RTO office Sikar: the RJ 23 counter, its area and your visit

By , Editor and reviewer · Updated · 8 min read · Independent guide, not a government website

In short

The RTO office Sikar registers vehicles and handles licence work for Sikar district under the code RJ 23. Applications and fees go through Vahan or Sarathi online; you travel to Sikar only for a booked driving test, a vehicle inspection or an originals check. Confirm the office on the Rajasthan Transport Department site first, because the only street address we found is an aggregator listing.

Key takeaways

  • RJ 23 is the only code the state list gives to Sikar district.
  • Neighbouring plates belong elsewhere: RJ 18 Jhunjhunu, RJ 10 Churu, RJ 37 Didwana and RJ 14 Jaipur.
  • The address lead Jhunjhunu Bypass Road, Sikar 332001 is unconfirmed; check it on the state site.
  • Book a slot online first; the receipt names the office and your reporting time.
  • Patan, Neem Ka Thana and Sri Madhopur briefly formed a separate district (2023 to December 2024), so let the portal pick your office.

What does the RTO office Sikar handle?

The RTO office Sikar is the Rajasthan transport counter for Sikar district, the Shekhawati town about 115 km from Jaipur. It registers new vehicles, records transfers and loan entries, and supervises licence tests. Records sit on the national Vahan and Sarathi databases, so most of the paperwork starts on a screen rather than at a window.

Sikar is the only district office in the state list that issues RJ 23.

Online first, building second

Forms, scans and payments are all accepted online. The Sikar building is where an officer sees you, your vehicle or your originals: a road test, a fitness check, biometric capture or a verification the portal has flagged.

Who this page is for

It suits Sikar residents, families of students who moved to the city for coaching, and anyone buying an RJ 23 vehicle. For codes across the whole state, use our RTO Rajasthan list.

What does RJ 23 RTO mean on a number plate?

The RJ 23 RTO code joins two parts. RJ stands for Rajasthan and 23 for the Sikar district office. On a plate like RJ 23 CA 4512, the code records where the vehicle was first registered. It says nothing about where the present owner lives, since a vehicle keeps its number after a sale.

Letters and digits after the code

One to three series letters and a four-digit serial follow. The office opens a fresh letter combination when the current one fills, so the letters do not point to any particular town.

The field that matters later

Vahan stores RJ 23 as the registering authority. That entry decides which office clears a future transfer, a hypothecation removal or a no-objection certificate.

Where is the Sikar transport office located?

An aggregator site gives the address as Jhunjhunu Bypass Road, Sikar 332001. We could not find the same line on an official page; the Rajasthan Transport Department home page mentions 51 regional and district transport offices without listing Sikar’s address. Treat the bypass road location as a lead until you confirm it.

Check before travelling

Open the state transport site, look for the Sikar entry in its office directory, and search that exact name on a map. Typing “Sikar RTO” alone may also show agents’ kiosks nearby.

Hours and phone

We do not print timings or a phone number, since none came from an official source. The reporting time on your slip is the time that counts on the day.

Which towns of Sikar district register under RJ 23?

Sikar district has no second code in the state list, so its towns generally register under RJ 23. Wikipedia lists tehsils such as Fatehpur, Lachhmangarh, Dantaramgarh, Dhod, Ramgarh Shekhawati, Ringus and Khandela. The district borders Jhunjhunu to the north, Churu to the north-west, Didwana-Kuchaman to the south-west and Jaipur to the south-east.

Let your proof decide

The online form lists the offices that match the address on your proof. If Sikar does not appear for your village, apply at the one the portal offers.

How did the Neem Ka Thana change affect Sikar registrations?

In July 2023 Rajasthan formed Neem Ka Thana district from parts of Sikar and Jhunjhunu. Its tehsils included Neem Ka Thana, Patan and Sri Madhopur, all earlier under Sikar. The new district was abolished in December 2024. We found no official notice on which office now serves these tehsils, so check on the portal.

Patan, Neem Ka Thana and Sri Madhopur left Sikar in 2023, then the new district was wound up.

Vehicles bought in between

A car registered in that window keeps whatever number it was given. Later work on it goes to the office named in Vahan, not to whichever counter is nearest.

Which neighbouring codes get mixed up with RJ 23?

Shekhawati roads carry plates from several districts, and buyers often mix them up. Jhunjhunu (RJ 18) and Khetri (RJ 53) lie to the north, Churu (RJ 10) to the north-west, Didwana (RJ 37) to the south-west and Jaipur (RJ 14) to the south-east. Each owner deals with their own office, not with Sikar.

Close but not Sikar

Nawalgarh and Udaipurwati sit near Sikar yet fall in Jhunjhunu district. Our RJ 18 which city page explains that office.

Which services need a visit to the Sikar counter?

Expect to visit when an officer must inspect something physically. Typical cases are the permanent licence road test, the fitness test for taxis and goods vehicles, an inspection after a colour, body or fuel change, and verification for a transfer or NOC. Copy requests and address updates often close without a visit.

Vehicle work

Bring the vehicle itself whenever the slip mentions inspection. Without it the file waits for another date.

Licence work

The road test always needs you present. Whether the learner test can be taken from home depends on what Rajasthan has switched on in Sarathi.

How do you book a Sikar appointment online?

Bookings run on the national Parivahan portal, not on a separate Sikar site. You choose the service, set Rajasthan and the Sikar office, upload scans, pay and then pick a date. The same flow applies whether the job is for a vehicle or a licence.

  1. Choose the portal. Vahan for vehicle services, Sarathi for licence services, both on Parivahan.
  2. Set Rajasthan and Sikar. Pick the RJ 23 office only when your address proof lies in Sikar district.
  3. Fill, upload, pay. Enter details, attach clear scans and pay online; download the receipt.
  4. Pick a date. Where the service asks for a visit, book the earliest slot that suits you.
  5. Go with originals. Reach the office before the time on the slip with papers and, if asked, the vehicle.

Changing the date

Use the same portal to reschedule. Simply not turning up can push you to the back of the queue.

Mobile number

OTPs go to the number on the RC or licence, so update an old number before you book.

What papers should you carry to the Sikar office?

Carry each original you scanned, a set of self-attested copies, the booking slip and the payment receipt. Staff check every paper against your upload. A name or birth date that differs between Aadhaar and the RC is the most common reason a Sikar file is sent back.

Every original is compared with the scan you uploaded on the portal.

For a vehicle file

Take the RC, insurance and PUC certificate, the signed form printout, and any sale or bank letter the service asks for.

For a licence file

Take the learner licence, proof of age and address, and a test vehicle of the right class with valid papers.

Licence road tests at the Sikar office

On test day you show the slip, staff verify your identity, and an examiner watches you drive. The result goes into Sarathi straight away. After a pass, a digital licence can show up in DigiLocker or mParivahan before the printed card reaches you by post.

After a failed attempt

You may book again once the waiting period in the rules has passed. Practise the manoeuvre you missed.

The night before

Check that the test vehicle’s PUC and insurance are current. Lapsed papers can stop the test before it begins.

How do you look up an RJ 23 number before buying?

Type the full number into the Vahan citizen search or the mParivahan app. An RJ 23 result should name the Sikar office and show the model, fuel, registration date and insurance and fitness validity. The owner’s name appears partly hidden, which protects privacy.

Match the screen with the papers

Compare the model, registration date and last chassis digits with the RC and the vehicle. Ask about any gap before money changes hands.

Clear blockers early

Pending challans or an open hypothecation entry can halt the transfer at the counter, so ask the seller to clear them first.

Can old RJB, RSB and RRB series vehicles still be traced?

Often, yes. Before 1989 Sikar issued the series RJB, RSB and RRB, with taxis in the RRT ranges 6751 to 7000 and 7751 to 8200. Many such records moved to the computer register, but some stayed on paper. If Vahan shows nothing, the RTO office Sikar keeps the old file.

Bring what you have

The original RC book, old tax receipts and insurance papers help staff locate the entry and digitise it.

Moving a vehicle into Sikar from another district or state

A vehicle that arrives from another Rajasthan district keeps its old number; you only update the address through the office named in Vahan. One coming from another state needs an NOC from its home office and re-registration under RJ 23 within the period the rules allow, with state road tax paid.

Students and short stays

Coaching students on short stays often keep their home-state number. If the move becomes permanent, start the NOC early.

What to do when a Sikar application is stuck

Look up the status on the same portal using your application number. If it has not changed for a long time, contact the RTO office Sikar with that number and the receipt. If nothing moves, use the grievance option on the Rajasthan Transport Department site.

Keep records

Screenshot each stage and note every call; a dated trail helps staff trace the file.

Using an agent

Owners can file every service themselves. If you hire an agent, ask for the official portal receipt so you can see the real fee.

Mistakes that cost a second trip to Sikar

Four slips account for most repeat visits to the RTO office Sikar: booking RJ 23 for a Jhunjhunu address, a name mismatch between documents, leaving the vehicle at home and an expired PUC or insurance. All four can be checked the evening before.

A five-minute check

Lay out the slip, receipt and originals, and match the office on the slip with the state directory.

RTO office sikar questions

Which code does the RTO office Sikar give?

It gives RJ 23. A number such as RJ 23 CA 4512 shows the vehicle was first registered at the Sikar office.

Where is the RJ 23 RTO located?

A car platform lists Jhunjhunu Bypass Road, Sikar 332001. We found no official page that repeats it, so confirm on the Rajasthan Transport Department site before you travel.

What are the Sikar RTO timings and phone number?

We have not published them because no official source confirmed them. Use the reporting time printed on your booking slip and the state department's contact page.

Is Fatehpur or Laxmangarh registered at Sikar?

Both are tehsils of Sikar district, and the state list has no separate code for them, so their vehicles normally carry RJ 23. The portal confirms the office from your address.

Are Nawalgarh and Udaipurwati vehicles RJ 23?

No. Those towns are in Jhunjhunu district, which uses RJ 18, even though they lie close to Sikar.

Can I check an RJ 23 vehicle before buying it?

Yes. Enter the full number in the Vahan citizen search or the mParivahan app to see the registering office, model, registration date and insurance validity, with the owner's name masked.
