By , Editor and reviewer · Updated · 7 min read · Independent guide, not a government website

In short

The RTO office Meerut is the Uttar Pradesh transport office for Meerut district, and vehicles it registers carry the UP 15 code. It covers the Meerut, Mawana and Sardhana tehsils and also hosts the zonal and regional officers for western UP. Applications and fees go through Vahan or Sarathi; the office handles tests, inspections and document checks.

Key takeaways

  • UP 15 belongs to the Meerut office, and its area is Meerut district only.
  • Baghpat (UP 17), Hapur (UP 37) and Ghaziabad (UP 14) were once part of Meerut but now have their own offices.
  • A directory copy lists landline 0121-2708886 and email [email protected]; confirm before relying on them.
  • No checked source gives a street address, so use your booking slip or the UP transport department site.
  • Start every service on Vahan or Sarathi and visit only for the step the portal asks for.

What is the RTO office Meerut and which area does it serve?

The RTO office Meerut is the state transport office that registers vehicles, issues licences and checks commercial fitness for Meerut district in western Uttar Pradesh. Its area is the three tehsils of Meerut, Mawana and Sardhana. The same premises also hosts officers who supervise a wider zone.

Districts carved out of old Meerut now register vehicles under their own numbers.

Who comes here

City residents, people from Mawana, Sardhana, Daurala and Hastinapur, two-wheeler and car dealers, and owners of taxis, buses and goods carriers are the main visitors.

Where to find other offices

For offices in other states and the full list of state codes, start from our RTO codes hub.

Which code does the RTO Meerut put on plates?

The RTO Meerut issues numbers that begin with UP 15. “UP” stands for Uttar Pradesh and “15” is the number the state gave the Meerut office. The national register records this as the registering authority, so a transfer, NOC or loan change for that vehicle is processed against it.

Where 15 sits in the series

Uttar Pradesh starts its active codes at UP 11, because UP 1 to UP 10 went to districts that are now in Uttarakhand. The western districts take the low teens, which is why Saharanpur, Muzaffarnagar, Bulandshahr and Ghaziabad sit next to Meerut in the list.

More on the code itself

Our page on the Meerut RTO code compares UP 15 with the other western UP numbers in detail.

Which towns of Meerut district come under this office?

Every town inside the district boundary normally registers under UP 15. Wikipedia names Hastinapur, Sardhana, Mawana, Kharkhoda, Sewalkhas, Daurala and Parikshitgarh besides Meerut city. About 51 percent of the district’s people lived in urban areas in 2011.

Key figures for the district served by RTO Meerut: population, tehsils and Delhi distance
A compact district of three tehsils, but with more than three million people.

North and east of the city

Mawana, Hastinapur and Parikshitgarh lie towards the Ganges side of the district. Hastinapur is the furthest point for many applicants travelling in for a test.

West and south

Sardhana, Daurala and Sewalkhas sit closer to the Hindon and Baghpat side, while Kharkhoda is towards Hapur. The district line, not road distance, decides the office.

How did the Meerut district shrink over time?

Meerut district was set up under British rule in 1818 and once included the land that is now Ghaziabad, Hapur, Baghpat, Muzaffarnagar, Bulandshahr and part of Gautam Buddh Nagar. Ghaziabad split off in 1976 and Baghpat in the late 1990s, so the office now serves a much smaller area.

Why this matters for old papers

A family that has lived in Baraut or Modinagar for decades may hold an old RC from Meerut. Current registrations from those towns go to the Baghpat or Ghaziabad office.

Dates that differ

Wikipedia’s Meerut article gives 1998 for Baghpat’s separation, while the Baghpat article says 1997. We quote “late 1990s” for that reason.

Which districts around Meerut have their own offices?

Meerut district touches Muzaffarnagar in the north, Bijnor and Moradabad across the Ganges, Bulandshahr and Ghaziabad in the south and Baghpat across the Hindon. Hapur and Amroha are also listed as neighbours. Each has a separate office and code.

Writing an effective email

Quote the application number, the vehicle or licence number and a one-line description of the problem. Attach the payment receipt if money was deducted.

Numbers to avoid

Ignore numbers on posters near the gate or on agents’ cards. Genuine office emails end in nic.in.

Where is the Meerut transport office and when is it open?

The office is in Meerut city, but no source we checked gives a verified street address or PIN code, so we do not print one. A car platform lists 10 AM to 5 PM, Monday to Saturday, which the department has not confirmed.

Finding the right building

Your Vahan or Sarathi slip names the office handling your file. The UP transport department portal also keeps an office list.

Reporting time

Follow the time on your slot receipt, not a general timing. Document checks happen before the test or inspection starts.

How is the Meerut transport zone organised?

Meerut has more senior posts than a typical district office. The directory lists a Deputy Transport Commissioner (Zone), an RTO, an RTO (Enforcement), an ARTO (Administration) and an ARTO (Enforcement). Meerut also appears in the state’s lists of RTO regions and DTC zones.

Administration officers

The ARTO (Administration) side handles day-to-day work: registration, licences, transfers and permits for Meerut district.

Enforcement officers

The enforcement posts deal with roadside checks, overloading and permit violations. Our Uttar Pradesh RTO guide explains how the state ranks these posts.

Meerut lies about 80 km north-east of New Delhi. The Delhi–Meerut Expressway, about 90 km long, opened on 1 April 2021, and the Delhi–Meerut RRTS is described as India’s first regional rapid transit line. Many commuters with Delhi and NCR plates pass through daily.

Out-of-state plates

A DL plate seen in Meerut is registered in Delhi. If its owner settles here, the vehicle has to be brought onto the UP register within the period the law allows.

Local industry

The city is known for sports goods manufacturing, so goods carriers registered under UP 15 are common around its industrial areas.

Which services can you start online for the Meerut office?

Almost everything begins on a Parivahan portal. On Vahan you can apply for transfer of ownership, duplicate RC, address change, hypothecation changes, NOC and fitness. On Sarathi you apply for a learner licence, driving test slot, renewal and duplicate licence. New vehicles are registered by the dealer.

When a visit is needed

You attend for the driving test, a fitness inspection of a commercial vehicle, or a document check if the officer asks for one.

Fees

The fee appears inside the service after you choose it. Pay only through the portal, never in cash to a third party.

How do you apply for a service at RTO Meerut?

Use the five steps below for any vehicle or licence service handled at RTO Meerut. The order is the same for most applications; only the documents and the need for a slot change.

  1. Choose the portal. Use Vahan for vehicle services or Sarathi for licence services, then select Uttar Pradesh and the Meerut office.
  2. Enter details and upload. Type the registration or licence number and attach legible scans of the papers listed on screen.
  3. Pay online. Pay the fee shown in the service by UPI, card or net banking and download the receipt.
  4. Take a slot. Pick a date for the driving test, vehicle inspection or verification if the service needs one.
  5. Report with originals. Arrive at the Meerut office a little early with the slip, receipt and original documents.

Aadhaar-based services

Some services can be completed with Aadhaar authentication and no visit, where Uttar Pradesh has enabled them. The final screen tells you.

What should you carry to the Meerut counters?

Bring the original of every document you uploaded and one set of self-attested photocopies. A mismatch in name spelling, date of birth or address between the upload and the original is the most common reason a file is sent back.

Staff compare each original with the scan you uploaded.

For a licence test

Carry the learner licence and the slot receipt, and bring a vehicle of the right class with valid RC, insurance and PUC.

For a vehicle file

Bring the RC, insurance, PUC, the printed form and the receipt. For a loan closure, add the bank’s NOC.

How can you check a Meerut-registered vehicle online?

Enter the full registration number on Vahan’s citizen services or in the mParivahan app. For a UP 15 vehicle the registering office should read Meerut. The result also shows the model, fuel, registration date and insurance validity, with the owner’s name masked.

Before buying used

Match the model and the last characters of the chassis number with the RC. Any difference is a reason to pause the deal.

Which mistakes send people back to the Meerut office?

Most repeat visits come from going to the wrong office, missing an original or an outdated mobile number. Residents near the Baghpat, Hapur or Ghaziabad boundary sometimes come to Meerut when their file actually sits with UP 17, UP 37 or UP 14.

Common mistakes before visiting the Meerut transport office and how to fix each
Fix these at home and most second trips disappear.

Clear challans first

Unpaid challans can block a transfer, NOC or fitness renewal. Pay them on the national e-challan portal before you apply.

Agents near the gate

Every service is open to you directly. If you use an agent, ask for the portal receipt so you can see the official fee.
