PY number plate meaning for every Puducherry region, PY 01 to PY 05

By , Editor and reviewer · Updated · 14 min read · Independent guide, not a government website

In short

A PY number plate shows that the vehicle is registered in the union territory of Puducherry, formerly Pondicherry. The two digits after PY name the office: PY 01 Puducherry, PY 02 Karaikal, PY 03 Mahe, PY 04 Yanam and PY 05 Oulgaret. Because Mahe sits inside Kerala and Yanam inside Andhra Pradesh, PY plates are local traffic in more than one state.

Key takeaways

  • PY is the registration code of Puducherry, a union territory, not a state.
  • Public lists give five office codes: PY 01 Puducherry, PY 02 Karaikal, PY 03 Mahe, PY 04 Yanam and PY 05 Oulgaret.
  • The 2006 rename from Pondicherry to Puducherry did not change the plate code.
  • Luxury cars have often been registered in Puducherry by people from other states, sometimes fraudulently, to pay less tax.
  • Any PY record can be looked up on Vahan or mParivahan, with the owner's name masked.

What is a PY number plate?

A PY number plate is the registration plate of a vehicle registered by the transport department of Puducherry. PY is the union territory’s two-letter prefix. It is followed by a two-digit office code, a series of letters and a number from 1 to 9999. The record itself sits on Vahan, the national registration database.

What the plate tells a reader

From the plate alone you learn the registering office and, roughly, how recently the number was issued. You do not learn where the owner lives today, or whether the vehicle mostly runs inside the union territory.

Who uses PY plates

Private cars and two-wheelers, taxis, buses, goods carriers and government vehicles in the territory all carry PY numbers. The plate colour, not the code, tells you which kind of vehicle it is.

PY which state does the code belong to?

If you are asking PY which state, the honest answer is that PY belongs to no state. It is the code of Puducherry, a union territory governed partly by the Centre. Its four districts are scattered: two on the Tamil Nadu coast, one inside Kerala and one inside Andhra Pradesh.

Why “state” still appears in searches

People use “state code” loosely for any two-letter prefix. Union territories such as PY, LD and DD get codes in the same list as states, so the question is natural even though the answer is a UT.

A quick way to remember it

Think of Pondicherry’s French past: the code keeps the “P” and adds “Y”. No state uses PY, so the letters always point to Puducherry.

What is the PY number plate full form?

The PY number plate full form is simply Puducherry. The letters shorten the territory’s name; they are not an acronym of other words. We found no official text that spells PY out any other way, so be careful with websites that claim a different expansion.

Spelling on documents

On the RC, insurance policy or a challan, the number appears without spaces, such as PY02BK0458. That compact string is what you type into any online search.

PY RTO code list: PY 01 to PY 05

The PY RTO code list in public sources has five codes. Three cover the outlying districts of Karaikal, Mahe and Yanam, and two cover the capital region: PY 01 for Puducherry and PY 05 for Oulgaret. We could not open the Puducherry Transport Department’s own site, so confirm the list there.

How current is the list?

We read these sources on 30 October 2026. Small territories rarely add codes, but always trust the office named in a Vahan search over any printed list, including ours.

Decode a different prefix

If the plate in front of you does not start with PY, the tool below tells you which state or territory its first two letters stand for.

Which Puducherry RTO code covers Karaikal, Mahe and Yanam?

Each outlying district has its own Puducherry RTO code: Karaikal is PY 02, Mahe is PY 03 and Yanam is PY 04. Residents there do not need to travel to the capital for routine registration work. The capital region, Puducherry district, is split between PY 01 and PY 05.

Karaikal, PY 02

Karaikal district covers about 161 square kilometres on the Tamil Nadu coast. PY 02 vehicles mix daily with TN traffic from Nagapattinam and Thanjavur, so a PY 02 car in that belt is local.

Mahe, PY 03

Mahe is the smallest district at about 9 square kilometres and lies inside Kerala. PY 03 plates are therefore common around Kannur and Kozhikode.

Yanam, PY 04

Yanam, about 20 square kilometres, is an enclave inside Andhra Pradesh. A PY 04 vehicle in the East Godavari area is a Yanam resident, not a visitor from Tamil Nadu.

What is the PY RTO name for each code?

The PY RTO name for each code is the town where the office sits: Puducherry, Karaikal, Mahe, Yanam and Oulgaret. On a Vahan search result the office usually appears with a short label in front of the town name. The exact wording can differ, so match the town rather than the full label.

Oulgaret or Ozhukarai?

PY 05’s town has several spellings: Oulgaret (the French form), Ozhukarai and Uzhavarkarai. All refer to the same municipality, home to about 3 lakh people in 2011.

Office addresses and timings

We could not verify office addresses, phone numbers or timings, so we do not list them. Check the Transport Department, Puducherry site before you visit any counter.

How do you read a PY vehicle number?

A PY vehicle number has four parts. Take the made-up example PY 02 BK 0458: PY is Puducherry, 02 is the Karaikal office, BK is the letter series the office was issuing, and 0458 is the vehicle’s own number. No other vehicle in India has the same combination.

Leading zeros

Numbers below 1000 are written with leading zeros, so 458 becomes 0458. The plate and RC show the same registration either way.

Older and newer series

An office starts with single series letters and moves on to two letters later. A PY 01 number with two series letters is usually newer than one with a single letter.

PY registration state: why do cars from other states carry PY?

The PY registration state question often comes from seeing PY cars in Chennai, Bengaluru or Kochi. Some belong to genuine Puducherry residents. Others are part of a long pattern: Wikipedia notes that many luxury cars have been registered in Puducherry by residents of other states, sometimes fraudulently, because taxes differ between states.

Common mistakes people make about the PY registration state and the correct reading
Puducherry's scattered map explains most of the confusion.

Why tax differences matter

Road tax is set by each state and union territory, and on an expensive car the gap can be large. We could not verify Puducherry’s current rates, so we do not quote them here; the Vahan fee screen shows the amount for any vehicle.

Where the law draws the line

You register where you live or run your business. A borrowed or invented Puducherry address does not make a PY registration lawful, and it leaves the owner open to tax demands where the car is really kept.

Is a Pondicherry number plate different from PY?

No. A Pondicherry number plate and a Puducherry plate are the same thing. The territory officially changed its name to Puducherry on 1 October 2006, but the vehicle code stayed PY. Plates issued before and after the rename follow the same series and remain valid.

Timeline showing how the Pondicherry number plate code survived the 2006 rename to Puducherry
The rename changed the spelling on maps, not the letters on plates.

A short history

France handed the territory to India in stages: a de facto transfer on 1 November 1954 and a de jure transfer on 16 August 1962. The four former French settlements became today’s four districts.

Old documents

An old RC or insurance paper may say “Pondicherry”. It refers to the same office and does not need correcting just because of the rename.

Where does the PY vehicle code appear on records?

The PY vehicle code appears wherever the registration number does: the plate, the RC, the insurance policy, the PUC certificate, FASTag records and e-challans. Each copy should match exactly. A mismatch is a reason to stop and check before you buy, insure or sell the vehicle.

On Vahan

Vahan stores the full number without spaces and names the registering office. The office is the most reliable way to confirm which PY code a vehicle belongs to.

On temporary registrations

A vehicle waiting for its permanent number may carry a temporary registration on a yellow plate with red letters. The permanent PY number replaces it.

How does PY vehicle registration work?

PY vehicle registration follows the central motor vehicle rules, run through Vahan. The dealer supplies the sale certificate and roadworthiness forms, the owner applies on Form 20 with insurance and proof of a Puducherry address, pays tax and fees online, and the office issues the PY number after any inspection.

Five steps of PY vehicle registration from dealer forms to the issued Puducherry number
The process runs on the same national Vahan system as every state.

Which office you deal with

You deal with the office for your area: PY 02 for Karaikal, PY 03 for Mahe, PY 04 for Yanam, and PY 01 or PY 05 in the capital region. The dealer usually handles the filing.

Fees

We found no verified Puducherry fee schedule, so we give no amounts. The fee and tax are calculated on Vahan when the application is made; check the Transport Department site for the current notification.

Can you get PY car registration if you live elsewhere?

Not lawfully. PY car registration requires a genuine residence or place of business in Puducherry. A friend’s address or a rented mailbox does not meet that test. An owner who uses one risks tax demands and forced re-registration in the state where the car really lives.

Dos and don'ts for PY car registration and buying a used Puducherry car
A genuine Puducherry address is the heart of a lawful PY registration.

Students and job movers

If you lived in Puducherry when you bought the car and later moved, the registration was valid. What changes is your duty to re-register once the car is kept in the new state.

Buying a used PY car outside Puducherry

Ask for the NOC trail and check the tax status on Vahan. A clean history makes re-registration in your own state much easier.

What colour is a PY no plate?

A PY no plate follows the national colour code. Private vehicles have black letters on white, commercial vehicles black on yellow, rental vehicles yellow on black and electric vehicles white on green. Temporary plates use red letters on yellow. The PY prefix does not change any of these rules.

HSRP on PY vehicles

New vehicles come with a high security registration plate fitted through the dealer. Our HSRP number plate guide explains the hologram, laser code and snap locks.

What does not belong on the plate

Names, slogans, logos and fancy fonts are not allowed. If you want a memorable number, booking a choice number at registration is the lawful route.

How do you check a PY number online?

To check a PY number, use the vehicle search on Vahan or the mParivahan app. Both read the same national database, so PY 01 to PY 05 numbers come up like any other. You will see the registering office, vehicle class, fuel and validity dates, with the owner’s name masked.

  1. Pick a search tool. Open the Vahan vehicle search in a browser or the mParivahan app on your phone.
  2. Enter the PY number. Type the full number with no spaces, such as PY01AB1234.
  3. Pass the security check. Fill in the captcha on the website or the OTP in the app.
  4. Read the office name. Confirm the registering office, then the insurance, tax and fitness dates.

Reading the result

If the office shown does not match the code on the plate, trust the record and ask the seller why. Our guide to vehicle registration details explains each field.

Number not found

Look for typing slips such as O for 0. Very old records may not have been moved to Vahan; the registering office can confirm them.

JK number plate: which offices use it?

A JK number plate belongs to the union territory of Jammu and Kashmir. JK 01 is Srinagar and JK 02 is Jammu, the two largest offices. Like PY, JK covers a union territory, though Jammu and Kashmir was a state until 2019. One detail stands out: the series letter Y is used for all government buses.

Eight prefixes that are often searched alongside PY.

JK and PY compared

Both are union territories with their own codes. The difference is scale: Jammu and Kashmir has many district offices, while Puducherry has five codes in all.

Kashmir number plate and the JK no plate after Ladakh

A Kashmir number plate still starts with JK. When Ladakh became a separate union territory it got its own code, LA. The RTO list shows LA 01 Kargil, previously JK 07, and LA 02 Leh, previously JK 10. So a JK no plate today comes from Jammu or Kashmir, not Ladakh.

Old JK numbers in Ladakh

Vehicles registered before the change can still carry JK 07 or JK 10. Their records remain valid; new registrations there get LA numbers.

Checking an old JK number

A Vahan search shows the office that holds the record now, which settles any doubt about a Leh or Kargil vehicle.

NL number plate in India: which state is it?

An NL number plate in India is from Nagaland, in the north-east. People often ask about it because NL trucks run all over the country. If you were wondering about NL number plate which state in India, it is Nagaland and nowhere else. Our full NL number plate guide decodes every office.

NL next to PY

The two codes sit at opposite ends of India. They share only the national format and the Vahan database. An NL truck in Puducherry is a long way from home, but entirely normal on a national highway.

RJ number plate: how are Rajasthan codes numbered?

An RJ number plate is from Rajasthan. The office codes run in a long series: for example RJ 01 Ajmer, RJ 14 Jaipur (South), RJ 19 Jodhpur and RJ 20 Kota. Wikipedia notes that Rajasthan earlier used numbers between 1 and 50 before changing its system.

Why RJ has so many codes

Rajasthan is India’s largest state by area, so it has far more offices than Puducherry. Each office gets its own two-digit number after RJ.

Lakshadweep number plate: LD 01 to LD 09

A Lakshadweep number plate starts with LD. The RTO list gives one code for each inhabited island office: LD 01 Kavaratti, LD 02 Agatti, LD 03 Amini, LD 04 Androth, LD 05 Kadmat, LD 06 Kiltan, LD 07 and LD 08 Kalpeni, and LD 09 Minicoy. Like PY, it is a union territory code.

Why Kalpeni has two codes

The list shows both LD 07 and LD 08 against Kalpeni and gives no explanation. We report it as listed; ask the Lakshadweep administration if you need to know which applies.

LD plates on the mainland

LD vehicles rarely leave the islands, which are linked to the mainland only by sea and air.

UA registration India: is the old code still valid?

UA registration in India is an old Uttarakhand number. The state used UA when it was called Uttaranchal and switched to UK after it was renamed Uttarakhand. Old UA vehicles keep their numbers; new vehicles get UK numbers.

Do UA owners need a new number?

No. A registration number stays with a vehicle for life unless it is re-registered in another state. Only the plate may need replacing with an HSRP.

TR no plate: which Tripura office?

A TR no plate is from Tripura. The list has eight codes, one per district: TR 01 Agartala (West Tripura), TR 02 Kailasahar, TR 03 Udaipur, TR 04 Ambassa, TR 05 Dharmanagar, TR 06 Teliamura, TR 07 Bishramganj and TR 08 Santirbazar (South Tripura).

TR and PY

Both have a compact list of codes with roughly one per district, which makes them easy to memorise.

ML car number plate: what do ML 01 and ML 02 mean?

An ML car number plate is from Meghalaya. Its first codes are not districts: ML 01 is for state government vehicles and ML 02 for police vehicles. District offices follow, such as ML 05 Shillong and ML 08 Tura. Wikipedia’s plate page adds that ML 03 is for the state transport department.

Private cars in Meghalaya

A private car in Shillong will usually carry ML 05, and one in Tura ML 08. The plate colour follows the same national rules as a PY car.

How do you move a PY vehicle to another state?

If you move away from Puducherry for good, the PY vehicle needs a new number in your new state. You get a no objection certificate from the PY office, then apply for a new registration mark under Section 47 of the Motor Vehicles Act within 12 months of bringing the vehicle in.

Papers to keep ready

Keep the RC, valid insurance, PUC, proof that tax is paid and the NOC. Our guide to the no objection certificate explains how to apply online. If your job moves you between states often, the BH number plate series may suit you better.

Tax at the other end

The new state will usually charge its own road tax when it issues the new number, so ask its transport office about any refund or credit rules before you move.

Which state codes do PY vehicles meet on the road?

Because Puducherry’s districts sit inside three states, PY vehicles share the road mostly with three codes: TN (Tamil Nadu) around Puducherry and Karaikal, KL (Kerala) around Mahe and AP (Andhra Pradesh) around Yanam.

Crossing borders every day

Short trips across these borders need no extra paperwork for private vehicles. Commercial vehicles need permits for the states they operate in.

What is PY 01?

PY 01 is the code for the Puducherry office, which covers the capital region. It is the first and largest series in the union territory.

Which code is Karaikal?

Karaikal uses PY 02. Karaikal is a Puducherry district on the Tamil Nadu coast, south of the capital region.

Is Mahe PY 03?

Yes. Mahe, a small Puducherry district surrounded by Kerala, uses PY 03. That is why PY 03 vehicles are a normal sight in north Kerala.

Which PY code is Yanam?

Yanam is PY 04. It is a Puducherry enclave inside Andhra Pradesh, near the Godavari delta.

What is PY 05?

Public lists give PY 05 to Oulgaret, also called Ozhukarai, a municipality in Puducherry district next to the capital.

Did Pondicherry plates change after the name change?

No. Pondicherry became Puducherry on 1 October 2006, but the vehicle code stayed PY and existing numbers stayed valid.

Can someone from Tamil Nadu or Kerala register a car in Puducherry?

Only with a genuine Puducherry residence or place of business. Using a borrowed or fake address to cut tax has led to many disputes.

How do I check a PY vehicle's details?

Enter the number in the Vahan vehicle search or the mParivahan app. The result shows the office, dates and validity, with the owner's name partly hidden.
