NOC form for a bike in Bangalore: Karnataka RTO steps, Hero NOC and bus passes
The NOC form for a vehicle is Form 28 under the Central Motor Vehicles Rules. A Bengaluru bike owner leaving Karnataka files it with the RTO that registered the bike, in three copies, with the RC, insurance, PUC and tax proof. The RTO gets a police report and must decide within 30 days. A financed bike also needs the lender's NOC, such as one from Hero FinCorp.
Key takeaways
- The RTO NOC form is Form 28, filed in three copies with the office whose code is on your number plate.
- Section 48 gives the Karnataka RTO 30 days to grant or refuse; silence counts as a grant.
- A Hero bike NOC from Hero FinCorp only clears the loan; you still need Form 35 to remove it from the RC.
- Hero FinCorp customer care is 1800-102-4145 (8 AM to 8 PM, Monday to Saturday).
- BMTC monthly passes were reported at ₹1,200 ordinary, ₹2,000 Vajra and ₹4,000 Vayu Vajra Gold; confirm at a depot.

What is the NOC form for a bike in Bangalore?
The NOC form for a two-wheeler is Form 28 of the Central Motor Vehicles Rules. A Bengaluru owner uses it to ask the registering RTO to certify that it has no objection to the bike being registered in another state. It is not needed for a sale or move within Karnataka.

Where Form 28 comes from
Section 48 of the Motor Vehicles Act says the owner applies to the original registering authority “in the form prescribed by the Central Government”. That prescribed form is Form 28, so every state, Karnataka included, works from the same layout.
Who fills it in
The registered owner shown on the RC signs it. If the bike is on loan, the financier also has to agree, which is why the lender’s letter is attached before the RTO looks at the file.
Which NOC application format does the RTO accept?
The only NOC application format a Karnataka RTO accepts for an interstate move is Form 28, filed in three copies. Free-text letters or bank-style NOC formats are not a substitute. The RTO keeps the original, returns the duplicate and sends the triplicate to the new RTO.
| Form 28 section | What you write | Common slip |
|---|---|---|
| Owner details | Name and address as on the RC | Using a new address not yet on the RC |
| Vehicle details | Registration, chassis and engine numbers | One digit of the chassis wrong |
| Destination | State and RTO you are moving to | Leaving it blank |
| Tax and dues | Tax paid up to, pending dues | Forgetting e-challans |
| Hypothecation | Lender name, or none | Not attaching the lender NOC |
| Declaration | Signature and date | Signing only one copy |
Copies and signatures
Sign every copy in ink. Some states ask for a fourth copy, so keep a spare set if your destination RTO is strict.
Getting a blank form
The form is printed by most RTOs and is also published as a PDF by state transport sites; the link in the official links box below opens one such copy.
How does Karnataka NOC for bike work?
A Karnataka NOC for bike owners is issued by the Bengaluru RTO that first registered the scooter or motorcycle. You file Form 28, the RTO checks tax, challans and loans, asks the police for a report, and then signs the certificate. The bike then gets a new mark in the destination state.

Finding your issuing office
Your plate shows the code. Bengaluru is split between several RTOs, such as KA 51 at Electronic City; our RTO Bangalore office list maps each code to its area.
Bikes coming into Bengaluru
The reverse also happens. A bike from another state needs that state’s NOC, a police or crime records report, Form 27 for a Karnataka mark and payment of lifetime tax worked out on the invoice value and the bike’s age.
What happens at a Karnataka RTO NOC counter?
At a Karnataka RTO NOC counter the clerk checks your Form 28 copies against the RC, confirms tax is paid, looks for pending dues and gives you a receipt. Section 48 requires the receipt. The file then waits for the police report before the officer decides.
Pencil print and inspection
Some offices ask to see the bike or take a chassis pencil print. Ride it there clean, with the chassis number readable, so the check takes minutes.
Keep the receipt
The receipt starts the 30-day clock. If the office goes silent, that dated slip is your proof that the NOC is treated as granted.
How to apply no objection certificate for a vehicle?
To apply for a no objection certificate for a vehicle, clear dues, fill Form 28, attach the papers and submit to the current RTO, online or in person. For a wider look at every NOC type, see our no objection certificate guide.
Vehicle NOC versus other NOCs
Employers, housing societies and pollution boards also issue NOCs. None of them replaces the RTO certificate when a bike changes states.
Who decides
Only the registering authority, meaning the RTO, can grant or refuse it, and a refusal must state written reasons.
How to take NOC for bike from a Bangalore RTO?
To take NOC for bike papers from a Bangalore RTO, go to the office whose code is on your plate with three signed Form 28 copies, the original RC and insurance, PUC and tax proof. Pay the fee shown at the counter, keep the receipt and return when the officer signs.
Best time to visit
Mornings are calmer. Carry photocopies already self-attested so you do not lose your place in the queue looking for a copier.
Sending someone else
Many offices accept an agent with an authority letter and the owner’s ID, but confirm with your office first.
How to apply NOC for bike, step by step?
To apply NOC for bike transfer correctly, follow five steps in order: clear dues, fill the form, submit it, wait for the police report and collect the signed copy. Skipping the first step is the most common reason a file stalls.
- Clear dues. Pay road tax arrears, pending e-challans and close any bike loan before you apply.
- Fill Form 28. Complete the NOC form in three copies and sign each one as the registered owner.
- Apply at your RTO. Submit it to the Bengaluru RTO that registered the bike, online on Vahan where enabled or at the counter.
- Wait for the police report. The RTO asks the police to confirm no theft case is reported or pending.
- Collect the NOC. Take your copy and send the triplicate to the RTO of the new area.
Checking challans first
Unpaid fines can hold up the file. See our Bangalore traffic fines guide to check and clear them first.
After the steps
Take the NOC to the new state’s RTO and apply for re-registration there before the 12-month limit.
Can we get NOC from RTO online?
Yes, in many states you can get NOC from the RTO online through the Vahan citizen services portal, which lists NOC under RC-related services. Whether a particular Bengaluru office processes it fully online, or still asks for a visit with originals, depends on how Karnataka has set up that service.
What online covers
Online filing usually covers the form details, document uploads and fee payment. The police report and officer approval still happen inside the RTO.
When you will still visit
If the record has a mismatch, such as a wrong chassis number, the office corrects it in person before it issues anything.
How to get NOC from RTO online in Karnataka?
To get NOC from RTO online in Karnataka, open Vahan, pick Karnataka and your RTO, enter the registration and chassis digits, verify the OTP and choose the NOC service. Upload the papers and pay the generated fee. We could not confirm that every office allows this end to end.
Mobile number matters
The OTP goes to the mobile linked to the RC. If it is an old number, update it before you start.
Save the application number
Write it down or screenshot it. You will need it to track the file and to show at the counter.
How to apply for NOC for bike online on Vahan?
To apply for NOC for bike online, choose “Vehicle Related Services” on Vahan, select Karnataka and the issuing RTO, then follow the NOC screens. The steps are the same as for a car; only the vehicle class on the form changes. Pay only the fee Vahan shows.
Scans to prepare
Keep clear scans of the RC, insurance, PUC and tax receipt. Blurry uploads are a common reason for a query from the office.
Tracking the file
Our NOC status guide explains how to follow the application after you submit it.
How to get bike NOC online when the bike is on loan?
To get bike NOC online for a financed bike, close the loan first and download or request the lender’s NOC through its app or customer care. Then file Form 35 to remove the loan from the RC. Only after that does the RTO NOC on Form 28 go through cleanly.
Two letters, two jobs
The lender NOC says the loan is closed. The RTO NOC says the bike may leave the state. One cannot do the other’s job.
Where to read more
Our NOC for bike loan guide covers lender letters and Form 35 in more depth.
What is a Hero bike NOC?
A Hero bike NOC usually means the no objection letter issued by Hero FinCorp, the lender behind many Hero two-wheeler loans, after the last EMI is paid. It confirms the loan is closed. It is not issued by Hero MotoCorp dealers and it does not let the bike change states.

When you get it
Lenders release the NOC once the full loan amount and any charges are cleared. Ask for the closure statement at the same time.
Bikes financed by banks
If a bank, not Hero FinCorp, financed your Hero bike, the NOC comes from that bank instead.
How does a Hero NOC from Hero FinCorp work?
A Hero NOC request goes through Hero FinCorp’s customer channels. Its site lists the toll-free number 1800-102-4145 (8 AM to 8 PM, Monday to Saturday), the email [email protected], WhatsApp +91 9289386204 and the Hero FinCorp Customer App. The site does not publish an NOC timeline.
What to ask for
Ask for the NOC letter and a signed Form 35 together. The RTO needs both to delete the hypothecation entry.
Beware of fake callers
Hero FinCorp warns customers not to share sensitive details over the phone. Never pay a “NOC release fee” to an unknown caller.
How to download NOC online?
To download NOC online, use the issuer’s own channel: Vahan for an RTO NOC once it shows approved, or the lender’s app or portal for a loan NOC. If no download appears, the certificate has not been issued yet or must be collected in person.
RTO NOC download
Look for the print or download option against your application number in Vahan after approval.
Lender NOC download
Log in to the lender app with the loan account. If the NOC tab is empty, check for unpaid charges.
How to check NOC of vehicle online?
To check NOC of vehicle online, track the application number on Vahan for an RTO NOC, or check the lender app for a loan NOC. For a used bike you are buying, check the RC record for hypothecation and ask the seller for the original letters.
Buying a used bike in Bengaluru
An out-of-state bike without a NOC is hard to re-register. Ask for the NOC, police report and tax receipt before you pay.
Verifying a paper NOC
Match the registration and chassis numbers on the certificate with the RC and the bike itself.
How to get NOC for car in Bangalore?
To get NOC for car owners in Bangalore, use the same Form 28 and the same RTO steps as for a bike. The checks on tax, challans, loans and police clearance do not change. Only the vehicle class, the fee and sometimes the inspection differ.
Car loans
A financed car needs the bank’s NOC and Form 35 first, exactly as with a bike.
Selling to someone outside Karnataka
If the buyer will register the car elsewhere, the seller usually applies for the NOC, because only the registered owner can sign Form 28.
How to get NOC for car in Delhi?
To get NOC for car in Delhi, apply to the Delhi transport department RTO that registered the car, using the same national Form 28 process on Vahan or at the office. We have not verified Delhi-specific fees or steps, so confirm them on the Delhi transport site before applying.
Moving a Delhi car to Bengaluru
Once the Delhi NOC is issued, bring it to the Karnataka RTO for your area, pay Karnataka lifetime tax and apply for a KA mark.
Fees and timing
The Delhi fee is generated by Vahan for your vehicle class. The 30-day decision rule in Section 48 applies there too.
Which documents go with the NOC form?
The NOC form goes with the original RC, a valid insurance policy, a valid PUC certificate, proof that road tax is paid, a chassis pencil print where asked, and ID and address proof. A financed bike adds the lender’s NOC. Transport vehicles also need permit and fitness papers.

Two-wheeler extras
Bikes rarely need more, but check your PUC date; an expired one is a quick reason for a query.
Keeping copies
Keep one full set of self-attested copies at home in case the RTO asks you to refile.
What fee does the NOC form carry?
The NOC form fee is set under rule 81 of the Central Motor Vehicles Rules plus state components, and it can differ by vehicle class. We could not verify the current Karnataka figure, so pay only what Vahan or the RTO counter generates and keep the receipt.
Extra charges to expect
Pending tax, challans or late fees are added before the NOC fee, not instead of it.
Avoid middlemen pricing
Agents may quote a package price. Ask for the official receipt so you can see what went to the RTO.
Which NOC form mistakes cause rejection?
Most rejected NOC form files have a detail that does not match the RC, a loan still showing, unpaid challans or an expired PUC or insurance. Fix each before you submit and the police and tax checks usually pass without a second visit.

Address changes
If you moved within Bengaluru, update the RC address first or explain the difference with proof.
Name spelling
The name must match the RC exactly, including initials.
How long does a Karnataka NOC take?
Section 48 gives the RTO 30 days from receipt to grant or refuse in writing. If it neither grants nor tells you of a refusal in that time, the NOC is treated as granted. Police verification is the usual cause of delay.
| Stage | What happens | Time limit |
|---|---|---|
| Submission | RTO issues a receipt | Same day |
| Police report | No theft case confirmed | Within the 30 days |
| Decision | Grant or written refusal | 30 days from receipt |
| Re-registration | New mark in the new state | Within 12 months of moving |
If 30 days pass
A Bengaluru guide on re-registration says owners who get no reply can apply in the new state with a copy of Form 28, the postal acknowledgement and a declaration.
Validity
There is no single national validity for the NOC. Read the date printed on the certificate and use it promptly.
What should you do after the NOC is issued?
After the NOC is issued, send or carry the triplicate to the new RTO, apply for the new registration mark, pay that state’s road tax and fit new plates. Keep the NOC with the new RC.
Insurance update
Tell your insurer about the new registration number so a claim is not refused later.
Loan removal
If you skipped it, file Form 35; our Form 35 guide has the details.
What are Bangalore bus pass rates?
Bangalore bus pass rates for BMTC monthly passes were reported at ₹1,200 for ordinary buses, ₹2,000 for Vajra AC and ₹4,000 for the Vayu Vajra Gold pass after the latest fare revision. We could not reach the BMTC site, so confirm the price at a depot or in the Namma BMTC app.

| BMTC monthly pass | Reported price | Covers |
|---|---|---|
| Ordinary | ₹1,200 | Non-AC city buses |
| Vajra AC | ₹2,000 | Vajra AC services |
| Vayu Vajra Gold | ₹4,000 | All routes including the airport |
Why this is on a NOC page
People who move to Bengaluru often wait weeks for a NOC and re-registration. A bus pass is a common stopgap.
Student passes
Concessional student passes are issued separately, and in June 2026 the state announced free bus passes for students from school to doctoral level.
What is the Bangalore bus pass price for Vajra and airport routes?
The Bangalore bus pass price for the Vajra AC monthly pass was reported at ₹2,000, and the Vayu Vajra Gold pass, which also covers the airport routes, at ₹4,000. Prices change with fare revisions, so check the current rate before buying.
Choosing between them
If you rarely go to the airport, the Vajra pass costs half as much as Vayu Vajra Gold.
Where to buy
Passes are sold at BMTC depots and through the Namma BMTC app.
Which Bangalore pass suits you while the NOC is pending?
The right Bangalore pass depends on your route. Ordinary buses cost least, Vajra suits AC commutes on main corridors, and Vayu Vajra Gold suits frequent airport trips. Women domiciled in Karnataka can ride eligible non-AC buses free under the Shakti Scheme.
Shakti Scheme limits
Shakti covers Bengaluru Sarige, Astra and non-AC Metro Feeder services on BMTC. It does not cover Vajra or Vayu Vajra AC buses.
Riding your bike meanwhile
You may keep riding the out-of-state bike for up to 12 months. Carry the RC, insurance and PUC every time.

Is the NOC form the same in every state?
Yes. Form 28 is a central form under the Central Motor Vehicles Rules, so the fields are the same. States differ only in the number of copies, the fee and whether the application can be filed fully online.
Do I need a NOC to sell my bike inside Bengaluru?
No RTO NOC is needed for a sale within Karnataka. The buyer and seller file the transfer forms instead. If the bike is financed, the lender's NOC is still needed to clear the loan.
How long does a Karnataka RTO take to issue a NOC?
The Motor Vehicles Act gives the RTO 30 days from receipt to grant or refuse in writing. If it does neither, the NOC is treated as granted.
Can I ride a bike with an out-of-state number in Bangalore?
Yes, for a while. Section 47 asks you to get a Karnataka mark if the bike stays in the state for more than 12 months.
What is the Hero FinCorp customer care number?
Hero FinCorp lists 1800-102-4145, open 8 AM to 8 PM Monday to Saturday, the email [email protected] and WhatsApp +91 9289386204.
Does Hero FinCorp send the NOC by post or in the app?
Hero FinCorp's website does not say. Ask customer care or check the Hero FinCorp Customer App after your final EMI, and keep the closure statement.
Is a downloaded NOC accepted at Bengaluru RTOs?
A NOC issued through Vahan or the lender's official channel is normally accepted. Carry any signed original you hold, because some counters still ask to see it.
Are women charged for BMTC passes?
Under the Shakti Scheme, Karnataka-domiciled women and transgender residents travel free on eligible non-AC BMTC services. Vajra and Vayu Vajra AC buses are not covered.
Can I use a BMTC pass on Namma Metro?
A BMTC bus pass is a bus product. Namma Metro has its own cards and tickets, so check the metro operator's rules before relying on one for both.
