MH 25 which city: Dharashiv, the district once called Osmanabad
MH 25 which city? It is Dharashiv, the Marathwada district and town known until 2023 as Osmanabad. A single regional transport office, listed at the MIDC area of the town, registers vehicles from all eight talukas, including Tuljapur, Omerga, Paranda and Bhoom. The renaming did not change the code, so every old and new plate from the district still reads MH 25.
Key takeaways
- MH 25 is Dharashiv (formerly Osmanabad), in the Marathwada region of Maharashtra.
- One office, listed at MIDC, covers the whole district; no sub-office code appears in the list we checked.
- All eight talukas use MH 25: Dharashiv, Tuljapur, Omerga, Lohara, Kalamb, Bhoom, Paranda and Washi.
- The 2023 renaming left the code and every existing number untouched.
- Neighbours include MH 24 Latur, MH 13 Solapur, MH 23 Beed and Karnataka's KA 38 Bidar.
- We could not verify the office phone, PIN or timings, so confirm them on the state transport site.

MH 25 which city is it?
The short answer to MH 25 which city is Dharashiv, a district headquarters town in the Marathwada region of Maharashtra. Until 2023 both the town and the district were called Osmanabad, which is why many people still search for that name. The code is issued by one regional transport office that serves the whole district.

Where Dharashiv sits on the map
Dharashiv lies in the south of Marathwada, between Solapur to the west and Latur to the east. Its southern edge touches Karnataka, so the district works as a crossing point between the Deccan plateau towns of both states.
A district-wide code
Some Maharashtra districts are split between two registering offices. Dharashiv is not: the published RTO list gives MH 25 the entire district, so the two digits on a plate tell you the district even when you do not know the town.
Is MH 25 the code for Osmanabad or Dharashiv?
It is both, because they are the same place. Osmanabad was the official name until the state formally adopted Dharashiv in September 2023. Transport records, dealers and older RCs may show either name, but the code attached to the office has stayed MH 25 throughout.
Where the old name came from
The name Osmanabad honoured Mir Osman Ali Khan, the seventh Nizam of Hyderabad, whose state once included this part of Marathwada. Dharashiv is the older local name that the government chose to restore.
Which name to use on forms
Use the name the portal shows in its drop-down list. Some online forms list the office as Dharashiv, others still as Osmanabad; either selection reaches the same RTO.
What is the Osmanabad RTO code?
The Osmanabad RTO code is MH 25. Anyone who bought a vehicle in the district before the renaming received an MH 25 number, and buyers today receive the same code. Searching “Osmanabad RTO” or “Dharashiv RTO” on a transport portal should return one office, not two.
Why the search term survives
Most people learned the district by its old name, and older paperwork, insurance policies and loan papers still print it. That keeps the Osmanabad passing phrase alive in everyday speech.
How it appears in records
The registering authority on an RC is the office name, not the code. An older card may print Osmanabad, a newer one Dharashiv; both match an MH 25 plate.
Which talukas fall under the MH 25 RTO?
All eight talukas of Dharashiv district fall under the MH 25 RTO: Dharashiv (Osmanabad), Tuljapur, Omerga, Lohara, Kalamb, Bhoom, Paranda and Washi. The district covers about 7,569 sq km and had 1,657,576 residents at the 2011 census, all served by the one office.

| Taluka | Where it lies | Code |
|---|---|---|
| Dharashiv (Osmanabad) | Centre, district headquarters | MH 25 |
| Tuljapur | South-west, towards Solapur | MH 25 |
| Omerga | South, near Karnataka | MH 25 |
| Lohara | South-east, towards Latur | MH 25 |
| Kalamb | North-east, towards Beed and Latur | MH 25 |
| Washi | North | MH 25 |
| Bhoom | North-west | MH 25 |
| Paranda | West, towards Solapur | MH 25 |
Northern talukas
Bhoom, Washi and Paranda form the north-western block that borders Ahmednagar, Beed and Solapur districts. Owners there make the longest trips to the district office.
Southern talukas
Tuljapur, Omerga and Lohara run along the southern side of the district, with Omerga closest to the Karnataka border.
Does any Dharashiv taluka use a second code?
No second code appears for Dharashiv in the RTO list we checked. That sets the district apart from its neighbours: Latur shares its district between MH 24 and MH 55, Beed between MH 23 and MH 44, and Solapur between MH 13 and MH 45. A Dharashiv vehicle should therefore always read MH 25.
Why some districts split
Large or busy districts get a second office so owners in far talukas do not travel too far. Each new office receives its own code rather than a share of the old one.
What could change
The state can open a new office at any time. If a Dharashiv sub-office code is ever notified, the state transport department would announce it, so treat any unverified claim with caution.
Where is the MH 25 RTO office?
The published list places the MH 25 RTO in the MIDC area of Dharashiv town, the industrial estate on the town’s outskirts. That is the only location we could confirm from a source. It is the parent office for the district, so every taluka’s registrations, licences and permits route through it.
Getting there from the talukas
Owners in Omerga or Paranda should plan for a long drive. Booking an online slot first avoids a second trip for a missing appointment.
Checking before you travel
Look up the office on transport.maharashtra.gov.in or select it while booking on Parivahan. The appointment slip prints the office name and reporting time.
What MH 25 RTO office details could we verify?
We could verify the code, the district-wide jurisdiction and the MIDC location. We could not confirm a full street address, PIN code, phone number, email or opening hours on an official page, so we do not publish them. The table shows what is confirmed and what you should check yourself.
| Detail | What we found | Status |
|---|---|---|
| Code | MH 25 | Cross-checked |
| Area served | Entire Dharashiv district | RTO list |
| Office location | MIDC, Dharashiv town | RTO list |
| Street address and PIN | Not verified | Check state directory |
| Phone and email | Not verified | Check state directory |
| Working hours | Not verified | Check appointment slip |
Why we leave gaps
Phone numbers and timings change, and copied lists online often carry stale entries. A blank is safer than a wrong number that wastes your journey.
Where the current contacts live
The state department keeps an office directory for each RTO. Your Parivahan booking confirmation is the other reliable source.
What work does the MH 25 RTO handle?
The Dharashiv RTO handles the full range of Maharashtra regional office work: new registration, transfer of ownership, address change, hypothecation entries and removal, duplicate RCs, NOCs, fitness certificates for transport vehicles, permits and driving licences. Most tasks begin online and need a visit only for a physical check.
Private vehicles
New cars and two-wheelers bought from district dealers are normally registered at the dealer point. The buyer gets the number without visiting the office.
Commercial vehicles
Trucks, buses and tractors with trailers need fitness inspections and permits, which are handled at the office or its testing track.
Which MH 25 tasks start online?
Most services start on the national portals. Vehicle work runs on Vahan and licence work on Sarathi, both reached through Parivahan Sewa. You fill the form, upload documents, pay the fee online and book a slot only if the service needs inspection. State-specific details are covered in our guide to the Maharashtra transport portal.
Tasks that are usually online only
Many record updates, such as mobile number changes and some fee payments, finish without a visit once the portal accepts them.
Tasks that still need the office
Driving tests, fitness checks and some corrections need you, or the vehicle, at the counter in Dharashiv.
Is Tuljapur registered under MH 25?
Yes. Tuljapur is a taluka of Dharashiv district, so a vehicle registered there carries MH 25. People sometimes assume Solapur’s code because Tuljapur lies on the road from Solapur and draws many visitors from that city, but the district boundary decides the code.
The temple town
Tuljapur is best known for the Tulja Bhavani temple, a major pilgrimage centre. Taxis and tour vehicles based in the town usually carry MH 25.
Visitors’ plates
During festivals you will see plates from Solapur, Pune, Latur and Karnataka in Tuljapur. Those codes show where the visitors’ vehicles were registered, not a local office.
Do Omerga and Naldurg vehicles carry MH 25?
Yes. Omerga is a Dharashiv taluka, and Naldurg, known for its fort, lies in Tuljapur taluka. Both therefore use MH 25. Omerga sits on NH 65, the Pune to Hyderabad highway that also passes Naldurg, so heavy goods traffic through the town includes many MH 25 trucks alongside out-of-state plates.
Naldurg on the highway
NH-652 runs from Tuljapur through Naldurg, linking the temple town with the southern part of the district.
Near the Karnataka border
Omerga and Lohara residents live close to Bidar and Kalaburagi districts, so KA plates are common on their roads too.
Where do you spot MH 25 vehicles on the road?
You will see MH 25 plates mostly on the highways that cross the district. The district list names NH-52, NH-63, NH-65, NH-361, NH-548B, NH-548C and NH-652. These carry traffic towards Solapur, Latur, Beed, Pune and Hyderabad, so MH 25 trucks and buses travel well beyond Marathwada.
Trade and farm traffic
Farm produce and goods move from Dharashiv towards larger markets in Solapur, Latur and Pune, so MH 25 goods vehicles are a familiar sight on those roads.
Migrants and students
Many Dharashiv families work or study in Pune and Mumbai. Their vehicles keep the MH 25 number after the move, as explained further down.
Which RTO codes border Dharashiv district?
Dharashiv touches four Maharashtra districts and two in Karnataka. Beed lies to the north, Latur to the east, Solapur to the west, Ahmednagar to the north-west, and Bidar and Kalaburagi to the south. Each neighbour has its own code, and three of them are split between two offices.
| Neighbour | Direction | Codes |
|---|---|---|
| Beed | North | MH 23 Beed, MH 44 Ambajogai |
| Latur | East | MH 24 Latur, MH 55 Udgir |
| Solapur | West | MH 13 Solapur, MH 45 Akluj |
| Ahmednagar | North-west | MH 16 for the southern talukas |
| Bidar, Karnataka | South | KA 38 |
| Kalaburagi, Karnataka | South | KA 32 |
Solapur next door
Solapur’s split between Vijapur Road and Akluj is explained in MH 13 which city, which covers the western neighbour in detail.
Elsewhere in Marathwada
Dharashiv belongs to the division headquartered in Chhatrapati Sambhajinagar; that city’s own code is covered in MH 20 which city.
How is MH 25 different from MH 24 Latur?
The two districts sit side by side and are often confused. MH 25 covers all of Dharashiv from one office. MH 24 covers only five Latur talukas (Latur, Ausa, Nilanga, Renapur and Chakur); the rest of Latur district uses MH 55 at Udgir. So an Ausa car reads MH 24, while a Kalamb car reads MH 25.

Shared history
Latur was carved out of the old Osmanabad district in 1982, which partly explains why older residents mix up the two. The codes, however, have always been separate.
Talukas near the line
Kalamb and Lohara border Latur district. Check the taluka on the address proof rather than the nearest town.
How does MH 25 compare with MH 13 Solapur?
Solapur is the bigger neighbour to the west, and it splits its district between MH 13 and MH 45. Dharashiv keeps one code. Tuljapur and Paranda lie close to Solapur district, yet both are MH 25, because the taluka belongs to Dharashiv district.
Similar services, different queues
Fees, forms and documents are set state-wide, so the process is the same at Solapur and Dharashiv. Only the office, its queue and its appointment slots differ.
Which office you attend
Your address proof decides the office. A Tuljapur resident registers at Dharashiv even if Solapur city is closer for shopping.
How is an MH 25 number put together?
An MH 25 number follows the national format: state letters, office digits, series letters and a serial number, for example MH 25 AB 1234. Only “MH 25” says anything about place. The series letters move forward as numbers are used up, and the last four digits are a running serial.
Fancy and choice numbers
Owners who want a particular serial can apply for a choice number through the office; the rules and charges are set by the state. The code stays MH 25 whatever serial is chosen.
High-security plates
New vehicles get a high-security registration plate fitted through the dealer, carrying the same MH 25 number in standard characters.
How do you decode an MH 25 plate step by step?
Decoding takes four quick checks, shown below and in the card. The first two tell you the state and the office. The last two are serials that only the official record can explain. For owner, insurance or loan details you need the Vahan entry, not the plate.
- Read the state letters. MH means the vehicle was first registered in Maharashtra.
- Read the office digits. 25 points to the Dharashiv RTO, which covers the whole district.
- Ignore the series letters. The one or two letters after 25 only show the order of issue.
- Verify the full number. Search the complete number on Vahan or mParivahan to see the official record.

Series letters are not taluka markers
A plate reading MH 25 AQ does not mean a different taluka from MH 25 AB. Both came from the same office at different times.
For codes from other states
The decoder above, and the RTO codes hub, help with plates you do not recognise.
How do you look up an MH 25 vehicle online?
Enter the full number on the Vahan citizen portal or the mParivahan app. The result shows the registering office, vehicle class, fuel, registration date and validity dates, with the owner’s name partly masked. Our guide to RC status explains each field.
What the office field shows
For an MH 25 vehicle the record should name the Dharashiv (or Osmanabad) office. A different office usually means the record was transferred.
When nothing appears
Check for typing errors first, especially the letter O and the digit 0. Very old records may need help from the office.
What should a buyer check on a used MH 25 vehicle?
Before buying, match the chassis and engine numbers on the vehicle, the RC and the Vahan record. Confirm the owner’s name and ID, look for an active hypothecation entry, check insurance validity and look for pending challans. For a commercial vehicle, also check fitness and permit validity.
Old cards with the old name
An RC printed with “Osmanabad” is still valid. Do not treat the old name as a warning sign by itself.
Transfer after purchase
Ownership transfer is filed online and goes to the office that holds the record. The number stays MH 25 even if you live elsewhere in Maharashtra.
Did renaming Osmanabad change MH 25 numbers?
No. The renaming was reported as formal on 16 September 2023, and on 9 May 2024 the Bombay High Court dismissed petitions against it. Neither event changed vehicle registrations. Every number issued under the old name stays valid, and new vehicles continue to receive MH 25.

No need to update your RC
You do not have to apply for a new card because the district changed its name. Any reprint, such as a duplicate RC, may show the new name.
Address proofs with the old name
Documents that say Osmanabad remain acceptable for the same address. If an official asks, point to the renaming notification.
What happens to an MH 25 number when you move?
Within Maharashtra, nothing happens to the number. An MH 25 car in Pune or Mumbai keeps its plate; the owner updates the address on the record. A move to another state for more than a year requires re-registration there, starting with a no objection certificate from the Dharashiv office.
Selling to a buyer elsewhere
If a Nashik buyer purchases an MH 25 vehicle, the number stays the same after the transfer.
Why MH 25 appears across the state
Because numbers travel with the vehicle, MH 25 plates show up in every Maharashtra city where Dharashiv families have settled.
Which MH 25 mix-ups should you avoid?
The most common mix-up is assuming the renaming brought a new code. Others include placing Tuljapur under Solapur, expecting Omerga to have its own office code, or reading the code as the owner’s present home. The card lists each mistake with its fix.

Trusting a single list
Code lists, ours included, rely on published sources that can lag behind changes. Confirm a borderline case with the office.
Mixing up Latur and Dharashiv
Because Latur was once part of the old district, some people still give Latur towns the MH 25 code. Latur towns use MH 24 or MH 55.
Who do you contact about an MH 25 registration?
For anything on an existing MH 25 record, the Dharashiv RTO is the office to contact. Start with the Vahan grievance option or the state transport department’s directory, and visit the office only with an appointment or a clear reason. Dealers can help with problems on a new registration.
Before you call or visit
Keep the registration number, chassis number, application number and receipts ready. Most queries are resolved faster with these.
If the record is held elsewhere
A vehicle transferred to another Maharashtra office is handled by that office, even though the plate still reads MH 25.

MH 25 is which city?
MH 25 is Dharashiv, the town and district that was called Osmanabad until 2023. Its RTO registers vehicles from the entire district.
What is the Osmanabad RTO code?
The Osmanabad RTO code is MH 25. The district is now officially called Dharashiv, but the code is the same.
Is Tuljapur MH 25?
Yes. Tuljapur is one of the eight Dharashiv talukas, so vehicles registered there carry MH 25, not Solapur's MH 13.
Does Omerga have its own RTO code?
Not in the published list we checked. Omerga falls under the Dharashiv office and uses MH 25.
Did my MH 25 number change after the renaming?
No. The renaming changed the district's name only. Existing numbers stay valid and new registrations still get MH 25.
Where is the MH 25 RTO office?
The office is listed at the MIDC area of Dharashiv town. We could not verify a full street address, so check the Maharashtra transport department directory before visiting.
What is the Dharashiv RTO phone number?
We could not confirm a phone number on an official source. Use the office list on transport.maharashtra.gov.in or the details on your Parivahan appointment slip.
Is MH 25 the same as MH 24?
No. MH 24 is Latur, the district to the east. Latur district also has a second code, MH 55 at Udgir.
Can I keep MH 25 if I move to Pune?
Yes. A move inside Maharashtra keeps the number; you update the address on the record. Re-registration applies only after moving to another state.
