RTO office Varanasi: the UP 65 office on Babatpur Road

By , Editor and reviewer · Updated · 8 min read · Independent guide, not a government website

In short

The RTO office Varanasi registers vehicles under the UP 65 code and handles licences, transfers, permits and fitness for Varanasi district. Insurer and car-platform listings place it on Babatpur Road, near the gas plant, and show an older Sarnath address. Start every service on Vahan or Sarathi and confirm the address and phone on the UP transport department site.

Key takeaways

  • UP 65 is the Varanasi office code; its jurisdiction is Varanasi district.
  • Private listings give the address as Babatpur Road (near Gas Plant); an older listing names Main Road, Sarnath.
  • Four different landlines circulate online, so treat any single number as unconfirmed.
  • Bhadohi uses UP 66 and Chandauli UP 67; residents there apply at their own office.
  • Apply and pay on Vahan or Sarathi first; the counter only verifies, tests and inspects.

What is the RTO office Varanasi and which area does it serve?

The RTO office Varanasi is the Uttar Pradesh transport office for Varanasi district. It gives out the UP 65 registration mark, issues learner and driving licences, processes transfers and permits, and inspects commercial vehicles for fitness. Residents of the city and the Pindra and Rajatalab tehsils come here.

Both addresses come from private listings, so check the department site before you travel.

One district, one code

Every vehicle first registered here reads UP 65. Our separate page on the UP 65 district name explains the code itself, its towns and its history in detail.

A divisional seat too

Varanasi is also the headquarters of the Varanasi division, which covers Chandauli, Ghazipur and Jaunpur as well. Senior posts here supervise work across that wider area, while each district keeps its own counter.

Where is the Babatpur RTO office?

Acko Drive, Bajaj Finserv and ICICI Lombard all list the office as Regional Transport Office, Babatpur Road (Near Gas Plant), Varanasi. Babatpur is the area north-west of the city where Lal Bahadur Shastri International Airport stands, about 26 km out. We found no PIN code or department page confirming the exact plot.

Why people say “Babatpur RTO”

Locals name the office after the Babatpur road it sits on, so the searches “Babatpur RTO office” and “RTO Varanasi” point to the same place.

Finding the gate

Search the full name “Regional Transport Office Varanasi” on a map rather than “RTO near me”. User-placed pins near government buildings are often wrong, and the receipt names the office handling your file.

What is the new RTO office Varanasi address?

When people search for the new RTO office Varanasi, they usually mean the Babatpur Road listing. Acko Drive shows a second, older address: S-2/652-A, Main Road, Sarnath. No source we checked gives a date for the move or an official notice about it.

What we could not verify

The UP transport department site did not load during our check. We have logged the address for review instead of printing a PIN or landmark we cannot support.

Before you travel

If an old receipt, agent card or website still shows Sarnath, treat it as out of date until the department confirms otherwise. A quick call or an email to the office settles it.

Which phone numbers and emails are listed for RTO Varanasi?

Several private sites and a reproduction of the UP transport telephone directory publish contacts for RTO Varanasi, but they disagree. The table shows each detail and where it appears, so you can choose with care. The nic.in email addresses are the easiest to trust.

When to email

For a file stuck at approval, write to the RTO address with your application number, vehicle or licence number and a short note on the delay.

When not to call the office

A failed online payment or portal error is a Parivahan matter. Use the helpdesk link on the portal rather than the district office.

What are the office timings at the Varanasi RTO?

Spinny lists 10 AM to 5 PM, Monday to Saturday, but the transport department has not confirmed these hours. The test track, inspection yard and document counters can follow separate timings on the same day, so the time printed on your slot receipt is the one that matters.

Plan around holidays

State government holidays close the counters. Before a festival such as Dev Deepawali, check that your slot date is still open.

Arrive early

Document checks happen before the test or inspection. Reaching 20–30 minutes ahead of your slot leaves room for a queue at the gate.

Which officers work at the Varanasi transport office?

The directory copy lists five posts for Varanasi: Deputy Transport Commissioner (Zone), RTO, ARTO (Administration) and two ARTO (Enforcement) posts. The administration side handles your applications, while enforcement officers deal with roadside checks, overloading and permit violations.

The zone office

The DTC (Zone) post shows that Varanasi is a zonal seat. Appeals and region-level permit matters can move up to this level.

Who signs your file

Day-to-day registration and licence approvals usually sit with the ARTO (Administration). If a file needs a senior sign-off, the receipt or status page tells you.

Which services does RTO Varanasi handle?

RTO Varanasi deals with all the work the Motor Vehicles Act gives a district office: new registration, ownership transfer, duplicate RC, hypothecation, NOC, licences, permits, fitness and road tax. Almost every service begins online; the counter sees you only when a test, inspection or original-document check is needed.

Fees

The fee shows inside each service once you pick it on the portal. We do not reprint a fee list here because amounts depend on the vehicle class and service.

Commercial vehicles

Autos, e-rickshaws, buses and goods carriers need a valid permit and fitness certificate. The owner books an inspection slot and brings the vehicle to the yard.

How do you apply online before visiting the Varanasi office?

Do the paperwork on the national portals first. Pick Vahan for anything about a vehicle and Sarathi for anything about a licence, select Uttar Pradesh and the Varanasi office, then upload, pay and book a slot. The five steps below work for nearly every service.

  1. Choose the portal. Open Vahan for vehicle services or Sarathi for licence services.
  2. Select Varanasi. Pick Uttar Pradesh as the state and the Varanasi (UP 65) office.
  3. Upload and pay. Fill in the form, upload clear scans and pay the fee online; save the receipt.
  4. Book a slot. Choose a date for a test, inspection or verification if the service asks for one.
  5. Visit with originals. Go to the office on your slot date with the slip, receipt and original documents.

Most of the work happens on the portal; the counter only verifies and tests.

Aadhaar-based services

Where the state has switched them on, some services finish with Aadhaar authentication and no visit at all. The last screen of the application says whether a slot is required.

Keep the receipt

The payment receipt and application number are your proof. Save both as PDFs, because the counter staff will ask for them.

How do you get a driving licence through RTO Varanasi?

Apply on Sarathi, choose the Varanasi office, upload age and address proof, and pay. Pass the learner test, from home where offered or at the office. After the learner waiting period, book a driving test slot and take it at the Babatpur track with a vehicle of the right class.

On test day

Carry the learner licence, the slot receipt and a vehicle with valid RC, insurance and PUC. A missing paper for the test vehicle can mean a cancelled test.

Renewal

Licence renewal also starts on Sarathi. Many renewals need no test, only a medical certificate when your age or the licence class calls for one.

What should you carry to the Babatpur counter?

Bring the original of every document you uploaded and one set of self-attested photocopies. Staff compare the originals with the scans, and a mismatch in spelling, date of birth or address is the commonest reason a Varanasi file is sent back.

For vehicle work

The RC, insurance certificate, PUC certificate, printed form and fee receipt. For a transfer, add Form 29 and Form 30 signed by both parties; for a loan closure, the bank’s NOC.

For licence work

The learner licence, age and address proof and the slot receipt. Bring passport-size photos only if the form asks for them.

Which nearby offices serve Bhadohi, Chandauli and Jaunpur residents?

Only Varanasi district files belong at the UP 65 office. Bhadohi was carved out of Varanasi in 1994 and Chandauli in 1997, and both now have their own offices. Jaunpur, Ghazipur and Mirzapur also run separate counters, so check your district before you travel.

Codes around Varanasi

Bhadohi UP 66 (office at Gyanpur), Chandauli UP 67, Jaunpur UP 62, Ghazipur UP 61 and Mirzapur UP 63. Our RTO codes hub lists the rest of the state.

Old addresses

A Chandauli or Bhadohi vehicle registered before those districts were formed may still carry an older code. The current address, not the plate, decides which office handles new work.

How can you check a Varanasi-registered vehicle online?

Type the full number on Vahan citizen services or the mParivahan app. The result shows the registering office, vehicle class, fuel, registration date and insurance and fitness validity, with the owner’s name masked. For a UP 65 vehicle, the office should read Varanasi.

Before buying a used vehicle

Match the model, registration date and last characters of the chassis number with the RC. Ask for an explanation if any detail differs.

Pending challans

Unpaid challans can block a transfer, NOC or fitness renewal at the Varanasi office. Clear them on the e-challan portal first.

Which mistakes cause a second trip to the Varanasi RTO?

Most repeat visits come from going to the wrong office, following an old Sarnath address, missing an original, or a name that differs between Aadhaar and the RC. An outdated mobile number on Vahan also stops OTPs, which stalls the online steps before you even reach the counter.

Bhadohi and Chandauli residents in particular should confirm which office holds their file.

Agents outside the gate

Every service can be applied for directly on the portals. If you use an agent, ask for the portal receipt so you can see the official fee.
