Vahan portal guide: RC download Assam and other state copies
The Vahan portal is the national vehicle registration system run by NIC for MoRTH, and Assam uses it for every registered vehicle. For an RC download in Assam, open Vahan citizen services, pick Assam, choose the print RC option, enter the AS number and chassis digits, then type the OTP sent to the linked mobile. DigiLocker and mParivahan give the same RC free.
Key takeaways
- The Vahan portal holds the record for every AS-numbered vehicle; DigiLocker and mParivahan read the same data.
- An Assam RC copy needs the AS registration number, a few chassis digits and the mobile linked to the vehicle.
- Since June 2022 Assam dealers sign the RC for new vehicles, so the copy appears without a DTO visit.
- Downloading or viewing the RC is free; any site charging for it is private, not official.
- Andhra Pradesh, Bihar, Tamil Nadu, Odisha and Jharkhand use the same national screens with small state differences.
- Search slips such as parwan sawa simply mean Parivahan Sewa, the umbrella site for these services.

What is the Vahan portal?
The Vahan portal is India’s national vehicle registration system. It stores every registered vehicle’s record, from the owner and model to tax, fitness and insurance dates. The National Informatics Centre (NIC) runs it for the Ministry of Road Transport and Highways (MoRTH), and Assam’s transport offices work on it every day.

One register, many windows
Vahan is the database and the office software. The citizen services site, the mParivahan app and DigiLocker are windows onto that same register. So when an Assam owner saves an RC copy from any of them, the details match, because each one pulls from the same central record.
Vahan and Sarathi are different
Vahan handles vehicles. Sarathi handles people: learner licences, driving licences and conductor licences. Assam uses both, which is why a licence query and an RC query start from different screens even though both sit under Parivahan Sewa.
Who runs the Vahan portal for Assam vehicles?
NIC builds and hosts the Vahan portal, while the Transport Department, Assam, uses it to register and manage vehicles in the state. The department lists VAHAN and SARATHI as its key projects. Its district offices approve applications, collect dues and update the records that you later download.
The role of district offices
A CAG audit report counts 34 district-level transport offices in Assam, each headed by a District Transport Officer (DTO) supported by motor vehicle and enforcement inspectors. These offices are the “RTO” for Assam drivers, and each office’s code is the number after AS on your plate.
The role of the Commissioner
The Commissioner of Transport heads the department in Guwahati. State notices, circulars and office transfers come from there, while the vehicle record itself stays on the national system. For a wider look at what the register shows, see our guide to vehicle information on Vahan.
Which services does the Vahan portal give Assam owners?
Assam owners can use the Vahan portal for most work on a registered vehicle: printing the RC, paying tax and fees, applying for transfer of ownership, adding or removing a loan, changing an address and renewing registration. Some services still end with an inspection or document check at the DTO office.
| Task | Where you start | Visit needed? |
|---|---|---|
| RC copy (PDF) | Vahan citizen services | No |
| Signed RC | DigiLocker | No |
| RC on phone | mParivahan | No |
| Tax and fees | Vahan payment | No |
| Transfer of ownership | Vahan application | Sometimes, for checks |
| Registration renewal | Vahan application | Yes, for inspection |
The 2022 contactless list
A MoRTH notification of 16 September 2022 (S.O. 4353(E)) moved 58 transport services fully online, with Aadhaar authentication as an option. The list covers licences, registration, permits and ownership transfer. Assam applies the national list, so most paperwork no longer needs a queue.
Services that still need the office
Physical checks cannot happen online. Renewal of an old vehicle, fitness for transport vehicles and some transfer cases need the vehicle to be seen by an inspector. Apply online first, then take the printed acknowledgement to the DTO office on the given date.
How do you open the Vahan portal for Assam?
Open the Vahan portal from parivahan.gov.in rather than through a search ad. Go to online services, choose vehicle related services, then pick Assam from the state list. Some services also ask you to pick the district office; choose the one shown on your RC, not the one nearest your home.
Picking the right office
If your vehicle carries AS-01, choose the Guwahati office even if you now live in Dibrugarh. The record lives with the office that registered the vehicle until it is formally moved.
Entering the number
Type the number as one string, for example AS01AB1234, with no spaces or dashes. Use the digit zero, not the letter O.
Is the Vahan portal free to use?
Using the Vahan portal to look up a vehicle, view an RC or download a copy costs nothing. You pay only for an actual service, such as a tax payment, a transfer fee or a duplicate RC, and the fee is shown on screen before the payment gateway opens. There is no charge for logging in.
Why some sites ask for money
Private websites copy the look of Parivahan and then ask for a “processing” or “express” fee. The government does not sell RC copies or owner details. If a page asks for card details just to show your RC, close it and return to the gov.in address.
Paying for a real service
When you do pay, the receipt shows a transaction number and the service name. If money leaves your account but the screen fails, wait for the bank to settle the payment before paying a second time.
How does RC download Assam work?
RC download Assam means saving an official copy of your vehicle’s registration certificate from the Vahan record kept by the Assam transport offices. You prove you own the vehicle through an OTP to the linked mobile, and the system hands you a PDF.
What the copy replaces and what it does not
The copy is handy for insurance renewals, traffic checks and showing a buyer the vehicle’s details. It does not replace a lost original card for a sale or transfer. For that, you apply for a duplicate RC, covered further down this page.
Same method for every vehicle class
Cars, two-wheelers, autorickshaws and goods vehicles registered in Assam all use the same download screen.
What do you need before you start an Assam RC copy?
Keep three things ready before you open the Vahan portal: the full AS registration number, the last few digits of the chassis number, and the phone whose number is saved in the vehicle record. A DigiLocker account helps if you want the signed version.

Finding the chassis number
The chassis number is printed on your insurance policy, the old RC book or card and the sale invoice.
Checking the linked mobile
Many Assam records still carry the dealer’s phone or an old SIM. If you are unsure, start the process once. If the OTP goes to a masked number you do not recognise, stop and correct the number before trying again.
RC download Assam on the Vahan portal, step by step
The steps below follow the print RC route on the Vahan portal. They need no login beyond the OTP, take about two minutes and cost nothing.

- Open Vahan. Go to Vahan citizen services and choose Assam as the state.
- Choose print RC. Open the document download or print RC option.
- Enter the AS number. Type the registration number and the chassis digits the form asks for.
- Type the OTP. Enter the one-time password sent to the mobile linked to the vehicle.
- Save the PDF. Download the RC copy and keep it on your phone and email.
If the menu looks different
NIC changes menu names from time to time. Look for words such as print RC, download document or registration certificate under the vehicle services for Assam. The underlying route stays the same: number, chassis digits, OTP, PDF.
After you save the file
Open the PDF once to check that the name, model and dates match your card. Rename the file with your vehicle number and email it to yourself. For the national version of these steps, see our RC download guide.
Can you save an Assam RC as a PDF?
Yes. The Vahan print option produces a PDF that you can save on a phone or computer and print on plain paper. DigiLocker also lets you download its signed RC as a PDF. mParivahan shows the RC inside the app rather than as a separate file.
Printing the copy
A plain A4 print is fine for your own records or to hand to an insurer. Keep the print clean and readable; a faded copy causes doubts during checks.
Keeping the file current
The PDF shows the record on the day you saved it. After renewal, a new address or a closed loan, save a fresh copy so you are not carrying outdated details.
How do you get an Assam RC in DigiLocker?
Sign in to DigiLocker, open issued documents and search for the Ministry of Road Transport and Highways. Choose registration of vehicles, enter the AS number and the chassis digits asked for, and select get document. The signed RC then stays in your issued documents for later use.
Why the signed copy matters
DigiLocker’s RC is digitally signed by the issuer, so it counts as an electronic record that others can verify.
When DigiLocker cannot find the RC
DigiLocker matches your name and the vehicle details against Vahan. A spelling mismatch or an old record that was never digitised can stop the match. In that case, use the Vahan print option or ask the DTO office to correct the record first.
Can you get an Assam RC on WhatsApp?
Yes, through DigiLocker on WhatsApp. Message +91 9013151515 (MyGov Helpdesk) with Hi, Namaste or Digilocker, authenticate your DigiLocker account in the chat, and pick the vehicle registration certificate from the list. The service was launched in May 2022 and works for Assam vehicles like any other.
What the chat can and cannot do
The chatbot fetches documents already linked to your DigiLocker account. It does not create a new RC or fix errors in the record. If the RC is missing in the chat, add it first in the DigiLocker app or website.
Staying safe on WhatsApp
Save the number from an official announcement, not from a forwarded message.
How do you keep an Assam RC on your phone?
The easiest phone copy is the virtual RC in mParivahan, the official NIC app. Add the vehicle with its AS number, verify with the chassis and engine digits and an OTP, and the RC appears in your dashboard. It carries a QR code that an officer can scan.

Using the app at a check
Open the virtual RC before you reach the checkpoint if the network is weak. For more on the app’s lookup, see mParivahan RC check.
Phone copy versus a photo
A photo of the RC card is only a picture. The app copy is pulled live from the register, so it is far more convincing during a check and harder to fake.
Which Assam RC route should you choose?
Choose the route that fits what you will do with the copy. The Vahan portal PDF suits printing and filing. DigiLocker suits sharing a signed copy. mParivahan suits roadside checks. All three are free and read the same record, so many Assam owners keep at least two.
| Need | Best route | Why |
|---|---|---|
| Print for an insurer | Vahan PDF | Clean A4 copy |
| Send to a buyer or bank | DigiLocker | Digitally signed |
| Show at a traffic check | mParivahan | Live record with QR code |
| No smartphone handy | Vahan PDF at a cyber cafe | Works in any browser |
| Quick fetch on chat | DigiLocker on WhatsApp | No app needed |
How do Assam bike owners download an RC?
Two-wheeler owners follow the same Vahan steps: Assam, print RC, the AS number, chassis digits and OTP. The bike’s chassis number is on the insurance policy and is stamped on the frame.
Common bike-owner hiccups
Bikes bought years ago often carry the dealer’s phone in the record. Another frequent issue is the number typed with a missing zero, such as AS1 instead of AS01. Recheck both before assuming the record is gone.
Keeping the copy on the bike
Riders rarely have room for papers. A virtual RC in mParivahan or a DigiLocker copy on the phone is the practical answer, with a folded print in the under-seat storage as a backup.
How do Assam car owners get an RC copy?
Car owners use the identical print route, with the car’s AS number and chassis digits. Company cars use the company’s registered number.
Cars on a loan
If the car was bought on finance, the copy shows the financier’s name in the hypothecation field. That is normal. It disappears only after the loan is closed and the removal is approved on Vahan.
Cars brought from another state
A car registered elsewhere and not yet re-registered in Assam keeps its old state code. Download its RC under that state, not Assam, until the new AS number is issued.
What does a downloaded Assam RC show?
The copy shows the registration number, date of registration, owner name, address, vehicle class, maker and model, fuel, colour, seating, and the chassis and engine numbers. It also carries validity dates for registration and, where relevant, fitness, plus any loan entry. This is the same data the DTO office sees.
| Field on the copy | What it tells you |
|---|---|
| Registration number | AS state code, office number, series and digits |
| Date of registration | Start of the registration validity |
| Owner name and address | Who the record says owns the vehicle |
| Chassis and engine numbers | The physical vehicle the RC belongs to |
| Vehicle class and fuel | Motor cycle, LMV, transport class, petrol, diesel or electric |
| Hypothecation | Lender’s name if the vehicle is on a loan |
| Valid upto | When registration or fitness must be renewed |
Checking the details
Match the chassis and engine numbers on the copy with the vehicle itself, especially before a sale. Any mismatch needs a correction at the DTO office before anything else.
Owner details stay private
A public search on Vahan masks the owner name. Only the owner’s OTP route gives the full copy, which keeps addresses and names away from strangers.
Does an Assam RC show a vehicle loan?
Yes. If a bank or finance company funded the vehicle, the RC records its name as the hypothecation holder. After the last instalment, the lender issues a no-dues letter and you apply on Vahan to remove the entry using Form 35. Download a fresh copy once it is approved.
Why the entry matters
A buyer cannot get the vehicle transferred while a loan is still recorded. Clearing it promptly saves trouble later.
Adding a loan later
If you take a loan against a vehicle you already own, the lender records it with Form 34. The next RC copy you download will then show the new hypothecation entry.
Is a downloaded RC valid in Assam?
A DigiLocker RC and the mParivahan virtual RC are electronic records that police and transport officers can verify, and MoRTH has asked states to accept such digital documents. A plain PDF print is a useful copy but is less convincing than the live app version, so carry the app copy during checks.
Where originals are still needed
Sale, transfer, duplicate requests and some bank processes ask for the original card or a duplicate issued by the DTO office. A downloaded copy shows the record but does not replace the physical certificate in those cases.
Why does an Assam RC copy fail to open?
Most failures come from the OTP going to an old number, a typo in the registration number, a wrong office choice or chassis digits that do not match. Work through the fixes below before contacting the DTO office.

| Problem | Likely cause | Fix |
|---|---|---|
| OTP never arrives | Old or dealer’s phone in the record | Update the linked mobile first |
| Record not found | Letter O instead of zero, or wrong state | Retype carefully, choose the state on the plate |
| Chassis digits rejected | Wrong part of the number used | Copy the digits from the insurance policy |
| Page times out | Heavy traffic on the server | Retry early morning or use DigiLocker |
| Old vehicle missing | Record never moved into Vahan | Ask the DTO office to update it |
When nothing works
If every channel fails, note the error message, take a screenshot and visit the DTO office that registered the vehicle. Staff can see whether the record is complete and whether the vehicle needs a backlog update.
What if the phone linked to an Assam RC has changed?
You need to update the mobile number in the Vahan record before any OTP-based download will work. The update is an online service with its own verification, and some cases need the DTO office to approve it. Our RC mobile number update guide covers the full process.
Why the update comes first
Every owner-only service sends the OTP to the saved number. Without it, the RC copy, transfer and loan removal all stall.
When can you download the RC of a new vehicle in Assam?
As soon as the registration is approved on Vahan and a number is allotted. In Assam, dealers have issued RCs for new vehicles under the dealer’s signature since 1 June 2022, so most buyers can download the copy within days of delivery, before the card reaches them.

What happens at the dealer
The dealer enters the vehicle and buyer details on Vahan, collects tax and fees, and submits the application. The record then moves through approval, and the number shows on the system. You can then use the print RC route.
Checking progress
If the copy does not show, check the application status on Vahan with the application number from your dealer. Our page on RC card status explains each stage from approval to dispatch.
How does the Assam smart card RC reach you?
After approval, the physical RC smart card is printed and sent by post or handed over through the dealer or office, depending on local practice. The digital copy works in the meantime, so you are not stuck waiting for the card to drive.
If the card is late
Track the dispatch on Vahan if the option shows for your office, and check that your address in the record is complete.
Fees for the card
We could not find a current official fee for the Assam smart card. Any fee will be shown on Vahan before you pay. Confirm it there or at your DTO office.
What do AS codes on an Assam RC mean?
Every Assam registration number starts with AS, the state code, followed by a two-digit office number. AS-01 is Guwahati (Kamrup Metropolitan), AS-02 is Nagaon and AS-03 is Jorhat. After the office number come the series letters and the four-digit number.

Why the code matters for downloads
The office number tells Vahan where the record lives. Choosing the wrong office is a common reason a valid number seems missing. For the full district list, see our guide to DTO Assam offices and number plates.
Secondary lists disagree
Commercial websites disagree on some higher Assam codes. Check the code on your own RC rather than a list, and confirm doubtful ones with the transport department.
What if you lose the original Assam RC?
A downloaded copy helps in the short term, but a lost or damaged original needs a duplicate RC issued by the DTO office. You apply on Vahan with Form 26, attach a police report where needed, and the lender endorses it if the vehicle is on a loan. See our guide to duplicate RC download for the steps.
Do this first
Report the loss to the police and keep the acknowledgement. Then save a DigiLocker copy so you can still show proof of registration while the duplicate is being made.
Which office registers vehicles in Assam?
The District Transport Office in each district registers vehicles, approves changes and keeps the record on Vahan. Assam has 34 such offices under the Commissioner of Transport. For new vehicles, the dealer starts the process on Vahan and the office gives final approval.

What the DTO office still does
Inspections, physical document checks, fitness tests for transport vehicles, renewals and dispute cases stay with the office.
Finding office details
We do not list office addresses or phone numbers here because they change. Use the Assam transport department site or the district administration site for current contact details.
Can you download an RC for an old Assam vehicle?
Usually yes, if its record was moved into Vahan. Very old vehicles registered before the switch to Vahan sometimes have incomplete digital records. If a search returns nothing for a vehicle you own, ask the DTO office to complete the backlog entry, then download the copy.
Signs of a backlog record
The search may show the number but no chassis details, or the RC may be missing from DigiLocker. Carry the old RC book, insurance and ID to the office so staff can fill the gaps.
Old vehicles and renewal
A private vehicle’s registration needs renewal after its validity ends, which includes an inspection. Renew first if the date has passed, because the copy will show the expired validity.
What can you do when the Vahan portal does not load?
The Vahan portal sometimes slows down or times out during peak hours or maintenance. Wait and retry early in the morning, switch to DigiLocker or mParivahan, or try another browser. Never use a mirror site that claims to be “faster”; those are not official.
Quick checks
Clear the browser cache, turn off pop-up blockers for the gov.in address and make sure your date and time settings are correct.
Keeping proof of the problem
If a payment or application gets stuck, keep the screenshot and transaction number. They help the DTO office or NIC helpdesk trace the issue quickly.
What is mParivahan online tax?
mParivahan online tax refers to paying or checking vehicle tax through the mParivahan app. Guides list road tax payment and tax status among the app’s features, while the payment itself runs on the Vahan payment gateway. The amount comes from the vehicle record, so check it on screen before paying.
What you can see in the app
The vehicle dashboard in mParivahan shows tax validity alongside insurance and PUC.
Using the app safely
Download mParivahan only from the official app stores, published by NIC.
Can Assam owners pay tax through the app?
Yes, where the tax service is open for Assam. The app hands you to the same payment page as the Vahan portal, so the tax amount and receipt are identical. For a wider explanation of rates and how road tax works, see our tax section.
Saving the receipt
After paying, download the receipt from Vahan and save it with the RC copy. If the bank deducts money but Vahan shows a failure, wait for the settlement window before paying again.
How does RC download AP work?
RC download AP works through the same national Vahan system for vehicles registered in Andhra Pradesh. District transport pages say new registrations and later changes run on Vahan, and the state’s own site, aptransport.org, still lists services. DigiLocker and mParivahan give digital RCs too.

Steps for an AP vehicle
Choose Andhra Pradesh on Vahan, open the print RC option, enter the AP number and chassis digits and verify with the OTP. Older AP vehicles registered on the state’s earlier system may need the office to complete the record.
AP digital RC cards
News reports say the AP transport department chose to issue digital licences and RC cards through DigiLocker and mParivahan free of charge. Check the AP transport site for the current status of physical cards.
AP bike RC download: what changes for two-wheelers?
AP bike RC download follows the same route, with the bike’s AP number and chassis digits. The bike’s chassis number is on its insurance policy. The OTP goes to the number in the record, which for many older bikes is the dealer’s, so update it first if needed.
Telangana or AP?
Bikes registered before Telangana was formed may still carry an AP code. If a bike now ridden in Hyderabad shows an AP number, choose Andhra Pradesh unless it has been re-registered with a TS or TG code.
How does RC download Bihar work?
RC download Bihar works through Vahan, DigiLocker or mParivahan for BR-numbered vehicles. Bihar’s transport department notified in 2018 that DigiLocker copies of the RC and licence are valid documents. Choose Bihar, enter the BR number and chassis digits, and verify with the OTP.
When to use DigiLocker in Bihar
Because the state accepted DigiLocker documents early, the signed copy is widely recognised by Bihar officers. Fetch it once and keep it in your issued documents. For a closer look at what the record shows, see RC details Bihar.
Bihar vehicle searches
A public search shows the model, dates and a masked owner name. The full RC needs the owner’s OTP, as in every state.
RC download TN: which route works for Tamil Nadu?
RC download TN uses Vahan, DigiLocker or mParivahan for TN-numbered vehicles. Tamil Nadu RTOs run help desks that guide people through Vahan for RCs and Sarathi for licences. Choose Tamil Nadu on Vahan and follow the same print RC steps with the TN number.
TNSTC is a bus operator
Some searches mix up the Tamil Nadu State Transport Corporation with the transport department. The corporation runs buses; it does not issue RCs. Use the Vahan route or visit your RTO help desk.
Help in person
If the OTP or record fails, the RTO help desk can check the record and update the mobile number.
How does online RC download Odisha work?
Online RC download Odisha runs through parivahan.gov.in and Vahan for OD-numbered vehicles. A 2021 Odisha Transport Commissioner order moved vehicle services online and stopped cash at RTO counters. The same order says owners must update the registered mobile number to view registration data online.
What the order changed
Taxes, fees, permits, fitness receipts and document uploads now go through the national portal in Odisha. That makes the online copy the normal route, not a backup.
Aadhaar and Odisha services
Odisha links many online services to Aadhaar authentication. People without Aadhaar can still get services at the RTO with another identity document.
What is Jharkhand Parivahan Sewa?
Jharkhand Parivahan Sewa is the common name for Jharkhand’s transport services on the national Parivahan platform. The Jharkhand Department of Transport, headquartered at Dhurwa in Ranchi, runs its state site at jhtransport.gov.in, while vehicle and licence work runs on Vahan and Sarathi.
RC copies for JH vehicles
Choose Jharkhand on Vahan and use the print RC option with the JH number and chassis digits. DigiLocker and mParivahan work the same way.
State site versus national portal
The state site carries notices, office lists and state-specific rules. The national portals hold the actual records and applications.
Do other states use the same Vahan portal screens?
Yes. The Vahan portal is one national system, so Assam, Andhra Pradesh, Bihar, Tamil Nadu, Odisha and Jharkhand all use the same layout. You only change the state choice. Fees, tax rates and local rules differ, but the print RC route is the same everywhere.
| State | Plate code | Main route for an RC copy | State notes |
|---|---|---|---|
| Assam | AS | Vahan, DigiLocker, mParivahan | Dealer-signed RC since June 2022 |
| Andhra Pradesh | AP | Vahan, aptransport.org | Digital RC through DigiLocker |
| Bihar | BR | Vahan, DigiLocker | DigiLocker accepted since 2018 |
| Tamil Nadu | TN | Vahan, RTO help desk | Help desks at RTOs |
| Odisha | OD | parivahan.gov.in | Services online since 2021 order |
| Jharkhand | JH | Vahan, jhtransport.gov.in | State notices on its own site |
Choose the state on the plate
Always pick the state shown on the vehicle’s plate, not where you live now.
What does parwan sawa mean?
Parwan sawa is a misspelling of Parivahan Sewa, the national transport services site at parivahan.gov.in. Search engines usually correct it, but some fake sites target such typos. If you meant Parivahan Sewa, go straight to the gov.in address for Vahan and Sarathi services.
Other common spellings
People also type parivahan seva, parivhan sewa or prvahan. All refer to the same site.
What is a Parivahan conductor licence?
A Parivahan conductor licence is the licence a conductor needs to work on a stage carriage such as a bus. Chapter III of the Motor Vehicles Act covers conductor licensing, and states issue it through Sarathi. Applicants pick their state, choose new conductor licence, upload documents and pay online.
Where to read the full process
Eligibility, documents and fees vary by state. Our conductor licence guide covers the full process. Assam applicants choose Assam on Sarathi and follow the state’s checklist.
Printing the licence
Once issued, the licence can be printed from the print conductors licence option using the application number and date of birth.
How do you spot a fake Assam RC website?
Official Assam vehicle services sit on gov.in addresses: parivahan.gov.in, vahan.parivahan.gov.in, digilocker.gov.in and transport.assam.gov.in. A site that charges for an RC copy, sells owner details or asks for card numbers before showing a record is not official.

Red flags
Look for spelling mistakes in the address, pop-up payment boxes, WhatsApp numbers offering “instant RC” and pages that ask for your OTP in a chat. The government never asks you to share an OTP.
If you paid a fake site
Contact your bank at once to block the card and dispute the charge. Report the site on the national cybercrime portal.
Can someone else download your Assam RC?
Not without your OTP. The full copy goes only to the person who can read the OTP on the linked mobile. A public search shows limited details with a masked name. Keep your OTP private and never share the chassis digits with strangers.
Agents and family members
An agent or relative can help only if they have access to your phone at that moment.
Where should you keep your downloaded RC?
Keep the signed RC in DigiLocker, the virtual RC in mParivahan and one PDF in your email. That gives you a copy even if a phone is lost. Keep the original smart card at home or in a safe spot in the vehicle, away from heat and water.
Updating the copies
After any change on the Vahan portal, such as renewal, transfer or loan removal, refresh all three copies so they match the record.

Is the Vahan portal an official government website?
Yes. Vahan is built and run by the National Informatics Centre for the Ministry of Road Transport and Highways. Reach it from parivahan.gov.in and check that the address ends in gov.in.
Can I download my Assam RC without visiting the DTO office?
Yes. The print RC option on Vahan, the signed RC in DigiLocker and the virtual RC in mParivahan all work from home, as long as the OTP reaches you.
Does an Assam RC download cost money?
No. Viewing or downloading the RC copy is free. Only a new smart card, a duplicate RC or a change in the record is a paid DTO service.
Which mobile number gets the OTP?
The number saved in the vehicle record on Vahan. If it is an old or a dealer's number, update it before trying again.
Can I get my Assam RC on WhatsApp?
DigiLocker runs on WhatsApp through MyGov Helpdesk at +91 9013151515. After you authenticate your DigiLocker account there, it can fetch the vehicle RC.
Is a phone copy of the RC accepted by Assam traffic police?
A DigiLocker or mParivahan copy is an electronic record that officers can check by QR code. Keep the app copy ready rather than only a photo.
What does AS 01 mean on an Assam RC?
AS is the state code for Assam and 01 is the Guwahati (Kamrup Metropolitan) office. AS-02 is Nagaon and AS-03 is Jorhat.
My new vehicle is registered. Why is there no RC yet?
The copy appears once the dealer entry, tax payment and approval are complete in Vahan. Check the application status first, then retry the download.
Can I download the RC of a vehicle I am buying?
Not the full copy. That needs the seller's OTP. You can run a public vehicle search to see the model, dates and masked owner name.
Does mParivahan let me pay vehicle tax?
Guides list tax payment and tax status among the app's features, and the payment itself goes through the Vahan gateway. Confirm the amount on screen before paying.
Where is the Vahan portal for Bihar or Odisha?
It is the same national Vahan portal. You only choose a different state, so the screens look the same as in Assam.
What is the difference between parwan sawa and Parivahan Sewa?
None. Parwan sawa is a common misspelling of Parivahan Sewa, the national transport services site at parivahan.gov.in.
Parivahan Sewa (parivahansewa-in.com) is an independent information website and is not affiliated with MoRTH, Parivahan or any state transport department. Confirm fees and rules on the official portal before you pay or apply.
