UP gram panchayat chunav seat list: reservation, rotation and how to check yours

By , Editor and reviewer · Updated · 15 min read · Independent guide, not a government website

In short

The up gram panchayat chunav seat list is the reservation (aarakshan) list that says, for every gram panchayat, whether the pradhan post and each ward is reserved for SC, ST, OBC or women, or open to all. District officials publish a draft, hear objections and then issue a final list before nominations open. Check it on sec.up.nic.in, your district website or the block office.

Key takeaways

  • The seat list decides who may contest a post; it does not show who won.
  • Article 243D requires SC and ST seats in proportion to population and at least one-third of seats for women.
  • Seats rotate between elections, so a 2021 list does not tell you the category for the next poll.
  • A draft list comes first; objections are heard before the final list is notified.
  • The UP State Election Commission (sec.up.nic.in) runs panchayat polls; district officials issue the village lists.
  • We found no verified 2026 schedule or reservation list as of 30 October 2026, so check official notices.

What is the UP gram panchayat chunav seat list?

The up gram panchayat chunav seat list is the official reservation list for a panchayat election in Uttar Pradesh. For each gram panchayat it shows whether the pradhan post is reserved for a Scheduled Caste, Scheduled Tribe, backward class or woman candidate, or is open to everyone. Ward seats get the same treatment.

Five steps to check the UP gram panchayat chunav seat list for your own village
The block-wise PDF is the quickest place to find one village.

Why people search for it

Before every panchayat poll, would-be candidates and their supporters want to know one thing: can I stand from my village this time? The answer depends entirely on this list, which is why it is searched far more than the election schedule itself.

Why it is on a transport guide

Parivahan Sewa mainly covers vehicles and licences, but many readers from UP villages ask us about this list. We explain how it works, point you to the official sources, and do not reproduce any village-wise list we cannot verify.

What does the UP gram panchayat aarakshan list show?

A UP gram panchayat aarakshan list shows the name of each gram panchayat, its development block and district, and the reserved category set for the post in that election. Lists are usually arranged block by block, so one PDF can cover dozens of villages in a single block.

Columns you will usually see

Expect a serial number, the gram panchayat name, sometimes a gram panchayat code, the block, and the reservation category.

Pradhan seats and ward seats

The pradhan list is the one most people want, but ward (member) seats inside each gram panchayat are reserved too. A village can have an open pradhan seat while several of its wards are reserved, so read both parts.

Who prepares the UP panchayat reservation list?

The UP panchayat reservation list is drawn up by district officials under rules and government orders issued by the state’s Panchayati Raj department. The District Magistrate’s office and the District Panchayat Raj Officer publish the draft and final lists. The State Election Commission then conducts the polls on that basis.

The role of the state government

The state notifies the rules for allotting seats and the rotation order. Those orders tell districts which base data to use and in what sequence categories should move from one panchayat to the next.

The role of the district

The district applies those rules to every block, prepares the draft, receives objections and publishes the final list.

How does the Constitution decide panchayat reservation?

Article 243D of the Constitution sets the floor for every state. Seats for Scheduled Castes and Scheduled Tribes must be in proportion to their population in the panchayat area, and at least one-third of all directly elected seats must go to women. States fill in the rest by law.

State law and rotation orders fill in the details for each seat.

Seats and chairperson posts

Article 243D covers both member seats and chairperson posts such as pradhan. For chair posts, it leaves the details to the state legislature, while still requiring proportional SC and ST shares and at least one-third for women.

Backward classes

Clause (6) lets a state reserve seats for backward classes of citizens. Uttar Pradesh law does reserve panchayat seats for OBC candidates; we have not quoted the percentage here because we could not confirm the current rule text.

Which categories appear in the UP panchayat aarakshan list?

A UP panchayat aarakshan list places every seat in one of a small set of categories. The main ones are SC, ST and backward class, each with a women-only variant, plus a general women’s seat and an unreserved seat that anyone eligible can contest.

Category on listWho can contest
SCScheduled Caste candidates, men or women
SC womanScheduled Caste women only
STScheduled Tribe candidates, men or women
ST womanScheduled Tribe women only
OBC (backward class)Backward class candidates, men or women
OBC womanBackward class women only
WomanWomen of any category
Unreserved (anarakshit)Any eligible candidate

Reading Hindi labels

Many lists are in Hindi. Anusuchit jati means SC, anusuchit janjati means ST, pichhda varg means backward class, mahila means woman, and anarakshit means unreserved.

Can a reserved candidate stand for an open seat?

Generally yes. An unreserved seat is open to every eligible voter of the area, including SC, ST and OBC candidates. Check the nomination rules printed with your election notice for any exceptions.

How does rotation work in the UP panchayat chunav reservation list?

The UP panchayat chunav reservation list changes from one election to the next because reserved seats rotate, as Article 243D allows. Panchayats are ranked by the population share of each group, and the category moves to the next panchayats in that ranking in later elections, so a seat rarely stays in one category for long.

Reservation categories used in a UP panchayat aarakshan list, from SC to unreserved seats
Exact abbreviations vary by district notice; the meaning stays the same.

Why your seat changed

If your village was reserved for women last time, the rotation rules may move it to another category or make it open now. The government order for that election explains the order in which categories are filled, and the district list applies it.

Population data drives the ranking

Ranking depends on the population figures the rules tell districts to use, usually the latest census figures.

What is the base year, and why did it matter in 2021?

The base year is the earlier election from which rotation is counted. If the starting point changes, the whole sequence moves, and many seats get a different category. In 2021 the base year became the centre of a legal challenge before the Allahabad High Court, and the lists had to be revised.

What happened in 2021

The first draft for the 2021 polls was withdrawn after the High Court ruled on which base year should apply, and districts published fresh drafts. We describe this in outline only, because we could not reach the original orders while writing.

What it means for you

A reservation list is only final once the final notice is out and any court matter is settled.

Was there a UP gram pradhan aarakshan list 2020?

People still search for a UP gram pradhan aarakshan list 2020, but the reservation exercise for that cycle was carried out for the polls held in 2021. Because work on it began as the old bodies’ terms were running out, many reports and searches use the year 2020 for the same list.

Is the 2020–21 list still useful?

It is useful as history. It shows how your village was categorised last time, which helps you guess how rotation may move it. It does not decide the category for the next election.

Where old lists are kept

Districts often keep old notices in an archive section of their website. Ask for the notice number and date so you know exactly which version you are reading.

How do you check the UP gram panchayat reservation list for your village?

To check the UP gram panchayat reservation list for your village, find the latest notice from your district, open the PDF for your block and search it for your gram panchayat’s name. The process takes a few minutes if you already know your block.

  1. Know your block. Note the exact name of your gram panchayat, its development block and district.
  2. Open the official site. Go to sec.up.nic.in or your district’s official NIC website.
  3. Find the notice. Open the latest draft or final aarakshan list for the current election.
  4. Open the block PDF. Download the list for your block and search it for your village name.
  5. Read the category. Note the category shown against the pradhan post or your ward.

Searching a long PDF

Use Find in page on your phone or Ctrl+F on a computer. Some PDFs are scanned images that cannot be searched, so scroll by serial number instead.

If your village is missing

Check that you opened the right block. A village may sit inside a gram panchayat named after a larger neighbouring village, so you may need to search for that name instead.

Where is the UP panchayat chunav aarakshan suchi put up offline?

The UP panchayat chunav aarakshan suchi is also published on paper. District, tehsil and block offices put the lists on their notice boards, and local newspapers often print district-wise lists.

Gram sabha meetings

Your secretary or village officials can tell you where the list is displayed. They cannot change it; changes come only through the objection process at district level.

How can you object to a draft UP gram panchayat chunav aarakshan list?

You can object to a draft UP gram panchayat chunav aarakshan list by giving a written objection to the office named in the draft notice, within the window it sets. Objections must point to a mistake in applying the rules, such as wrong population data or a skipped rotation step.

What to include

Write your name, village, block and district, the seat you object to, the category shown and the category you think is correct, with the reason.

What happens next

District officials hear the objections and decide them before the final list. If you still disagree after the final list, the remaining route is legal, and you should speak to a lawyer before deadlines pass.

What else is in the UP panchayat chunav list?

The phrase UP panchayat chunav list can mean several documents: the reservation list, the electoral roll (voter list) for each ward, the list of polling stations, the list of nominated candidates and, after counting, the result list.

Voter list versus seat list

The voter list shows who can vote in each ward. The seat list shows the category of each post. Your name being on the voter list does not mean you can contest a reserved seat outside your category.

Candidate and result lists

After nominations close, valid candidates are listed for each post. After counting, the results are declared post by post.

How do you find your name in the UP gram panchayat chunav list?

To find your name in the UP gram panchayat chunav list (voter roll), look for the panchayat electoral roll published for your ward, usually through the State Election Commission’s website or at the block office. The panchayat roll is separate from the assembly voter list.

Why the panchayat roll is separate

The State Election Commission prepares rolls for local body polls itself, with ward-wise parts. A name on the assembly voter list does not guarantee a place on the panchayat roll, so check both.

If your name is missing

Revision drives are announced before each election, with dates for claims and objections. Apply within that window through the process the commission notifies, and keep your acknowledgement slip.

Is the UP gram pradhan list the same as the reservation list?

No. A UP gram pradhan list usually means the list of elected pradhans after counting, while the reservation list is published before the poll and only shows the category of each post. Searching for the wrong one is the most common confusion around this topic.

Comparison of the UP gram pradhan list of winners with the panchayat seat reservation list
Search the right list: one comes before the vote, one after it.

When each is useful

Use the reservation list if you plan to contest. Use the pradhan list if you want to contact your current pradhan, check a result or find the pradhan of another village for paperwork.

Lists made by private sites

Private “pradhan lists” copied from newspapers can be useful leads but often carry spelling mistakes or old names, so match them with official results.

Where can you see the UP pradhan list of winners?

A UP pradhan list of winners is declared by the returning officers after counting and is then published by the district and the State Election Commission. Your block office and the gram panchayat secretary also keep the name and contact of the current pradhan.

Finding one village’s pradhan

The quickest route is the block office, which keeps current pradhan contacts.

After a by-election

If a pradhan resigns or dies, a by-election may fill the post. Older lists will then show the wrong name, so check the date of any list you use.

What does the election commission of UP gram panchayat polls do?

The election commission of UP gram panchayat polls is the Uttar Pradesh State Election Commission, formed on 23 April 1994 after the 73rd and 74th amendments. It conducts elections to gram, kshetra and zila panchayats and to urban local bodies. Its office is at 32 Station Road, Lalkuan, Lucknow.

Not the Election Commission of India

The Election Commission of India runs Lok Sabha and Vidhan Sabha polls. Panchayat and municipal elections are run by the state commission, which has its own website, rolls and notices.

What the commission publishes

Watch sec.up.nic.in for the election schedule, phase-wise dates, the model code, nomination rules and results. Reservation itself is notified through government and district orders, which the commission’s schedule then follows.

When are the next UP panchayat elections due?

Under Article 243E, a panchayat’s term is five years from the date of its first meeting, and a new election must be completed before it ends. Bodies elected in 2021 therefore reach the end of their term in 2026. As of 30 October 2026 we found no verified schedule or new reservation list.

What to watch for

The fresh reservation exercise must come before the election schedule, because nominations depend on it. A draft aarakshan list in your district is the clearest sign that polls are approaching.

Do not trust dates on social media

Messages with exact poll dates often circulate before any order exists. Wait for a notice on sec.up.nic.in or your district site before you treat a date as real.

Which posts are reserved: pradhan, BDC or zila panchayat?

Reservation applies at all three levels of the panchayat system in UP. At the village level it covers the gram pradhan and ward members. At block level it covers kshetra panchayat (BDC) members and the block chief post. At district level it covers zila panchayat members and the chairperson post.

Different lists for each level

Each level has its own list. A village’s pradhan seat can be open while the BDC ward covering it is reserved, so check every post you are interested in.

Indirectly elected posts

Block chiefs and zila panchayat chairpersons are elected by members, not directly by voters. Their posts are still reserved under Article 243D, and the state issues separate lists for them.

How do you spot a fake or outdated aarakshan list?

A genuine aarakshan list carries the issuing office, a notice number and date, and states whether it is a draft or final. Lists without these details, or shared only as forwarded images, should be treated as unverified until you match them with the district copy.

Only the district or State Election Commission copy is binding.

Edited screenshots

Category entries are easy to edit in an image. If a forwarded screenshot shows your village with a surprising category, open the original PDF and check the same serial number.

Reservation lists are public notices. Nobody needs to pay anyone to see one, and links asking for money or personal details should be avoided.

How do you find your gram panchayat name and code?

The Local Government Directory (lgdirectory.gov.in), run under the Ministry of Panchayati Raj, lists every state, district, block, gram panchayat and village with codes. Search it to find which gram panchayat your village belongs to before you open a reservation list.

Village versus gram panchayat

One gram panchayat can include several revenue villages. The reservation list uses the gram panchayat name, so find that first. Our UP village name guide explains how villages are listed in the state.

District names have changed

Some districts were renamed, such as Allahabad to Prayagraj. If you cannot find your district, see UP me kitne jile hai for the current list of 75 districts.

What is the Saket cause list?

The Saket cause list is the daily list of cases to be heard by the courts at the Saket court complex in South Delhi, one of the Delhi district court complexes. It names the court, the case number, the parties and the stage. It is unrelated to UP panchayat reservation.

Why it shows up here

Search engines sometimes group “list” searches together, so Saket court readers may land on this page. We cover it briefly and honestly: we do not publish cause lists ourselves.

What a cause list tells you

It tells you whether your case is listed on a date, before which court, and its serial number.

How do you check the Saket court cause list online?

You can check the Saket court cause list through the eCourts services portal or the eCourts app, choosing Delhi, the Saket court complex, the court and the date. The Delhi district courts’ own websites also publish daily cause lists court by court.

Does a panchayat list affect your RTO work?

No. Reservation lists, voter rolls and pradhan lists have no link with vehicle registration or driving licences. You do not need a panchayat document to buy, register or transfer a vehicle in UP; the RTO works from your address proof and identity documents.

Where a pradhan can help

Some villagers ask their pradhan for a residence letter when other address proof is missing. Whether the RTO accepts it depends on the current rules, so ask at your office first. Our UP parivahan gov in guide covers the state transport portal.

UP gram panchayat chunav seat list questions

What is the UP gram panchayat chunav seat list?

It is the list that shows the reservation category of each gram pradhan post and ward in Uttar Pradesh for one election: SC, ST, OBC, women or unreserved.

Where can I download the UP panchayat aarakshan list?

Look on the district's official website, on sec.up.nic.in and on the notice board of your block office. Newspapers often print district lists too, but treat the official copy as final.

Is the UP gram pradhan aarakshan list 2020 still valid?

No. That search usually refers to the list for the 2021 polls. Seats rotate, so it does not decide the category in the next election.

Can I object to the reservation of my village?

Yes, while the list is still a draft. File a written objection with the office named in the notice, within the window it gives, and keep a receipt.

How much of the seat list is reserved for women?

The Constitution requires at least one-third of directly elected seats, and of chairperson posts, to go to women, including women from SC and ST groups.

Is the UP pradhan list the same as the reservation list?

No. The pradhan list names the winners after counting. The reservation list comes before the poll and only shows the category of each post.

Who conducts gram panchayat elections in UP?

The Uttar Pradesh State Election Commission, set up on 23 April 1994 and based at Station Road, Lucknow. The Election Commission of India does not run panchayat polls.

When is the next UP panchayat election?

Bodies elected in 2021 complete their five-year term in 2026. We could not verify a schedule as of 30 October 2026; watch sec.up.nic.in for the official notice.

What is the Saket cause list?

It is the daily list of cases to be heard in the courts at the Saket court complex in Delhi. It has nothing to do with UP panchayat elections.
