AS 25 which district? Kamrup Rural, Guwahati's AS 01 and the rest of Assam
AS 25 which district? It is Kamrup Rural, the Kamrup district that surrounds Guwahati, with its headquarters at Amingaon on the north bank. The city itself, Kamrup Metropolitan, keeps the older AS 01 code. The two were one district until 2003. Nearby, AS 02 is Nagaon and AS 07 is Lakhimpur, and the Assam list runs to about AS 34.
Key takeaways
- AS 25 is Kamrup Rural district; Wikipedia lists the office as Kamrup and ACKO lists it as Kamrup Rural.

AS 25 which district is it?
The answer to AS 25 which district is Kamrup Rural, officially called Kamrup district. It is the rural belt that rings Guwahati on both banks of the Brahmaputra. A vehicle first registered there carries AS 25 on its plate, on its registration certificate and as the registering authority in the national database.

What our sources say
Wikipedia’s list of RTO districts gives AS 25 as the Kamrup office for Kamrup district. ACKO’s Assam RTO list names the same code Kamrup Rural.
Why the name confuses people
Locals use “Kamrup Rural” to separate it from Kamrup Metropolitan, but the official name of the rural district is just Kamrup.
Why does Kamrup have both AS 01 and AS 25?
Kamrup was once a single district with AS 01 as its code. On 3 February 2003 the state split it in two, creating Kamrup Metropolitan around Guwahati. The city kept AS 01, and the remaining rural district later received AS 25.

Older vehicles still show AS 01
A car bought in a village near Rangiya in the 1990s would have been registered as AS 01, since the district had not yet been divided. A code reflects where a vehicle was first registered, so an AS 01 car in rural Kamrup is normal.
A city inside a district
Wikipedia’s Kamrup article notes that Kamrup Metropolitan is completely surrounded by Kamrup Rural. That geography explains why the two codes appear side by side in traffic around Guwahati.
Which towns fall under AS 25?
The Kamrup district article names Amingaon (North Guwahati) as headquarters and Rangiya as its sub-district. It also mentions Hajo and Baihata Chariali. These places sit in Kamrup Rural, so new vehicles registered by residents there would normally get AS 25 numbers.
The north bank
Amingaon, across the river from the city, is the district headquarters. Hajo and Baihata Chariali on the highway towards lower Assam also lie north of the Brahmaputra in this district.
Rangiya and beyond
Our sources did not list every block or circle, so if your village sits close to a district border, check the registering authority shown on Vahan before relying on a code.
Which codes surround AS 25 on the map?
Kamrup Rural borders six Assam districts, each with its own code, plus three Meghalaya districts. The table pairs each Assam neighbour with the code that the Wikipedia and ACKO lists give it.
| Neighbouring district | Code | Note |
|---|---|---|
| Kamrup Metropolitan | AS 01 | Guwahati, enclosed by Kamrup Rural |
| Nalbari | AS 14 | North bank neighbour |
| Darrang | AS 13 | Office listed as Darrang |
| Udalguri | AS 27 | Bodoland belt |
| Baksa | AS 28 (ACKO only) | Not in Wikipedia’s list |
| Goalpara | AS 18 | Lower Assam |
| Morigaon | AS 21 | Central Assam |
Across the state border
To the south, Kamrup Rural meets East Garo Hills, West Khasi Hills and Ri-Bhoi in Meghalaya. Vehicles from there carry ML plates, so they are easy to tell apart from the AS codes around them.
Using the table
Neighbouring codes tell you only where a vehicle was registered.
What is the AS 01 RTO code?
The AS 01 RTO code belongs to Guwahati, the office for Kamrup Metropolitan district. It is first in the Assam sequence and by far the busiest, because the state’s largest city and most of its commercial activity fall inside the metropolitan district.
Who gets AS 01 today
Residents with an address inside Kamrup Metropolitan receive AS 01 numbers for new vehicles. The dealer files the registration on Vahan against your address, so the portal, not your choice, decides between AS 01 and AS 25.
What is the Guwahati RTO code?
The Guwahati RTO code is AS 01. Suburbs on the north bank, such as Amingaon, belong to the rural district instead, which is where AS 25 comes in.
City versus north bank
Many people call Amingaon “North Guwahati”, and it is part of the wider city area in everyday speech. For registration, though, it is the Kamrup Rural headquarters, so do not assume every “Guwahati” address leads to AS 01.
AS 02 which district does it belong to?
The answer to AS 02 which district is Nagaon, in central Assam. Both Wikipedia’s RTO list and ACKO’s list give AS 02 to Nagaon.
Central location
Nagaon lies between Guwahati and Upper Assam, next to Morigaon (AS 21), so AS 02 vehicles are common on long-distance routes.
Hojai and AS 31
Hojai, a neighbouring district, has its own entry in Wikipedia’s RTO list as AS 31. ACKO, however, lists AS 31 only as “Assam”. Until that is settled, check the registering authority of any AS 31 vehicle on Vahan.
Where is AS 02 registration done?
AS 02 registration is handled by the Nagaon district transport office. Like the rest of Assam, the paperwork runs through the national Vahan system, so the dealer usually submits the application and the vehicle gets the next free AS 02 number in sequence.
Dealer first
Since 1 June 2022, Assam dealers issue the RC for new vehicles under their own signature, according to a Sentinel Assam report on the state’s new rules. In practice this means most new AS 02 owners never visit the office for registration itself.
What is the Lakhimpur RTO code?
The Lakhimpur RTO code is AS 07. It covers Lakhimpur district in Upper Assam, whose main town is North Lakhimpur on the north bank.
Nearby Upper Assam codes
East of Lakhimpur, Dhemaji uses AS 22. Across the river, Jorhat is AS 03 and Majuli, the river island district, appears as AS 29 in Wikipedia’s list. ACKO calls AS 29 an “Assam new series” instead.
Assam RTO code list from AS 01 to AS 34
The Assam RTO code list below follows Wikipedia’s RTO districts list, cross-checked with ACKO. Codes from AS 32 onward come from Wikipedia alone, which is why we ask you to confirm them.
| Code | Office | District |

| AS 02 | Nagaon | Nagaon |
| AS 03 | Jorhat | Jorhat |

| AS 32 | Biswanath Chariali | Biswanath |
| AS 33 | Charaideo | Charaideo |
| AS 34 | Hatsingimari | South Salmara-Mankachar |
How to use the list
Find the two digits after AS in the first column and read across. For example, AS 12 is Tezpur in Sonitpur and AS 11 is Silchar in Cachar. The office column is the town where the registering office sits.
Not an official PDF
The Assam Transport Department site did not load from our location, so this is not a copy of an official list. For a national overview of how state codes are numbered, see our RTO code and Vahan guide.
Which Assam codes are not tied to a district?
Two codes are not district codes in either source: AS 20, for Assam State Transport Corporation vehicles across the state, and AS 30, listed for Assam Police. Four more, AS 28 to AS 31, are described differently depending on which list you read, so treat them with care.
| Code | Wikipedia RTO list | ACKO list |
|---|---|---|
| AS 28 | Not listed | Baksa |
| AS 29 | Majuli | Assam new series |
| AS 30 | Assam Police | Assam |
| AS 31 | Hojai | Assam |
A third version
Wikipedia’s article on Indian number plates adds another view: it says AS 20 is reserved for the state transport department and that AS 30 and AS 31 are reserved for the police. That conflicts with Hojai appearing as AS 31 in the RTO list.
What to do with a disputed code
If a plate shows AS 28, 29, 30 or 31, search the full number on Vahan. The record names the registering authority, which is the only reliable answer while the published lists disagree.
Assam all district registration number by region
To make Assam all district registration number codes easier to remember, the table below groups them into regions. These groups are our own reading aid based on district locations, not an official transport division, and they follow the code list above.
| Region | Codes |
|---|---|
| Kamrup and Guwahati | AS 01, AS 25 |
| Lower Assam west | AS 14, AS 15, AS 17, AS 18, AS 19, AS 34 |
| Bodoland area | AS 16, AS 26, AS 27, AS 28 |
| Central Assam | AS 02, AS 12, AS 13, AS 21, AS 31, AS 32 |
| Upper Assam | AS 03, AS 04, AS 05, AS 06, AS 07, AS 22, AS 23, AS 29, AS 33 |
| Barak Valley and hills | AS 08, AS 09, AS 10, AS 11, AS 24 |

Barak Valley codes
The three southern districts, Cachar (AS 11), Karimganj (AS 10) and Hailakandi (AS 24), form the Barak Valley.
Hill district codes
Dima Hasao (AS 08) and Karbi Anglong (AS 09) are the two hill districts in the list. Their offices sit at Haflong and in Karbi Anglong respectively, going by Wikipedia.
What is the Assam vehicle code?
The Assam vehicle code is the state mark AS, which comes first on every plate registered in the state. The national list of state codes on Wikipedia’s number plate article confirms AS for Assam. After it comes the two-digit office number, such as 25 for Kamrup Rural.

How many offices sit behind it
A 2019 CAG audit of the Assam Transport Department counted 34 district-level transport offices, each headed by a District Transport Officer.
AS versus BH
A vehicle registered under the national BH series shows BH instead of AS, even if its owner lives in Guwahati. Our BH registration guide explains who qualifies for that series.
How does the Assam code number work?
An Assam code number is the two digits after AS. Each one belongs to a registering office, most often a whole district. Numbers were handed out in sequence, so older districts have low numbers and newer ones, such as Biswanath, Charaideo and South Salmara-Mankachar, sit at the end.
Leading zeros matter
Single-digit offices keep a zero: AS 01, AS 02, AS 07.
Codes follow offices
When a district is divided, the new district usually gets the next free number rather than a sub-code. Kamrup’s split is the clearest case: the city kept 01 and the rural part ended up with 25.
What is an Assam registration number?
An Assam registration number is the full mark on a vehicle, for example AS 25 AB 1234. Under the national format it has four parts: the state code, the two-digit office number, one to three series letters and a number from 1 to 9999.
Series letters
The series letters never use I or O, so they cannot be confused with 1 and 0. They move forward as each block of numbers fills, and they say nothing about the owner’s town.
Commercial letters in Assam
Wikipedia notes that Assam uses the letter C for commercial vehicles, so series such as AC or BC appear. If you see AS 25 BC on a truck, the C tells you it is a commercial registration from Kamrup Rural.
How do you read an Assam number plate?
To read an Assam number plate, split it into four parts. AS is the state, the two digits name the office, the letters are the series and the last digits are the vehicle’s number. Only the first two parts tell you where the vehicle was registered, which is what most people are trying to find out.

Example: AS 25 AB 1234
AS means Assam, 25 means Kamrup Rural, AB is the running series and 1234 is the unique number.
Where else the number appears
The registration number is printed on the RC, insurance policy, pollution certificate, FASTag account and any traffic challan.
Assam car number plate colours and types
An Assam car number plate follows national colour rules. Private cars use black letters on white, private electric cars white on green, and taxis and other commercial vehicles black on yellow. Rental commercial vehicles use yellow on black, and temporary plates show red on yellow.
High security plates
A 2005 rule change made tamper-proof High Security Registration Plates mandatory for new vehicles. Our DTO Assam page covers state offices; plate fitting itself is handled through the dealer or the official HSRP booking route.
What does an Assam bike number plate look like?
An Assam bike number plate carries the same number as a car would, AS, the office code, the series and the number, but usually split over two lines. A two-wheeler registered in Kamrup Rural might read AS 25 on the top line and the series and number below.
Same colour rules
Private bikes use black on white, electric scooters white on green, and bikes used commercially, such as some rental two-wheelers, follow the yellow or black schemes set for commercial vehicles.
How does Assam vehicle registration work?
Assam vehicle registration runs on the national Vahan platform. A new vehicle is registered at the district office that covers the owner’s address, and ACKO notes the rule that registration should happen within 7 days of delivery, excluding transit time. The dealer normally does the work.
What the dealer files
The dealer records the sale, insurance and your identity and address documents, and pays the road tax and registration charges online. Assam’s 2022 change lets dealers issue the RC under their own signature, so you do not wait for a DTO signature.
Temporary registration
If you buy a vehicle in one district and live in another, or the body is built later on a chassis, a temporary registration may be issued first. The permanent number then comes from the office for your address, so a Rangiya resident ends up with AS 25.
What does an Assam RTO do?
An Assam RTO is called a District Transport Office (DTO) in most districts. Each one is headed by a District Transport Officer with Motor Vehicle Inspectors and enforcement staff, according to the CAG audit. It registers vehicles, issues licences and permits, and collects road tax.
Services online
Most services, including ownership transfer, address change, duplicate RC and licence renewals, are filed on Vahan or Sarathi.
How does Assam vehicle registration number search work?
An Assam vehicle registration number search uses the national Vahan database, either on the Vahan citizen services site or in the mParivahan app. You enter the full number, and the result shows the vehicle model, registration date, fuel type, insurance and fitness validity, and the registering authority.
- Open the national portal. Go to the Vahan citizen services site or the mParivahan app.
- Choose the registration search. Pick the option to know your vehicle details or registration information.
- Type the number without spaces. Enter the full Assam number, for example AS25AB1234, and the captcha.
- Read the registering authority. The result names the office, which confirms whether AS 25 is Kamrup Rural.
Why this beats any list
Published code lists can be wrong or out of date, as the AS 28 to AS 31 entries show. The registering authority in the Vahan result comes from the official record, so it settles the question for that vehicle.
Owner names are masked
Public searches show the owner’s name only in part. Full owner details are available to the owner, police and authorised agencies, not to anyone who types in a number.

RTO vehicle information Assam: how do you get it?
RTO vehicle information Assam owners and buyers need comes from the same Vahan record. Our general guide to RTO vehicle information walks through the search screens, the app and what each field means, so here we keep to what matters for Assam plates.
Checking a used vehicle
Before buying a used AS 25 car, compare the chassis and engine numbers on the vehicle with the Vahan result, and check whether insurance and fitness are current.
Where can you see RC details Assam owners hold?
RC details Assam owners need, such as the owner name, registration date and hypothecation, appear on the registration certificate itself and in DigiLocker or mParivahan once linked. Our Vahan portal guide for Assam covers downloading the RC step by step.
What the RC shows about the code
The RC states the registering authority in words, for example a Kamrup office for an AS 25 vehicle. If the printed office and the plate code do not match, ask the DTO to check the record.
Does the AS code change when you move district?
No. Within Assam, a vehicle keeps its registration number for life. If you move from Rangiya to Dibrugarh, you update the address on the RC, but the plate stays AS 25. Only a move to another state, followed by re-registration, gives a vehicle a new number.
Moving out of Assam
If you shift to another state for longer than the rules allow, you obtain a no objection certificate from the Assam office and re-register in the new state. The new plate then carries that state’s code.
Buying a vehicle from another district
A used AS 02 car bought by a Kamrup Rural resident stays AS 02 after transfer. The ownership and address change, but the code is a record of the first registration, not of the present owner.
Where is the AS 25 office?
We could not verify an address, phone number, email or opening hours for the AS 25 office from any source we could reach. The district headquarters is at Amingaon, but that does not prove where the transport office sits. Please check the Assam Transport Department site before travelling.
Where to look
The Assam Transport Department website lists district offices and notices, and the Parivahan site has a national office directory.
