HSRP full form and high security plates in Odisha, Punjab and Ludhiana
The HSRP full form is High Security Registration Plate: an aluminium number plate with a chromium hologram, a laser-etched code and one-time rivets. Every vehicle made from 1 April 2019 gets one from the dealer. Odisha and Punjab owners of older vehicles book through the official portal; the fee and last date depend on the state's current order.

What is the HSRP full form?
The HSRP full form is High Security Registration Plate. It is a number plate pressed from aluminium, carrying a chromium hologram of the Ashoka Chakra, a laser-etched identification code and an IND mark. It is fixed with snap-lock rivets that break if anyone tries to remove them, so the plate cannot be moved to another vehicle.

Same meaning in every state
The term means the same thing on an OD vehicle in Bhubaneswar and a PB vehicle in Ludhiana. Only the state code, the booking route and the fee change. For a longer look at the idea behind the plate, read our page on hsrp meaning.
Why people search the expansion
Most searches come from owners who got an SMS, saw a police notice or were asked about HSRP at a showroom. Knowing that it simply means a secure version of your existing number helps: your registration number does not change, only the plate does.
What does each part of a high security plate do?
Each feature has one job: to make the plate hard to fake and easy to check. The hologram shows it came from an authorised maker, the laser code links it to your record, the reflective film helps cameras at night, and the rivets stop the plate from being swapped.
The laser code
A permanent identification number is etched into the plate. When the plate is made, this code is matched to your vehicle’s registration on the national database, which is why a lost plate cannot be replaced by a copy from a roadside shop.
Film, letters and rivets
The retro-reflective film carries a faint “India” inscription at 45 degrees. Characters are embossed rather than printed, and the letters IND appear in blue. The non-reusable rivets are the part owners notice most at fitment.
Is HSRP compulsory in Odisha?
Yes for newer vehicles. Under the 2018 amendment to Rule 50 of the Central Motor Vehicles Rules, every vehicle manufactured on or after 1 April 2019 must leave the dealer with HSRP and the windscreen sticker. That rule applies in Odisha exactly as it does in every other state.
What we could not confirm
We looked for a current Odisha Transport Department order that sets a last date or a rate for vehicles made before April 2019, and could not reach the department’s site or find a reliable report of one. An older Wikipedia note lists Odisha among states that had called tenders but had not proceeded. Treat that as history, not a current rule.
What Odisha owners should do
Check the notices on odishatransport.gov.in and the Mo Parivahan Seva services before acting on a forwarded message. If a dated order appears, it will name the vehicles covered, the booking link and the last date.
Which Odisha vehicles already have a high security plate?
Any car, scooter, auto or truck sold in Odisha since April 2019 should already carry HSRP on both ends, because the dealer fits it before delivery. Many older vehicles also have one where the owner replaced a damaged plate or moved from another state.
Reading the OD code
Odisha has used OD since 1 September 2012, when it replaced the older OR code. The two digits that follow run from OD 01 Balasore to OD 35 Talcher. Our guide to od registration explains which office each number belongs to.
OR plates on old vehicles
A vehicle registered as OR before 2012 keeps that number. If it gets a new high security plate, the plate shows the same OR number, not an OD one, because it must match the registration certificate.
How do you book a high security plate for an OD vehicle?
Booking is online. The Society of Indian Automobile Manufacturers runs a Book HSRP link on siam.in that sends you to your vehicle maker’s portal. You enter the vehicle details, pick a fitment point and slot, pay, and get the plates fixed on the chosen day.
- Open the booking site. Start from the SIAM Book HSRP link or your vehicle maker’s portal, not a link in a forwarded message.
- Enter the vehicle details. Type the registration number and the last digits of the chassis and engine numbers from the RC.
- Choose fitment. Pick a dealer or fitment point near you and a date and time slot.
- Pay online. Pay the plate and sticker charge with GST and save the receipt.
- Get the plates fitted. Take the RC and receipt on the slot day; the fitter fixes both plates with snap-lock rivets.

After you pay
Keep the order number. If you need to know whether the plate is ready, our page on hsrp status shows how to track it on the same portal.
If Odisha issues its own link
Some states use a separate state portal instead of, or as well as, the maker route. If Odisha announces one, use the link printed in the department’s notice.
What documents do you need to book?
You need very little paper. The booking form asks for the registration number, the last five digits of the chassis and engine numbers, and the mobile number linked to your Vahan record. All of these are on the registration certificate, so keep the RC or its digital copy open while you fill the form.

The mobile number matters
The portal sends an OTP to the number saved on Vahan. If you changed phones years ago, update the number through Vahan citizen services first, or the booking stalls at the OTP step.
On fitment day
Carry the RC, the booking receipt and, ideally, the old plates’ screws removed in advance so the fitter can work quickly.
What does a high security plate cost in Odisha?
We could not find a verified Odisha rate card for old-vehicle bookings. For newer vehicles the plate is part of what the dealer delivers. If Odisha opens bookings for older vehicles, the portal shows the exact amount, including GST and any home fitment charge, before you pay.
A rough guide
Rates quoted by the Maharashtra government in March 2025 for other states were about Rs 420 to Rs 480 plus GST for a two-wheeler and Rs 690 to Rs 800 plus GST for a car. The table under the Punjab section below gives the full range.
Beware of add-on charges
A shop or agent may offer to “arrange” a plate for a higher price. Pay only on the official booking screen, which lists the plate, sticker, fitment and tax lines separately.
What is the high security number plate last date?
There is no single national high security number plate last date for older vehicles. The 2019 rule covers new vehicles only. For older ones, each state transport department decides whether to require HSRP, sets the date, and announces any fine. So the last date depends entirely on where the vehicle is registered.

How the rule built up
The Supreme Court told all states on 30 November 2004 that they had to follow the scheme. Rule 50 was amended on 1 June 2005, but many states stalled. The Motor Vehicles (HSRP) Order followed on 6 December 2018, and the dealer-fitment rule took effect on 1 April 2019.
Odisha’s date
We found no current Odisha last date. If you see one quoted in a video or message, look for the order number and date on the department’s site before rushing to book.
Has the HSRP date been extended?
Often, yes. When states set a deadline for older vehicles, booking slots fill up and fitment centres fall behind, so the HSRP date extended headline appears again and again. Maharashtra moved its date from 31 December 2025 to 30 June 2026. Karnataka issued eight deadlines in about two years.
Why extensions happen
Millions of vehicles cannot be fitted in a few months. Court cases also pause enforcement; in Karnataka a challenge to the dealer-only fitment rule meant fines were put on hold in 2026 while the case was pending.
Do not wait for the last day
An extension is never guaranteed. Booking early avoids the rush and a possible fine if the state decides not to extend.
HSRP number plate date extended: how to check the latest order
To confirm an HSRP number plate date extended claim, go to the source. The state transport department publishes the order on its website with a number and date. News reports usually quote it. A forwarded image without an order number is not proof of anything.
Where to look
For Odisha, check the notifications on the Odisha Transport Department site. For Punjab, check the state transport department’s site. Both states’ records also run on the national Vahan system, so the booking portal will refuse or accept your vehicle based on current rules.
Signs of a fake notice
Watch for messages that ask you to pay through a personal UPI ID, demand an urgent “penalty”, or use a link that is not on a government or vehicle maker’s domain.
What happens if you miss the deadline?
Missing a state’s deadline can bring a fine at a police check and, in some states, refusal of RTO services. Maharashtra said services such as ownership transfer and address change may be refused for pre-2019 vehicles without HSRP. Telangana linked insurance renewal and pollution tests to the plate.
The effect on paperwork
Even where there is no fine yet, an RTO may ask for HSRP before processing a transfer, a duplicate RC or a change of address. Fitting it early keeps those services moving.
When there is no order
If your state has no order for older vehicles, there is no deadline to miss. The plate must still match your registration and must not be a fancy or altered design.
What is the fine for driving without HSRP?
No single fine applies across India. Police commonly use the general penalty under section 177 for plate offences. Where a number plate is missing or the registration is invalid, section 192 can apply. Some states announce their own compounding amount, so the challan shows the final figure.
| Situation | Section | Fine |
|---|---|---|
| Plate offence with no specific penalty (Odisha schedule) | 177 | Rs 500 |
| Driving without valid registration, first offence | 192(1) | Rs 2,000 to Rs 5,000 |
| Same, second or later offence | 192(1) | Rs 5,000 to Rs 10,000 and/or jail up to 1 year |
| Maharashtra old vehicle without HSRP, from 1 July 2026 | State notice | Rs 1,000 |
Checking a challan
If you receive a challan for the plate, the amount and section appear on the e-challan portal. Our pillar guide on number plates links to the plate rules behind each offence.
High security number plate fees in Punjab
We could not verify Punjab’s own published rate for high security number plate fees in Punjab. Punjab has made HSRP compulsory for new and old vehicles, and bookings show the exact charge before payment. For reference, the ranges quoted for most states, and Maharashtra’s fixed rates, are below.
| Vehicle type | Range in most states | Maharashtra rate |
|---|---|---|
| Two-wheeler or tractor | Rs 420 to Rs 480 + GST | Rs 450 + GST |
| Three-wheeler | Rs 450 to Rs 550 + GST | Rs 500 + GST |
| Car, light, medium or heavy vehicle | Rs 690 to Rs 800 + GST | Rs 745 + GST |

Why rates differ
Each state signs its own contract with plate makers, and the vehicle maker’s portal adds its own fitment terms. That is why a scooter in Punjab and one in Maharashtra can be charged slightly different amounts.
Do Ludhiana owners pay the same rate?
Within one state, the plate charge for a vehicle type is normally the same everywhere. Home fitment, where offered, adds a separate charge shown on the screen.
What is included in the Punjab HSRP fee?
The charge normally covers a front and rear plate, the snap-lock rivets, fitment at the chosen point and, for four-wheelers, the third registration mark sticker for the windscreen. GST is added on top. The booking screen breaks these lines out so you can see what you are paying for.
What is not included
Repairs to a bent bracket, a new plate holder on a modified bumper, or a fresh RC are separate. If the old plate area is damaged, the dealer may quote extra work.
Must older Punjab vehicles carry HSRP?
Yes. Punjab is one of the states that made the plate compulsory for both new and old vehicles, and its record on this goes back years: in April 2011 the Supreme Court summoned the transport secretaries of Delhi, Punjab and Uttar Pradesh over slow enforcement.
What it means today
A Punjab vehicle on the road without HSRP risks a challan, and the RTO can ask for the plate before other work. Check the state transport department for any fresh drive or deadline.
High security number plate Ludhiana: who needs one?
Every Ludhiana vehicle needs one. New vehicles get the high security number plate Ludhiana dealers fit at delivery, and older ones need it under Punjab’s rule for all vehicles. That includes cars, motorcycles, scooters, autos, tractors and goods carriers registered in the city.
Commercial vehicles
Taxis, autos and trucks carry the same plate on a yellow background. Fitness and permit work at the RTO goes more smoothly when the plate is already in place.
Two-wheelers
Bikes and scooters get two plates of different sizes and no windscreen sticker.
HSRP fitment centre Ludhiana: where are plates fitted?
There is no single HSRP fitment centre Ludhiana list we could verify. When you book, the portal shows the authorised fitment points for your vehicle’s make, which are usually its dealers in and around the city. Choose one, pick a slot, and take the RC on the day.

Why we do not list addresses
Dealer tie-ups and centres change, and we could not confirm a current list from an official source.
Home fitment
Some makers offer home fitment for a fee in larger cities. If the option appears at checkout for Ludhiana, the charge is shown before you pay.
Which RTO codes does Ludhiana use?
Ludhiana has two codes. PB 10 is Ludhiana (West) and PB 91 is Ludhiana (East). Both appear on high security plates in the same way: PB, the two-digit code, the series letters and the number. Our guide to the rto office ludhiana explains which office handles what.
Old and new numbers
A Ludhiana vehicle registered in PB 10 years ago keeps that code. The plate it gets now shows the same number as its RC.
How do you spot a genuine HSRP?
Look for four things: the chromium hologram, a laser-etched code, the blue IND mark, and rivets instead of screws. A genuine plate also has evenly embossed characters in the standard font. If any of these is missing, the plate was not made by an authorised maker.
Quick checks at fitment
Before the fitter leaves, compare the laser code on both plates with your receipt, check the number matches the RC, and make sure the rivets are tight.
Look-alike plates
Plates sold as HD, 3D or with fancy fonts lack these features and can attract a challan even if the number is correct.
What is the third registration mark sticker?
The third registration mark is a hologram sticker fixed inside the windscreen of four-wheelers. It repeats the registration details and shows the fuel type by colour: light blue for petrol and CNG, orange for diesel. It comes with the plate booking and is meant to be fixed at fitment.
Why it exists
The sticker lets police read a car’s fuel type at a glance, which helps in pollution-control drives.
How big is a high security plate?
Size depends on the vehicle. Cars and other light vehicles use 50 cm by 12 cm. Medium and heavy commercial vehicles use 34 cm by 20 cm. Two-wheelers use 28.5 cm by 4.5 cm at the front and 20 cm by 10 cm at the rear, which is also the size for three-wheelers.
Why the size is fixed
A fixed size keeps characters readable by cameras and police. It also means the plate fits standard brackets on most vehicles.
Modified bumpers
If a car has an aftermarket bumper without a proper slot, the fitter may need to add a bracket.
What if your high security plate is damaged or stolen?
Book a replacement through the same booking route and keep the police report if the plate was stolen. A cracked or bent plate should be replaced rather than repaired, because the laser code must stay readable. Our page on the broken number plate covers the replacement process.
Stolen plates
Report a stolen plate at the nearest police station. The FIR protects you if someone uses the number on another vehicle.
Common booking problems and fixes
Most booking problems come from a mismatch between what you type and what Vahan holds. A wrong digit, an old mobile number or a vehicle with a pending RTO change can stop the form. The fixes are usually quick once you know where the mismatch is.

Payment taken but no booking
Wait an hour, then track the order with the reference number. Do not pay a second time until you know the first payment failed.
No slot available
Choose another dealer, a later date, or check again after a day. Slots fill fast when a deadline is close.
Odisha vs Punjab high security plates: what differs?
The plate itself is the same in both states. What differs is the rule for older vehicles and how clearly it has been published. Punjab has a long-standing rule covering all vehicles. For Odisha, we could only confirm the national rule for vehicles made from April 2019.
| Point | Odisha | Punjab |
|---|---|---|
| State code | OD (OR before 2012) | PB |
| New vehicles from 1 April 2019 | HSRP from dealer | HSRP from dealer |
| Older vehicles | No current order confirmed | Compulsory for old and new |
| Main codes covered here | OD 01 to OD 35 | PB 10 and PB 91 (Ludhiana) |
| Where to check | Odisha Transport Department | Punjab transport department |
What stays the same
In both states the plate links to the national Vahan record, booking happens online, and the plate must match the RC exactly.

What is the HSRP full form?
HSRP stands for High Security Registration Plate. It is the tamper-resistant aluminium number plate with a hologram, a laser-etched code and an IND mark that Indian vehicles must carry.
Is HSRP compulsory in Odisha?
It is compulsory for every vehicle made on or after 1 April 2019, which gets the plate from the dealer. For older OD vehicles we could not confirm a current state order or deadline, so check the Odisha Transport Department site.
What are the high security number plate fees in Punjab?
We could not verify Punjab's own rate card. Most states charge about Rs 420 to Rs 480 plus GST for a two-wheeler and Rs 690 to Rs 800 plus GST for a car. The booking screen shows the exact Punjab figure.
What is the high security number plate last date?
There is no single national last date for old vehicles. Each state sets its own date and often extends it, as Maharashtra did from 31 December 2025 to 30 June 2026.
Has the HSRP date been extended?
Several states have extended their dates more than once; Karnataka issued eight deadlines in about two years. Check your state transport department notice for the current date.
Where is the HSRP fitment centre in Ludhiana?
The fitment points open to you appear while you book. They are usually your vehicle maker's dealers in Ludhiana. We do not list addresses because they change and we could not verify them.
Which RTO codes does Ludhiana use?
PB 10 is Ludhiana (West) and PB 91 is Ludhiana (East). Both codes get the same high security plate.
What is the fine for not having HSRP?
It depends on the state and the section used. Police often use the general penalty in section 177, which is Rs 500 in Odisha's schedule. Some states have announced their own amounts.
Can I buy a high security plate from a local shop?
No. Only authorised makers linked to the booking system can make a plate with a valid laser code. A shop plate that looks similar is not an HSRP.
