Mumbai West RTO at Andheri: what MH 02 means and where to go
Mumbai West RTO is the Andheri office on Versova Road, and it issues the MH 02 code. It registers vehicles and handles licence work for the western suburbs from Bandra to Jogeshwari. Until 2015 it also covered Goregaon to Dahisar, which then moved to MH 47. So MH 02 means western Mumbai, not the whole city.
Key takeaways
- MH 02 is Mumbai West, the RTO on Versova Road in Andheri (West).
- Its area runs from Bandra to Jogeshwari in Mumbai Suburban district.
- Goregaon to Dahisar left MH 02 for MH 47 in 2015, so older Borivali cars may still show MH 02.
- The address we list comes from a directory, so confirm it on the state transport site before you travel.
- MH 18 is Dhule, MH 48 is Vasai-Virar and MH 56 is Khamgaon; none of them is an Andheri code.

MH 02 which city is it?
The short answer to MH 02 which city is Mumbai, but only one part of it. MH 02 is the code of the Mumbai West RTO in Andheri, which serves the western suburbs between Bandra and Jogeshwari. A plate starting MH 02 tells you the vehicle was registered at that office.

Mumbai has four codes, not one
Greater Mumbai is split between four offices: MH 01 Tardeo, MH 02 Andheri, MH 03 Wadala and MH 47 Dahisar. Each office gets its own two digits, so MH 02 points to a slice of the western suburbs rather than to the city as a whole.
What the code does not tell you
The digits show where the vehicle was first registered. They say nothing about where the current owner lives, where the car was bought, or whether it is a private or commercial vehicle. Those details sit in the registration record, not on the plate.
What does the Mumbai West RTO cover?
The Mumbai West RTO handles the western suburbs of Mumbai Suburban district, from Bandra in the south to Jogeshwari in the north. Vehicle owners and licence applicants with an address in that belt deal with Andheri for registration, transfers, licences and most other transport paperwork.
A single strip along the western line
Picture the Western Railway line north of Mahim creek. Bandra, Khar, Santacruz, Vile Parle, Andheri and Jogeshwari all sit inside the boundary. Goregaon, the next station north, does not. That simple picture covers most addresses.
East of the tracks too
The limit is not only the coastal side. The list describes the area as Bandra to Jogeshwari without splitting east from west, so suburbs east of the railway in that band, such as Andheri East and Vile Parle East near the airport, are generally treated as MH 02. Confirm by pincode if unsure.
Which areas come under the regional transport office Mumbai West?
The regional transport office Mumbai West lists its area as Bandra to Jogeshwari. The table groups the common suburb names so you can place an address quickly. Treat it as a first guide: offices follow postal and ward limits, so the pincode settles any doubt at the edges.
| Suburb or locality | Office | Code |
|---|---|---|
| Bandra (West and East), Khar | Mumbai West, Andheri | MH 02 |
| Santacruz, Vile Parle | Mumbai West, Andheri | MH 02 |
| Andheri (West and East), Versova, Juhu | Mumbai West, Andheri | MH 02 |
| Jogeshwari | Mumbai West, Andheri | MH 02 |
| Goregaon, Malad, Kandivali, Borivali, Dahisar | Mumbai North, Dahisar | MH 47 |
| Mahim and everything south | Mumbai Central, Tardeo | MH 01 |
Juhu and Versova
Both are coastal neighbourhoods of Andheri and Vile Parle, so they fall within the Bandra to Jogeshwari band. Versova is also where the office itself stands, which makes it one of the easiest addresses on this list to confirm.
Boundary cases
Addresses close to the Jogeshwari and Goregaon border, or around Bandra Kurla Complex, are where people most often guess wrong. If a pincode straddles two areas, ask the office or start an online application and see which RTO the portal assigns.

Where is the Andheri RTO office?
The Andheri RTO office is on Versova Road in Andheri (West), in Mumbai Suburban district. That is the location given in the published jurisdiction list. It sits in the western part of Andheri towards Versova, not near the Andheri East industrial belt or the airport.
Andheri West, not East
People who search for an Andheri office often head east, where many private offices and the airport are. The transport office is on the western side, so plan your route from Andheri station’s west exit or from the Versova end.
Is the Andheri West RTO office on Versova Road?
Yes. Every source we checked places the Andheri West RTO office on Versova Road. The jurisdiction list names Versova Road, Andheri (W), and a Mumbai RTO directory gives a full street address in New Manish Nagar on the same road, which we reproduce below with a caution.
Why we say Versova Road first
A road name is easier to verify than a house number. Even if a building number or wing changes after a renovation, Versova Road, Andheri (West) is enough to get you close, and local signage takes over from there.
Check before a long trip
If you are coming from Bandra or Khar, the trip can take a while in peak traffic. A quick check of the current address on the state transport department site saves a wasted journey if counters have moved inside the complex.
What is the MH 02 RTO address?
A Mumbai RTO directory lists the MH 02 RTO address as Regional Transport Office, 111, Ambivali Village, New Manish Nagar, Versova Road, Andheri (West), Mumbai 400053. We could not open the Maharashtra transport site to confirm it, so treat this as a secondary listing and verify it first.
Pincode 400053
The 400053 pincode in the directory address belongs to the Andheri West area. Use it with the street name in a maps app, but match the office name on the gate before you queue.
How do you reach the Versova Road office?
The office is in Andheri (West) towards Versova, so most visitors come from Andheri railway station or the Versova end of the Andheri-Ghatkopar metro line. From either point, an auto-rickshaw for the last stretch is usually the simplest choice in this crowded part of the suburbs.
Parking is limited
Parking near busy RTOs is scarce, and an RC or licence visit rarely needs your vehicle. Leave it at home unless the service involves an inspection, such as a fitness check or a new registration that the office asked to see.
How do you contact Mumbai West RTO?
The directory lists [email protected] as the office email, plus a second address, [email protected]. We do not print phone numbers here, because the same directory repeats two of the Andheri landlines under the Dahisar office, and we could not tell which listing is correct.
When email works better
Email suits questions that need a written trail: a pending transfer, a delayed RC, or a query about a document the office asked for. Quote your application number and registration number in the subject line so it reaches the right desk.
Finding a working phone number
Use the contact list on the Maharashtra transport department site for current landlines. If you only need status, the online application tracker is usually faster than phoning the office.
When is the Andheri office open?
Maharashtra moved its government offices to a five-day week from 29 February 2020, with official hours of 9.45 am to 6.15 pm, Monday to Friday. Public counters at RTOs usually open for a shorter window inside those hours, and we found no Andheri-specific timetable.
| Item | What we found | Source |
|---|---|---|
| Working days | Monday to Friday | State five-day week order |
| Official hours | 9.45 am to 6.15 pm | State five-day week order |
| Weekends | Saturday and Sunday off | State five-day week order |
| Counter hours at Andheri | Not confirmed | Ask the office |
Public holidays
State holidays close the office as well. Check the Maharashtra holiday list if your slot falls near a festival, because appointment systems sometimes still show dates that later get blocked.
Online services keep running
Payments, applications and status checks on Vahan and Sarathi work outside office hours. Only the parts that need an officer, such as a test or document check, wait for a working day.
What is the MH 02 RTO code made of?
The MH 02 RTO code has two parts. MH is the state code for Maharashtra, and 02 identifies the Mumbai West office. On a full registration number, these four characters are followed by a series of one or two letters and a four-digit number, such as MH 02 AB 1234.
The series letters
After 02, letters run in order as numbers are used up at the office. Older vehicles carry earlier series and newer ones later series, so the letters give a rough sense of when the vehicle was registered, though not an exact date.
Fancy and choice numbers
Owners can bid for or choose particular numbers within the current series. Those numbers still carry the MH 02 prefix, because the choice happens inside the Andheri office’s allocation, not across the state.
What is the Andheri RTO code?
The Andheri RTO code is MH 02. Some people expect Andheri to have a code of its own, separate from “Mumbai West”, but they are the same office: Mumbai West is the official name and Andheri is where it stands.
Why the names differ
Official records use region names like Mumbai (West), Mumbai (Central) and Mumbai (East). People use the suburb name instead, which is why Tardeo, Andheri, Wadala and Borivali RTO are the everyday labels for the four Mumbai offices.
On an RC
On the registration certificate the registering authority usually appears as a Mumbai (West) entry. If you see that wording on a document, it points to the Andheri office.
Is MH 2 the same as MH 02?
Yes. MH 2 is how many people type the code in a search, but plates and records always use two digits: MH 02. The leading zero matters on portals, because a search for the full number without it may fail or return nothing.
Typing numbers on Vahan
Enter the number exactly as printed, without spaces: for example MH02AB1234. Most portals ignore case but do not add a missing zero for you.
Other single-digit searches
The same applies to MH 1, MH 3 and so on up to MH 9. All are written with a zero on the plate, and all follow the same office-code logic.

What does MH 02 passing city name mean on a plate?
“Passing” is everyday Indian English for the RTO that registered a vehicle. So the MH 02 passing city name is Mumbai, and more precisely the western suburbs served from Andheri. A car with MH 02 passing was registered at the Versova Road office, whichever dealer actually sold it.
Dealer location does not decide
A buyer living in Santacruz who buys from a showroom in Lower Parel still gets an MH 02 number, because registration follows the owner’s address, not the dealer’s.
Passing and HSRP
High security plates carry the same registration mark. The IND strip and hologram are added, but the MH 02 prefix and series remain exactly as on the RC.
Why do some Borivali cars still show MH 02?
Until 2015, the Andheri office also served the northern suburbs from Goregaon to Dahisar. After that, those areas moved to MH 47. Vehicles registered before the change kept their original numbers, so a 2012 car from Kandivali can still carry MH 02.
Numbers do not change with boundaries
A registration mark is assigned once. When office limits are redrawn, existing vehicles keep their marks and only new registrations get the new code. The record moves to the new office’s control for future work.
Where the old file sits now
For later services, an owner living in Malad would normally deal with the MH 47 office, even with an MH 02 plate. For more on that office, see our MH 47 which city guide.
Which services does the MH 02 RTO handle?
The MH 02 RTO does the full range of transport office work for its area: new vehicle registration, ownership transfer, address change on the RC, duplicate RCs, hypothecation updates, learner and permanent licences, licence renewal, and permits and fitness for commercial vehicles registered there.
A typical visit follows four steps:
- Check your suburb. Confirm your address falls between Bandra and Jogeshwari, or check the pincode.
- Apply online. Fill the Vahan or Sarathi form and pick Mumbai West as the office if asked.
- Pay and book. Pay the fee online and book an appointment slot if the service needs one.
- Visit with originals. Go to Versova Road with printouts, original documents and copies.
Vehicle-side work
Registration, transfer, address change, NOC requests and hypothecation changes start on Vahan. The office then checks documents and, where needed, inspects the vehicle. Commercial vehicles also come here for fitness and permit renewals.
Licence-side work
Learner tests, driving tests, renewals and duplicates start on Sarathi. Tests and biometric steps need a visit; many renewals are completed online with no visit at all.
Which papers should you take to the Andheri office?
Take the printed application, the online fee receipt, the appointment slip if you booked one, and the originals of everything you uploaded, with one set of self-attested copies. What exactly you need depends on the service, so match the list to your form.

Address proof for this office
Your address proof decides whether Andheri can act on your application. A document showing an address between Bandra and Jogeshwari keeps you in the right office; one showing Goregaon or beyond will send you to Dahisar.
Vehicle papers
For vehicle work, carry the original RC, valid insurance and a current PUC certificate. If the vehicle has a loan, the lender’s papers may also be required for hypothecation changes.
How do you look up an MH 02 number online?
To see the details behind an MH 02 plate, enter the full registration number on the Vahan citizen portal or the mParivahan app. Both show the registering office, vehicle class, fuel, registration date and validity, with the owner’s name partly masked.
Reading the result
If the registering authority shows Mumbai (West), the number belongs to the Andheri office. For a step-by-step guide to the lookup itself, see RTO vehicle information.
Decode any code
How is MH 02 different from MH 01, MH 03 and MH 47?
All four are Mumbai offices, but each covers a different part of the city. MH 01 handles the island city, MH 02 the western suburbs to Jogeshwari, MH 03 the eastern suburbs and MH 47 the northern stretch from Goregaon to Dahisar.
| Code | Office | Area |
|---|---|---|
| MH 01 | Mumbai Central, Tardeo | Colaba and Nariman Point to Mahim, Sion and Wadala |
| MH 02 | Mumbai West, Andheri | Bandra to Jogeshwari |
| MH 03 | Mumbai East, Wadala | Kurla to Mulund, Mankhurd |
| MH 47 | Mumbai North, Dahisar | Goregaon to Dahisar |
Government vehicles
BEST buses and municipal and government vehicles serving Mumbai are registered at MH 01, so you will rarely see an MH 02 bus even on western suburb routes.
East-side neighbours
For the office covering Kurla to Mulund, see our page on the nearest RTO office near me in Mumbai, which explains Wadala and how pincode decides the office.
Which codes border MH 02 on the map?
To the south, across Mahim creek, is MH 01. To the north, from Goregaon, is MH 47. To the east, past the Powai and Kurla side, is MH 03. Beyond the city limits, Thane uses MH 04 and Mira-Bhayandar uses MH 58.
Why neighbouring codes matter
If you move a short distance, your office can change even though your vehicle number does not. Knowing the neighbours helps you pick the right office for an address change or a licence renewal after a move.
Further out
North of Dahisar, Vasai-Virar has its own office under MH 48, covered in a section below. The full Maharashtra list sits in our RTO codes hub.
Can an MH 02 vehicle keep its number after moving?
Yes, within Maharashtra. A move inside the state does not change the registration mark; you report the change of address within 30 days under Section 49 of the Motor Vehicles Act. A move to another state is different: after 12 months there, the vehicle needs a new registration mark.
Moving within Mumbai
If you move from Andheri to, say, Chembur, apply for the address change online and the record goes to the new office’s area. The plate stays MH 02 for the vehicle’s life.
Moving out of Maharashtra
For another state, you usually need a no objection certificate from the Andheri office before re-registering there. Our no objection certificate guide explains the process and documents.

Common mix-ups with MH 02 plates
Most confusion comes from treating the code as a home address. MH 02 records where a vehicle was registered, not where it is kept today. Older boundary changes, house moves and resold vehicles all mean an MH 02 plate can appear anywhere in Mumbai or beyond.
MH 02 and Mumbai city
MH 02 is not the code for “Mumbai” as a whole. South Mumbai vehicles get MH 01 and eastern suburbs get MH 03, so an MH 02 plate narrows it to the west.
Second-hand vehicles
A used car bought in Thane may still carry MH 02 from its first owner. Ownership transfer changes the name on the record, but not the number.
MH 56 which city: Khamgaon, not Mumbai
MH 56 is not connected to Mumbai West at all. It is the Khamgaon office in Buldhana district, in the Vidarbha region, covering Khamgaon, Nandura, Shegaon, Malkapur, Jalgaon Jamod and Sangrampur talukas. People sometimes mix it up with MH 02 when searching for code lists.
| Code | Office | Area |
|---|---|---|
| MH 18 | Dhule | Entire Dhule district |
| MH 48 | Vasai | Vasai-Virar city and Palghar district |
| MH 56 | Khamgaon | Khamgaon, Nandura, Shegaon, Malkapur, Jalgaon Jamod, Sangrampur |
Shegaon pilgrims
Shegaon, a well-known pilgrimage town, falls under MH 56, so many vehicles registered there carry that code rather than the Buldhana district code.

MH 48 passing city name: Vasai-Virar
The MH 48 passing city name is Vasai. The office is at Bhatpara in Virar East, Palghar district, and covers the Vasai-Virar city area and Palghar district. Many people who commute into Andheri and Bandra live there, so MH 48 plates are common on western Mumbai roads.
Why MH 48 shows up in Andheri
Western line commuters from Vasai, Nalasopara and Virar drive into the MH 02 area every day. Their vehicles stay registered at Vasai unless the owner moves.
More on Vasai
For talukas, office details and the Palghar link, see our MH48 city name page.
MH 18 passing: Dhule district
MH 18 passing belongs to Dhule, in north Maharashtra. The office is on the Mumbai-Agra road (old NH 3) and covers the entire Dhule district. It has no link with the Mumbai West office; it often comes up simply because people search several MH codes together.
Reading an MH 18 plate
The digits 18 point to Dhule, and the series letters that follow are Dhule’s own. A truck with MH 18 on the Western Express Highway was registered in Dhule, far from the Mumbai offices.
