RTO Gwalior: the MP 07 office, its areas and online services
RTO Gwalior is the transport office for Gwalior district in northern Madhya Pradesh, and it assigns the MP 07 prefix to vehicles registered there. Dabra, Bhitarwar, Chinour and the city all fall under it. Licence, transfer and fitness work starts online on Sarathi or Vahan, and the office is visited mainly for tests, inspections and original-document checks.
Key takeaways
- MP 07 = Gwalior district, covering the city and rural tehsils such as Dabra, Bhitarwar and Chinour.
- Bordering codes: Morena MP 06, Bhind MP 30, Sheopur MP 31, Datia MP 32 and Shivpuri MP 33.
- One aggregator lists the office at Hurawali, but we could not confirm it; check the MP transport department site first.
- Start every application on Vahan or Sarathi and visit only for the step that needs you in person.
- The code stays on the vehicle within Madhya Pradesh; a move to another state needs an NOC and re-registration.

What is RTO Gwalior and which code does it issue?
RTO Gwalior is the government transport office that registers vehicles and issues licences for Gwalior district. Every vehicle it registers starts with MP 07. The office keeps each vehicle’s file, approves transfers and address changes, and runs the driving tests and fitness checks for the district.

Who the office serves
The national list of transport offices names Gwalior as both the office location and the jurisdiction. Families in Lashkar, traders in Morar and farmers near Dabra all deal with the same counter.
What it does not handle
Official series for state government and police vehicles are issued at Bhopal, not here. Our RTO codes hub explains how other states number their offices.
What is the Gwalior RTO code?
The Gwalior RTO code is MP 07: the state letters MP followed by the office number 07. In Madhya Pradesh’s sequence it sits between Morena (MP 06) and Guna (MP 08), part of the early block of numbers given to the northern districts of the state.
How the code is used
The code goes on the number plate, the RC and the registering authority field in Vahan. Insurance policies, PUC certificates and challans quote it as part of the full number.
Code versus city
Although people call it the Gwalior city code, it really belongs to the district. A tractor in a Chinour village and a scooter near Phool Bagh carry the same prefix.
Which tehsils does the MP 07 RTO cover?
The MP 07 RTO covers all of Gwalior district, about 4,560 sq km with 2,032,036 people in the 2011 Census. Wikipedia names Gwalior, Bhitarwar, Dabra and Chinour as the long-standing tehsils and lists a later, larger set that includes Ghatigaon, Murar and Pichhore.
Rural tehsils
Dabra lies south of the city on the Jhansi road, while Bhitarwar and Chinour are farm areas further south-west. None has a separate registration number.
Why tehsil lists differ
Madhya Pradesh has split several tehsils in recent years, so online lists disagree. The split does not matter for registration: every tehsil inside the district still uses MP 07.
Where is the RTO Gwalior office?
One car-platform listing places the office on Harikheda Jarga Road, Hurawali, Gwalior 474001. We could not confirm this from a government source, so treat it as a starting point rather than a fact. Phone numbers and timings found online were also unconfirmed, so we leave them out.
Confirming before you go
The MP transport department website lists its regional and district offices, and the Parivahan portal has an RTO directory. Your appointment slip also names the office that will see you.
Holidays
State holidays close the counters. Check the slot calendar on the booking page before planning a festival-week visit.
Which services does RTO Gwalior handle?
The Gwalior office handles the standard Motor Vehicles Act services for the district: registration, licences, transfers, permits, fitness and NOCs. Almost all of them begin online. The counter’s role is mostly to inspect vehicles, run tests, take biometrics and check original papers.
| Service at Gwalior | Where it starts | Why you might visit |
|---|---|---|
| Ownership transfer | Vahan | Original-paper check |
| Duplicate RC | Vahan | Verification if asked |
| Hypothecation removal | Vahan | Rarely, with bank NOC |
| Learner licence | Sarathi | Test, if not taken online |
| Permanent licence | Sarathi slot | Driving test on track |
| Fitness certificate | Vahan slot | Vehicle inspection |
| NOC to another state | Vahan | Sometimes, for verification |
Commercial vehicles
Taxi, bus and goods vehicle owners also come here for permits and periodic fitness. Fitness checks need the vehicle itself, so plan for the inspection queue.
Which papers should you take to the Gwalior office?
Take the originals for the service you booked and one set of self-attested copies. Officials compare them with the scans you uploaded, so a name or date that differs between Aadhaar and the RC is the usual reason people are sent back.

Vehicle visits
Carry the RC, insurance, PUC and the signed form. Transfers also need the other party’s papers, and a loan closure needs the bank’s NOC.
Licence visits
Carry the learner licence, proof of address and age, and the slot slip. For a driving test, arrive with a vehicle of the class you applied for and its valid papers.
Which codes border Gwalior district?
Gwalior district borders Morena and Bhind to the north, Sheopur to the west, Datia to the east and Shivpuri to the south. Each of them has its own office. Datia and Shivpuri are in the Gwalior division, while Morena, Bhind and Sheopur form the Chambal division.
| Code | District | Position from Gwalior | Division |
|---|---|---|---|
| MP 06 | Morena | North | Chambal |
| MP 30 | Bhind | North | Chambal |
| MP 31 | Sheopur | West | Chambal |
| MP 32 | Datia | East | Gwalior |
| MP 33 | Shivpuri | South | Gwalior |
The rest of the division
Guna (MP 08) and Ashoknagar (MP 67) complete the Gwalior division but do not touch Gwalior district.
Choosing the right office
You apply where your address proof says you live. A Datia resident who commutes to Gwalior still registers at Datia under MP 32.
How do you read an MP 07 plate?
An MP 07 plate has four blocks: MP, the office number 07, one to three series letters and a four-digit serial. Only the first two blocks carry place information. The letters and serial are handed out in order and say nothing about the owner or the area.

Colours and series
A white plate marks a private vehicle, yellow a commercial one and green an electric vehicle. All can read MP 07.
BH series
A Gwalior owner on the BH (Bharat) series gets a plate starting with the year and BH, not MP 07.
How do you check an MP 07 vehicle online?
Type the full registration number into Vahan’s vehicle search or the mParivahan app. The result shows the registering office, vehicle class, fuel type, registration date and insurance and fitness validity, with the owner’s name masked. For a genuine MP 07 number the office should read Gwalior.
Before buying a used vehicle
Match the chassis ending, model and registration date with the RC and the vehicle itself. Any mismatch is a reason to stop and ask.
Challans
Check pending challans on the e-challan portal as well. Unpaid challans can block a transfer at the office.
How do you get a driving licence in Gwalior?
Apply for a learner licence on Sarathi, which Madhya Pradesh runs with MPOnline, pass the test and wait the required period. Then book a driving test slot at the Gwalior office. The permanent licence is posted after you pass.
- Open the right portal. Use Vahan for vehicle services or Sarathi for licence services and select Madhya Pradesh and Gwalior.
- Enter details and upload. Fill in the registration or licence number and attach the scans the form asks for.
- Pay online. Clear the fee through the payment gateway and download the receipt.
- Book a slot. Pick a date at the Gwalior office if the service needs a test or inspection.
- Attend with originals. Take the receipt, slot slip and original papers on the chosen day.
The test itself
Our RTO driving licence test guide covers what examiners look for on the track.
Renewal
Renewal is largely online. Biometrics at the office are needed only if the portal asks for them.
What happens to an MP 07 number when you move?
Inside Madhya Pradesh the number stays the same. A Gwalior owner who moves to Indore updates the address on the RC through Vahan, and the plate keeps MP 07. A move to another state means an NOC from the Gwalior office and fresh registration there, with that state’s road tax.
Moving within MP
The state’s own portal and code list are covered in our MP transport guide.
Selling to an out-of-district buyer
If the buyer lives in Morena or Bhind, the transfer still goes through Vahan, and the vehicle keeps its original MP 07 number.
Which mistakes cost a second trip to RTO Gwalior?
Most repeat trips to RTO Gwalior come from three things: going to the wrong district office, a missing original, and names that do not match across documents. A fourth is relying on an old address copied from an agent’s card or a social media post.

Paying the fee
Pay on the portal and keep the receipt. If money is debited without a receipt, use the portal’s payment verification option before paying again.
Stuck applications
Quote the application number at the counter. If nothing moves, use the grievance option on the state transport site.
