GJ 12 which city: the Bhuj office for western Kutch
GJ 12 which city? It is Bhuj, the headquarters of Kutch district in Gujarat. The state's RTO list gives the Bhuj office only the western half of Kutch: Bhuj, Mundra, Mandvi, Nakhatrana, Abdasa and Lakhpat talukas. East Kutch, including Gandhidham and Anjar, registers under GJ 39 at Anjar, so a Kandla truck is not normally a GJ 12 vehicle.
Key takeaways
- GJ 12 is Bhuj, the office for the Kutch West part of the district.
- Six talukas share it: Bhuj, Mundra, Mandvi, Nakhatrana, Abdasa and Lakhpat.
- Gandhidham, Anjar, Bhachau and Rapar use GJ 39, the Kutch East office at Anjar.
- Kutch covers about 45,674 sq km, which is why the district was split between two codes.
- We could not verify the Bhuj office's street address, phone or hours; confirm them on the Gujarat transport site.

GJ 12 which city is it?
The short answer to GJ 12 which city is Bhuj, the walled old capital of Kutch in Gujarat’s far west. The digits 12 identify the Bhuj Regional Transport Office. On the state list, though, that office does not serve all of Kutch: it handles the western talukas, while the east has its own number.

A code for half a district
Most Gujarat codes match one district. Kutch is the exception in the west of the state: the list labels GJ 12 as Kutch District West and gives the eastern talukas to another office. So “GJ 12 means Kutch” is only half right.
Where people meet it
GJ 12 cars turn up at Rann tourist spots, on the Mandvi beach road and in Ahmedabad traffic. Spotting them away from home is the usual reason people look the code up.
What GJ12 city name appears on the RC?
The GJ12 city name printed on a registration certificate is the registering authority, normally shown as Bhuj or RTO Bhuj. That line names the issuing office, not the owner’s home. A Mundra or Naliya owner sees Bhuj as the authority and their own village in the separate address field.
Smart card, DigiLocker and mParivahan
The same authority wording appears on the smart-card RC and on the digital copy in DigiLocker or mParivahan. Spellings such as Kachchh or Cutch on older papers still point to the same district.
When the authority line changes
If the vehicle was later shifted to another office, the record may name that office while the plate still begins GJ 12. The plate keeps the place of first registration.
What is the GJ12 RTO code area?
The GJ12 RTO code area is the western part of Kutch district. The Wikipedia RTO list describes it as covering Bhuj, Mundra, Mandvi, Nakhatrana, Abdasa and Lakhpat taluks. Together they run from the Gulf of Kutch coast in the south to the salt flats of the Great Rann and the Pakistan border in the north and west.

A very large district
Kutch covers about 45,674 sq km, and its district article calls it the largest district in India, larger than Kerala. Its 2011 census population was about 20.9 lakh.
Desert, coast and creek
The north is the Rann, a seasonal wetland that dries into white salt. The south is a busy coast with ports, and the far west ends at Kori Creek and Sir Creek.
Which talukas come under the Bhuj RTO code?
Six of the ten Kutch talukas sit on the Bhuj RTO code: Bhuj, Mundra, Mandvi, Nakhatrana, Abdasa and Lakhpat. If your address proof names any of them, a new private vehicle is normally registered at Bhuj and gets GJ 12. The four other talukas go to the Anjar office.
| Taluka | Code | Office on the state list |
|---|---|---|
| Bhuj | GJ 12 | Bhuj (Kutch West) |
| Mundra | GJ 12 | Bhuj (Kutch West) |
| Mandvi | GJ 12 | Bhuj (Kutch West) |
| Nakhatrana | GJ 12 | Bhuj (Kutch West) |
| Abdasa (Naliya) | GJ 12 | Bhuj (Kutch West) |
| Lakhpat | GJ 12 | Bhuj (Kutch West) |
| Anjar | GJ 39 | Anjar (Kutch East) |
| Gandhidham | GJ 39 | Anjar (Kutch East) |
| Bhachau | GJ 39 | Anjar (Kutch East) |
| Rapar | GJ 39 | Anjar (Kutch East) |
Abdasa and Naliya
Abdasa taluka is often called by its main town, Naliya. Either name on your papers leads to the same office and code.
Madhapar and the Bhuj suburbs
Madhapar, on the far side of Bhujia Hill from the city, is inside Bhuj taluka, so its vehicles carry GJ 12 like those of Bhuj itself.
Is Mundra a GJ 12 registration?
Yes. Mundra is one of the six western talukas, so a vehicle registered to a Mundra address normally gets GJ 12. The town is best known for Mundra Port, run by Adani Ports & SEZ and described as India’s largest commercial and container port, which handled about 155 million tonnes in 2022–23.

Port traffic is mixed
Trailers and container trucks at Mundra come from every corner of India. Many transport firms register fleets at their head offices, so the plate shows the firm’s address, not the port.
Mundra airport
Kutch has airports at Bhuj, Kandla and Mundra. Hire cars waiting at Mundra may carry GJ 12 or GJ 39 depending on where their owners live.
Does Mandvi in Kutch use GJ 12?
Yes. Mandvi in Kutch, about 56 km south of Bhuj where the Rukmavati river meets the Gulf of Kutch, is a GJ 12 taluka. Its yards have built wooden dhows for about 400 years, and the Vijay Vilas Palace of 1920 draws tourists to the coast.
Two towns called Mandvi
Gujarat has a second Mandvi in Surat district, which falls under GJ 19 Bardoli. Check the district on any list before deciding which code a Mandvi vehicle should carry.
Beach-road visitors
Tourist cars on the Mandvi shore carry codes from all over Gujarat. Only local registrations show GJ 12.
Do Nakhatrana, Abdasa and Lakhpat share GJ 12?
Yes. These three northern and western talukas complete the Kutch West area on the Bhuj row. Nakhatrana lies north-west of Bhuj, Abdasa stretches towards the Arabian Sea coast, and Lakhpat sits at the mouth of Kori Creek close to the international border.
Lakhpat, a small border town
Lakhpat fort’s walls run for about 7 km, yet the town had only 566 residents in 2011. Its trade faded after the 1819 earthquake changed the course of the Indus.
Rural owners
In these talukas many buyers let the dealer complete registration. You still need address proof from the taluka, and the vehicle receives a GJ 12 number.
Why does Gandhidham not use GJ 12?
Gandhidham, the largest city in Kutch, is in the east of the district, and the RTO list puts it under the Kutch East office at Anjar, code GJ 39. Kandla port also lies in that eastern area. A truck registered to a Gandhidham address is therefore normally a GJ 39 vehicle, not GJ 12.
Why you still see GJ 12 there
A registration number stays with the vehicle for life. A car first registered in Bhuj keeps GJ 12 even after its owner moves to Gandhidham.
Anjar, Bhachau and Rapar
These are the other three east Kutch talukas. Our GJ 38 which city guide also explains the GJ 39 office in more detail.
Why does Kutch have two RTO codes?
Kutch is huge, and a single office at Bhuj would leave owners in Rapar or Bhachau hundreds of kilometres of driving for tests and inspections. The state list therefore divides the district into Kutch West (GJ 12) and Kutch East (GJ 39). Both codes appear in the district’s infobox.
What we could not confirm
We found no source that dates when the Anjar office and GJ 39 began. If you need that history, ask the Commissionerate of Transport, Gujarat.
A split by talukas, not by town
The boundary follows taluka lines. Your taluka on the address proof decides the office, whatever town you shop in.
How does GJ 12 compare with GJ 39?
The two codes share one district and the same Gujarat rules, fees and online services. The difference is the office and its talukas: GJ 12 at Bhuj covers the six western talukas, and GJ 39 at Anjar covers the four eastern ones, including the Gandhidham and Kandla port belt.

Which one handles your file
Applications on Vahan and Sarathi are routed by the address you enter. You cannot pick Bhuj if your address is in Anjar taluka.
Same state rules
Road tax, registration fees and licence fees are set by Gujarat, so they do not change between the two offices.
Where is RTO Bhuj?
RTO Bhuj is in Bhuj town, the headquarters of Kutch district. We could not open the Gujarat Commissionerate of Transport’s office directory from our system in October 2026, so we do not print a street address. The office named on your Parivahan or Sarathi appointment slip is the safest guide to where to go.
Getting to Bhuj
Bhuj has a railway station with trains from Ahmedabad, Mumbai, Delhi and Pune, and Bhuj Airport has flights to Mumbai. Owners from Lakhpat or Abdasa usually drive in by road.
Under the Gandhinagar Commissionerate
Gujarat’s RTOs work under the Commissionerate of Transport in Gandhinagar. Routine registration and licence work still happens at the district office.
How do you find the Bhuj office address and timings?
Use the office list on the Commissionerate of Transport, Gujarat website, or the details printed when you book a slot on Parivahan. Do not rely on phone numbers on listing sites. None could be confirmed from an official page for this guide, and outdated numbers waste a long trip.
| Detail | What we could confirm | Where to check |
|---|---|---|
| RTO code | GJ 12 | RTO district list |
| Area | Six western Kutch talukas | RTO district list |
| Street address | Not verified | Commissionerate site or slip |
| Phone, email | Not verified | Commissionerate site |
| Office hours | Not verified | Commissionerate site |
Why the blanks matter
From Lakhpat or Naliya, a wasted visit can mean a full day on the road. We print office details only when a source we can check states them.
What work does the GJ12 RTO handle?
The GJ12 RTO handles the usual Gujarat office tasks for western Kutch: new registration, ownership transfer, address change, adding or removing a loan, duplicate RC, no objection certificates, and permits, fitness and tax for transport vehicles. Most of it starts online on Vahan and ends with an approval or a short visit.
Goods vehicles and the ports
Mundra’s port traffic brings many requests for goods permits and fitness renewals. Fitness work needs the vehicle itself at the inspection point.
Leaving Gujarat
If you shift to another state for good, the office first issues a clearance. Our NOC certificate guide lists the papers needed.
Can you get a driving licence at Bhuj?
Yes. Residents of the western talukas apply for learner and permanent licences on Sarathi and attend the Bhuj office, or a counter the portal offers, for photos and tests. You fill the form online, upload documents, pay the state fee and book a test slot before going.
The prefix on the licence
A licence from this office begins with GJ12, then the year of issue and a serial number. Like a plate, the prefix shows the issuing office.
Renewals and changes
Renewal, address change and duplicate requests also start on Sarathi. Some finish without a visit when Aadhaar authentication succeeds.
How do you read a GJ 12 number plate?
A GJ 12 plate follows the national pattern: two state letters, two office digits, a series of one to three letters and a number up to 9999. Only GJ 12 tells you the place. The series letters show when the number was issued, with later letters meaning newer registrations.
- Check the state letters. GJ means the vehicle was first registered in Gujarat.
- Read the two digits. 12 is the Bhuj office for western Kutch.
- Skip the series. Letters such as BF only show the order of issue.
- Search the full number. Use Vahan or mParivahan to see the official record.

Plate colours
White plates are private, yellow are commercial and green are electric. Around Mundra, yellow GJ 12 plates on trucks and taxis are common.
High-security plates
New vehicles leave the dealer with a high-security registration plate, which carries a laser-etched number and a chromium hologram.
Which codes border the Kutch West area?
On land, Kutch West meets only GJ 39 east Kutch and the Pakistan border across the Rann. Across the Gulf of Kutch lie Saurashtra districts with their own codes, and beyond the Rann to the east are Patan and Banaskantha. The table lists the codes you are most likely to meet on Kutch roads.
| Area | District | Code | Office |
|---|---|---|---|
| East Kutch | Kutch East | GJ 39 | Anjar |
| Across the Gulf | Jamnagar | GJ 10 | Jamnagar |
| Across the Gulf | Devbhoomi Dwarka | GJ 37 | Khambhaliya |
| South-east | Morbi | GJ 36 | Morbi |
| Beyond the Rann | Patan | GJ 24 | Patan |
| Beyond the Rann | Banaskantha | GJ 08 | Palanpur |
The highway in from Ahmedabad
Traffic from Ahmedabad crosses into Kutch at the east, so Morbi GJ 36 and Surendranagar GJ 13 plates are common on the way to Bhuj.
State buses
GSRTC buses on Kutch routes often show GJ 18, because the RTO list notes that all state transport buses are registered at Gandhinagar.
Where does GJ 12 sit among Gujarat’s numbers?
GJ 12 lies in the early run of Gujarat numbers, between GJ 11 Junagadh and GJ 13 Surendranagar. The low numbers mostly belong to long-established districts, while the high thirties went to newer districts and extra offices such as Anjar. Our RTO code list covers every state.
Early numbers, old districts
Kutch was a princely state that joined Bombay State in 1956 and became a Gujarat district in 1960. It was already a district when the early codes were allotted.
Newer numbers
Codes in the thirties went to districts carved out later, while GJ 39 shows how an existing district can gain a second office.
How do you check a GJ 12 vehicle online?
Enter the full number on the Vahan citizen portal or in mParivahan. The result shows the registering office, vehicle class, fuel, registration date and validity, with the owner’s name partly masked. For more on what each portal shows, see vehicle owner details by number plate.
What to match
Confirm that the office reads Bhuj, that chassis and engine numbers match the RC, and that insurance, fitness and PUC are valid.
A different office in the record
If the office shown is Anjar or another district, the vehicle was probably transferred after a move. The plate can still read GJ 12.
Why are GJ 12 trucks common near the ports?
Western Kutch holds Mundra port and its industrial belt, so local transporters register trucks, trailers and tankers at Bhuj. Those vehicles then run inland on the highways to Ahmedabad and north India. That is why yellow GJ 12 plates appear far from Kutch.
Not every port truck is local
Many trucks at Mundra belong to firms elsewhere and carry those codes. The code follows the registered address.
What to check before buying a used Kutch vehicle?
Run the usual checks: a clean Vahan record, matching chassis and engine numbers, no pending challans and any loan closed with a bank letter. For western Kutch vehicles, also look at the vehicle class and the condition after desert and coastal use, because salt air and dusty roads wear parts faster.
Commercial past
A car once used as a tourist taxi on Rann routes, or a pickup from a port yard, may show heavy wear. The class in the record shows how it was registered.
Hypothecation entries
If the RC lists a bank, ask for the closure letter and Form 35 before paying. The entry is removed through the office holding the record.
Does a GJ 12 number change when you move?
Not within Gujarat. A GJ 12 number stays with the vehicle if you move to Rajkot, Ahmedabad or even Gandhidham; you only update the address on Vahan. A move to another state for more than a year normally means re-registering there, starting with a clearance from Bhuj.
After a sale
The buyer keeps the GJ 12 number even if they live elsewhere in Gujarat. Only the owner details change.
Is MH 12 or PB 12 the same as GJ 12?
No. The state letters decide the place. MH 12 is Pune, PB 12 is Rupnagar (Ropar) in Punjab, HR 12 is Rohtak and KL 12 is Wayanad. Only GJ 12 means Bhuj. For the Maharashtra code see MH 12 which city, and for Punjab see PB 12 which city.
Typing errors
One wrong letter changes the state. Recheck a blurry photo before searching any portal.
How do you bid for a fancy number at Bhuj?
When a new GJ 12 series opens, choice numbers are offered through Gujarat’s e-auction on the Vahan fancy number module. You register, bid and, if you win, pay within the stated deadline. Base prices are set by the state, so check current amounts on the portal before bidding.
Ask the dealer
Dealers in Bhuj usually know when the next series is due. Popular numbers go quickly once bidding opens.
Which mistakes do people make with GJ 12 plates?
The common slips are putting Gandhidham under GJ 12, assuming all of Kutch shares one code, mixing up the two Mandvis and confusing MH 12 Pune with the Gujarat code. The card below pairs each mix-up with the correction.

Old lists
Gujarat has added districts and offices over the years. Recheck any code list more than a year old.
What a plate does not prove
A code shows where a vehicle was first registered. It does not prove where the owner lives today.

GJ 12 is which city?
GJ 12 is Bhuj, the headquarters of Kutch district. The Bhuj office registers vehicles for the western talukas: Bhuj, Mundra, Mandvi, Nakhatrana, Abdasa and Lakhpat.
What is the Bhuj RTO code?
The Bhuj RTO code is GJ 12. It makes up the first four characters of a plate, as in GJ 12 BF 2468.
Is Gandhidham GJ 12?
No. Gandhidham is in east Kutch, which the RTO list places under GJ 39 at Anjar. You may still see GJ 12 plates there on vehicles that moved from western Kutch.
Is Mundra under GJ 12?
Yes. Mundra taluka is on the Bhuj row of the list, so locally registered vehicles there get GJ 12. Fleet trucks registered at a head office elsewhere may show another code.
Is Mandvi GJ 12?
Mandvi in Kutch is GJ 12. Mandvi in Surat district is a different town and falls under GJ 19 Bardoli.
Is GJ 12 the same as MH 12?
No. MH 12 is Pune in Maharashtra. PB 12 is Rupnagar in Punjab and HR 12 is Rohtak in Haryana. Only the digits match.
Where is the Bhuj RTO office?
It is in Bhuj, the district headquarters. We could not confirm a street address, phone number or timings from an official page, so check the Commissionerate of Transport, Gujarat site or your appointment slip.
Can I register my vehicle at Bhuj if I live in Anjar?
Normally no. Registration follows your address, and Anjar taluka belongs to the Kutch East office (GJ 39). The portal shows which office matches your address when you apply.
Does a GJ 12 number change if I move to Ahmedabad?
No. The number stays with the vehicle anywhere in Gujarat. You update the owner's address on Vahan; only a long move to another state leads to re-registration.
