HSRP number plate Haryana rules, booking and HR codes explained
An HSRP number plate Haryana rule covers every vehicle, old and new. Vehicles made from 1 April 2019 get the plate from the dealer; older ones must be booked online with the colour-coded fuel sticker for cars. Haryana refuses pollution certificates to vehicles without it, and police drives in Gurugram and Kaithal now issue challans. The booking screen shows the exact fee.
Key takeaways
- Haryana has made HSRP compulsory for all vehicles, including those sold before April 2019.
- Vehicles without the plate or the colour-coded sticker are refused a pollution certificate under a November 2024 directive.
- We could not verify Haryana's own rate card; other states charge roughly Rs 420 to Rs 800 plus GST depending on vehicle type.
- Gurugram police issued 4,417 challans for missing plates in 17 days of June 2026, and Kaithal starts fines on 1 November 2026.
- Your HR code (HR 26, HR 34, HR 98 and so on) comes from the address on the RC and stays the same on the new plate.

Is an HSRP number plate Haryana-wide compulsory?
Yes. Haryana is one of the states that requires an HSRP number plate on every vehicle, not only on those sold after the national cut-off. The rule has been in place for years; what has changed lately is enforcement.

Where the rule comes from
The national base is Rule 50 of the Central Motor Vehicles Rules, amended in 2018, and the HSRP Order of 6 December 2018. Those cover new vehicles. Haryana went further and applied the plate requirement to the older fleet too, which is why owners of pre-2019 HR vehicles keep getting reminders.
What the plate replaces
Your old painted or acrylic plate is removed and replaced by an aluminium plate with a hologram, a laser code and one-time rivets. Your registration number stays exactly the same. For a wider look at the plate itself, see our HSRP number plate guide.
Which Haryana vehicles need a high security plate?
All of them: motorcycles, scooters, cars, autos, tractors, buses and goods vehicles. The only real difference is who arranges the plate. For anything made on or after 1 April 2019, the dealer fitted it before delivery. For older vehicles, the owner books and pays for it.
New vehicles
Check both ends of a vehicle bought after April 2019. If the plates carry a hologram and a laser-etched code, you already comply. If the dealer delivered it with a plain plate, ask the dealer to correct it.
Older vehicles and second-hand buys
If you bought a used HR vehicle, do not assume the seller fitted HSRP. Look for the Ashoka Chakra hologram and the code on the plate’s lower edge. A missing hologram means you need to book.
High security number plate online apply Haryana: step by step
Booking happens online. Start from the link on the Haryana Transport Department site or your vehicle maker’s portal, enter the RC details, choose the plate set and sticker, pick a fitment slot and pay.
- Open the portal. Start from the link on the Haryana Transport Department site or your vehicle maker’s booking page, never from a forwarded message.
- Enter RC details. Type the HR number and the last five chassis and engine digits from the registration certificate.
- Choose plate and sticker. Select the plate set and, for four-wheelers, the colour-coded fuel sticker.
- Pick fitment. Choose a dealer, fitment centre or home fitment and a time slot.
- Pay and get fitted. Pay online, save the receipt and take the RC to the fitment on the chosen day.

Which portal Haryana uses
A secondary guide names hsrphr.com as the Haryana booking portal for plates and colour stickers. We could not open it to confirm, so reach it through the link on haryanatransport.gov.in. For the sticker side in more depth, our page on HR registration state plates and stickers covers it.
After you pay
Keep the order number and the payment reference. If a slot is moved or the plates arrive late, the order number is what the portal and the dealer will ask for.
What should you keep ready to apply for number plate Haryana bookings?
You need the details printed on your registration certificate, a working phone and an online payment method. Nothing has to be uploaded in most cases. The portal checks what you type against the national Vahan record and sends an OTP to the mobile number saved there.

The RC fields that matter
Keep the registration number, the last five chassis digits and the last five engine digits in front of you. A paper RC, smart card or DigiLocker copy all show them.
Fuel type for the sticker
Four-wheelers also need the fuel type, because the windscreen sticker is light blue for petrol and CNG and orange for diesel.
What are the high security number plate Haryana fees?
We could not verify a current Haryana rate card, so we will not quote one. What we can tell you is the range other states charge, as stated by the Maharashtra government in March 2025. The Haryana booking screen shows the exact amount, with GST and any home fitment charge, before you pay.
| Vehicle type | Range quoted for other states |
|---|---|
| Two-wheeler or tractor | Rs 420 to Rs 480 + GST |
| Three-wheeler | Rs 450 to Rs 550 + GST |
| Car, light, medium or heavy vehicle | Rs 690 to Rs 800 + GST |
Why we show a range
Each state signs its own contract with plate makers, so prices vary a little. If a Haryana quote is far above these ranges, check that you are on an official page.
Agents and touts
Some shops offer to “arrange” a plate. Only the official booking can link a laser code to your record, so pay nobody else.
What does the plate charge cover?
The charge normally covers the front and rear plates, the snap-lock rivets, fitment at the chosen point and, for four-wheelers, the third registration mark sticker. GST is added on top. Home fitment, where offered, appears as a separate line before payment.

What it does not cover
A bent plate bracket, a modified bumper without a slot, or RTO work such as a duplicate RC are billed separately, if at all.
Is bookmyhsrp com up the right site for a Haryana vehicle?
People type “bookmyhsrp com up” for two reasons: to check whether bookmyhsrp.com is working, or to find the Uttar Pradesh booking page. News reports name bookmyhsrp.com as the portal for Delhi and several other states. We could not confirm its operator or current state list, and it showed a certificate error when we tried it.
What this means for HR owners
A Haryana vehicle should be booked through whichever link the Haryana Transport Department publishes. A secondary source names a separate Haryana portal, so do not assume the Delhi or UP route applies to an HR number.
Is HSRP Utsav an official Haryana scheme?
Not as far as we can tell. We searched for an official notice of an HSRP Utsav campaign and found nothing from the Haryana Transport Department, the police or the Ministry.
How to treat the name
If a message offers a discounted plate under the Utsav name, check whether the link is on a government or vehicle maker’s domain. Ask for the order number of any notice it claims to follow.
What is real
The enforcement drives below are real and dated. A festival-style discount on a regulated plate is unlikely and should be checked first.
HSRP Gurgaon: where plates are fitted and checked
For HSRP Gurgaon bookings, the portal lists the authorised fitment points for your vehicle’s make, usually dealers across Gurugram, Sohna and Pataudi. Choose one, pick a slot and take the RC. Gurugram is also where Haryana’s checks are most visible, with a large June 2026 traffic police drive.
The June 2026 drive
Between 1 and 17 June 2026, Gurugram Traffic Police issued 4,417 challans to vehicles without a number plate or without HSRP, with fines of more than Rs 25.10 lakh.
Why we do not list centres
Dealer tie-ups change and we could not verify a current official list. The booking screen is the reliable source.
Number plate Gurgaon codes: HR 26, 55, 72, 76 and 98
A number plate Gurgaon issues can start with one of five district codes. Which one you get depends on the address on your RC, because Haryana assigns the office by pin code. The table below shows each code and the area it serves.

| Code | Office | Area |
|---|---|---|
| HR 26 | Gurugram North | Old city, northern parts |
| HR 98 | Badshahpur (Gurugram South) | New city, southern parts, Wazirabad |
| HR 72 | Sohna | Sohna |
| HR 76 | Pataudi | Pataudi and Farrukhnagar |
| HR 55 | Gurugram RTA | Commercial vehicles only |
Old Gurgaon numbers
Gurgaon was renamed Gurugram in 2016, but the codes did not change. An older HR 26 car keeps HR 26 on its new plate.
What must a Gurgaon car number plate look like?
A Gurgaon car number plate follows the same national format as any other: black characters on a white base for private cars, embossed, with the IND mark in blue and a chromium hologram at the top left. It measures 50 cm by 12 cm and is fixed with rivets, not screws.
The windscreen sticker
Cars also carry the colour-coded third registration mark inside the windscreen. Delhi and NCR checks pay close attention to it, so a Gurugram car crossing into Delhi daily should have it in place.
Does a car number plate Gurgaon owners use differ?
No. A car number plate Gurgaon owners fit is the same as one in Hisar or Ambala; only the HR code differs.
What does HR registration mean on a plate?
HR registration simply means a vehicle registered in Haryana. HR is the state code, assigned when Haryana was formed in 1966 and now printed first on every Haryana plate. The two digits after it name the registering office, such as HR 12 for Rohtak or HR 26 for Gurugram North.
When HR stays after a move
If you move to another state, the HR number stays until you re-register there. A high security plate fitted in the meantime still shows the HR number.
HR 70 and HR 99
HR 70 is the Transport Commissioner’s series for special and out-of-turn numbers, and HR 99 is used for temporary numbers on new vehicles.
How is a Haryana vehicle number plate laid out?
A Haryana vehicle number plate reads in four parts: the state code HR, the two-digit office code, a one- or two-letter series, and a four-digit number. For example, HR 26 AB 1234. On a high security plate these are embossed in a standard font, with the hologram top left and the laser code along the bottom.
Plate sizes
Two-wheelers use 28.5 cm by 4.5 cm at the front and 20 cm by 10 cm at the rear. Medium and heavy commercial vehicles use 34 cm by 20 cm.
How do you read a Haryana vehicle number?
Read a Haryana vehicle number left to right. HR tells you the state, the next two digits the office, the letters the series that office was issuing when the vehicle was registered, and the last four digits the vehicle’s own number. The office code is the useful part if you want to know where a vehicle comes from.
A worked example
In HR 34 C 5678, HR is Haryana, 34 is Mahendragarh, C is the series and 5678 the number.
Haryana vehicle no: how to check one quickly
To check a Haryana vehicle no beyond the code, use the national registration search described further down this page.
Haryana car number colours: private, taxi and EV
The colour of a Haryana car number plate tells you how the vehicle is used. These colours are national, so a Haryana plate follows the same scheme as the rest of India. The high security features are the same on every colour.
The main colours
Private cars use black on white. Taxis and goods vehicles use black on yellow. Private electric vehicles use white on green, and commercial EVs use yellow on green.
Rental and temporary
Self-drive rental cars use yellow on black. A temporary number awaiting permanent registration is shown in red on yellow.
Haryana number plate list by district
This Haryana number plate list gives the main code for each district. Most districts also have sub-division codes and a separate commercial code. For every code from HR 01 to HR 99, see our full guide to HR 12 which city and the other Haryana codes.
| District | Main code | District | Main code |
|---|---|---|---|
| Ambala | HR 01 | Jind | HR 31 |
| Yamunanagar | HR 02 | Mahendragarh | HR 34 |
| Panchkula | HR 03 | Rewari | HR 36 |
| Karnal | HR 05 | Faridabad | HR 51 |
| Panipat | HR 06 | Gurugram | HR 26 |
| Kurukshetra | HR 07 | Nuh | HR 27 |

| Charkhi Dadri | HR 19 |
Hansi as a district
Hansi became Haryana’s 23rd district after cabinet approval on 17 December 2025. HR 21 is Hansi and HR 86 is Narnaund.
Haryana vehicle number list for commercial offices
A Haryana vehicle number list for commercial vehicles is worth knowing because taxis and trucks often carry a different code from private cars in the same town. These codes belong to the Regional Transport Authority in each district.
Common commercial codes
HR 37 Ambala, HR 38 Faridabad, HR 39 Hisar, HR 45 Karnal, HR 46 Rohtak, HR 55 Gurugram, HR 58 Yamunanagar, HR 61 Bhiwani, HR 67 Panipat and HR 69 Sonipat.
Why it matters for HSRP
A commercial plate is yellow, but it still needs the full set of high security features before fitness or permit work.
Which town does an HR 34 number plate belong to?
An HR 34 number plate belongs to Mahendragarh, in Mahendragarh district in south Haryana. The same district also uses HR 35 for Narnaul, HR 82 for Kanina and HR 66 for commercial vehicles registered at Narnaul.

HSRP for HR 34 vehicles
The rule is the same as elsewhere in the state. An older HR 34 vehicle books a plate online and is fitted at a dealer or centre chosen during booking.
Is there a Haryana RTO code list PDF?
We did not find an official Haryana RTO code list PDF. The state transport site and directories such as Autocar India publish the list as a web page instead. Our district table above and the full code page cover the same ground and are easier to search on a phone.
Check before relying on it
Codes are occasionally reassigned when new offices open, so check the transport site for recent changes.
How many offices sit under HR RTO codes?
Autocar India lists 83 offices issuing codes from HR 01 to HR 99. Under HR RTO codes, private vehicles are handled by Registering and Licensing Authorities at SDM offices, while commercial vehicles go to the Regional Transport Authority in each district.
Where sources disagree
A few codes, such as HR 88, are listed differently by different directories. The transport department list settles any doubt.
Which RTO in Haryana handles your vehicle?
The RTO in Haryana that handles your vehicle is set by the address on your RC, matched by pin code, not by which office is nearest. For HSRP you do not need to visit it at all, because booking and fitment happen through the portal and the dealer.
When you do need the RTO
You need it for address changes, ownership transfer, duplicate RCs and NOCs. Those services may ask for the plate to be in order first.
How do you run a Haryana vehicle registration search?
A Haryana vehicle registration search runs on the national Vahan system, because Haryana’s records sit there. Enter the full HR number on the Vahan citizen services page or the mParivahan app to see the basic record. Our guide to RC status Haryana walks through every screen.
Haryana RTO vehicle registration search by number
A Haryana RTO vehicle registration search by number shows the registering office, which helps you match the code on the plate. It does not show the HSRP order itself.
What do Haryana vehicle registration details show?
Haryana vehicle registration details on Vahan show the owner name in masked form, the registering office, the vehicle class, fuel type, registration date, and fitness and insurance validity. That is enough to confirm that the RC, the plate and the booking all match.
Fuel type and the sticker
The fuel type on the record decides the sticker colour. If it is wrong, fix it at the RTO before booking.
What happens if a Haryana vehicle has no HSRP?
Expect a challan at a police check, a refused pollution certificate, and possible delays with RTO work. A November 2024 directive told pollution centres not to issue certificates to vehicles without the plate or the hologram sticker, and the state’s police have since run several dated drives.
| Situation | Basis | Amount |
|---|---|---|
| Gurugram drive, 1-17 June 2026 (4,417 challans) | Traffic police drive | More than Rs 25.10 lakh in total |
| Driving without valid registration, first offence | Section 192(1) | Rs 2,000 to Rs 5,000 |
| Same, later offence | Section 192(1) | Rs 5,000 to Rs 10,000 and/or jail up to 1 year |
The per-vehicle amount
We could not verify a single Haryana fine for a missing HSRP. The challan shows the section and amount. To check or pay one, see our page on e challan Haryana.
How have Haryana’s HSRP checks built up since 2024?
The checks have tightened step by step. First came the PUC refusal in November 2024, then city drives such as Gurugram’s in June 2026, a statewide police drive announced on 15 October 2026, and district fines in Kaithal from 1 November 2026.
The October 2026 state drive
DGP Ajay Singhal said police would check for missing HSRP and for unauthorised, tampered, bent or concealed plates and illegal stickers, issuing challans under the Motor Vehicles Act.
Kaithal from 1 November
Kaithal’s SP said fines would apply to motorcycles and cars after an awareness campaign through October 2026.
How do you spot a genuine high security plate?
Check four things: the chromium hologram at the top left, the laser-etched code, the blue IND mark and rivets instead of screws. The characters should be embossed in the standard font. A plate missing any of these was not made by an authorised maker, whatever the seller says.
At fitment
Before the fitter leaves, compare the code on both plates with your receipt and make sure the number matches the RC.
Common booking problems and fixes
Most problems come from a mismatch between what you type and what Vahan holds: a wrong digit, an old phone number or a pending RTO change. Fix the record first and the booking usually goes through on the next try.

Paid but no confirmation
Wait an hour, then track the order with the payment reference. Do not pay twice until you know the first attempt failed.
What if a Haryana plate is damaged or lost?
Book a replacement through the same route, and file a police report if the plate was stolen. Our page on the broken number plate covers the steps.

Does my number change when I fit HSRP?
No. The new plate shows the same registration number as your RC, including the old HR code. Only the plate material and security features change.
