sit under the Tirupati district office. Confirm before you book, because a slot at the wrong office can mean a wasted trip.
Old plates
Vehicles first registered in the old Nellore district carry AP 26. That code stays on the plate even if the owner’s area is now part of Tirupati district.
RTO Tirupati: which district is it in now?
RTO Tirupati belongs to Tirupati district, formed on 4 April 2022. The district took the Tirupati revenue division from Chittoor and the Gudur and Sullurupeta divisions from Nellore. Tirupati is the headquarters.
Old codes you may see
Older Tirupati-area vehicles usually carry AP 03, the Chittoor code, while some from the former Nellore areas carry AP 26. New vehicles get AP 39 or AP 40.
RTO Anakapalle: why is it a new district office?
RTO Anakapalle serves Anakapalli district, formed on 4 April 2022 from the Anakapalli and Narsipatnam revenue divisions of the old Visakhapatnam district. Both spellings, Anakapalle and Anakapalli, refer to the same town.
Old codes you may see
Before the split, vehicles from this area were registered under Visakhapatnam codes, mainly AP 31. Those plates stay valid; new vehicles get AP 39 or AP 40.

- Debited but pending: check payment status and CFMS status before paying again.
- Status not moving: look for a re-upload request on the status page.
Search and page problems
- No record found: remove spaces, or search by chassis number instead.
- Captcha rejected: refresh it and type it again carefully.
