HSRP number plate guide: booking, fees, deadlines and plate rules

By , Editor and reviewer · Updated · 24 min read · Independent guide, not a government website

In short

An HSRP number plate is the tamper-proof aluminium registration plate with a chromium hologram, a laser-etched code and snap-lock rivets. Vehicles made from 1 April 2019 get it from the dealer. Owners of older vehicles book it online through the portal linked from their state transport department, pay the fee and get it fitted at a centre or at home.

Key takeaways

  • New vehicles made on or after 1 April 2019 come with an HSRP fitted by the dealer.
  • Older vehicles need a state order; each state sets its own last date and fine.
  • Maharashtra's extended deadline was 30 June 2026, with a ₹1,000 fine from 1 July 2026.
  • Book only through the link on your state transport department website, never through roadside agents.
  • Keep your RC, chassis and engine digits ready; the booking checks them against Vahan.
  • Plate colour, size and font are fixed by law, so stylish or sticker plates are not allowed.

What is an HSRP number plate?

An HSRP number plate (High Security Registration Plate) is an aluminium plate with embossed characters, a chromium hologram, a laser-etched identification number and one-time snap locks. For the full meaning of the term, see our HSRP meaning guide.

Five steps to book an HSRP number plate online and get it fitted
Booking, payment and fitment for old vehicles in one flow.

What the plate is made of

The plate is a thin aluminium sheet with a reflective film. Letters and digits are pressed into the metal, so they cannot be painted over or peeled off like a sticker.

Who supplies it

New vehicles get the plate from the manufacturer through the dealer. For older vehicles, states appoint authorised vendors, and booking happens online through the state’s HSRP link.

Is a high security number plate mandatory for every vehicle?

A high security number plate is mandatory on every vehicle manufactured on or after 1 April 2019, under the 2018 amendment to Rule 50 of the Central Motor Vehicles Rules. For older vehicles, it applies once your state issues an order.

Vehicles made after April 2019

Here the manufacturer supplies the HSRP and the third registration mark, and the dealer fits both before delivery. You do not book anything yourself.

Older vehicles and state orders

States such as Maharashtra, Delhi, Karnataka, Telangana and Odisha have ordered owners of pre-2019 vehicles to switch. Each order sets its own last date and penalty, so the answer differs by state.

Which security features does a high security number plate have?

Every high security number plate carries six features that make copying hard: a chromium hologram, a laser-etched permanent number, the letters IND, a retro-reflective film, embossed characters and snap-lock rivets.

Checklist of high security number plate features from hologram to snap-lock rivets
A genuine plate shows all six marks; a copy usually misses the laser code.

Hologram and laser code

The chromium hologram of the Ashoka Chakra sits at the top left. The laser-etched code is unique to each plate and is recorded against your registration number, which is how police can tell a genuine plate from a copy.

Reflective film and IND mark

A retro-reflective film carries a faint India inscription at an angle, visible when light hits it. The letters IND are printed in light blue near the hologram.

What is the HSRP hologram sticker?

The HSRP hologram sticker is the third registration mark: a colour-coded sticker with a hologram, the registration number, the engine and chassis numbers and the laser code. It breaks if peeled off.

Third registration mark colours

The colour shows the fuel type. As reported from the MoRTH order of October 2018, petrol and CNG vehicles get a light blue sticker and diesel vehicles get orange. Other fuel types fall in a separate category.

Where it goes and who needs it

Cars and other four-wheelers fix it on the inside top left of the windscreen. Two-wheelers have no windscreen, so in most states they get only the front and rear plates.

How to get high security number plate online?

To get high security number plate fitment for an older vehicle, open the HSRP link on your state transport department’s website, enter the vehicle details, choose a fitment slot and pay online.

  1. Open your state’s HSRP portal. Start from the state transport department website and follow its HSRP booking link.
  2. Enter vehicle details. Type the registration number and the last five chassis and engine digits from the RC.
  3. Choose fitment. Pick a dealer or fitment centre and a time slot, or home fitment where offered.
  4. Pay the fee online. Pay by UPI, card or net banking and save the order receipt.
  5. Get the plate fitted. Visit on the slot date, check the laser code against the receipt and watch the snap locks go on.

How to register for HSRP number plate on a car

To register for HSRP number plate booking on a car, select four-wheeler and fuel type. The order then includes the front and rear plates and the colour-coded windscreen sticker.

Booking for a two-wheeler

Select two-wheeler. You pay the lower two-wheeler rate, and the order covers the front and rear plates only.

Which HSRP number plate documents are required?

You need the registration certificate (RC) details, not uploads, in most states: the registration number, the last five digits of the chassis and engine numbers, a working mobile number for the OTP and a way to pay online.

Documents checklist for HSRP registration, with RC, chassis and engine number details
All the details come from your RC, so keep it open while booking.

Details taken from the RC

The portal checks what you type against the Vahan record. If the chassis or engine digits do not match, booking stops. Our guide to the chassis number meaning shows where to find it on the vehicle.

When the mobile number on the RC is old

Some portals send the OTP to the mobile number in the vehicle record. If it is out of date, update it through Vahan first, then return to the booking.

What is the HSRP number plate last date?

There is no single national HSRP number plate last date for old vehicles. Each state sets its own deadline in its order and often extends it. Maharashtra’s final extended date was 30 June 2026; Telangana’s order set 30 September 2025.

Timeline of the HSRP last date in Maharashtra from 2019 to the July 2026 fine
Booked but not yet fitted? Keep the receipt in the vehicle.

Why the HSRP last date keeps changing

States extend the HSRP last date when too few owners have booked or when vendors cannot meet demand. Always read the latest notice on your state transport website.

What happens after the date

After the deadline, traffic police and RTO flying squads can fine vehicles without HSRP. Some states also hold back RTO services such as ownership transfer until the plate is fitted. Changes are tracked on our HSRP number plate rule page.

Steps for a new vehicle number plate from purchase and Vahan registration to HSRP fitment
On a new vehicle, the dealer handles both registration and the plate.

New vehicle registration and RTO new number plate

Blue number plate with star

A blue number plate with star is not a recognised Indian plate type. Diplomatic plates are blue but carry letters, not stars. Military vehicles are covered on our army number plate page.

What is a TC number on a plate?

A TC number on a plate means trade certificate. These white-on-red plates are issued to manufacturers, dealers and testing agencies to move unregistered vehicles, and include the letters TC in the number. They are valid for up to five years.

What is a DT number plate?

A DT number plate is not a state or union territory code in India’s registration system. People sometimes search it after seeing DT on a dealer or temporary plate, or on a plate from abroad. To identify any number, check it on Vahan.

DT may be part of a series letter pair on a normal plate, such as MH 12 DT 1234, where DT is just the series.

How to check a doubtful plate

Search the full number on Vahan or our vehicle registration details guide to see the registering RTO.

UA number plate India: which state was it?

A UA number plate India search refers to Uttaranchal. UA was the state’s code from 22 November 2000 to 31 October 2007; after the state was renamed Uttarakhand, new vehicles got UK plates.

State code card showing the UA number plate code and other Indian state codes
UA plates still on the road were issued before the state was renamed.

Do UA plates need changing?

No. A vehicle registered with UA keeps its number for life. When the owner fits an HSRP, the plate still shows UA.

Where to find more state codes

The full list of codes and their states is in our Maharashtra state code page, which covers all states.

Which state uses the ML code, and which city uses CH?

ML is the code for Meghalaya, and CH is the code for the union territory of Chandigarh. Both appear at the start of the plate, before the RTO number. ML 01 is reserved for Meghalaya government vehicles.

ML number plate meaning

Chandigarh plates

A Chandigarh plate starts with CH 01 and similar numbers. Our Chandigarh number plate guide has details.

TN22 RTO

TN22 is one of the Chennai RTO codes.

IND number plate Chennai

An IND number plate in Chennai is simply an HSRP; IND appears on every HSRP in India, not just in Chennai.

TNG number plate: what does it mean?

A TNG number plate search usually refers to Tamil Nadu government vehicles. In Tamil Nadu, the series letter G is reserved for government vehicles, so a number such as TN 60 AG 3333 belongs to a government department.

How to read a TN plate with G

The G sits in the series part after the RTO number. It is not a separate state code.

Bangalore number plate and Hyderabad number plate codes

A Bangalore number plate starts with KA and one of the city RTO numbers: KA 01 Koramangala, KA 02 Rajajinagar, KA 03 Indiranagar, KA 04 Yeshwanthpur and KA 05 Jayanagar, among others. A Hyderabad number plate starts with TG for new vehicles, or TS for older ones.

JP, GH, BA and BG number plate: are these Indian codes?

How to treat unfamiliar letters

If the letters come after a state code (such as KA 05 BG 1234), they are just the series.

How to get vehicle details?

To get vehicle details from a number plate, use the Vahan citizen services or the mParivahan app. You see the model, registration date, fuel and the RTO; owner names are partly masked. See our vehicle registration details guide.

How to vehicle details on a phone

The search how to vehicle details means the same thing. Open mParivahan, enter the number and you get the RC summary in seconds. For bikes, see our bike no check guide.

Registration list and 11 registration number

A registration list of all vehicles is not published for privacy reasons. An 11 registration number search is unclear; it may mean an 11-character number, which a full Indian number such as MH12AB1234 roughly matches.

Vehicle number booking: can you choose your number?

Yes. Vehicle number booking lets you pick a specific or fancy number for a fee during new registration, through the state’s online auction or booking system on Parivahan. Car number booking works the same way. Prices are on our VIP number plate price page.

When to book

Book a number before the dealer files registration, or the next number in line is given automatically.

BH series option

Eligible employees can choose the BH series; see our BH number plate guide.

What does a number plate series mean?

A number plate series is the one to three letters after the RTO number, such as AB in MH 12 AB 1234. Each RTO issues numbers 1 to 9999 in one series, then moves to the next letters, skipping I and O.

Where do you get a high security number plate fitted?

A high security number plate is fitted at the dealer or authorised centre you choose when booking, or at home where offered. A “number plate fitting near me” search should lead back to the state portal; local shops cannot fit genuine HSRP.

Fitting centres and home fitment

The portal lists centres by pin code; bring the RC and receipt. Where available, home fitment costs extra and is booked in the same order.

Parivahan number plate: what does the portal handle?

A Parivahan number plate search covers what the national portal does: registration, vehicle details and fancy number booking on Vahan. HSRP booking itself is handled through state links and vendors, though the plate’s laser code is linked to the vehicle record. Home: Parivahan Sewa.

What Parivahan does not do

Parivahan does not make or sell plates. Avoid sites selling HSRP in its name.

Online number plate registration

Online number plate registration for HSRP is through your state’s link; registration of the vehicle itself is on Vahan.

HSRP number plate questions

Is an HSRP number plate compulsory for old vehicles?

It depends on your state. The central rule covers vehicles made from 1 April 2019. For older vehicles, states issue their own orders with a last date, so check your transport department's notice.

How much does an HSRP cost?

Rates are set by each state's contract. In Maharashtra the rate is ₹450 for two-wheelers, ₹500 for three-wheelers and ₹745 for cars, plus GST.

Can I fit an HSRP myself?

No. Only the authorised vendor fixes the plate with snap-lock rivets, which break if removed. A plate you fix with screws will not pass a check.

What if my HSRP breaks or is stolen?

File a police report for a stolen plate, then book a replacement through the same state portal. Damaged plates are replaced through the same booking route.

Do electric vehicles need an HSRP?
