RTO Bhubaneswar and the regional transport office Bhubaneswar II (OD 33)
RTO Bhubaneswar is not one office but two. RTO-I (OD 02) is the original office on the Bhoinagar side, and the regional transport office Bhubaneswar II (OD 33) is the second one, which directories place at Patia. Both serve Khordha district. Applications and fees go through Vahan or Sarathi; the office then checks originals, runs tests and inspects vehicles.
Key takeaways
- Bhubaneswar has two registering offices: RTO-I with code OD 02 and RTO-II with code OD 33.
- City records tie OD 33 to the north of the capital and OD 02 to the south; your RC address decides which office is yours.
- Directories list RTO-II at Patia, but they disagree on the PIN and locality, so confirm before you travel.
- Start every job on Vahan or Sarathi; the counter is for tests, inspections and checks of originals.
- Cuttack (OD 05) and Dhenkanal (OD 06) have their own offices and do not handle Bhubaneswar addresses.

What is RTO Bhubaneswar?
RTO Bhubaneswar is the shorthand people use for the transport offices of Odisha’s capital, and there are two of them. They register vehicles, issue licences and record transfers for addresses in Khordha district. The state calls them Regional Transport Offices, numbered I and II, and each has its own plate code.

Two numbers, one district
The original office carries OD 02 and the newer one carries OD 33. Splitting the work between two counters spreads the load of a fast-growing city. A vehicle shows whichever code belonged to the office that first registered it.
Who sits behind the counters
A Regional Transport Officer heads each office under the Odisha Transport Department. The records live on the national Vahan and Sarathi systems built by NIC, so a file approved in Bhubaneswar can be viewed from anywhere in India.
Regional transport office Bhubaneswar II at a glance
The regional transport office Bhubaneswar II is the second of the capital’s two offices, written RTO-II or BBSR-II on forms. It uses code OD 33. Directories place it in Patia, on the northern edge of the city, and describe its area as the northern and eastern belt of Bhubaneswar.
What the name means on forms
When Vahan or Sarathi asks for a registering authority, Bhubaneswar-II appears as a separate entry from Bhubaneswar. Picking the wrong one sends your file to an office that does not hold your record.
Why it matters for newer vehicles
Owners in the newer northern localities usually see OD 33 on recently registered cars. An older car from the same street may still read OD 02, because the code never changes after registration.
How many RTO office Bhubaneswar locations are there?
There are two registering offices in the city, and they are the only two codes listed for Khordha district. Searches for rto office Bhubaneswar often return only one of them, which is why people end up at the wrong counter. Check which office holds your record before you plan a trip.
Not to be confused with check posts
Directories sometimes mix transport check posts, enforcement squads or driving schools into the same list. Only RTO-I and RTO-II register vehicles and issue licences for the city.
Smaller offices elsewhere
Odisha also has offices outside district headquarters, such as Talcher and Chandikhol. Those codes cover their own areas, not the capital.
Which BBSR RTO office handles your address?
The BBSR RTO office for you is the one whose area covers the address on your registration or licence. City records link OD 33 to the north of Bhubaneswar and OD 02 to the south, with the old NH-5 corridor as a rough dividing line. Official boundaries follow transport orders, not a highway.
Areas directories link to RTO-II
An insurer guide names Patia, Chandaka, the KIIT area and Infocity as part of the Bhubaneswar-II belt. We could not find an official order listing every locality, so treat this as a guide only.
When you are near the line
Residents of areas close to the highway should test the answer on Vahan. Enter a neighbour’s recent vehicle number, or ask the dealer which office it files with for your PIN code.
What is the Bhubaneswar RTO code?
The Bhubaneswar RTO code is a pair: OD 02 for RTO-I and OD 33 for RTO-II. Both appear after the state letters on the plate and in the registration certificate. Before September 2012 the state letters were OR, so an older city car may read OR 02 instead.
Why the city has a pair
Odisha numbered its offices in a sequence, and Bhubaneswar received the second slot early on. The second city office was added later, so it took a high number near the end of the list rather than one next to 02.
Where the code is shown
You see the code on the HSRP plate, the RC, the insurance policy and any e-challan notice. In Odisha the code is printed on the high security plate fitted after registration.
What does the OD 33 RTO code mean on a plate?
The OD 33 RTO code tells you that the vehicle was first registered at Bhubaneswar-II. It says nothing about where the current owner lives. A car can carry OD 33 for its whole life in Odisha even if the owner later moves to Cuttack or Puri.

The four parts
OD is the state, 33 is the office, the letters are the series and the last four digits make the number unique. Series letters run in sequence, so a later series usually means a more recent registration at the same office.
Full list elsewhere
This page covers the office. To see every code from OD 01 to OD 35 and the district behind each, read OD 33 which district.
Where is the Patia RTO office?
The Patia RTO office is the name people give Bhubaneswar-II. Insurer guides list it on Sikharchandi Road, Patia, with the locality written as Bansi Vihar or Sikharchandi Vihar and PIN 751024. At least one car portal gives a different PIN, so we print the area but not a full street address.
How to confirm the location
Open the Odisha Transport Department site and look for the office list, or check the address printed on your slot confirmation. Both come from the department, unlike most directory pages.
Why we do not print a phone number
Phone numbers in directories repeat each other without an official source. Calling a wrong number wastes time, so we leave contact details to the department’s own pages.
What does RTO Bhubaneswar 2 handle at the counter?
RTO Bhubaneswar 2 handles the same kinds of work as any full Regional Transport Office. That covers new registrations, transfers of ownership, address changes, hypothecation, fitness checks, permits for commercial vehicles and licence tests. The counter step is usually a check of originals, a test or an inspection.
Vehicle work
Dealers file most new private registrations online, and the office approves them. Owners come in when a vehicle must be shown, such as for fitness of a commercial vehicle or a change in vehicle details.
Licence work
Learner tests, driving tests and biometric capture need the applicant in person. The slot you book on Sarathi names the office, date and time.
Which jobs can RTO 2 Bhubaneswar finish online?
Many jobs at RTO 2 Bhubaneswar now finish without a visit. Duplicate RC requests, address changes on some records, licence renewals and fee payments often run fully online, with documents sent by post or available in DigiLocker. Whether a visit is needed depends on the service and on what the portal asks for.
How to tell before you start
The service page on Vahan or Sarathi shows whether an appointment step exists. If no slot booking appears after payment, the office normally processes the file without seeing you.
Typical split of services
| Service | Usually online | Visit usually needed |
|---|---|---|
| New private vehicle | Dealer files on Vahan | Rarely, for special cases |
| Transfer of ownership | Forms and fees | Sometimes, to check originals |
| Duplicate RC | Application and fee | Only if asked |
| Learner licence | Form, fee, test where offered online | Test if not online |
| Driving test | Form and slot | Yes, test at the track |
| Commercial fitness | Application and fee | Yes, vehicle inspection |
The split varies by case, so follow what the portal shows for your file.
What is RTO Bhubaneswar 1?
RTO Bhubaneswar 1 is the original transport office of the capital, code OD 02. Odisha’s RTI records name it Regional Transport Office-I, Bhubaneswar. Before the second office opened, every vehicle registered in the city went through it, which is why most older Bhubaneswar plates read OD 02 or OR 02.
Which areas it keeps
City records tie OD 02 to the older, southern side of Bhubaneswar. Jatni, a railway town in the same district, is listed with OD 02 as well.
Same services as RTO-II
Both offices offer the same range of work. The difference is the area they serve, not what they can do.
RTO Bhubaneswar 1 address in official records
The RTO Bhubaneswar 1 address in the office’s RTI manual reads Regional Transport Office, Bhubaneswar, PO Bhoinagar, District Khurda, PIN 751022. That is a postal line rather than a street address. The state RTI site did not load from our location, so we saw it only through search results.
Use it for letters, not navigation
A postal line is fine for an RTI application or a written request. For a visit, rely on the address on your slot confirmation, which the system prints from current records.
Spellings you will see
Khordha, Khurda and Khurdha are the same district. Bhoinagar is also written Bhoi Nagar.
RTO Bhubaneswar OD 02 address and how to confirm it
Directory listings for the RTO Bhubaneswar OD 02 address add a landmark: Bhoinagar Basti, Acharya Vihar, near Maharaja Cinema Hall, PIN 751022. The PIN agrees with the RTI record, which makes this the more consistent of the two city addresses. Still confirm it before a first visit.
Three quick checks
Look at the office list on the Odisha Transport Department site, the address on your appointment slip, and a recent receipt or RC from the office. If all three agree, you are safe to travel.
When sources disagree
Trust the department and the portal over a directory. Directory pages are often copied from each other and are not updated when an office moves.
OD 02 and OD 33 side by side
The two offices split the city by area, not by service. The table sums up what we could confirm and where the sources are weaker. Use it to decide which office your vehicle or licence belongs to, then confirm on Vahan.
| Point | RTO-I Bhubaneswar | RTO-II Bhubaneswar |
|---|---|---|
| Plate code | OD 02 | OD 33 |
| Older state letters | OR 02 | Not documented in our sources |
| Side of the city | South, older areas | North, newer areas |
| Location in records | PO Bhoinagar, PIN 751022 | Directories: Patia, PIN 751024 |
| Address confidence | RTI record plus directories | Directories only, not consistent |
| Services | Full RTO services | Full RTO services |
How does RTO BBSR booking work?
Booking at RTO BBSR runs through the national portals rather than a separate city system. You apply, pay and then pick an appointment slot where the service needs one. The slot names the office, so choose Bhubaneswar or Bhubaneswar-II carefully when the drop-down asks.

The usual order
- Find your office. Search your registration number on Vahan to see whether the record sits with Bhubaneswar-I or Bhubaneswar-II.
- Apply online. Open the right service on Vahan or Sarathi, choose Odisha and the office, and fill the form.
- Upload and pay. Upload the listed documents and pay the fee shown on screen.
- Book a slot. Where the service needs a visit, book an appointment for a test or inspection.
- Visit with originals. Take the receipt, slot confirmation and original papers to the counter on the booked day.
If no slot is free
Slots open in batches. Check again early on a working day, and avoid paying an agent who promises a slot, since bookings are free on the portal.
Where is the RTO office Cuttack?
The RTO office Cuttack is a separate office with code OD 05, serving Cuttack district across the Mahanadi from the capital. Bhubaneswar and Cuttack are often called twin cities, but their transport work does not mix. A Cuttack address goes to OD 05, not to either Bhubaneswar office.
Address details
We could not verify a current street address for the Cuttack office, so we do not print one. The Odisha Transport Department site and your Vahan slot carry the official location.
Moving between the twin cities
If you move from Cuttack to Bhubaneswar, the plate keeps OD 05. You update the address on the RC through Vahan, and the new office may take over future work on the record.
What does RTO Dhenkanal cover?
RTO Dhenkanal carries code OD 06 and serves Dhenkanal district, north-west of Cuttack along the road towards Angul. It has no link to Bhubaneswar’s offices beyond being part of the same state network. Owners in Dhenkanal district apply there, and their vehicles show OD 06.
Who searches for it
Many people from Dhenkanal work in the capital and wonder whether they can register at Patia. The office follows the address on the registration, so a Dhenkanal home address normally stays with OD 06.
Nearby codes
Angul (OD 19) and Talcher (OD 35) lie further along the same corridor, each with its own office.
Registering a new vehicle at Bhubaneswar-II
For a new car or two-wheeler, the dealer files the registration on Vahan with the office that covers your address. Insurance, the invoice and your address proof go into the online file. Once the office approves it, the number is allotted and the HSRP plate is fitted.
What you check as the buyer
Make sure the address on the invoice and on your proof matches. A mismatch can push the file to the wrong office or hold it for correction.
Temporary registration
Some buyers take the vehicle on a temporary registration before the permanent number. Ask the dealer how long it lasts and do not drive past its end date.
Getting a driving licence through the Bhubaneswar office
Licence applications start on Sarathi. You select Odisha, then the Bhubaneswar office that covers your address, and fill the learner or driving licence form. The portal lists the documents and fee, and books a test slot where a test is needed.
Learner stage
The learner licence test may be offered online or at the office depending on current state arrangements. The portal shows which option applies to you.
Driving test day
Bring your learner licence, a vehicle of the right class with valid papers and the slot printout. The test happens at the office’s track or test area.
What papers should you carry to the Patia counter?
Bring the application number, the payment receipt and the slot confirmation, along with original papers. For vehicle work that means the RC, insurance and PUC; for licence work, your learner licence and identity and address proof. Carry self-attested copies too.

Names and dates
Check that your name, father’s name and date of birth match across every document. Small spelling differences are one of the common reasons a file is returned.
Vehicle-specific papers
A financed vehicle needs the lender’s papers for hypothecation work. A commercial vehicle needs its permit and fitness papers.
Which codes border the two Bhubaneswar offices?
Khordha district touches several districts, and each has its own code. Knowing them helps when you read a plate on the Cuttack, Puri or Nayagarh road and want to tell a visitor’s car from a local one. The table lists the nearest offices.
| Code | Office | District |
|---|---|---|
| OD 02 | Bhubaneswar-I | Khordha |
| OD 33 | Bhubaneswar-II | Khordha |
| OD 05 | Cuttack | Cuttack |
| OD 13 | Puri | Puri |
| OD 25 | Nayagarh | Nayagarh |
| OD 21 | Jagatsinghpur | Jagatsinghpur |
| OD 07 | Chhatrapur | Ganjam |

Khordha’s own towns
The district has two subdivisions: Bhubaneswar (Balianta, Balipatna, Jatni and Bhubaneswar blocks) and Khurda (Tangi, Khordha Sadar, Banapur, Begunia, Bolagarh and Chilika blocks). All of them fall under the two city offices.
Not every code is a district
Some districts have two offices. Ganjam, for example, has a second code at Bhanjanagar besides Chhatrapur.
How are fees paid for an OD 33 vehicle?
Fees for registration, transfers and licences are paid online at the end of each application on Vahan or Sarathi. The portal works out the amount from the service, vehicle class and state rules. We do not list amounts here because they change with notifications, and the screen shows the current figure before you pay.
Keep the receipt
The receipt carries the application number. You need it at the counter and if a payment fails and must be traced.
Challans first
Pending traffic challans can block some services. Our page on e challan Odisha explains how to check and clear them.
Can you transfer ownership at Bhubaneswar-II?
Yes. If the vehicle’s record sits with Bhubaneswar-II, the transfer of ownership is filed with that office through Vahan. Seller and buyer complete the forms, the buyer pays the fee, and the office approves the new name. A visit is needed only if the portal asks.
Forms involved
The sale uses the standard central forms. Our guide to Form 29 and 30 covers what each one does.
Buyer from another district
If the buyer lives outside Khordha, the transfer is still filed against the record, and the address change follows. The plate keeps OD 33.
How do you look up an OD 33 vehicle online?
Enter the full registration number on Vahan or the mParivahan app. The result shows the registering authority, vehicle class, fuel type, registration date and insurance validity, with the owner’s name partly masked. This is the quickest way to confirm whether a car belongs to Bhubaneswar-I or Bhubaneswar-II.
Used-car checks
Before buying a used OD 33 car, match the chassis and engine numbers on the vehicle with the record, and check for pending challans and hypothecation.
If the record looks wrong
Contact the registering office shown in the result. Corrections are made by the office that holds the record, not by the one nearest you. More services are listed on our Vahan hub.
Office hours and phone numbers: what we can confirm
We could not confirm official hours or a phone number for either Bhubaneswar office. Directories print timings and numbers, but they do not cite the department and they differ from each other. Odisha government offices generally follow working days, but the exact counter hours can change.
Where to look instead
The Odisha Transport Department site lists offices and contacts. Your slot confirmation also shows the reporting time for your visit.
Public holidays
Offices close on state public holidays. Check the slot date against the Odisha holiday list before you book.
Common mistakes on a Bhubaneswar RTO visit
Most repeat trips to the city offices come from a few avoidable slips: going to the wrong office, trusting an outdated address, mismatched names on papers and pending challans. Each one takes a few minutes to check before you leave home.

Touts near offices
Agents may offer to speed up a file. Fees are paid online and slots are free, so there is no need to hand cash to anyone.
Signing blank forms
Never sign a blank sale or transfer form. Fill in the buyer’s details yourself and keep a copy.
