What is the RTO full form?
The RTO full form is Regional Transport Office. It is the government office, run by each state’s transport department, where vehicles are registered, driving licences are issued and road tax is collected. The same three letters also name the person in charge, the Regional Transport Officer.

Where the three letters come from
“Regional” refers to the area the office covers, often a city or a group of districts. “Transport” is the subject it handles, meaning road vehicles and the people who drive them. “Office” is the place you visit or apply to.
Office and officer are both correct
You will see “Regional Transport Office” on signboards and “Regional Transport Officer” on signatures and orders. Both are right. When someone says “go to the RTO”, they mean the office; when a letter is “signed by the RTO”, it means the officer.
What does RTO stand for in plain words?
In plain words, RTO stands for the local transport office of your state government. It is the counter behind your number plate, your RC and your driving licence. Every vehicle in India is registered with one RTO, and that RTO’s code appears on its plate.
A simple way to remember it
Think of the RTO as the registry for road vehicles in your area. A birth certificate comes from the municipal office; a vehicle’s “birth record”, its registration, comes from the RTO. Licences for the people who drive come from the same place.
What it is not
The RTO is not the traffic police, though both enforce the Motor Vehicles Act. It is also not a central government body. The Ministry of Road Transport and Highways makes national rules, but each RTO works under its state transport department.
What is the RTO long form on official papers?
The RTO long form printed on forms, receipts and RCs is “Regional Transport Office”, sometimes with the city name added, such as “Regional Transport Office, Pune”. Some states print “Registering Authority” instead, because that is the legal role the office plays under the Act.
Registering authority and licensing authority
Under the Motor Vehicles Act, an RTO acts as the registering authority for vehicles and the licensing authority for drivers. Your RC and DL may show these legal titles in place of the abbreviation, which is why the long form varies between documents.
Sub-offices with longer names
Smaller towns may have a Sub-Regional Transport Office (SRTO or ARTO, Assistant RTO). These carry their own long forms on receipts, but they do the same job under the main RTO of that region.
What is the RTO full form in English?
The RTO full form in English is Regional Transport Office. English is the language used on most central forms, the Vahan and Sarathi portals and the RC itself, so this is the version you will meet most often when you apply online or read your documents.
Spelling and capitalisation
Write it as three capitalised words: Regional Transport Office. Avoid “Road Transport Office”, a common mix-up. The road transport ministry is MoRTH, but the local office is the Regional Transport Office.
How it appears in sentences
In letters you can write “the Regional Transport Office (RTO), Gurugram” the first time and just “RTO” after that.
What is the RTO full form in Hindi?
The RTO full form in Hindi is क्षेत्रीय परिवहन कार्यालय, written in Roman script as Kshetriya Parivahan Karyalaya. Hindi-speaking states such as Uttar Pradesh, Madhya Pradesh, Rajasthan and Haryana use this name on signboards, forms and transport department websites.

Word by word
क्षेत्रीय (kshetriya) means regional, परिवहन (parivahan) means transport and कार्यालय (karyalaya) means office. The officer is क्षेत्रीय परिवहन अधिकारी, where adhikari means officer.
Why the portal is called Parivahan
The national website for transport services is named Parivahan Sewa, which simply means “transport service”. So when you see “Parivahan” on a portal and “RTO” on an office, they belong to the same system.
RTO ka full form kya hota hai?
RTO ka full form Regional Transport Office hota hai. Hindi mein ise Kshetriya Parivahan Karyalaya kehte hain. Yeh state government ka daftar hai jahan gaadi ka registration, driving licence, road tax aur permit ka kaam hota hai. Har zile ya region ka apna RTO hota hai.

RTO aur Parivahan ka rishta
Online kaam Parivahan Sewa portal par hota hai, lekin approval aapke RTO se hi aata hai. Isliye form bharte samay sahi state aur sahi RTO chunna zaroori hai.
What is the RTO meaning in Hindi?
The RTO meaning in Hindi goes beyond translation: it is the “parivahan vibhag ka daftar”, the office of the transport department that keeps records of vehicles and drivers in your area. People also call it simply “parivahan karyalaya” or “RTO daftar” in everyday speech.
Everyday Hindi terms you will hear
At the counter you may hear panjikaran (registration), anugyapti or licence, kar (tax) and parmit.
Meaning on Hindi forms
Hindi forms may print “पंजीयन अधिकारी” (registering authority) instead of RTO. This is the same office acting in its legal role, so do not worry if the abbreviation is missing.
RTO ka matlab kya hai?
RTO ka matlab hai woh sarkari daftar jo aapki gaadi aur aapke licence ka record rakhta hai. Nayi gaadi ka number, RC, DL, ownership transfer, NOC aur road tax, yeh sab RTO ke zariye hota hai. Gaadi ke number plate par RTO ka code bhi hota hai.
Number plate se RTO ka matlab samjhiye
Plate ke pehle do akshar state code hote hain, aur uske baad ke do ank us RTO ka number. Jaise HR 26 ka matlab Haryana ka ek RTO. Code aur office ki poori list hamare RTO guide mein milti hai.
Kya RTO police hai?
Nahi. RTO transport vibhag ka hissa hai. Traffic police alag vibhag hai. Dono challan kaat sakte hain, par registration aur licence sirf RTO deta hai.
RTO kya hai aur yeh kya karta hai?
RTO kya hai, iska seedha jawab: yeh state transport department ka local office hai jo Motor Vehicles Act, 1988 ko lagu karta hai. Gaadiyon ka registration, licence test, tax collection, permit aur fitness check, yeh sab iske kaam hain.
RTO kaun chalata hai?
RTO ko state government chalati hai. Kendra sarkar (MoRTH) niyam banati hai, jaise Central Motor Vehicles Rules, 1989. Software, yaani Vahan aur Sarathi, NIC ne banaya hai, par data aur approval state ke RTO ke paas rehta hai.
Aam aadmi ke liye RTO ka kaam
Aap RTO mein learner licence test dete hain, nayi gaadi register karwate hain, purani gaadi bechne par naam transfer karwate hain, aur doosre rajya mein jaane par NOC lete hain.
How is RTO written in Hindi?
In Devanagari, the abbreviation RTO is usually written as आरटीओ (aar-tee-o), exactly as it sounds. Hindi newspapers and signboards use आरटीओ far more often than the full Hindi name, because the English short form is widely understood across India.
Abbreviation versus full Hindi name
Use आरटीओ in casual writing and क्षेत्रीय परिवहन कार्यालय in formal letters or applications. Some states, such as Uttar Pradesh, write “सम्भागीय परिवहन कार्यालय” for regional offices, which carries the same meaning.
Typing it on a phone
On a Hindi keyboard, type “aarteeo” in a transliteration app to get आरटीओ. For the full form, type “kshetriya parivahan karyalaya”.
What is the regional transport office in Hindi called?
The regional transport office in Hindi is called क्षेत्रीय परिवहन कार्यालय. In some states the official Hindi name uses सम्भागीय (sambhagiya, divisional) instead of क्षेत्रीय, because the office covers a revenue division. Both names refer to the same type of transport office.
State-to-state variation
Uttar Pradesh uses सम्भागीय परिवहन कार्यालय for its RTOs and सहायक सम्भागीय परिवहन अधिकारी (ARTO) for assistant offices. Madhya Pradesh and Rajasthan mostly use क्षेत्रीय. Haryana’s Hindi pages also use परिवहन विभाग for the department.
When to use the Hindi name
If you are writing a Hindi complaint or RTI to the transport office, address it to “क्षेत्रीय परिवहन अधिकारी” followed by the city. This matches how the office signs its own Hindi orders.
| Term | English | Hindi (Devanagari) | Hinglish |
|---|---|---|---|
| RTO | Regional Transport Office | क्षेत्रीय परिवहन कार्यालय | Kshetriya Parivahan Karyalaya |
| RTO (person) | Regional Transport Officer | क्षेत्रीय परिवहन अधिकारी | Kshetriya Parivahan Adhikari |
| ARTO | Assistant Regional Transport Officer | सहायक सम्भागीय परिवहन अधिकारी | Sahayak Sambhagiya Parivahan Adhikari |
| DTO | District Transport Office | जिला परिवहन कार्यालय | Zila Parivahan Karyalaya |
| Transport department | Transport Department | परिवहन विभाग | Parivahan Vibhag |
What is the RTO office full form?
The RTO office full form is Regional Transport Office office, which repeats itself, much like “ATM machine”. People add “office” to make clear they mean the building, not the officer. It is perfectly understood, but in formal writing “the RTO” alone is enough.
Why the repetition is common
Because RTO can mean the officer too, many people say “RTO office” to point to the physical office.
What you will find at the office
A typical RTO building has counters for licences, registration, tax and permits, a driving test track nearby, and a vehicle inspection area.
What does RTO office meaning cover?
The RTO office meaning covers both the place and the authority. As a place, it is where you take tests, show originals and get vehicles inspected. As an authority, it is the body whose approval makes your registration, licence, NOC or transfer legally valid.
Physical office versus online services
Most applications now begin online, but the RTO office still approves them. Your Vahan application goes to the RTO you choose, and an official there verifies and approves it, even if you never visit.
Sub-offices and camps
Some RTOs run camp offices in smaller towns on fixed days for licence tests and registration. They work under the main RTO.
What is the RTO full form in vehicle papers?
The RTO full form in vehicle papers is still Regional Transport Office, but on an RC it appears as the “Registering Authority” with the office name. The RTO named there is the office that holds your vehicle’s record and handles any later change, such as transfer or address update.
Where to look on the RC
On a smart card RC, the registering authority is printed near the top or on the back, along with the registration date. On a digital RC in DigiLocker or mParivahan, it appears in the vehicle details as the RTO name.
Linking the RC to the RTO
The first part of your registration number tells you the RTO. For what each field on the registration certificate means, see our RC full form guide, which explains the RC document itself in detail.
What is the RTO full form in transport law?
In transport law, the RTO full form in transport context is Regional Transport Office, the body through which the state exercises powers under the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989. States add their own rules, such as the Haryana or Karnataka Motor Vehicles Rules.
The legal roles of an RTO
The Act gives an RTO three main legal hats: registering authority for vehicles, licensing authority for drivers and conductors, and part of the permit system run by the Regional Transport Authority for commercial vehicles.
RTO versus RTA
An RTA, Regional Transport Authority, is a board that grants permits for buses, taxis and goods vehicles. The RTO often serves as its secretary or office. In some states, such as Andhra Pradesh, people say “RTA” for the transport office as well.
What is the RTO full meaning beyond the letters?
The RTO full meaning goes past the three words. In practice, it is the single local point where the state’s record of every vehicle and driver lives. If your RC, DL, tax or permit is wrong, the RTO is the office that can correct it.
The record keeper
Every change to a vehicle’s life, from first registration to transfer, hypothecation, change of address, NOC and final cancellation, is recorded by an RTO. That record is now held in the national Vahan database.
The gatekeeper
The RTO also decides who may drive. It conducts learner and driving tests, checks medical certificates where needed and can suspend a licence after serious offences, under powers given by the Act.
What do people mean by RTO full?
People who type RTO full usually want the expansion of the abbreviation, so they mean “RTO full form”. The short answer is Regional Transport Office. Some also want the full name of a specific office, such as “RTO full address” or “RTO full name Pune”.
Finding a specific office’s full name
The full name of each office, with its code, is listed on the state transport website and on the Parivahan portal. Our RTO office near me page explains how to find the right office and its address.
Full form versus full address
The full form never changes; the full address does. Offices move, split or merge. Always check the current address on the state transport site before travelling for a test or inspection.
Why is it called a regional transport office RTO?
It is called a regional transport office RTO because one office serves a region, not just one town. A region may be a big city, a district or a group of districts. The word “regional” separates it from the state-level transport commissioner’s office and from smaller sub-offices.
How regions are drawn
States decide the regions. A large city may have several RTOs, each with its own code, while a rural region may have one RTO for several districts. For example, Mumbai has RTOs at Tardeo, Andheri, Wadala and Borivali.
Who sits above the RTO
Above the RTOs is the Transport Commissioner of the state, with deputy commissioners in some states. National standards come from MoRTH. For how the regional transport office fits into a state system such as Chhattisgarh’s, see our regional transport office guide.
What RTO office work can you get done?
The main RTO office work falls into seven groups: vehicle registration, driving licences, ownership transfer, NOCs, road tax, permits and fitness for transport vehicles. RTOs also enforce the Act through flying squads and check posts, and they handle number plates, duplicates and corrections.

Work for private vehicle owners
For a private car or bike, you will mostly deal with the RTO at registration, when you sell or buy a used vehicle, when you move to another state and when you need a duplicate RC. Address changes and loan removal are also handled here.
Work for commercial operators
Taxi, bus and truck owners need permits, regular fitness certificates and tax payments.
| RTO service | Common form | Portal |
|---|---|---|
| New registration | Form 20 with Form 21 | Vahan |
| Ownership transfer | Form 29 and Form 30 | Vahan |
| NOC to another state | Form 28 | Vahan |
| Hypothecation removal | Form 35 | Vahan |
| Duplicate RC | Form 26 | Vahan |
| Learner and driving licence | Forms on Sarathi | Sarathi |
| Fitness (transport vehicles) | Form 38 issued after inspection | Vahan |
Which vehicle services are part of RTO office work?
Vehicle services are the largest part of RTO office work. They include new registration, temporary registration, transfer of ownership, change of address, recording or removing a loan, NOC for another state, duplicate RC, re-registration after 15 years for private vehicles, and cancellation when a vehicle is scrapped.
Services you can start online
On Vahan you can apply for transfer, address change, hypothecation removal, duplicate RC and NOC, then upload documents and pay. Selling or buying a used vehicle uses Form 29 and Form 30; see our Form 29 and 30 guide for how they work.
Services that need an inspection
Re-registration, fitness and some state-to-state moves need the vehicle to be physically inspected at the RTO or an automated testing station, because the official must check the chassis and engine numbers.
Which licence services are part of RTO office work?
Licence services are the other half of RTO office work. The RTO issues the learner licence, conducts the driving test, grants the permanent driving licence, renews it, adds vehicle classes, issues duplicates and the international driving permit, and records changes of address.
What happens online and at the office
Applications are made on Sarathi. The learner test can be taken online in many states, but the driving test is usually taken at the RTO track or an accredited centre. Our driving licence guide covers each step.
Licence actions after offences
The RTO, acting as licensing authority, can suspend or disqualify a licence after serious offences such as drunk driving.
What is the DTO full form?
The DTO full form is District Transport Office, and it is also used for the District Transport Officer who heads it. A DTO does broadly the same work as an RTO, such as registration, licences and tax, but its area is a single district rather than a wider region.

Where you will see DTO
States such as Bihar and Assam call their district transport offices DTOs. In Bihar, for example, the District Transport Officer of each district handles registration and licences. Other states use RTO or ARTO for similar offices.
Office or officer
As with RTO, the “O” can mean office or officer. A notice “issued by the DTO” means the officer; “visit the DTO” means the office.
What is the DTO office full form?
The DTO office full form is District Transport Office office, the same repetition as “RTO office”. People use it to mean the building of the district transport office, where they take tests, submit originals or get vehicles checked. Formally, “DTO” or “District Transport Office” is enough.
What the DTO office handles
A DTO office usually issues learner and driving licences, registers vehicles, collects road tax and handles transfers for its district.
Finding your DTO office
Your DTO is the one for the district in your address proof. The state transport website lists each DTO with its address and the registration code it uses on number plates.
What is the DTO full form in RTO?
The DTO full form in RTO usage is District Transport Officer or Office, meaning a district-level transport authority that may work alongside or under an RTO. In states that have both, the RTO covers a region and the DTOs handle the districts within it.
How DTOs and RTOs share work
In such states, routine services like licences and registration are handled at the district office, while permits, appeals and regional enforcement may go to the RTO. The split is set by each state’s transport rules.
Same software, same records
Both a DTO and an RTO work on Vahan and Sarathi. When you apply online, you choose the office from a list. The approval comes from that office, and the record goes into the same national database.
What is the DTO full form in government?
In government use, the DTO full form in government circulars is District Transport Officer, a state government post in the transport department. Outside transport, DTO can stand for other things, so always read the context of the notice before assuming it refers to the transport office.
DTO as a government post
The District Transport Officer is a state government officer who acts as registering and licensing authority for the district. Their name and signature may appear on your RC or licence in states that use this title.
Other DTO meanings to avoid confusing
In finance and education, DTO may mean something else entirely. On a vehicle, licence or transport notice, it nearly always means District Transport Office or Officer. If unsure, check the issuing department named on the letter.
RTO vs DTO: what is the difference?
The difference in RTO vs DTO is mainly area and title. An RTO covers a region, which may include several districts; a DTO covers one district. Both register vehicles, issue licences and collect tax under the same Act, and both use Vahan and Sarathi.

Comparison at a glance
| Point | RTO | DTO |
|---|---|---|
| Full form | Regional Transport Office | District Transport Office |
| Area | Region or several districts | One district |
| Head | Regional Transport Officer | District Transport Officer |
| Typical services | Registration, licences, tax, permits | Registration, licences, tax |
| Reports to | State transport commissioner | RTO or state authority, varies by state |
| Portals used | Vahan, Sarathi | Vahan, Sarathi |
Does it matter for you?
For most people, no. Your papers are equally valid whether issued by an RTO or a DTO. What matters is applying to the office that covers your address, because that office holds your record.
When should you visit a DTO rather than an RTO?
Visit the DTO when your state uses district transport offices and your address falls in that district. In states with both, go to the DTO for everyday licence and registration work, and to the RTO only when a service, such as a permit or appeal, is handled at regional level.
Check the office list first
On Vahan or Sarathi, the office list for your state tells you which offices exist. If you see only DTOs, use the one for your district. If you see RTOs and ARTOs, use the one that covers your pin code.
When the wrong office is chosen
If you apply to the wrong office, the application may be rejected or transferred, which adds days.
How are RTO and insurance connected?
RTO and insurance are linked by law. Section 146 of the Motor Vehicles Act makes at least third-party insurance compulsory for any vehicle used in a public place. The RTO checks for valid cover before it registers, transfers or renews a vehicle, but it does not sell or renew policies.

Where the two records meet
Insurers upload policy details that link to the vehicle’s registration number. When you apply on Vahan, the portal can show whether a valid policy exists. A lapsed or mismatched policy can hold up your application.
Insurance after a transfer
Under Section 157, the policy is treated as transferred to the buyer from the date of transfer, but the buyer must ask the insurer within 14 days to record the change. Do this soon after the RTO updates the RC.
Why does the RTO check insurance?
The RTO checks insurance because it must not register or keep on record a vehicle that cannot legally be driven. A valid policy is part of the documents list for registration, transfer, NOC and duplicate RC. Without it, the application stays incomplete.
Which services ask for it
Registration, ownership transfer, address change, NOC (Form 28) and re-registration all ask for a valid insurance certificate. A fitness renewal for a commercial vehicle also needs current cover.
What the RTO does not do
The RTO does not decide your premium or settle claims. The RTO’s role is limited to checking validity and recording the vehicle’s details correctly.
What is form 28 RTO Haryana used for?
In Haryana, Form 28 is the application for a No Objection Certificate that a vehicle owner files with the Haryana RTO before moving the vehicle to another state. The NOC tells the new state’s registering authority that Haryana has no objection to the vehicle getting a new registration mark there.
The legal basis
Section 48 of the Motor Vehicles Act lets the owner apply to the original registering authority for the NOC. Section 47 requires a new registration mark once a vehicle stays in another state for more than 12 months.
What the RTO checks
Before granting it, the RTO verifies that road tax and other dues are paid and obtains a police report that no theft case is pending. Haryana’s road tax is collected under the Haryana Motor Vehicles Taxation Act, 2016.
How do you apply with Form 28 RTO Haryana?
To apply with Form 28 RTO Haryana, clear your tax and challans, fill Form 28, apply through Vahan by choosing Haryana and your current RTO, upload documents and pay the fee the portal shows. The RTO then gets the police report and issues the NOC.

- Clear tax and challans. Make sure road tax is paid to date and no challan or theft case is pending on the vehicle.
- Fill Form 28. Complete the form in three copies with the owner’s signature and the financier’s details if any.
- Apply on Vahan. Choose Haryana and your current RTO, pick the NOC service, upload documents and pay the fee shown.
- Wait for police report. The RTO obtains a police report confirming no theft case before it grants the NOC.
- Collect the NOC. Take the NOC and your papers to the RTO in the new state to apply for a new registration mark.
Online or at the office
You can begin on Vahan, but the Haryana RTO may still ask you to bring originals for verification. Keep printed copies of the filled Form 28 and the fee receipt in case they are needed at the counter.
Timeline to expect
Under Section 48, the authority should grant or refuse the NOC in writing within 30 days of receiving the application. For the NOC process across all states, see our vehicle NOC certificate guide.
Which documents go with Form 28 in Haryana?
A Haryana Form 28 application usually goes with the RC, a valid insurance certificate, proof that motor vehicle tax is paid up to date, a valid PUC certificate, a police verification certificate and Aadhaar. If the vehicle has a loan, add the financier’s consent or NOC.
| Document | Why it is needed |
|---|---|
| Form 28 (three copies) | The NOC application itself |
| Registration certificate | Proves ownership and the vehicle record |
| Insurance certificate | Shows the vehicle is legally insured |
| Road tax paid proof | Shows Haryana dues are clear |
| PUC certificate | Shows the emission check is valid |
| Police verification | Confirms no theft case is pending |
| Aadhaar | Identity of the owner |
| Financier NOC (if any) | Lender consent for a vehicle under loan |
When the owner has died
The source we checked says a legal heir may apply on behalf of a deceased owner. In that case, expect to add proof of death and succession, and confirm the exact list with your Haryana RTO.
Vehicles under a loan
If the RC shows a financier, the lender must agree to the move. Many owners clear the loan first; see our NOC full form guide for how a bank NOC differs from an RTO NOC.
What does a Form 28 filled sample look like?
A form 28 filled sample shows the owner’s name and address, the registration number, chassis and engine numbers, the date of registration, the financier’s name if any, the state and RTO the vehicle is going to, and the owner’s signature. The lower part is left blank for the RTO.

Part filled by the owner
Fill in your details exactly as they appear on the RC. Write the destination registering authority clearly, for example the RTO in the city you are moving to. Mention whether any tax, challan or theft case is pending; normally the answer is none.
Part filled by the RTO
The bottom portion is the grant of NOC, filled and signed by the registering authority. Do not write in it. The duplicate copy is returned to you and the triplicate goes to the new state’s authority.
Is there a Form 28 in Hindi PDF?
A Form 28 in Hindi PDF is not always available. The central form is published in English, and some state transport websites in Hindi-speaking states host bilingual versions with Hindi labels. If you cannot find one, fill the English form; the fields are the same everywhere.
Where to look
Start on the Parivahan Sewa site under Download Forms, then check your state transport website’s forms section.
Filling it in Hindi
If you write your details in Hindi, keep the registration, chassis and engine numbers in the original English characters. These are matched against Vahan, and a transliteration mistake can cause a rejection.
What is the FT form at the RTO?
There is no form called “FT” in the Central Motor Vehicles Rules. When people search ft form rto, they usually mean one of three things: the fitness certificate form for transport vehicles, the trade certificate forms used by dealers, or the transfer forms used when a vehicle is sold.

Fitness: Form 38 and 38A
For a commercial vehicle, the fitness certificate is Form 38, and the inspection report is Form 38A. Section 56 of the Act says a transport vehicle is not validly registered without it. See our fitness certificate guide for the process.
Trade and transfer
Dealers apply for a trade certificate on Form 16 and receive it as Form 17. Owners selling a vehicle use Form 29 and Form 30 for transfer. If someone at the RTO said “FT”, ask them which of these they mean.
Which official form could form FT mean?
If you saw form FT on a checklist, match it to your task. For a taxi, truck or bus inspection it is likely fitness (Form 38). For a dealer moving unregistered vehicles it is likely trade (Form 16). For selling a vehicle it is likely transfer (Form 29 and 30).
| What you are doing | Likely meaning of “FT” | Official form |
|---|---|---|
| Fitness test of a transport vehicle | Fitness | Form 38 (certificate), Form 38A (report) |
| Dealer moving unregistered vehicles | Trade certificate | Form 16 (application), Form 17 (certificate) |
| Selling or buying a used vehicle | Transfer | Form 29 and Form 30 |
| Moving the vehicle to another state | Transfer to another state | Form 28, then Form 27 in the new state |
Fitness validity under rule 62
Under rule 62 of the CMVR, a transport vehicle’s fitness certificate is valid for two years while the vehicle is up to eight years old and one year after that. Renewal can be sought up to 60 days before expiry.
Ask before you fill anything
Some states and private agents use their own short labels. Before you pay for a form, confirm the form number with the RTO or on the state transport website, so you do not file the wrong application.
How do you find the right RTO for your area?
Find the right RTO from the address on your RC or the address proof you will use. On the Vahan and Sarathi portals, choose your state, then pick the office covering your area. The first letters and digits of your number plate also show the RTO that registered the vehicle.

Using your number plate
The two letters are the state code and the next digits are the RTO code. Our RTO guide explains how these codes work and lists offices by state, so you can match a plate to its office.
When you have moved
If you have moved within the state, the RTO for your new address can handle most services. If you have moved to another state for more than 12 months, start with Form 28 at your old RTO, as explained above.

What does RTO mean on a number plate?
The letters and digits on a plate show the state and the RTO that registered the vehicle, for example a state code followed by the RTO number.
