Vehicle transport explained: shifting a car or bike, the paperwork and the transport offices

By , Editor and reviewer · Updated · 8 min read · Independent guide, not a government website

In short

Vehicle transport usually means moving a car or bike from one city to another on a car carrier, in a closed container or as railway parcel, instead of driving it. Keep the original RC with you, give the mover copies of the RC, insurance and PUC, photograph the vehicle at pickup, and re-register it if it stays in a new state for more than 12 months.

Key takeaways

  • Car carriers suit long routes; railway parcel is a common choice for bikes and scooters.
  • Hand the mover copies, not the original RC, unless a written booking rule says otherwise.
  • A dated photo record at pickup and delivery is your main evidence in a damage dispute.
  • Under the MV Act a transport vehicle is a commercial category, such as a bus, taxi or goods carriage.
  • A vehicle kept in another state for over 12 months needs a new registration there, starting with an NOC.
  • MP's parivahan nigam (MPSRTC) closed in 2005; state-backed buses returned in September 2026 under a PPP scheme.

What does vehicle transport mean?

Vehicle transport most often means shifting a car, bike or scooter to another city without driving it, usually after a job transfer or a house move. The same words are also used for the legal class of transport vehicles and, loosely, for state transport departments. This page covers all three meanings.

The moving meaning

Here you hand the vehicle to a logistics company or the railways, and it arrives at your new address days later. The mover carries it; your registration, insurance and loan stay exactly as they were.

The Motor Vehicles Act uses “transport vehicle” for commercial vehicles, explained further down. People also type the phrase when they want a transport office, such as Madhya Pradesh’s parivahan vibhag.

Which vehicle transport options are there?

There are four practical ways to move a vehicle between cities: an open car carrier, a closed container, railway parcel and driving or riding it yourself. Your choice depends on distance, the vehicle’s value and how quickly you need it. The table below compares them without prices, because quotes vary widely.

How to compare quotes

Ask each mover for a written quote showing pickup, delivery, taxes and what the damage cover pays.

How does vehicle transport by car carrier work?

A car carrier is a truck with one or two decks that carries several cars at once. The company collects your car, loads it at a yard, drives the route and unloads it at a hub or your door. Door-to-door service usually costs more than hub-to-hub delivery.

What to do before loading

Empty the cabin of valuables and loose items, leave roughly a quarter tank of fuel, and fold the mirrors. Note the odometer reading in the consignment note, so an unexplained jump in kilometres is easy to spot later.

Open or closed carrier?

An open carrier is the common option. A closed container protects the paint from weather and road debris, and is worth asking for if the car is new, high in value or being moved over a long monsoon route.

Can you send a bike or car by train?

Yes. Indian Railways accepts two-wheelers as parcel or luggage, and some routes have services that carry cars. Bikes are the common case: you book at the station’s parcel office, the bike is packed, and you collect it at the destination station.

What the parcel office usually asks for

Expect to show the RC and your ID, and to hand over the bike with the fuel tank empty. Packing is often done by agents at the station for a charge. Rules and charges change, so ask the parcel office or check the Indian Railways website before the day.

Which documents should travel with the vehicle?

The vehicle must carry enough paperwork to show it is legal on the road, while the originals stay safe with you. Give the mover copies of the RC, insurance and PUC, your ID copy and the signed booking note. Keep the original registration certificate in your own luggage.

Keep originals with you; give the mover copies unless they show a written rule.

If the vehicle is on a loan

If the RC shows a hypothecation entry, the vehicle still belongs to the lender on paper. Moving it is allowed, but tell the lender when you change city, and you will need their NOC later if you re-register.

Keep digital copies too

Save the RC and insurance in DigiLocker or mParivahan. If a checkpoint stops the truck, the driver can show your copies and you can confirm the record from your phone.

How to check a vehicle transport company before booking

Before booking, confirm the company has a real office address, a GST number on its invoice and a written consignment note. Read reviews from several sites, not one. A firm that offers only a mobile number and asks for full payment upfront is a common sign of a scam.

What to ask on the phone

Ask whether the price includes GST, door pickup and delivery, how long the route takes, and what the transit damage cover pays and how you claim it. Note the answers and ask for them in writing.

Most moving disputes start with a verbal quote and no photos.

What is a transport vehicle under the Motor Vehicles Act?

Under Section 2(47) of the Motor Vehicles Act, 1988, a transport vehicle is a public service vehicle, a goods carriage, an educational institution bus or a private service vehicle. In plain terms, it is a vehicle used commercially, for passengers or goods. A private car or bike is a non-transport vehicle.

Why the category matters

Transport vehicles need a permit for the route or area they work in, regular fitness certificates, commercial insurance and usually a yellow-background number plate. The driver also needs a licence that covers the transport class.

How to check a vehicle’s class

The RC and the Vahan record show the vehicle class, such as motor car, goods carrier or maxi cab. Check it before buying a used vehicle, because the class decides tax, permit and insurance rules.

Do you need a new registration after moving states?

Only if you keep the vehicle there long enough. Under Section 47, a vehicle kept in another state for more than 12 months must get a new registration mark there. You start by applying for a no objection certificate from the original RTO, then register and pay tax in the new state.

The NOC step

The NOC is applied for on Form 28 through Vahan or at your current RTO. Our no objection certificate guide covers the documents, the police clearance and the 30-day rule.

Shorter stays

If you move for a few months, the vehicle can stay on its original registration. Keep the insurance and PUC valid, and carry proof of your temporary address if asked.

What is seva transport?

Seva transport is an ambiguous search with no single official meaning. Some people mean the government’s Parivahan Sewa portal for vehicle and licence services, while others are looking for private logistics or bus firms that use “Seva” in their trading name. We are not linked to any such firm.

If you want the government services

Online RC, tax, transfer and licence services start at parivahan.gov.in. Our Vahan hub, linked in the breadcrumb above, explains each vehicle service in turn.

If you want a moving company

A business name with “Seva” or “Sewa” in it is not a sign of government backing. Check it the same way as any other mover: address, GST invoice, written quote and reviews.

Is sharti com the Sarathi portal?

We found no official site called sharti com. The spelling is most likely a typing slip for Sarathi, the national licence portal at sarathi.parivahan.gov.in, where you apply for learner and driving licences, renewals and duplicates. Type the address carefully, because lookalike domains exist.

How to reach the real portal

Open parivahan.gov.in and choose the licence services, or type sarathi.parivahan.gov.in in full. The real site ends in gov.in and never asks for a card payment just to view your licence.

What is the Madhya Pradesh parivahan vibhag?

The Madhya Pradesh parivahan vibhag is the state’s Transport Department. It registers vehicles, issues licences, collects road tax, grants permits and enforces the Motor Vehicles Act through district RTOs. The Transport Commissioner’s office is in Gwalior, and the department’s site is transport.mp.gov.in.

How it relates to the national portals

Day-to-day vehicle work in MP runs on Vahan, and licence work on Sarathi. The department’s own site posts circulars, permits and office details. District RTO codes, office details and RC services for the state are covered in our separate MP transport guide in the Vahan section.

What happened to the Madhya Pradesh parivahan nigam?

The Madhya Pradesh parivahan nigam, formally the MP State Road Transport Corporation (MPSRTC), ran state buses until it was shut down in 2005 after heavy losses. Private operators then ran most routes. In September 2026 the state launched the Mukhyamantri Sugam Parivahan Sewa, a bus service run with private partners.

The 2026 bus service

The scheme started in Bhopal on 25 September 2026 with 351 buses, 120 intercity and 231 within cities, on a public-private partnership model. Reports give a target of 15,000 buses by 2031. Routes and fares are announced by the state. For the corporation’s history, see our Madhya Pradesh Road Transport Corporation page.

Not the same as the parivahan vibhag

The nigam ran buses; the vibhag registers vehicles and issues licences. Closing the corporation did not affect RTO services.

Vehicle transport handover: pickup and delivery steps

The handover at both ends decides whether a damage claim succeeds. Inspect the vehicle together with the mover, record its condition with dated photos, and write every mark on the consignment note. Repeat the check on arrival before you sign anything.

Five steps for vehicle transport pickup and delivery, from joint inspection to the arrival check
A dated record at both ends is what settles a damage claim.
  1. Inspect together. Walk round the vehicle with the mover and note marks, the odometer reading and fuel level.
  2. Photograph it. Take dated photos of all sides, the dashboard and any existing damage.
  3. Sign the consignment note. Check the pickup and drop addresses, the declared value and the cover terms, then keep the note number.
  4. Track the transit. Ask for updates in writing so the timeline is on record.
  5. Check on arrival. Inspect again before you sign the delivery receipt and write any damage on it.

If you find damage

Write it on the delivery receipt, photograph it at once and raise a written claim with the company the same day. Also tell your insurer, since some motor policies cover damage in transit.

Vehicle transport questions

What is vehicle transport?

It is moving a car, bike or other vehicle from one place to another by carrier truck, container or train, rather than driving it. The phrase is also used for transport vehicles, the commercial category in the Motor Vehicles Act.

Should I give my original RC to the vehicle transport company?

Usually not. A copy of the RC, insurance and PUC is normally enough. Keep the original, and ask the company to put any different requirement in writing.

Do I need an NOC to move my car to another state?

Not just to move it. You need an NOC when you re-register it in the new state, which applies if it stays there for more than 12 months.

What is seva transport?

It is an ambiguous search. It may mean the official Parivahan Sewa portal or a private logistics firm that uses the word Seva in its name. Neither makes the other official.

Is sharti com a real website?

We found no official service by that name. It is most likely a misspelling of Sarathi, the licence portal at sarathi.parivahan.gov.in.

Is the Madhya Pradesh parivahan nigam still running?

The old corporation closed in 2005. In September 2026 the state launched the Mukhyamantri Sugam Parivahan Sewa bus scheme, run with private operators.
