New address after moving: what to update and when
A new address has to reach your vehicle records too. Under Section 49 of the Motor Vehicles Act, the owner reports the change of address on the registration certificate within 30 days, usually on Form 33 through Vahan or the RTO. Update the driving licence separately on Sarathi, then tell your insurer, lender and FASTag issuer. Moving states adds a 12-month re-registration rule.
Key takeaways
- A new address must be reported on the RC within 30 days of moving, under Section 49 of the Motor Vehicles Act.
- The RC and the driving licence are separate records, so each needs its own change of address request.
- A late report can be settled with a sum of up to Rs 100 under Section 49, and states may fix the amount by length of delay.
- Stays meant to last under six months do not trigger the duty to report.
- A vehicle kept in another state for more than 12 months needs a new registration mark there, with an NOC from the old state.

What does a new address mean for your vehicle papers?
A new address means more than a fresh delivery label. Your registration certificate, driving licence, insurance policy and loan account all hold the address you gave years ago. Notices, renewal reminders and posted smart cards go there, so a move leaves a trail of records that need correcting.

Why the address on the RC matters
The registration certificate names the owner and the place where the vehicle is kept. The RTO uses that address to decide which office holds the file, and courts and police use it to reach the owner. A stale address can mean a notice you never receive.
Why it matters beyond the law
Insurance claim letters, refund cheques from the transport office and the reprinted RC card itself are sent by post. If the record still points to your old flat, the paperwork lands with the next tenant instead of you.
Which transport records need a change of address?
A change of address usually touches five places: the RC on Vahan, the driving licence on Sarathi, the motor insurance policy, the vehicle loan account and the FASTag issuer’s KYC record. They are separate systems run by different bodies, so each one needs its own request.
| Record | Where it is kept | Who changes it |
|---|---|---|
| Registration certificate | Vahan database | Your RTO, on Form 33 |
| Driving licence | Sarathi database | Licensing authority |
| Motor insurance policy | Insurer’s system | Insurer, by endorsement |
| Vehicle loan | Lender’s system | Bank or NBFC |
| FASTag | Issuer bank or wallet | FASTag issuer |
| Aadhaar | UIDAI | You, on the UIDAI portal |
Records the government holds
Only the RC and the licence are statutory transport records. They are changed through MoRTH’s Vahan and Sarathi services or at the RTO counter, and the RTO can verify the new address before it enters it.
Records private companies hold
The insurer, lender and FASTag issuer keep their own customer files. Updating the RC does not alert them, so write to each of them with the same proof you used for the RTO.

Is a change of address compulsory after moving?
Yes, for the registration certificate it is a legal duty. Section 49 of the Motor Vehicles Act, 1988 says an owner who changes residence or place of business must report the new address to the registering authority and forward the RC so the address can be recorded.
Who the duty falls on
The duty sits with the registered owner, the person named on the RC. If a family member drives the vehicle but the RC is in your name, the request has to come from you.
How many days do you get to report a new address?
You get 30 days from the date of the change. Section 49(1) asks the owner to report a new address within thirty days and to send the certificate of registration so the authority can enter the new address. The countdown starts from the move, not from when you get round to it.

Counting the 30 days
Treat the day you start living at the new place as day zero. Your rent agreement or sale deed date is the easiest evidence of when that happened, so keep it with your application.
What happens if you report the change of address late?
A late report is not a crime that ruins your record, but it can cost money. Section 49(2) lets the registering authority ask for a sum not exceeding Rs 100 instead of action under Section 177. Once you pay it, no Section 177 case can follow.
| Situation | Amount | Legal basis |
|---|---|---|
| Late report, settled with the authority | Up to Rs 100 | Section 49(2) |
| Late report not settled, first offence | Rs 500 | Section 177 |
| Second or later offence | Rs 1,500 | Section 177 |
| One state’s published address-change fee | Rs 20 | Nagaland MVD, Form 33 |
State scales for delay
Section 49(4) lets each State Government set different sums depending on how long the delay was. Your state’s amount appears on the payment screen once the application is filed.
When does the 30-day rule not apply?
The rule does not apply to a temporary absence not meant to last more than six months, or when the vehicle is neither used nor removed from the recorded address. Section 49(7) carves out these cases so short postings and long holidays do not trigger paperwork.
Short work postings
A three-month project in another city, with your family and home still at the old address, fits the exemption. If the posting is extended and becomes open-ended, the move is no longer temporary.
Vehicle left behind
If you move but the car stays parked at the old home and nobody drives it, the second exemption applies. Once you bring it to the new place and use it, report the change.
Moving within the same RTO area
A move inside the same RTO’s jurisdiction is the simplest case. Your file stays with the same office, the registration number stays the same, and only the address line on the record changes after the office checks your proof.
What the office checks
The clerk or the online system matches your name on the proof with the owner name on the RC. A mismatch, such as a spouse’s name on the rent deed, needs extra paperwork.
Moving to a new address under another RTO in the same state
When the new address falls under a different RTO in your state, Section 49(1) says the notice goes to the authority covering the new place. That office records the address and, under Section 49(6), informs the office that first registered the vehicle.
Pick the office for the new home
On Vahan, choose the RTO that serves your new PIN code if the screen asks for an office. Picking the old office out of habit is a common reason for a request bouncing back.
The number stays the same
Even though the file moves, the vehicle keeps its number. Codes such as MH 12 or DL 3C show where it was first registered, not where the owner lives today.
Moving to a new address in another state
A move across a state border starts as a change of address and can end as a re-registration. You still report the new address, but a vehicle that stays in the new state for long will need that state’s registration mark and its road tax rules.

Two different questions
First, where do you live now? That is the address question. Second, where is the vehicle registered? That is the registration question, and it is governed by Section 47 rather than Section 49.
What is the 12-month rule for vehicles kept in another state?
Section 47 says a vehicle registered in one state and kept in another for more than 12 months must get a new registration mark from the new state’s authority. The clock runs from when the vehicle arrives, not from when you change jobs.
What the new state asks for
Expect the old RC, a no objection certificate from the old state, insurance, a valid PUC and proof of the new address. Many states also charge their own road tax, with a refund claim possible in the old state.
The BH series option
MoRTH notified the BH (Bharat) series on 26 August 2021 so that eligible owners who move between states often need not re-register. Eligibility and costs are explained in our BH registration guide.
Why does the old state’s clearance matter when you move?
The old state must release the vehicle before the new one registers it. That release is the Form 28 no objection certificate, which confirms no theft case, unpaid tax or other block. Our NOC certificate guide covers the forms and timelines in full.
When to apply for it
Apply once you know the move is long-term. Form 28 is filled in several copies, and one copy goes to the authority of the new area, so the old RTO needs to know your new address.
If the vehicle has a loan
Form 28 carries a part for the financier. Ask your lender for its consent at the same time, or the clearance can stall.
Updating the registration certificate in brief
The RC update itself is filed on Form 33 with proof of the new address, either online through Vahan citizen services or at the RTO. You verify an OTP sent to the registered mobile, upload proof, pay the fee and track the application. The full walk-through is in our RC address change guide.
Check the registered mobile first
The OTP goes to the phone on the RC record. If that number is out of date, finish an RC mobile number update before you start, or the form stops at the OTP screen.
What is Form 33?
Form 33 is the Central Motor Vehicles Rules form for intimating a change of address in the certificate of registration. It sits under rule 59, and the fee is set under rule 81 read with that rule. It asks for the registration number, the old and new address, and the owner’s signature.
What goes with it
Attach proof of the new address, the RC or a copy as your state asks, insurance and a valid PUC. Online, Vahan fills much of the form from the record and you only add the new details.
Updating your driving licence in brief
The licence is a separate record on Sarathi, so your RC update does not change it. You apply for the licence address change with your licence number and date of birth, upload proof and pay. Read our address change on driving licence guide for the full steps.
Why it is worth doing
Police and courts use the licence address for notices about the driver, not the vehicle. A stale licence address can also cause trouble when you renew it in a new city.
Can Aadhaar help with a new address update?
Yes. MoRTH’s 2021 list of contactless, Aadhaar-authenticated services includes the change of address in the driving licence. When Aadhaar already shows your new home, e-KYC can confirm the address without a counter visit. Update Aadhaar first on the UIDAI portal.
Why order matters
If Aadhaar still holds the old address, an Aadhaar-based check will pull that old address back into the form. Change Aadhaar, wait for the update to show, then start the transport requests.
When Aadhaar is not enough
Vahan’s address service may still ask for an uploaded proof or a visit, depending on your state. Follow what the live screen asks for.
Which papers prove your new address?
Accepted proofs usually include a registered rent agreement, a recent electricity, water or gas bill, a passport, an electoral roll entry or a bank passbook showing the new home. States publish their own lists, so match your document to the list on the screen.
When the proof is in someone else’s name
If you live with a parent or spouse and the bills carry their name, offices often accept that proof with a relationship document or an affidavit. Ask your RTO before you queue.
What does a change of address cost?
There is no single national price. The fee comes from CMVR rule 81 plus state service charges, and the payment screen shows the total for your vehicle. As one published example, Nagaland lists Rs 20 for a change of residence on Form 33; your state will differ.
What adds to the bill
A reprinted smart card, postage and the late-report sum can all sit on top of the base fee. Each appears as a line on the receipt.
Paying safely
Pay only through the Vahan gateway or at the RTO cash counter. If the payment fails, wait before paying again and check the transaction status, so you are not charged twice.
Online or at the RTO: which route fits your move?
Go online when your RC mobile works, Aadhaar matches the new home and the record opens on Vahan. Go to the RTO when the record is incomplete, the proof is unusual or you are crossing a state border.
| Factor | Online through Vahan | At the RTO counter |
|---|---|---|
| Needs working RC mobile | Yes, for the OTP | No |
| Proof check | Upload | Originals seen in person |
| Best for | Simple same-state moves | Mismatched names, old records |
| Receipt | Downloadable at once | Counter slip |
How long does an address update take?
No national service time is published for an RC address update, and offices vary with their workload. Watch the application status rather than a fixed day count. We have not seen an official figure to quote, so we do not give one.
What speeds it up
Clear proof in the owner’s own name, a correct office choice and a matching Aadhaar record remove the most common reasons for a return.
What slows it down
Uploads that are blurred, cropped or in the wrong format are sent back. So are applications filed with the old RTO after a move into another office’s area.
How do you track a change of address application?
Use the application number on your receipt. For the RC, the Vahan status option shows each stage from submission to approval; for the licence, Sarathi has its own status screen. Our guide to know your application status shows where to enter the number.
Reading the stages
A typical trail runs from submitted to fee paid, then verification, approval and card printing or dispatch. A stage that stays put for weeks is the moment to call or visit the office.
Confirming the result
Once approved, view or download the RC and check that the new address line, PIN code included, is correct.
Does a new address change your registration number?
Not inside the same state. The registration number belongs to the vehicle, so a new house, a new district or a new RTO area leaves it untouched. Only a move that triggers the Section 47 rule in another state, or a BH series registration, brings a different mark.
After re-registration in a new state
Once the new state assigns its mark, the old number is cancelled. Fit plates showing the new mark before driving, as the new state’s rules require.
What if the vehicle is still under a loan?
A loan does not stop a change of address. The financier’s name stays on the RC through a hypothecation entry, and the RTO only changes your address. Tell the lender separately so its letters and loan closure papers reach you.
Closing the loan later
When you repay, the lender posts its NOC to the address it has on file. An old address there can delay the hypothecation removal by weeks.
State moves with a loan
For a Section 47 move, the lender’s consent goes into Form 28. Ask for it early, because banks often need a written request and a few working days.
Should you tell your insurer about the new address?
Yes. The insurer prices cover partly by city and posts claim letters to the policy address. Ask for an endorsement that records the new address, and keep the updated schedule with your RC.
Matching names and addresses
At claim time, surveyors compare the RC, licence and policy. Matching addresses across all three avoids awkward questions.
Do FASTag and challan alerts follow your new address?
FASTag accounts carry KYC with the issuing bank or wallet, so update the address there. Traffic challans are tied to the registration number and mostly arrive by SMS to the RC mobile, while any posted notice goes to the address on the RC.
FASTag KYC
Log in to your issuer’s app or site and update the KYC address. The tag keeps working, but a mismatch can block top-ups or replacement tags later.
Court and police notices
Unpaid challans that go to court can be followed by posted notices. Keeping the RC address current is the surest way to see them before they grow.
Rented home or temporary stay: what counts as a new address?
A rented flat counts as a new address once you intend to live there beyond six months. A hostel, a guest house or a family stay during a short project usually does not. The test is intention and length of stay, not ownership of the property.
Using a rent agreement as proof
A registered rent agreement is widely accepted. An unregistered one may be refused, so check the list your state accepts before you rely on it.

Common mistakes when you change your address
The usual errors are an out-of-date RC mobile number, proof in someone else’s name, missing the 30 days, updating the RC but not the licence and policy, and typing the wrong PIN code. Each one costs a second application or a trip.
Mistakes with the office choice
Picking the RTO for your old home after you have moved districts sends the file to the wrong desk. Check which office serves the new PIN code first.
Mistakes after approval
Owners often forget to download the updated RC and check it. A typo in the new address is easier to fix in the first week than a year later.
A moving checklist for vehicle owners
Work through the change of address in order: update Aadhaar, collect proof, file Form 33 within 30 days, change the licence, then tell the insurer, lender and FASTag issuer. For a state move, add the NOC and plan the new registration within 12 months.
- Update Aadhaar first. Change the address in Aadhaar so OTP and e-KYC checks match the new home.
- Collect proof of the new address. Keep a rent agreement, utility bill, passport or other accepted proof ready in your own name.
- Apply on the RC. File the change of address on Form 33 through Vahan or at the RTO within 30 days.
- Update the driving licence. Raise a separate address request for the licence on Sarathi.
- Inform insurer, lender and FASTag issuer. Send each one the new address and keep their written confirmation.

Keep a folder
Store the receipts, approval messages and updated cards together, digital and paper. For more vehicle services, start from the Vahan services hub.
Recheck in a month
A month after moving, confirm that every record shows the new address. Anything still showing the old one is the next task on your list.

Do I have to report a new address if I only moved to the next street?
Yes, if the move is meant to be permanent. Section 49 talks about any change of residence, not distance. The process is usually simpler when the new home stays under the same RTO.
What is the deadline for a change of address on the RC?
Thirty days from the change. After that the registering authority may ask for a sum of up to Rs 100 instead of other action, and your state may have its own scale.
Does my vehicle number change when I move?
Not within the same state. The number stays with the vehicle. A move to another state brings a new registration mark if the vehicle stays there for more than 12 months.
Is Form 33 used for the driving licence too?
No. Form 33 is the intimation of change of address for the registration certificate. The licence address is changed through a separate Sarathi request.
Can I keep my old address on the RC while I rent for a year?
The exemption covers only absences not meant to exceed six months. A one-year lease is longer, so the new address should be reported.
Do I need Aadhaar to change my address?
Not always, but Aadhaar-linked online services run smoothly only when Aadhaar already shows the new address. Other accepted proofs can be used at the RTO.
Will the RTO post the updated RC to my new home?
Many states send the updated smart card by post to the address on record, while others ask you to collect it. Check the delivery option on your application receipt.
My vehicle is on loan. Can I still change the address?
Yes. The financier stays on the record. For a state move, the NOC form also has a part for the financier, so contact the lender early.
Where do I check the progress of my request?
Use the application number on your receipt in the Vahan status option for the RC, or the Sarathi status option for the licence.
