What is road tax in Kerala and who collects it?

Road tax in Kerala is the state’s motor vehicle tax, charged on vehicles kept for use on Kerala roads. For a new private car or bike it is normally paid once, at first registration, as a share of the purchase value. The Motor Vehicles Department (MVD) levies and collects it through its RTOs and Sub RTOs.

Rates as reported by two secondary sources; the RTO receipt is final.

Who has to pay

The registered owner pays. When you buy from a dealer, the tax is usually collected with the registration papers and shown as a separate line in the on-road price. If you register the vehicle yourself, the RTO assessment tells you the figure before you pay.

A major source of state income

The MVD is described as one of the Government of Kerala’s three major revenue-collecting departments. PRS India puts Kerala’s taxes on vehicles at ₹5,387 crore in 2022-23 and ₹6,704 crore budgeted for 2024-25, so rate changes in the state budget are frequent.

What does the Kerala motor vehicle tax law say?

The Kerala motor vehicle tax comes from the Kerala Motor Vehicles Taxation Act, 1976. The Act and its schedule set which vehicle classes pay a one-time tax and which pay periodic tax, and the state budget’s Finance Act changes the rates from time to time.

One-time tax for private vehicles

Private cars and two-wheelers pay a one-time (lifetime) tax in advance. Transport vehicles such as buses and goods carriers are taxed differently. The Act sits alongside the central Motor Vehicles Act, 1988, which governs registration itself.

Where the rates change

Budget speeches announce new rates, but the binding version is the notified Finance Act. That is why the amount on the Vahan assessment, not an article, decides what you owe.

What is the Kerala road tax rate for new cars?

The Kerala road tax rate for a new private petrol or diesel car is reported at 10% up to ₹5 lakh, 13% from ₹5 lakh to ₹10 lakh, 15% from ₹10 lakh to ₹15 lakh, 17% from ₹15 lakh to ₹20 lakh and 22% above ₹20 lakh. Two separate secondary sources give the same five bands.

What counts as a private car

The bands apply to non-transport motor cars, the white-plate vehicles most families buy. Taxis and other yellow-plate vehicles fall in transport classes with their own rates.

Why we call these reported rates

The MVD website could not be reached when we checked, so we rely on two matching secondary sources. Treat the table as a guide and confirm the figure on the dealer quote and the Vahan assessment.

How much is road tax for car in Kerala at common prices?

Running real prices through the bands shows the road tax for car in Kerala buyers see on the quote. These are our own calculations using the reported rates. They leave out registration fees, number plates and insurance, which are separate charges.

  • ₹4,50,000 hatchback at 10%: about ₹45,000.
  • ₹8,00,000 compact SUV at 13%: about ₹1,04,000.
  • ₹12,00,000 mid-size car at 15%: about ₹1,80,000.
  • ₹18,00,000 SUV at 17%: about ₹3,06,000.
  • ₹25,00,000 premium car at 22%: about ₹5,50,000.

Which price is used

Sources describe the base as the purchase value of the vehicle. Ask the dealer which figure on the invoice the RTO used, since accessories and extended warranties can change the total.

Reading the on-road quote

A good quote lists road tax on its own line. If it is bundled with handling or other charges, ask for a breakdown before you pay.

What is the Kerala road tax percentage on the full price?

The Kerala road tax percentage is applied to the entire purchase value, not just the part above a band edge. So a car that crosses a limit by a small amount pays the higher rate on its whole price, and the jump can be larger than the price difference.

A band-edge example

On our calculation, a ₹10,00,000 car at 13% pays ₹1,30,000. A ₹10,20,000 variant at 15% pays ₹1,53,000. The extra ₹20,000 of price adds ₹23,000 of tax.

Use this when choosing a variant

If two variants sit either side of ₹5, ₹10, ₹15 or ₹20 lakh, compare the on-road totals, not the ex-showroom prices. The cheaper-looking gap can disappear once tax is added.

How is vehicle road tax in Kerala charged on two-wheelers?

Vehicle road tax in Kerala for scooters and motorcycles is also a one-time tax at first registration, linked to the vehicle’s price. We could not confirm the current two-wheeler bands from a source we trust when we checked, so we do not print a rate here.

How to find your bike’s figure

Ask the dealer for the road tax line on the proforma invoice. After registration, the Vahan record and the tax receipt show the amount actually paid, which is the number to keep.

Older two-wheelers

The 2025-26 budget raised road tax on two-wheelers older than 15 years by 50%. This matters when an old bike’s registration is renewed and tax is charged again.

How are electric cars taxed under vehicle tax Kerala rules?

Under current vehicle tax Kerala rules, private electric cars no longer get a flat concession. The 2025-26 budget said their lifetime tax would be fixed relative to cost, and the rates are reported at 5% up to ₹15 lakh, 8% from ₹15 lakh to ₹20 lakh and 10% above ₹20 lakh.

Still lower than petrol

An ₹18 lakh electric car pays 8% against 17% for a petrol car at the same price, on the reported rates. The saving is smaller than before but still large.

Kerala vehicle tax details from the 2025-26 budget

The main Kerala vehicle tax details from the 2025-26 state budget are two changes. Lifetime tax on private electric cars was linked to their cost, and road tax on two-wheelers, three-wheelers and private cars older than 15 years went up by 50%.

Why the old-vehicle increase matters

A private vehicle’s registration needs renewal once its first term ends. Owners renewing a car or bike past 15 years should expect a higher tax line than the one they paid before.

Earlier changes

The 2024-25 budget also revised several rates, including taxes on tourist buses. Operators should check the current schedule with the RTO rather than relying on older rate cards.

What does MVD tax mean?

MVD tax is simply the vehicle tax collected by Kerala’s Motor Vehicles Department, which people often shorten to MVD. It covers the one-time road tax on new private vehicles and the periodic tax on transport vehicles. It is the same tax this page describes, not a separate charge.

Where the MVD sits

The department is headquartered at the Transport Commissionerate, Trans Towers, Vazhuthacaud, Thiruvananthapuram, with zonal offices in Thiruvananthapuram, Ernakulam, Thrissur and Kozhikode.

MVD tax versus fines

Tax is a levy for using the road. Fines for offences such as speeding are separate e-challans and are paid through a different service.

  5. Pay and download the receipt. Pay by UPI, card or net banking and save the e-receipt as a PDF.
Five steps to pay vehicle tax online in Kerala through the Vahan portal
Use the official Vahan page only; never a link from an SMS.

Start from the official page

Type the Vahan address yourself or use the link in our official links box. Avoid payment links that arrive by SMS or messaging apps.

When the office is still needed

Cases that need document checks, such as a vehicle brought from another state, may still need the RTO to verify papers before the tax can be settled.

Can you pay vehicle tax online Kerala from your phone?

Yes. You can pay vehicle tax online Kerala style from a phone browser, because Vahan citizen services is a website rather than an app-only service. The same details are needed: the KL number, the chassis digits and access to the mobile number linked to the RC for the OTP.

Tips for a phone payment

Use a stable connection and do not press back while the bank page loads. If the screen freezes after payment, do not start a second payment straight away.

What do you need for Kerala road tax online payment?

For a Kerala road tax online payment, keep the registration number, the last five characters of the chassis number and the mobile number linked to the RC ready. You also need a payment method such as UPI, a card or net banking.

Checklist of details needed for Kerala road tax online payment on Vahan
A wrong mobile number on the RC is the most common block.

Where to find the chassis number

It is printed on the registration certificate and stamped on the vehicle. If you do not have the RC to hand, our guide to rc download kerala explains how to get a digital copy.

If the mobile number is old

The OTP goes to the number on the Vahan record. If that number is no longer yours, update it through the RTO first, or the online payment will not go through.

Online vehicle tax payment Kerala: what if it fails?

An online vehicle tax payment Kerala attempt can fail after money leaves your account. A pending transaction may take 1 to 2 hours to settle. After that, use Status and Check Pending Transaction on Vahan to update it, rather than paying again.

Common online vehicle tax payment Kerala errors and how to fix each one
Keep the bank reference until the receipt downloads.

Common causes

Most failures are bank timeouts, an OTP that does not arrive, or a session that expired while the bank page was open. Wrong chassis digits stop the vehicle from being found at all.

Keep the bank reference

Note the bank reference number and the time of payment. The RTO or your bank will ask for it if the amount has to be traced or refunded.

Where to make vehicle tax payment Kerala offline?

For vehicle tax payment Kerala owners can also go to the RTO or Sub RTO where the vehicle is registered. Wikipedia lists about 18 RTOs and 69 Sub RTOs in Kerala, so most towns have an office within reach.

What to carry

Take the original RC, valid insurance, your ID and any earlier tax receipts. The counter assesses the dues and issues a receipt on the spot.

When offline is the better choice

Go in person if the online assessment looks wrong, if arrears go back several years, or if the vehicle has a pending transfer or change of address.

Online tax payment Kerala: which portal takes which tax?

Many searches for online tax payment Kerala mix up different taxes. Vehicle tax goes through Vahan or an MVD office. Other state levies, such as land tax, use their own department’s portal and cannot be paid on Vahan.

Road tax, registration fees and transfer fees go through Vahan. Traffic fines go through the e-challan system. Vehicles entering from another state pay check post tax online; our check post tax guide covers that service.

Taxes that are not MVD matters

Property, land and professional taxes are handled by local bodies or other departments. If a portal asks for a survey number instead of a KL number, it is not the vehicle tax service.

Tax pay online Kerala: a quick checklist

If you searched tax pay online Kerala for a vehicle, run through this list before opening Vahan. It saves most of the failed attempts we describe above.

Before you start

  • Confirm the tax is a vehicle tax, not a land or property tax.
  • Keep the KL number and the last five chassis characters ready.
  • Check that you can receive an OTP on the RC mobile number.

After you pay

  • Download the e-receipt and check the period it covers.
  • Keep the bank reference until the receipt is saved.
  • If the status stays pending, wait, then use Check Pending Transaction.

What is revenue tax quick pay, and is it for vehicles?

Revenue tax quick pay is not a vehicle tax service. The phrase is usually searched by people looking for a fast way to pay a tax collected by Kerala’s Revenue Department, such as land tax. We could not confirm the exact service the phrase points to, so we do not link one here.

Why it matters for vehicle owners

Paying on the wrong portal does not clear your road tax. Vehicle tax is credited only through Vahan or an MVD counter, against your KL number.

How to tell the services apart

A vehicle tax screen asks for the registration and chassis numbers. A revenue screen asks for land or property details. If unsure, check the department name on the page.

How does a Kerala road tax calculator work?

A Kerala road tax calculator takes the purchase value, finds its band, and multiplies the whole price by that band’s rate. You can do the same by hand: check the band in our table, then multiply. The result is an estimate; the Vahan assessment is final.

The sum in three steps

Find the purchase value on the quote. Match it to a band: 10%, 13%, 15%, 17% or 22%. Multiply, then add registration and other fees separately.

Comparing states

To compare Kerala with other states side by side, our road tax calculator guide sets out the main state slabs together.

Using a Kerala vehicle tax calculator for EVs

A Kerala vehicle tax calculator for electric cars works the same way but uses the EV bands: 5% up to ₹15 lakh, 8% to ₹20 lakh and 10% above. Picking the wrong table is the most common mistake, so check the fuel type first.

Example

A ₹14,00,000 electric car at 5% gives about ₹70,000. The same price as a petrol car would fall in the 15% band, on the reported rates.

Used and old vehicles

Calculators built for new cars do not cover old-vehicle renewal or vehicles moved from another state. For those, ask the RTO for an assessment.

Where can you see Kerala vehicle tax details for your vehicle?

Your own Kerala vehicle tax details, such as the tax paid and the period it covers, appear in the Vahan record and on your tax receipt. The receipt is the clearest proof. The Vahan record also shows whether the vehicle has pending dues.

Checking a used car before buying

Before buying second-hand, check the owner and registration details on the record. Our guide to vehicle ownership details in kerala explains how.

Arrears follow the vehicle

Unpaid tax stays on the record and can block transfer of ownership. Ask the seller to clear it, or get it deducted from the price.

Do other-state vehicles pay road tax in Kerala?

Yes, if they stay. Under section 47 of the Motor Vehicles Act, a vehicle kept in another state for more than 12 months must be re-registered there, and road tax in Kerala then becomes payable on it. Kerala’s own share-by-age rules were not verifiable when we checked.

Short visits

Transport vehicles crossing into Kerala pay check post tax for the period of the trip instead. Private visitors on a short trip normally do not re-register.

Moving to Kerala for good

Ask the RTO what tax applies before you re-register. Keep the NOC and the original invoice ready, as the assessment may depend on the vehicle’s age and value.

How does car tax in Kerala compare with nearby states?

Car tax in Kerala is lower than its neighbours for small cars but higher for expensive ones. On reported figures, Kerala charges 10% up to ₹5 lakh, against 13% in Karnataka and 12% in Tamil Nadu, while its 22% top band is above both neighbours’ top rates.

Cess and extras

Karnataka adds a cess on top of its rates. Our guide to road tax in karnataka explains how that changes the final figure.

Register where you live

The tax follows the state of registration, which normally must match where you live and keep the vehicle.

Is GST part of road tax in Kerala?

No. GST is charged on the vehicle’s sale and is built into the ex-showroom price. Road tax is a separate state levy added at registration. Since 22 September 2025, GST on small petrol cars is 18%, on larger cars 40%, and on electric cars 5%.

Two taxes, two collectors

GST goes to the GST system through the dealer. Road tax goes to the Kerala MVD. A lower GST rate cuts the price, which can also move a car into a lower road tax band.

What to check on the invoice

Look for the GST line on the dealer’s tax invoice and the road tax line on the on-road quote. They should never be the same figure.

Which receipts prove you paid road tax in Kerala?

The tax receipt issued by Vahan or the RTO counter is your proof of paying road tax in Kerala. For a new vehicle, the tax paid also appears in the registration record. Keep the receipt for the life of the vehicle; it helps with resale and any later refund question.

Green tax is different

Green tax charged on older vehicles is reported as not refundable, so do not count on it when you sell or move the vehicle.

Lost the receipt

Vahan’s Status menu offers a receipt reprint by application number, receipt number or registration number. For older offline receipts, ask the RTO that issued them. For how other states handle the same tax, see our road tax overview.
