RC card status: track your RC from approval to delivery
Your RC card moves through fixed stages: application, verification, approval, printing and dispatch. To follow it, open Vahan citizen services, choose the status option, enter the application number from your fee receipt and read the stage shown. Once it says dispatched, track the speed post number, or collect the card from your RTO if your state hands it over at the counter.
Key takeaways
- Every RC card request, from a new registration to a transfer, gets an application number; that number is the key to tracking it.
- Status stages run in order: submitted, verified, approved, RC generated, dispatched. A request can pause at any desk.
- Under Section 50 of the Motor Vehicles Act, the buyer must report a transfer within 30 days; the seller within 14 or 45 days.
- A speed post number can appear before the RTO hands the parcel to the post office, so allow a few days before worrying.
- A loan is removed only when the financier line disappears from the record, not when the bank sends a NOC.

What is an RC card?
An RC card is the smart-card version of your vehicle’s registration certificate, issued by the RTO under the Motor Vehicles Act, 1988. It proves the vehicle is on the national register and names its legal owner. Each new registration, transfer or duplicate ends with a fresh card you can track.

What the card replaces
Older owners received a paper booklet with stamps and handwritten entries. Most states now print a credit-card-sized PVC card with a QR code or chip. Both are valid while the national record matches the vehicle.
Why the card takes time
The card is printed only after the RTO has approved the change in the record. Printing happens in batches at many offices, and the card is then posted or kept for collection, so a gap between approval and delivery is normal.
How do you know your RC status?
To know your RC status, use the application number from your fee receipt on Vahan citizen services. The status screen tells you which desk holds the file: the dealing clerk, the approving officer, the printing section or dispatch.

Where the application number comes from
The number is generated when you pay the fee online or at the counter. It is printed on the receipt and usually sent by SMS to the registered mobile. Dealers give it to new-vehicle buyers on the invoice pack.
What does an RC show at each stage on the national register?
Each stage reflects a desk on the national register. Submitted means the fee is paid; pending means a clerk or officer has not acted; approved means the record changed; RC generated means the card was printed; dispatched means it has left the office.
| Status shown | What has happened | What you do |
|---|---|---|
| Submitted / fee paid | Application and payment received | Keep the receipt |
| Pending at verification | Papers or vehicle inspection due | Attend if called |
| Objection raised | A document or detail is missing | Fix it and resubmit |
| Approved | Record updated on the register | Fetch a digital RC |
| RC generated / printed | Card produced | Wait for dispatch |
| Dispatched | Sent by post or ready at counter | Track or collect |
Labels differ by state
States word these steps differently, and some screens show desk names such as “dealing hand” instead. The order, however, is the same in every state: check, approve, print, send. If the label is unclear, the RTO help desk can translate it.
A stage can go backwards
An objection sends the file back to you. After you upload the missing paper, the status returns to verification, not to approval, so expect the timeline to restart from that point.
Which Vahan details can an owner see?
The Vahan details for your vehicle include the registration date, issuing RTO, maker and model, fuel, vehicle class, insurance validity, PUC validity and whether a loan is recorded. The public search masks part of the owner name. These details show the live record, not the progress of an application.

Live record versus application stage
A completed transfer or loan removal shows up in these details only after approval. Before that, the record still shows the old owner or the financier, which is why checking both the application and the record is useful.
What is a vehicle RC and why does its status matter?
A vehicle RC is the legal proof of who owns a vehicle and that it may run on public roads. Its status matters because an RC that is suspended, expired or blocked stops you from renewing insurance, selling the car or getting a loan.
Active, expired or blacklisted
The record can show the RC as active, as expired (for example after the 15-year validity of a private vehicle runs out) or as blacklisted because of tax dues, theft reports or court orders. Only the RTO can clear a block.
Where is the Vahan Parivahan application status page?
The Vahan Parivahan application status page sits inside Vahan citizen services at vahan.parivahan.gov.in/vahanservice, under the status menu. The Parivahan home page also links to it through online services and vehicle-related services.
Avoiding look-alike sites
Many private sites copy the word Parivahan. The real status page ends in parivahan.gov.in. Never pay a fee to see your status; the official check is free. For a broader walk-through of the screen, see our guide to Vahan application status.
Vahan application status check: the exact steps
A Vahan application status check takes under a minute: open the status menu, choose the application status option, type the application number and captcha, then submit. The result lists the service, the date of each step and the current desk.
- Open Vahan citizen services. Go to vahan.parivahan.gov.in/vahanservice and open the status menu.
- Choose application status. Pick the option to know your application status.
- Enter the application number. Type the number printed on your fee receipt and the captcha.
- Read the current stage. Note whether the request is pending, approved, generated or dispatched.
- Follow up the dispatch. Track the postal number or ask the RTO when the card is ready to collect.
How to check vehicle application status for other services
The same screen covers permits, NOCs, address changes and loan entries. To check vehicle application status for any of them, use the number from that service’s receipt. Each service has its own number, so keep receipts separate.
When the number is not found
Check for a typing error first, especially the letters at the start. A request made at a counter may take a day to appear online. If it still fails, the RTO can search by registration or chassis number.
How to check my vehicle registration status after buying?
If you are asking how to check my vehicle registration status after buying a new vehicle, start with the dealer. Dealers submit the registration through their Vahan login and receive the application number. Use that number on the status page, or ask the dealer, until a permanent registration number is assigned.
From temporary to permanent number
A new vehicle may run on a temporary registration while the RTO assigns a permanent mark. Temporary registration under Section 43 lasts one month in most cases, so check the status before it lapses.
Track registration of a new vehicle
To track registration progress, watch for the moment the permanent number appears on the status screen. That number lets you order the high security plate and fetch the digital RC, even before the card is printed.
How to check new RC status?
To learn how to check new RC status, use the application number given at purchase on the Vahan status page. A new registration status that sits at verification usually means the RTO still has to inspect papers or the vehicle.
New vehicle RC status in states with dealer registration
In many states the dealer completes registration at the showroom. Your new vehicle RC status then moves quickly to approved, and the card follows by post. In Telangana, for example, dealers fit the HSRP and upload vehicle photographs before the RC is generated.
When the RTO wants to see the vehicle
Some vehicles, such as imported, modified or transport vehicles, need an inspection. The status stays at verification until that is done, so book the inspection slot promptly.
What does RC generation status mean?
RC generation status means the RTO has printed, or is ready to print, the card after approving the record. The card now exists with your details, and the next step is dispatch.
Generated is not the same as sent
A generated card can still sit in the office waiting for a postal batch. Until the status reads dispatched, there is no tracking number to follow.
What to check when it is generated
This is a good moment to fetch the digital RC and read every field: name, address, chassis number and fuel. Spotting an error now is faster than after the card reaches you.
What is RC dispatch status?
RC dispatch status tells you the card has left the printing section. Depending on the state, it was handed to India Post, often by speed post, or moved to the counter for collection. Your RC book dispatch status works the same way for old booklets.
Dispatch by post
When posted, the card goes to the address on the record. Make sure that address is current before the card is printed, because the post office will not redirect it to a new home.
Collection at the RTO
Some offices ask owners or dealers to collect cards. Carry ID and the receipt. A family member may need an authorisation letter, depending on the office.
How to track RC dispatch status?
To see how to track RC dispatch status, take the consignment number from the SMS or status screen and enter it on India Post’s tracking page. If the number shows nothing, the RTO may have booked it but not yet handed the parcel over.

When India Post shows no record
Owners often report a tracking number that India Post does not recognise yet. This usually means the RTO generated the label before handover. If a week passes with no record, ask the RTO to confirm the dispatch date.
What is an RC tracking number?
An RC tracking number is the postal consignment number assigned when the card is posted. It is different from the application number. The application number tracks the request inside the RTO; the tracking number follows the parcel through the post.
Where to find it
Look for it in the dispatch SMS, on the status screen or on the dispatch register at the RTO. Not every state shows it online, so the counter may be the only source.
How does RC card tracking work after dispatch?
RC card tracking after dispatch is handled entirely by the post office. Each scan, from booking to the delivery office, appears on the tracking page. An undelivered card goes back to the RTO.
Vehicle RC tracking for company vehicles
For vehicle RC tracking on fleet or company cars, the card goes to the registered office address. Ask the front desk to log RTO parcels so they are not lost in general post.
Bike RC tracking
Bike RC tracking is identical to car tracking. Two-wheeler cards are printed on the same stock and sent the same way; only the vehicle class on the card is different.
What is RC delivery status?
RC delivery status is the final stage: the card has reached you or the RTO has recorded it as handed over. If the post office shows delivered, the request is closed. If it shows returned, the card is back at the RTO and must be collected. Your RC book delivery status follows the same rule.
Signing for the card
Check the card before signing the post office slip if you can. A damaged or wrong card is easier to report when you have not yet signed for it.
What should you do if the RC card never arrives?
If the RC card never arrives, first confirm the status says dispatched, then trace the postal number. If the post office has no trace, write to the RTO with the application number, tracking number and dates. Only after the RTO confirms loss should you apply for a duplicate.

Use the digital RC meanwhile
You can carry the RC from DigiLocker or mParivahan, which officers verify by QR code. Our guide to RC download explains how to save a signed copy while you wait.
Escalating a long delay
If the RTO does not respond, raise a grievance on the state transport portal or on CPGRAMS at pgportal.gov.in, quoting your application number. Keep copies of every message you send.
RC transfer status check: how to follow a transfer
An RC transfer status check uses the application number from the transfer fee receipt. The screen shows whether the seller’s notice and buyer’s application have been verified, whether an officer has approved the change and whether the new card is printed.
What the seller should keep
The seller should keep a copy of Form 29, the receipt and the application number. Until approval, the seller is still the owner in the record and may be held liable for the vehicle.
Check vehicle transfer status: what does the buyer see?
To check vehicle transfer status as the buyer, use the same number. After approval, the public vehicle search should show the change in owner details, though part of the name is masked. Fetch the digital RC to confirm your full name is correct.
How to check ownership transfer status?
To check ownership transfer status, enter the transfer application number on the Vahan status page. The steps run: papers verified, approved by the registering authority, new RC generated, dispatched. An objection usually means a missing signature, an unpaid challan or a mismatch between Form 29 and Form 30.

| Who reports | When the vehicle is registered | Deadline under Section 50 |
|---|---|---|
| Seller (transferor) | In the same state | 14 days from the transfer |
| Seller (transferor) | In another state | 45 days from the transfer |
| Buyer (transferee) | Anywhere | 30 days from the transfer |
Why the deadline matters
The Supreme Court held in 2018 that the owner shown in RTO records stays liable for an accident even within the reporting period. A seller has every reason to push the file to approval fast.
Ownership change status
The ownership change status is final only when the record shows the new owner and the card is printed in that name. A receipt alone does not prove the change is done.
Vehicle ownership transfer online status: which stages appear?
The vehicle ownership transfer online status shows each stage as a dated line: application submitted, documents uploaded, fee paid, verification, approval, RC printed and dispatched. Where a state lets you upload papers online, the verification stage can close without an RTO visit; elsewhere it waits for the counter.

When a physical visit is still needed
Some states still ask for the original RC or a chassis pencil print at the counter. If the status sits at verification, check whether the RTO has sent an SMS asking for documents.
Vehicle ownership transfer status after approval
Once the vehicle ownership transfer status reads approved, the insurer needs to know. Under Section 157 of the Act, the policy passes to the buyer from the date of transfer, and the buyer should ask the insurer to record the change.
Bike ownership transfer status and car ownership transfer status
The bike ownership transfer status and the car ownership transfer status use the same Vahan screens and stages. Differences come from the paperwork: a financed car needs the lender’s endorsement or NOC, and a commercial vehicle needs permit papers, which can add steps before approval.
Car transfer status with a loan
If the car is still hypothecated, the car transfer status often stops at verification until the lender’s NOC and Form 35 are in. Clear the loan entry first, or ask the lender to endorse the transfer.
RC name transfer status: what to watch for
The RC name transfer status follows the same path as any ownership transfer, but a name transfer after an owner’s death or within a family needs extra documents, such as a death certificate or succession papers.
RTO name transfer status at the counter
If you applied in person, the RTO name transfer status is still visible online with the receipt number. Counter staff can also tell you which desk holds the file, which helps when the online label is vague.
RC name change status for a spelling correction
An RC name change status for a corrected spelling or a name changed after marriage is tracked the same way. The new card prints only after the officer approves the supporting proof.
Duplicate RC status: when will the copy arrive?
The duplicate RC status is tracked with the application number from the duplicate fee receipt. The request moves through verification, often with a police or loss report, then approval and printing. A duplicate is issued on Form 26, and for a financed vehicle the lender’s endorsement is needed too.
Before you apply
Wait until the RTO confirms that a posted card is truly lost. Applying too early can leave two cards in circulation. Our duplicate RC guide covers the documents and the process.
When the duplicate shows generated
As with any card, generated means printed. Fetch the digital copy and check that the word duplicate and your details are printed correctly.
How to check hypothecation of vehicle?
To see how to check hypothecation of vehicle, look at the financier line in the vehicle record or on the digital RC. If a bank or finance company is named, the loan is still marked. After the loan is repaid, the RC hypothecation removal status tells you when the RTO has deleted that entry.

Tracking the removal request
Submit Form 35 with the lender’s NOC, pay the fee and keep the application number. Track it like any other request until the status shows approved, then confirm the financier name has gone from the record.
Why the NOC alone is not enough
A lender’s NOC is valid for a limited period, commonly about three months. If you do not file it in time, you may need a fresh one. The loan stays on the RC until the RTO acts on it.
How to check NOC status of vehicle online?
If you want to know how to check NOC status of vehicle online, use the application number from the NOC fee receipt on the Vahan status page. The vehicle NOC status shows whether the RTO has checked tax, challans and theft records, and whether the NOC on Form 28 has been issued.
After the NOC is issued
The NOC lets you register the vehicle in another state. The new state’s RTO then gives its own application number, which you track separately. For the papers, see our NOC certificate guide.
Common reasons for delay
Pending road tax, unpaid challans and a police verification report are the usual causes. Clear them before applying to avoid a stalled request.
Permit application status: where to track it?
The permit application status for transport vehicles is tracked on Vahan, using the permit application number. Permits are applied for through Parivahan’s online permit service: choose the state, sign in with the registration number, the last five chassis digits and an OTP, then submit and pay.
Which desks handle permits
Permit files go to the transport authority rather than the registration desk. Status labels may mention the state or regional transport authority; that is normal and not an error.
Linking permit and RC
A permit is issued for a specific registered vehicle. If the RC transfer or fitness is pending, the permit may wait for it, so check both statuses.
How to do a vehicle status check?
A vehicle status check looks at the live record by registration number rather than an application. It shows whether the RC is active, the insurance and PUC dates and whether a loan is noted. Use it after a request is approved, or before buying a used vehicle.

Vehicle RC status check by registration number
A vehicle RC status check by number is available on Vahan’s know your vehicle details service and in the mParivahan app. The owner name is partly masked, but the RTO, dates and RC status are shown.
When the record shows nothing
Very old vehicles may never have been digitised. The RTO has to add them through a backlog entry before any online check works.
Check RC status bike: two-wheeler steps
To check RC status bike owners use the same Vahan screens: the application number for a pending request, or the registration number for the live record. Two-wheelers bought from dealers often reach approved within days because registration is done at the showroom.
What bike owners usually track
Most bike checks are for new registration, transfer after resale, and loan removal after the last EMI. Each has its own receipt and number.
Old scooters without online records
If the bike was registered on paper years ago and the record is missing, visit the RTO with the old booklet to get it entered before applying for any change.
What is a bike RC book?
A bike RC book is the registration certificate of a motorcycle or scooter. Older ones are paper booklets; newer ones are smart cards. It lists the owner, registration and chassis numbers, engine number, class, fuel and any loan. The details are the same as on a car RC, apart from the vehicle class.
What is a bike RC card?
A bike RC card is the smart-card version of the same certificate. It is issued after registration or any change, and tracked through the same status stages as a car card.
Car RC status: what car owners check
The car RC status checks car owners make most often are new registration, transfer after a sale, loan removal and renewal after 15 years. Each request has its own application number. The live record then shows whether the RC is active and whether insurance and PUC are valid.
What is a car RC book?
A car RC book is the registration certificate for a car. In most states it is now a smart card. Old booklets remain valid while the national record matches.
Renewal of an older car
A private vehicle’s RC is valid for 15 years and must then be renewed. The renewal request is tracked like any other. For costs, see our guide on RC renewal after 15 years fees.
Mparivahan vehicle search: what does the app show?
The mParivahan vehicle search shows a vehicle’s basic record by registration number: maker, model, fuel, RTO, registration date, insurance validity and a masked owner name. For pending requests, use the Vahan status page instead.
Adding your own virtual RC
Owners can add their own virtual RC in the app by verifying chassis and engine digits with an OTP. For help with the app’s screens, see our mParivahan RC check guide.
Why the app may lag
The app reads the same record as Vahan. If a recent approval is missing, close and reopen the app later; the record usually refreshes within a day.
What is VK Vahan?
We could find no official service called VK Vahan. Searches for it usually lead to private apps that show vehicle details by number and use “Vahan” in their names. Use official Vahan, mParivahan or DigiLocker for status checks.
Risks of private apps
Some private apps ask for payment, collect your phone number or show outdated records. Never share an OTP with them; the government services do not need a third party.
Vahan nic in RC status: is the old address still used?
People search vahan nic in RC status because older state pages pointed to vahan.nic.in. Current citizen services run on vahan.parivahan.gov.in, with the status page under /vahanservice. Use the new address; if an old link fails, type it in yourself rather than following search ads.
Is there a MoRTH RC status service?
There is no separate MoRTH RC status site. MoRTH owns the Vahan system and NIC runs it, so the Vahan status page is the ministry’s official route.
How to get RC after registration?
To see how to get RC after registration, wait until the status shows approved, then fetch a digital RC at once and wait for the card. The smart card arrives after printing and dispatch.
How to get RC of vehicle online after approval
To learn how to get RC of vehicle online, sign in to DigiLocker and pull the RC from the Ministry of Road Transport and Highways under issued documents, or add it in mParivahan. Both need the registration and chassis numbers.
Vahan RC download online once the status is approved
A Vahan RC download online works only after approval. Before that, the record still shows the old details. Our full RC download guide walks through each route.
How to find RC online?
To learn how to find RC online when you have lost track of papers, start with the registration number. The vehicle search confirms the record exists; DigiLocker and mParivahan then let the owner fetch the full RC with an OTP sent to the registered mobile.
If the mobile number has changed
The OTP goes to the number in the vehicle record. Update it through Vahan or at the RTO before trying again, or every route will fail.
Get RC online for a vehicle you just bought
To get RC online after a purchase, wait for the transfer to be approved. Before that, the record shows the seller and your OTP will not work.
Gadi ki RC kaise download kare?
Gadi ki RC kaise download kare is the common Hindi search for saving an RC copy. The answer is the same as in English: once the status is approved, open DigiLocker, mParivahan or Vahan, enter the registration and chassis numbers and verify the OTP. Our Hindi guide, gadi ki RC kaise nikale, explains it step by step.
Status pehle dekhein
Agar application abhi pending hai, to RC download nahi hogi. Pehle application number se status check karein, phir approved hone par copy nikalein.
Mobile number zaroori hai
OTP usi mobile par aata hai jo RC record mein darj hai. Number badal gaya ho to pehle RTO ya Vahan par update karwaein.
Where is RC number on RC card?
If you are wondering where is RC number on RC card, look at the top of the front side: the registration number, such as MH 12 AB 1234, is printed in large letters. The same number is your RC number. The chassis and engine numbers appear lower down.

Reading the parts
The first two letters are the state or UT code, followed by the RTO number, series letters and a number up to 9999. BH series cards start with the year instead. The RC full form guide explains other labels on the card.
What does number status mean?
People searching number status usually want to know whether a registration number is active. A vehicle status check by number shows that. If you mean a fancy-number booking, that is a separate auction service with its own receipt.
What are RC full details?
The RC full details are every field in the registration record: owner name and address, registration date and validity, chassis and engine numbers, maker, model, colour, fuel, class, seating, weight, emission norm, financier, insurance and tax status.
Who can see full details
Full records are shared only with the owner, enforcement officers and authorised bodies. Sites that promise anyone’s full RC details for a fee are not official.
Checking details after a change
After any approved change, read the full record again. A missed update in address or loan entry is easier to fix immediately.
RC download UP: Uttar Pradesh steps
The RC download UP owners need follows the national route. Uttar Pradesh runs vehicle registration on Vahan, so choose Uttar Pradesh as the state, wait until your status shows approved, then download the RC or fetch it in DigiLocker with the registration number, chassis digits and OTP.
| State | Plate code | Where to track |
|---|---|---|
| Uttar Pradesh | UP | Vahan, state UP |
| Delhi | DL | Vahan, state Delhi |
| Haryana | HR | Vahan, state Haryana |
| Punjab | PB | Vahan, state Punjab |
| Maharashtra (Pune) | MH 12 | Vahan, Pune RTO |
| Telangana | TG / TS | Vahan, since March 2026 |
UP codes on the card
UP registration numbers begin with UP and the RTO number. Choose the RTO matching that number when the Vahan screen asks.
RC transfer status Delhi
For an RC transfer status Delhi check, use the transfer application number on Vahan with Delhi as the state. Delhi offers many registration services online, and the status shows each desk. Delhi plate codes skip the leading zero, so a Mall Road vehicle reads DL 1, not DL 01.
Delhi RC status for new and transferred vehicles
The Delhi RC status for new vehicles is usually handled by the dealer. For transfers, the buyer tracks the request; the card then goes to the buyer’s Delhi address.
Moving out of Delhi
If the buyer lives in another state, a NOC from the Delhi RTO comes first, and the new state handles the transfer and card.
Vahan Haryana RC status
The Vahan Haryana RC status check uses the same national status page with Haryana selected. Haryana plates begin with HR. The state’s district transport offices note that status is tracked online and that SMS updates are sent at each step of the application.
Haryana fees and receipts
Fees in Haryana are paid through the Vahan payment screen, which shows the amount before payment. The receipt carries the application number you will use for tracking.
Vehicle RC status Punjab
A vehicle RC status Punjab check also runs on Vahan: choose Punjab, use the application number from the receipt and read the stage. Punjab plates start with PB. The national services portal lists the state’s know-your-application-status service, which links to the same Vahan screen.
Punjab dealers and new vehicles
New vehicles in Punjab are usually registered through the dealer. Ask the dealer for the application number and track it yourself rather than waiting for a call.
RC status Pune
An RC status Pune check uses Vahan with Maharashtra selected and the Pune RTO chosen. Pune vehicles carry codes such as MH 12, while Pimpri-Chinchwad uses MH 14. Track pending requests with the application number and read the live record with the registration number.
Pune RTO and HSRP
Maharashtra asks older vehicles to fit high security plates, and some RTO services, such as transfer and address change, may be refused without one. Check that requirement before applying.
RC renewal Telangana: status after the Vahan switch
RC renewal Telangana requests moved onto the national Vahan portal when the state shifted vehicle registration there in March 2026. Renewal is due when a private vehicle’s 15-year validity ends. Track it with the application number.
TS and TG codes
Telangana switched from TS to TG for new registrations in March 2024. Vehicles already carrying TS keep their numbers, so choose Telangana regardless of which code your plate shows.

How long does an RC card take to arrive?
There is no single national timeline. Once the status shows approved, printing and posting usually take a few weeks, depending on the state and the RTO's card stock.
Can I drive while my RC card status is pending?
A new vehicle can be driven on its temporary registration while it is valid. After approval, carry the digital RC from DigiLocker or mParivahan until the card arrives.
I lost my fee receipt. How do I find the application number?
Check the SMS sent to your registered mobile when you paid, the email from the payment gateway, or ask the dealer or RTO, which can search by registration or chassis number.
Does the RC card status page cost anything?
No. Checking status on Vahan is free. Only the service you applied for, such as transfer or duplicate RC, carries a fee.
Why does my status show approved but no card has come?
Approval means the record is updated. Printing and posting are separate steps; some offices print in batches. Ask the RTO if nothing changes for several weeks.
Can the dealer check my new RC status for me?
Yes. Dealers file most new registrations through their own Vahan login and can see where the file sits.
Is a digital RC valid while the card is in the post?
Yes. An RC fetched into DigiLocker or the mParivahan app is accepted by officers who verify it by QR code.
What if my RC card has a spelling mistake?
Do not ignore it. Apply for a correction at the RTO or through Vahan with proof of the correct details; an error can cause trouble at sale or insurance claims.
Who receives the card after an ownership transfer?
The new owner, at the address given in Form 30. The old card should be handed in with the application.
Can I check someone else's RC status?
Application status needs the application number, which only the applicant normally has. Public vehicle searches show a limited, partly masked record.
Does an unpaid challan stop my RC application?
It can. Many states hold transfer and other RC services until pending challans on the vehicle are cleared.
What happens to an RC card returned by the post office?
It usually goes back to the RTO that printed it. Visit with ID and your receipt to collect it, or ask how to request a re-dispatch.
