What a red colour number plate means on Indian roads, from dealer trade plates to official cars

By , Editor and reviewer · Updated · 7 min read · Independent guide, not a government website

In short

A red colour number plate with white letters in India is usually a trade certificate plate: it belongs to a dealer, manufacturer or importer, not to the car, and lets an unregistered vehicle move for trade purposes. Red letters on a yellow plate mean a temporary number. The President's and Governors' cars once carried the national emblem, sometimes on a red plate.

Key takeaways

  • White on red is a trade plate held by a dealer or maker; it moves from vehicle to vehicle and can be valid for up to five years.
  • Red on yellow is a temporary registration that starts with T and the month and year of purchase.
  • Section 39 of the Motor Vehicles Act lets dealers move unregistered vehicles only on conditions set by the Centre.
  • A private owner should never drive a newly bought car on a dealer's red plate or make a red plate of their own.
  • Blue plates are diplomatic, green plates are electric, and Military Police use red letters on white.

Red colour number plate in India: what the colour signals

A red colour number plate is rare on Indian roads, and that is the point. Most cars carry white or yellow plates, so a red one tells police, toll staff and other drivers that something is unusual: the vehicle is not yet registered to an owner, is being moved by a dealer, or belongs to a special category.

Four different things can put red on an Indian plate.

Background colour versus letter colour

Look at two things separately: the background and the characters. White letters on a red background mean one thing, red letters on a yellow background mean something else, and red letters on white mean a third. People often mix these up because all three are described as “red plates”.

What does red number plate mean in India?

In India, a red plate with white characters most often marks a trade certificate vehicle. A trade certificate is issued to a dealer, manufacturer, importer or testing agency, so that vehicles that have no owner registration yet can still be moved, tested or demonstrated legally on public roads.

Section 39 of the Motor Vehicles Act, 1988 says no one may drive a motor vehicle in a public place unless it is registered and shows a registration mark. The same section carves out an exception for a vehicle in the possession of a dealer, subject to conditions the Central Government prescribes. The trade plate is how that exception shows on the road.

Red number plate means which of four things?

Red can appear on an Indian plate in four distinct situations. Each has a different holder, a different format and a different legal status, so identify which one you are looking at before drawing a conclusion about the vehicle.

1. Trade certificate plate

White letters on red, issued to the trade. The format notified on 14 September 2022 ends in TC and a per-vehicle number, for example LA01C0001TC0001.

2. Temporary registration

Red letters on a yellow plate, issued to one new vehicle while it waits for a permanent number.

3. Military Police

Red letters on a white plate, part of the armed forces numbering scheme.

4. Historical and official uses

Princely states once used white text on red with the state’s name, and constitutional authorities’ cars sometimes showed the emblem on a red plate.

Why does a red number plate car have white letters?

A red number plate car with white letters is almost always in the hands of the motor trade. You will see these on cars being driven from a stockyard to a showroom, on test drives, at a manufacturer’s testing ground or on an imported car on its way to a dealer.

How the trade number is built

The trade format reads state code, RTO number, a vehicle category letter (A for a two-wheeler, C for a light motor vehicle, H for an e-rickshaw and so on), a four-digit holder number, the letters TC and a number of up to four digits. The holder number identifies the dealer; the last part identifies the plate in use.

One plate, many vehicles

Because the number belongs to the dealer, the same red plate can be moved from one unsold car to the next. That is the biggest difference from every other plate, which stays with one vehicle for its life.

Who can use a red and white number plate in India?

A red and white number plate in India is meant only for holders of a trade certificate: manufacturers, dealers, importers and testing agencies. It is not something a private buyer can apply for, and it cannot be bought from a plate shop.

Category limits

A trade number can be used only on vehicles of the category for which it was issued. A dealer holding a two-wheeler trade number cannot put that plate on a car or a goods vehicle.

Where can a vehicle on a red white number plate be driven?

A vehicle on a red white number plate may be driven only for the trade purposes the Central Motor Vehicles Rules allow, such as delivery to a dealer, testing, demonstration or taking the vehicle to be registered. The exact conditions are in the rules, so dealers should check them with their RTO.

Personal use is not a trade purpose

Using a trade plate for a weekend drive, a family trip or a long-term loan to a customer falls outside the dealer exception. If stopped, the driver may be treated as driving an unregistered vehicle.

Delivery to the buyer

The trade plate comes off when the car is handed over. From then on, the car needs its own registration mark, temporary or permanent.

Red characters on a yellow plate: what do they mean?

Red letters on a yellow background mark a temporary registration. Under Rule 53C, notified on 31 March 2021, the number starts with T, followed by the month and year of purchase, the state code, a four-digit running number and one or two letters, for example T0124AN0123A.

Who gets one

A buyer who needs to use the vehicle before the permanent number is issued, or who is taking it to another state, can get a temporary number from the registering authority or a recognised dealer. Our guide to the temporary number plate explains the application in full.

How long it lasts

Section 43 of the Act sets a period not exceeding one month for temporary registration, and states may set their own limits within the rules. Check the date on your temporary certificate rather than relying on a general figure.

A red color number plate is not legal on a privately owned, registered car. A private non-transport vehicle carries black characters on a white plate, and a private electric vehicle carries white characters on green. Owners cannot choose red for style.

Self-made plates

Number plates for vehicles made from April 2019 are high security registration plates supplied by the manufacturer and fitted by the dealer. A home-printed red plate does not meet those rules and can lead to a challan.

Driving a new car without its own number

Driving an unregistered vehicle is an offence under Section 192. For a first offence the fine is Rs 2,000 to Rs 5,000, higher for repeat offences, so do not take delivery on a dealer’s plate.

A trade plate stays with the dealer; your car needs its own number.

What is fitted on the President car number plate?

For many years the President car number plate carried no number at all. The official cars of the President and the Governors showed an embossed Emblem of India, sometimes on a red plate, in place of a registration mark.

The 2018 change

In 2018 these offices were instructed to register their official vehicles under the applicable law. Public reporting on how each office has complied is limited, so treat current descriptions with caution and rely on official notices.

Do Military Police vehicles use red letters?

Yes. In the armed forces numbering scheme, Military Police vehicles use red characters on a white background. Other armed forces vehicles use white characters on black, with an upward broad arrow at the start of the number.

Not issued by an RTO

Armed forces vehicles follow their own numbering scheme rather than a state RTO series, so do not expect the state code and office digits you see on civilian plates.

What does a blue colour number plate mean?

A blue colour number plate with white characters belongs to a foreign diplomatic mission or an international organisation. The number reads mission number, a type code and a vehicle number, for example 199 CD 99.

The type codes

CD marks an embassy vehicle, CC a consulate, UN a United Nations body and IOD another international organisation. Number 1 in a mission’s series is kept for the head of mission.

Green number plate in India means what?

A green number plate in India means an electric vehicle. Private EVs carry white characters on green, while commercial and rental EVs carry yellow characters on green. The colour helps authorities apply EV-specific benefits, which our green number plate guide covers.
