Chittoor RTO office: the AP 03 transport office for Chittoor district
The Chittoor RTO office is the Regional Transport Office for Chittoor district in Andhra Pradesh. Its old plate code is AP 03, but since 30 January 2019 new vehicles there get the statewide AP 39 series (AP 40 was added in 2023). The state directory lists its mobile as 9281607068. Since April 2022 Tirupati and Madanapalle areas fall under other district offices.
Key takeaways
- AP 03 was the Chittoor code for registrations up to early 2019; those plates stay valid.
- New vehicles in Chittoor, as across Andhra Pradesh, get AP 39 or AP 40, not a district code.
- The AP Transport Department directory gives the Chittoor RTO mobile as 9281607068 and the DTC Chittoor mobile as 9281607037.
- Since 4 April 2022 the district keeps four divisions: Chittoor, Kuppam, Nagari and Palamaner.
- Tirupati-side vehicles now go to the Tirupati district office and Madanapalle-side ones to Annamayya.
- We could not confirm the street address on the department site, so check it before you travel.

Which code does the Chittoor RTO use, AP 03 or AP 39?
Both, depending on the date. Vehicles registered at Chittoor before 30 January 2019 carry AP 03. From that date the district moved to AP 39, part of Andhra Pradesh’s “one state, one code” policy, and the state added an AP 40 series in 2023. No new vehicle gets AP 03 today.

Why Andhra Pradesh dropped district codes
The state was the first to issue a single code across every district. A car bought in Kuppam and one bought in Srikakulam can now both read AP 39.
What this means at the counter
The plate no longer tells you the district. The online record does, as the section on checking a vehicle explains below.
Which areas does the Chittoor office cover after 2022?
Since the reorganisation of 4 April 2022, Chittoor district has four revenue divisions: Chittoor, Kuppam, Nagari and Palamaner. Vehicle owners living in these divisions deal with the Chittoor office and its local units. The district covers about 6,855 sq km.

Chittoor and Kuppam divisions
The Chittoor division takes in Chittoor Urban and Rural, Irala, Puthalapattu, Gudipala and Yadamari, among others. Kuppam division covers Kuppam, Gudupalle, Ramakuppam and Santhipuram in the far south-west corner.
Nagari and Palamaner divisions
Nagari division includes Nagari, Nindra, Vijayapuram, Karvetinagar and Palasamudram. Palamaner division covers Palamaner, Gangavaram, Baireddipalle, Peddapanjani and Venkatagirikota.
Where do Tirupati and Madanapalle vehicles go now?
Before 2022 the Chittoor office served a much larger district, including Tirupati and Madanapalle. On 4 April 2022 the Tirupati district took the Tirupati revenue division, and Annamayya district was formed from parts of Chittoor and YSR Kadapa. Each now has its own transport office.
Old plates, new offices
Many Tirupati and Madanapalle vehicles bought before 2019 still read AP 03. The plate stays the same; only the office that handles new work has changed.
Which office to use
Go to the office for the district on your current address proof. The AP citizen app and portal pick the office from that address.
Which unit and inspector offices sit under Chittoor?
The department’s unit office page lists Madanapalli under Chittoor, and its motor vehicle inspector (MVI) page lists Putturu, Palamaner, Srikalahasti and Pileru. These lists still use the pre-2022 district map, because Srikalahasti and Pileru now lie in Tirupati and Annamayya districts.
Palamaner unit
Palamaner remains inside Chittoor district, so it is the nearest listed MVI point for the western mandals.
Confirm before you travel
Ask the Chittoor office which unit handles your mandal today. The website list may not yet reflect the new boundaries.
What work does the Chittoor transport office handle?
Like the other 45 Regional Transport Offices in the state, Chittoor offers computerised services for licences, registrations and permits. In practice that covers new registration, ownership transfer, address change, hypothecation, fitness checks, learner and driving licences, and permits for goods and passenger vehicles.
Registration work
Dealers usually file new registrations. Owners come in for transfers, duplicate RCs and NOCs when moving a vehicle to Tamil Nadu or Karnataka.
Licence work
Learner tests and driving tests need a slot. Renewals and some changes can often finish online.
How do you start a service online before visiting?
Most Chittoor services begin online. You fill the form, upload documents and pay first, then visit only for inspection, a driving test or document checks.
- Pick the service. Choose it on Vahan, Sarathi or the AP citizen portal.
- Fill and upload. Complete the form and add clear scans.
- Pay online. Pay what the screen shows and save the receipt.
- Book a slot. Only if the service needs an inspection, test or biometrics.
- Visit with originals. Take the printout, receipt and originals to the office named on the slot.

Fees
Fees depend on the service and vehicle class and are shown during payment. We do not list them here because we could not verify a current Chittoor schedule.
Which documents should you carry to the office?
Carry the original RC or licence, the online application printout and payment receipt, valid insurance, a pollution certificate for vehicle work, and address and identity proof such as Aadhaar. A sale also needs the signed transfer forms from both parties.
Keep copies ready
Self-attested photocopies save time if an official asks for them.
How do you check an AP 03 vehicle’s record?
Search the number on the national Vahan service or the state portal. The result shows the model, registration date and the registering authority, which is the office holding the file today. Our AP registration number search guide walks through the screens.
Why the office line matters
An AP 03 car sold to someone in Tirupati may now sit with the Tirupati office. The plate will not show that move.
Is an AP 03 number still valid?
Yes. An AP 03 registration mark stays with the vehicle for life. Owners do not have to change it to AP 39, and repainting the code yourself would make the plate differ from the registration certificate.
Replacement plates
A new plate must carry exactly the number printed on the RC.
Which RTO codes border the Chittoor district?
Chittoor touches two states. Kolar district in Karnataka (KA 07, with KGF as KA 08) lies to the west, and Vellore (TN 23) is among the Tamil Nadu districts to the south. Inside Andhra Pradesh, the old neighbouring codes were AP 02 Ananthapuramu, AP 04 YSR Kadapa and AP 26 Nellore.
Moving across the border
A vehicle moving to Karnataka or Tamil Nadu needs an NOC from Chittoor and re-registration in the new state. Check that state’s rules first. For other codes, see our full RTO code list.
What is the DTC Chittoor office?
The DTC Chittoor is the Deputy Transport Commissioner’s office for the district. The directory lists its mobile as 9281607037 and its e-mail as [email protected]. It supervises transport work in the district; routine applications still go to the RTO counter.
When to contact the DTC
Use it when a complaint at the RTO level has not been resolved, not as a first stop.
How do you read a Chittoor number plate?
In an older plate such as AP 03 AB 1234, AP is the state, 03 is Chittoor, “AB” is the series and “1234” the vehicle’s own number. These are sample characters only. On a newer plate the 03 is replaced by 39 or 40.

The old district code is AP 03. Since 30 January 2019 new Chittoor registrations use the statewide AP 39 series, with AP 40 added in 2023.
What is the RTO Chittoor phone number?
The AP Transport Department contact directory lists the Chittoor RTO mobile as 9281607068. Numbers can change, so check the directory on aptransport.org before calling.
Where is the Chittoor RTO office located?
It is in Chittoor town. A third-party listing places it at Industrial Estate, Puttur Road, Chittoor 517001, but the department site does not show an address, so confirm it first.
Is AP 03 still valid after AP 39 started?
Yes. A registration number stays with the vehicle for life, so an AP 03 car or bike keeps its plate and does not need a new number.

What is the difference between RTO and DTC Chittoor?
The RTO handles day-to-day registration and licence work. The DTC Chittoor is the Deputy Transport Commissioner's office, the senior district post in the department's directory.
