No objection certificate (NOC) for vehicles: types, format and how to get one

By , Editor and reviewer · Updated · 22 min read · Independent guide, not a government website

In short

A no objection certificate (NOC) is a written statement from an authority saying it has no objection to a stated action. For vehicles, the RTO issues one on Form 28 when you move a bike or car to another state, and a bank or NBFC issues one when your vehicle loan is closed. Apply on Vahan or at the RTO, or download the lender's NOC from its app.

Key takeaways

  • A vehicle no objection certificate comes in two common kinds: the RTO NOC for interstate transfer and the lender NOC for loan closure.
  • The RTO NOC is applied for on Form 28; the RTO gets a police report and checks road tax before deciding.
  • Under Section 48, the RTO must decide within 30 days, or the NOC is treated as granted.
  • A bank NOC alone does not remove the loan from your RC; you still file Form 35 at the RTO.
  • Validity is not fixed nationally, so always read the validity printed on the certificate.
  • Employee NOCs, PCB consents and driver certificates are not RTO documents; this page explains each briefly.

What is a no objection certificate?

A no objection certificate is a signed document in which an authority or organisation confirms that it does not object to a specific action. For vehicle owners in India, the two that matter are the RTO NOC for moving a vehicle to another state and the lender NOC after a loan is repaid.

Table of the three types of no objection certificate a vehicle owner may need
Most owners need only one of these, at sale, transfer or loan closure.

Why vehicles need one

A vehicle is tied to one RTO and, if financed, to one lender. Both keep a claim in the national Vahan record. A NOC is how each releases that claim so another RTO, a buyer or a new lender can act.

Who issues it

The registering authority (your current RTO) issues the transport NOC. A bank or NBFC issues the loan NOC. Police issue a separate clearance, covered in our police NOC guide.

What is NOC?

NOC is a short form used across government offices, banks, employers and housing societies. It always means the same idea: a formal “no objection” to something. What changes is who issues it and what it allows, so always read the purpose line on the letter.

NOC in daily life

You may meet NOCs for a passport, a flat sale, a new electricity connection, a college transfer or a vehicle. Each is a separate document with its own issuer and format.

NOC on this site

This guide focuses on vehicle NOCs handled by RTOs and lenders, and briefly explains the non-vehicle NOCs people search for.

What does NOC certificate mean?

A NOC certificate means the paper or PDF that carries the no objection statement, a reference number, the issuer’s signature and seal, and usually a validity date. “NOC certificate” repeats the word certificate, but it is the everyday term on forms and in offices.

Certificate versus letter

A certificate is a fixed printed format from the authority, such as RTO Form 28. A letter is written on letterhead, as banks and employers do. Both carry the same legal weight for their purpose.

What makes it valid

It must name the issuer, the person or vehicle, and the purpose, and it must be signed or digitally issued. A copy without a signature or reference number may be refused.

What does NOC stand for, and what is the NOC long form?

NOC stands for No Objection Certificate. The long form is the same three words, and some offices write “No Objection Letter” for the letter version. For a detailed breakdown of the term across banking and other fields, see our NOC full form guide.

Pronunciation and usage

People say “N-O-C” letter by letter. In speech, “NOC lena hai” or “NOC chahiye” means you need the certificate, not the abbreviation.

Common mix-ups

“NOC” is not the same as “No Dues Certificate” (NDC), although lenders often issue both together. An NDC confirms nothing is owed; an NOC states the lender has no objection to removing its interest.

What is the bike NOC full form?

The bike NOC full form is also No Objection Certificate. For a two-wheeler, it usually means either the RTO NOC to take the bike to another state or the finance company’s NOC after the last EMI.

Which one you hold

Look at the letterhead. An RTO NOC carries the state transport emblem and Form 28 details. A finance NOC carries the lender’s name, the loan account number and the closure date.

Why the difference matters

Each NOC is accepted only for its own purpose. A finance NOC cannot get your bike re-registered in another state.

What is the NOC full form in law?

The NOC full form in law is No Objection Certificate. In the Motor Vehicles Act, 1988, Section 48 uses the exact phrase “no objection certificate” for the document an owner seeks before getting a new registration mark in another state.

Section 48 in plain words

The owner applies to the original RTO. The RTO issues a receipt, gets a written police report on theft cases, checks road tax and other dues, and then grants or refuses in writing.

Deemed grant

If the RTO neither grants nor communicates a refusal within 30 days, the law treats the NOC as granted. Keep the receipt, because it proves the date you applied.

What is the NOC letter full form?

The NOC letter full form is No Objection Certificate letter: a NOC written as a letter on the issuer’s letterhead rather than on a fixed government form. Banks, NBFCs, employers and societies mostly use this style.

Typical NOC letter issuers

Lenders after loan closure, employers for staff, landlords for address proof and housing societies for a flat sale all issue letter-style NOCs.

Letter versus form

An RTO NOC is a form-based certificate. A letter-style NOC is acceptable only where the receiving office does not ask for a prescribed form.

What is the NOC meaning in English?

The NOC meaning in English is simple: the issuer states that it has “no objection”. In other words, it agrees or does not stand in the way. The certificate turns that permission into a document another office can rely on.

Example sentences

“The RTO issued a NOC for the car to be registered in Karnataka.” “The bank sent a NOC after the loan was closed.” Both mean permission was given in writing.

Opposite case

If an authority does object, it issues a refusal with reasons. Under Section 48, an RTO refusal must be in writing with a copy to the owner.

When do you need a NOC for vehicle owners?

You need a NOC for vehicle paperwork in three main cases: moving the vehicle to another state for more than a year, selling a vehicle registered in another state, and closing a loan so the hypothecation entry can be removed. Same-state sales of loan-free vehicles need no RTO NOC.

Interstate move

Section 47 requires a new registration mark when a vehicle registered in one state is kept in another for more than 12 months. The old RTO’s NOC starts that process.

Loan closure and sale

When a loan ends, the lender’s NOC plus Form 35 clears the financier’s name from the RC. Buyers should insist on this before paying.

How to get NOC for bike?

To get a NOC for a bike, first decide which kind you need. For a state change, apply on Form 28 at your current RTO or on Vahan. For a loan closure, pay all dues and request the NOC from the lender’s app, website or branch.

RTO NOC for a bike

Clear all challans, keep the RC, insurance, PUC and tax proof ready, and apply online. The RTO will run a police check before issuing it.

Finance NOC for a bike

Most two-wheeler lenders release the NOC after the final EMI. Many send it by post and also offer a download in their app.

How to get NOC from the RTO or a lender?

To get a NOC, apply to the body that holds the claim. The RTO handles Form 28 NOCs for interstate moves; the lender handles loan NOCs. Each route has its own checks, timelines and delivery method.

From the RTO

Apply online through Vahan or at the counter with Form 28 and documents. Track the application number until the NOC is issued.

From a lender

Repay the loan fully, including any charges. Then download the NOC or wait for it by post. If nothing arrives, raise a request with customer care.

Which documents required for NOC should you keep ready?

The documents required for NOC from an RTO usually include Form 28, the RC, valid insurance, road tax paid proof, a valid PUC certificate, ID and address proof, and a chassis and engine pencil print where asked. Lists vary slightly by state.

Commercial vehicles also need permit surrender, fitness and tax clearance. A valid PUC is checked for all vehicles; learn more in our PUC certificate guide.

Self-attest every copy

Sign each photocopy and keep a full set for yourself. If the RTO raises an objection, you can show what you filed.

How does NOC apply online work on Vahan?

NOC apply online works through the Vahan citizen services portal. You choose your state and current RTO, open the NOC service under RC related services, enter the vehicle details, upload documents and pay the fee the portal generates. Some states then ask you to visit with originals.

Five steps to apply for a vehicle NOC online through the Vahan portal
Some RTOs still ask you to bring the originals for checking.
  1. Open Vahan services. Go to the Vahan citizen services portal and choose the state and RTO where the vehicle is registered now.
  2. Choose the NOC service. Select the NOC or no objection certificate option under RC related services.
  3. Enter vehicle details. Type the registration number and chassis digits, then verify with the OTP sent to the registered mobile.
  4. Upload and pay. Fill the Form 28 details, upload the RC, insurance, PUC and tax proof, and pay the fee the portal shows.
  5. Track and collect. Save the application number, track the status and collect or download the NOC once approved.

Before you click submit

Check that the registered mobile in Vahan is current, because the OTP goes there. Pay pending e-challans first, as they can block the NOC.

Fees

The fee is set under the Central Motor Vehicles Rules with state additions, so it varies. Pay only the amount generated by the portal.

Can you get an online NOC for bike?

Yes. An online NOC for bike owners is available on Vahan in most states, and the steps are the same as for cars. Two-wheeler lenders also offer online NOCs after loan closure through their apps or borrower portals.

What changes for two-wheelers

Only the vehicle class on Form 28 changes. The police check, tax check and 30-day decision period apply to bikes in the same way.

When the counter is still needed

If your state has not enabled the online NOC for your RTO, or your record has an error, you must apply in person.

Is vehicle NOC online faster than the RTO counter?

Vehicle NOC online applications are usually faster to file and easier to track, but the RTO still runs the same police and tax checks. The real time saving is fewer visits, not a shorter approval period.

Tracking your application

Use the application number to follow progress. For the full status steps, see our NOC status check guide.

When offline is better

If your Vahan record has a wrong mobile number or old details, the counter can fix them while handling the NOC.

How to get NOC for vehicle transfer to other state online?

For a NOC for vehicle transfer to other state online, apply on Vahan to the RTO where the vehicle is registered now, not the new state’s RTO. Once issued, the NOC is sent or forwarded so the new RTO can assign a fresh registration mark.

Timeline of an interstate vehicle transfer from NOC application to re-registration in the new state
The 30-day limit is the RTO's deadline to decide, not the NOC's validity.

Old state steps

Clear dues and challans, apply for the NOC on Form 28 and wait for the police report and decision. Many states also let you claim a road tax refund for the unused period.

New state steps

Apply for a new registration mark with the NOC, RC, insurance, PUC and address proof, and pay the new state’s road tax. Re-register before the vehicle has been in the new state for 12 months.

What is a NOC for car transfer?

A NOC for car transfer is the RTO’s Form 28 certificate that lets a car registered in one state be re-registered in another. It is needed whether you move with your own car or buy a used car registered elsewhere.

Buying an out-of-state car

Ask the seller for the NOC before paying. Without it, you may need the seller’s help again later, which is often difficult.

Ownership change is separate

The NOC does not change the owner’s name. Transfer of ownership uses Forms 29 and 30, explained on our Form 29 and 30 page.

Is a NOC for bike transfer any different?

A NOC for bike transfer follows the same Form 28 route as a car. The differences are smaller: road tax and new registration charges are lower for two-wheelers, and fewer states ask for a physical inspection.

Inspection

Some RTOs inspect the bike before giving a new number to match chassis and engine numbers. Keep the bike clean around the chassis plate.

Common delay

An unpaid challan or a pending loan entry is the most common reason a bike transfer NOC is held back.

How does NOC for bike in Bangalore work?

The NOC for bike in Bangalore works in two directions. A bike coming to Bengaluru from another state needs the old RTO’s Form 28 NOC before a Karnataka number. A Karnataka bike leaving the state needs a NOC from its Bengaluru RTO.

Coming to Bengaluru

Karnataka’s re-registration checklist typically includes the NOC, a police or crime records report, the Karnataka registration application and lifetime tax based on invoice value and age. For local forms and a full walkthrough, see our NOC form guide for Bangalore.

If the old RTO does not reply

A Bengaluru guide notes that after 30 days without a reply you can apply with a Form 28 copy, postal acknowledgement and a declaration. Confirm with your Bengaluru RTO before relying on this.

What is a NOC for bike loan?

A NOC for bike loan is the lender’s letter confirming the loan is fully repaid and that it has no objection to removing its hypothecation from the RC. It usually comes with Form 35 signed by the lender.

What to do after you get it

File Form 35 with the lender’s NOC at the RTO, online or offline, so the financier’s name is removed. Our Form 35 guide covers that step.

If the NOC is late

Most lenders release it after the final EMI and closure. Check that no charges are pending, then raise a request.

How does a NOC for two wheeler differ from a NOC for four wheeler?

A NOC for two wheeler and a NOC for four wheeler use the same law and Form 28. The differences are in the vehicle class, the taxes to settle and, for cars, more frequent inspection at the new RTO.

Lender side

The lender NOC process is the same for both. Only the loan size and the documents in the loan file differ.

Commercial vehicles

Goods and passenger vehicles need permit and fitness clearances as well, which adds time.

What is a two wheeler NOC certificate for bike?

A two wheeler NOC certificate for bike owners is the printed or digital NOC that names the bike’s registration number, chassis and engine numbers, the issuing RTO and the state it may move to. A lender NOC instead names the loan account and closure date.

Check every number

The chassis and engine numbers must match your RC exactly. A single wrong character can stop the new RTO from accepting it.

Keep the original safe

The new RTO may keep the original. Make copies for yourself first.

What does bike ki NOC mean?

“Bike ki NOC” is a Hinglish way of saying “the bike’s NOC”. People use it for both the RTO NOC and the finance company’s NOC. Ask which one is meant before collecting documents.

Kab chahiye

Bike ki NOC chahiye when you shift the bike to another state, sell a bike from another state, or clear its loan entry.

Hindi resources

For the Hindi meaning and usage, see our NOC full form in Hindi page.

Do you need a NOC of scooty?

Yes, a NOC of scooty is needed in the same cases as for any two-wheeler: moving it to another state for more than a year or clearing a loan. A scooter is a motorcycle class vehicle under registration rules, so Form 28 applies.

Low-speed electric scooters

Some low-speed electric scooters do not need registration at all. If yours has no registration number, there is nothing for an RTO NOC to cover.

Gifted or family scooters

If the scooter is in a parent’s name, the registered owner must apply, or authorise someone where the RTO allows it.

When do you need a NOC for car?

You need a NOC for car owners in these cases: moving the car out of state for over a year, buying an out-of-state used car, and closing a car loan. A car sold within the same state with no loan needs no NOC.

Company cars

Company-owned cars need a board or authority letter along with the Form 28 application, signed by an authorised signatory.

Cars for scrapping

When a car is scrapped at a registered facility, the cancellation process is different and does not use Form 28.

How to do a NOC check online?

A NOC check online usually means checking whether a NOC has been applied for, issued or recorded on Vahan. Use the application number on the Vahan status page or the vehicle number in the registration details view.

Checking an application

Enter your application number to see each stage. Our NOC status page shows the screens.

Checking a used vehicle

Before buying, ask the seller for the NOC and match its reference number with the RTO. Avoid sites that offer paid NOC checks.

What is NOC registration?

NOC registration usually refers to registering a vehicle in a new state using the NOC from the old one. Some people also use it to mean applying for the NOC itself. In both cases, the process runs through Vahan.

Registering in the new state

Apply at the new RTO with the NOC, RC, insurance, PUC, address proof and the road tax payment. You get a new registration number.

Updating the record

After re-registration, the old record is closed and the new state’s record shows the fresh number.

What does NOC issued mean?

“NOC issued” on Vahan or on a lender’s portal means the certificate has been approved and generated. You can now download it, collect it at the RTO or wait for the postal copy, depending on the issuer.

What to do next

Download or collect the NOC promptly and note its validity. File it with the new RTO or with Form 35 before it lapses.

If it shows issued but you have nothing

Contact the RTO or lender with the application or loan number. The copy may have gone to an old address.

What is a vehicle NOC paper?

A vehicle NOC paper is the physical copy of the RTO or lender NOC. Some offices still want the signed paper, even when a digital copy exists, so keep the original with the RC.

Paper versus PDF

A PDF downloaded from Vahan or the lender’s portal is usually enough. Carry the paper if the receiving office asks for it.

Lost NOC paper

Ask the issuer for a duplicate. Lenders often charge for a duplicate letter, and the RTO may need a fresh application.

How does NOC certificate download PDF work?

For NOC certificate download PDF files, use the official issuer’s portal. An RTO NOC can be downloaded from Vahan once approved in states that issue it online, and a lender NOC from the bank’s app or borrower portal after closure.

Common problems and fixes when a NOC certificate download PDF does not work
Only the issuer can correct a mistake printed on the certificate.

Downloading from Vahan

Open the print or download documents section, enter the application or vehicle number and verify with OTP. Save the NOC certificate online download file with your vehicle number in its name.

Downloading from a lender

Log in with your registered mobile, open the closed loan and look for NOC or closure letter. That is the usual NOC download route.

How does bike NOC download work?

Bike NOC download follows the same two routes: Vahan for an RTO NOC and the lender’s app for a finance NOC. Most two-wheeler lenders show the NOC in the loan section after closure.

Bike NOC online download problems

If the bike NOC online download button is missing, check that the loan status shows closed and all charges are paid.

Keep a backup

Email the PDF to yourself and keep a printout with the bike’s papers.

How to get TVS NOC download?

For a TVS NOC download, use TVS Credit’s own channels. The TVS Credit Saathi app lets borrowers view loans, pay EMIs, download statements and apply for a NOC. TVS Credit says the NOC is available once the full loan and dues are paid.

TVS NOC by post

After closure, TVS Credit sends a physical TVS NOC to the registered address. If it does not arrive, contact customer care at 044-66-123456 or [email protected].

Avoid fake helplines

Use only numbers from the official app or website. Never share OTPs or pay anyone who calls offering a quick NOC.

What is the standard NOC format?

There is no single NOC format for every purpose. An RTO NOC uses the prescribed Form 28. Lenders, employers and societies use their own letter formats. A good NOC certificate format always shows the issuer, purpose, subject, statement and signature.

Parts of a standard NOC letter format from letterhead to signature and seal
An RTO or lender NOC follows its own printed format, not a template.

RTO format

Form 28 has an application part filled by the owner and a grant or refusal part filled by the RTO, issued in triplicate, with some states asking for four copies.

Private formats

Use the receiving office’s own format if it has one. Otherwise follow the parts listed in the next section.

What should a NOC letter format include?

A NOC letter format should include the issuer’s letterhead, date, reference number, the name of the person or vehicle, the purpose, a clear sentence of no objection, any conditions or validity, and the signature with seal. A NOC letter without these may be refused.

Sample wording

“This is to certify that [issuer] has no objection to [action] by [name or vehicle number]. This certificate is valid until [date].” Fill each bracket with real details.

Signatures

The person signing must have authority to do so, such as a branch manager, HR head or society secretary.

Where can you find a NOC template or NOC sample?

A NOC template or NOC sample helps only for letter-style NOCs, such as an employer or society letter. For an RTO NOC, use Form 28 from your state’s transport site or Vahan. For a loan NOC, only the lender can issue it.

Using a template safely

Edit a template to fit the purpose, then have the real issuer sign it on letterhead. A self-made “NOC” for an RTO or bank has no value.

Where samples help most

Employers, schools and housing societies often accept a draft from you that they review and sign.

How to make NOC certificate?

To make a NOC certificate as an issuer, write it on your letterhead with the date, a reference number, the subject’s details, the purpose and a clear no objection statement, then sign and stamp it. Only the authority with the right to object can issue a valid NOC.

Who cannot make one

An owner cannot make an RTO or bank NOC. Those come only from the RTO and the lender.

Digital NOCs

Many issuers now sign NOCs digitally. A digital signature or QR code on the PDF lets the receiver verify it.

How to make NOC for personal use?

To make a NOC for personal use, such as a family member allowing use of a vehicle or address, write a short signed letter naming both people, the purpose and the date. Attach the signer’s ID proof.

A personal letter does not replace the RTO NOC. It may help as supporting proof, for example when a relative’s address is used.

Keep it simple

One page, plain language and a clear purpose are enough. Avoid vague wording such as “for all purposes”.

Where to get NOC form download PDF?

For a NOC form download PDF, go to your state transport department’s forms page or Vahan. Form 28 is the NOC form for interstate vehicle transfers. A NOC form PDF download from unofficial sites may be outdated, so use the state version.

Filling Form 28

Fill it in capital letters, sign each copy and attach documents. Keep one stamped copy.

Lender forms

Lenders do not need a form from you for a NOC. They issue it after closure on their own format.

What is employee NOC?

An employee NOC is a letter from an employer saying it has no objection to an employee’s personal action, such as applying for a passport, a visa, higher studies or another job. It is not a transport document. Employer NOC means the same letter issued by the employer.

Quick answers on employee NOC, PCB certificate and driver certificate format
These are not transport department documents, so the RTO does not issue them.

NOC certificate for employee: format

A NOC format for employee use includes the company letterhead, employee name and ID, designation, purpose, a no objection line and an HR signature. A NOC certificate for employee use in government jobs follows the department’s format.

Who requests it

The employee usually requests it from HR with a short note on the purpose and the receiving office.

What is a PCB certificate?

A PCB certificate is a consent or NOC from a State Pollution Control Board (PCB), not a vehicle document. Boards issue Consent to Establish, often called the NOC, before a unit is set up, and Consent to Operate once it runs, under the Water and Air Acts.

PCB versus PUC

Vehicle owners sometimes search “PCB certificate” when they mean the PUC certificate, which is the emission test certificate for a vehicle. The PUC is issued by authorised testing centres, not the pollution board.

Validity

PCB consents are issued for a fixed period and must be renewed. Check the board’s own website for current rules.

What is a driver certificate format?

A driver certificate format usually means a letter from an employer confirming that a driver worked for them, the vehicle class driven and the period. It is often asked for in job applications, abroad or in India. A driving licence experience certificate is the same idea.

What it includes

Employer letterhead, driver’s name, driving licence number, vehicle types driven, dates of employment, conduct and an authorised signature.

What it is not

It does not replace the driving licence. The RTO does not issue experience certificates.

Is a NOC certificate in Hindi accepted?

A NOC certificate in Hindi is accepted wherever the receiving office works in Hindi, and many state RTOs issue bilingual forms. For interstate use, a bilingual or English copy avoids questions at the new RTO.

Dos and don'ts for using a vehicle NOC certificate during sale or transfer
A lapsed NOC usually means applying again at the old RTO.

Translations

If your NOC is only in a regional language, the new RTO may ask for a translation. Ask before you go.

Hindi wording

Hindi letters often use the term “anapatti praman patra” for NOC. The legal meaning is the same.

What is a 2 wheeler NOC?

A 2 wheeler NOC is any NOC that covers a motorcycle or scooter, whether issued by the RTO or a lender. The RTO version allows re-registration in another state; the lender version clears the loan entry. Both are needed when an out-of-state bike with a loan changes hands.

Order of steps

Close the loan and clear hypothecation first, then apply for the RTO NOC. A loan entry often blocks the RTO NOC.

For all vehicle record services, start from our Vahan vehicle information hub.

What is a NOC document?

A NOC document is any official record of a no objection, on paper or as a PDF. For vehicles, it is the RTO Form 28 NOC or the lender’s closure NOC. File it with your RC, insurance and tax receipts.

How long to keep it

Keep vehicle NOCs for as long as you own the vehicle. Buyers and new RTOs may ask for them years later.

Sharing it safely

Share copies, not originals, and mask unrelated personal details when sending to private buyers.

No objection certificate questions

How long does an RTO NOC take?

Section 48 gives the RTO 30 days from receiving the application to grant or refuse in writing. If it does neither, the NOC is treated as granted. Police verification is the usual cause of delay.

Is a no objection certificate needed to sell a vehicle within the same state?

No RTO NOC is needed for a sale within the same state. If the vehicle has an active loan, the buyer needs the lender's NOC and Form 35 so the hypothecation can be removed.

What is the NOC fee?

The fee comes from the Central Motor Vehicles Rules plus state charges, and it differs by state and vehicle class. Pay only the amount the Vahan portal or RTO counter generates and keep the receipt.

How long is a vehicle NOC valid?

There is no single national validity period. Many states treat it as valid for about six months, but the date printed on your certificate is what counts.

Can the RTO refuse a NOC?

Yes, but it must give written reasons. Common reasons are a pending theft case, unpaid road tax, unpaid challans or a court order on the vehicle.

Do I need a NOC if I move for less than a year?

Section 47 requires a new registration mark only when the vehicle stays in another state for more than 12 months. A shorter stay does not trigger re-registration.

Does a bank NOC expire?

Many lenders print a validity on the letter. If it lapses before you file Form 35 at the RTO, ask the lender for a fresh letter.

Can I get a duplicate NOC from my lender?

Yes. Most banks and NBFCs issue a duplicate on request, sometimes for a charge. Ask customer care or check the lender's app.

Is a downloaded NOC PDF accepted by the RTO?

A digitally issued NOC from Vahan or the lender's official portal is usually accepted. Some RTOs still ask for the signed original, so carry it if you have one.

Can someone else apply for my NOC?

Online, the OTP goes to the registered owner's mobile. At the counter, many RTOs accept an authorised person with an authority letter and the owner's ID; confirm locally.

Does a NOC change the owner's name?

No. An RTO NOC only clears the vehicle to leave the state. Ownership transfer is a separate application on Forms 29 and 30.
