RJ 18 which city: Jhunjhunu, its tehsils and its transport office
RJ 18 which city points to Jhunjhunu, the headquarters of Jhunjhunu district in the Shekhawati region of north Rajasthan, part of Jaipur division. Its office registers vehicles from towns such as Pilani, Mandawa, Nawalgarh and Chirawa. Khetri, inside the same district, has its own code, RJ 53. Before the two-digit codes, Jhunjhunu used the RJP, RSP and RRP series. Confirm any plate on Vahan.

RJ 18 which city: the Jhunjhunu answer
The short answer to RJ 18 which city is Jhunjhunu. The code belongs to the transport office at the headquarters of Jhunjhunu district, the biggest town of the Shekhawati belt in north Rajasthan. Any car, bike, tractor or truck first registered there carries RJ 18 followed by a series and a four-digit number.

What a full RJ 18 number looks like
A plate reads like RJ 18 AB 1234. RJ is the state, 18 is the office, the letters are the running series and the last four digits are the vehicle’s own number. Only the first two parts tell you where it came from.
Town or district?
People search “which city”, but the code really points to an office whose area is the district. A Pilani or Mandawa vehicle shows RJ 18 just like one bought in Jhunjhunu town itself.
Where is Jhunjhunu, the town behind RJ 18?
Jhunjhunu sits in the north-east of Rajasthan, in Jaipur division, at an elevation of about 323 metres. In the 2011 census the town had 118,473 people. It uses PIN code 333001 and the STD code 01592, and National Highway 11 and State Highway 8 run through it.
Getting there
Jhunjhunu railway station is on the North Western Railway, with trains to Delhi, Jaipur and Bikaner. The nearest airport is Jaipur International Airport.
What the town is known for
The Rani Sati temple is the town’s best-known landmark, and the painted havelis of the surrounding Shekhawati towns draw visitors. The district is also famous for the number of its people who serve in the armed forces.
Which Jhunjhunu tehsils register vehicles under RJ 18?
Jhunjhunu district covers about 5,928 sq km and had roughly 2.14 million residents in 2011. It is split into 12 tehsils. Unless an owner lives in the area served by the Khetri desk, their vehicle normally gets an RJ 18 number from the headquarters office.

Tehsils served from Jhunjhunu
Jhunjhunu, Bissau, Malsisar, Mandawa, Chirawa, Surajgarh, Pilani, Buhana, Nawalgarh, Gudha Gorji and Udaipurwati usually register at the headquarters office, so their plates read RJ 18.
The Khetri exception
Khetri is the one tehsil with its own office code. Its residents can register at the Khetri desk instead of travelling to Jhunjhunu town.
| Tehsil | Usual office | Code on new plates |
|---|---|---|
| Jhunjhunu | Jhunjhunu (headquarters) | RJ 18 |
| Bissau, Malsisar, Mandawa | Jhunjhunu | RJ 18 |
| Chirawa, Surajgarh, Pilani, Buhana | Jhunjhunu | RJ 18 |
| Nawalgarh, Gudha Gorji, Udaipurwati | Jhunjhunu | RJ 18 |
| Khetri | Khetri | RJ 53 (older vehicles may show RJ 18) |

Does Khetri use RJ 18 or a code of its own?
Khetri has a separate office code, RJ 53, listed under Jhunjhunu district. The town grew around the copper mines run by Hindustan Copper Ltd, and the township of Khetri Nagar lies about 10 km away. So an RJ 53 plate is still a Jhunjhunu district plate; it was just issued at a different desk.

Why Khetri vehicles may show either code
A vehicle bought before the Khetri desk opened, or registered by an owner who used the Jhunjhunu office, can carry RJ 18 even with a Khetri address. Both are valid.
No old letter series
Wikipedia lists no pre-two-digit series for RJ 53, so a vintage Khetri vehicle would carry Jhunjhunu’s old letters instead.
What changed for Khetri and Udaipurwati in 2023 and 2024?
In 2023 Rajasthan created Neem Ka Thana district from parts of Sikar and Jhunjhunu. Khetri and Udaipurwati were among its five tehsils. The new district did not last: it was abolished in December 2024, and both tehsils are again counted with Jhunjhunu.

What happened to the plates
We found no record of any renumbering. A registration mark stays with the vehicle when a district boundary moves, so RJ 18 and RJ 53 numbers issued in that period remain valid.
Paperwork after the change
If your RC or licence shows “Neem Ka Thana” as the district, the record is still good. Update the address only when you actually move, and confirm the current office on the state portal.
What did Jhunjhunu plates show before RJ 18?
Before two-digit office codes, Rajasthan used three-letter series. Wikipedia’s RTO list gives Jhunjhunu the series RJP, RSP and RRP, while its taxis ran on RRT 5251 to 5500. You will still see these on classic jeeps and older tractors in Shekhawati villages.
How to read an old plate
A plate such as RJP 1234 has no separate office number; the third letter, P, did that job. Search the number on Vahan to see whether it was ever re-entered in the database.
Taxi numbers shared a series
RRT was shared by many districts, with each one given a block of numbers. That is why the 5251-5500 range matters for identifying a Jhunjhunu taxi.
Why does Jhunjhunu carry the number 18?
The original Rajasthan codes, RJ 01 to RJ 27, follow the alphabetical order of the old district names. Jaipur is 14, Jaisalmer 15, Jalore 16, Jhalawar 17, Jhunjhunu 18 and Jodhpur 19. The number tells you nothing about size or importance; it is simply Jhunjhunu’s place in the list.
Later codes do not follow the alphabet
Codes from RJ 28 upwards were added for newer districts and busy sub-offices, Khetri’s RJ 53 among them, so they are in roughly the order they were created.
A quick memory trick
Remember “J for 14 to 19”: every district whose name starts with J sits in that block.
Which Shekhawati codes sit next to RJ 18?
Shekhawati covers parts of Sikar, Jhunjhunu and Churu, and is named after Rao Shekha, a 15th-century Kachwaha chieftain. Jhunjhunu borders Sikar to the south and south-west and Churu to the north and north-west, so their plates are common on the same roads.
| Code | Office | District | Division |
|---|---|---|---|
| RJ 18 | Jhunjhunu | Jhunjhunu | Jaipur |
| RJ 53 | Khetri | Jhunjhunu | Jaipur |
| RJ 23 | Sikar | Sikar | Jaipur |
| RJ 10 | Churu | Churu | Bikaner |

Which out-of-state plates appear near the Haryana border?
Jhunjhunu’s north-east and east edge touches Haryana, next to the Bhiwani and Mahendragarh districts. In Pilani, Buhana and Surajgarh you will regularly see plates starting with HR, the Haryana prefix, mixed in with RJ 18.
Do they need a Rajasthan number?
Not for short stays. A new registration mark is needed only when a vehicle is kept in another state for more than 12 months (Section 47 of the Motor Vehicles Act).
Decoding the Haryana number
The digits after HR name the Haryana office. Use the plate finder further down this page to look one up.
Where is the RTO office Jhunjhunu?
The RTO office Jhunjhunu serves the district from Jhunjhunu town, the headquarters. We have not been able to verify its street address, phone number or opening hours from a reliable source, so we do not print them here. The Rajasthan Transport Department website is the place to confirm current details.
Why we do not list a phone number
Directories online often show numbers posted by private agents. A wrong number can lead to fake “fixers” who charge extra; use only the department’s own list.
Use the online appointment slip
When you book a service on the national portal, the slip shows the office and the slot. That is the most reliable guide to where to go.
Is the Jhunjhunu office an RTO or a DTO?
The state portal says Rajasthan runs 51 regional and district transport offices. People call every one of them “RTO”, but the official title of the Jhunjhunu office may be regional or district level, and we could not confirm which. Check the department’s office list for its current status.
Does the title matter to you?
For most work, no. Registration, licences and permits are handled at the office that covers your address, whatever its title.
When it does matter
Certain permit or appeal work may sit with a higher office. If a service is not offered at Jhunjhunu, the online application will name the office that handles it.
What work does the Jhunjhunu transport office handle?
Like other Rajasthan offices, it registers new vehicles, records ownership transfers, issues duplicate RCs, handles hypothecation entries and NOCs, and runs licence tests. Most of these start online on Parivahan Sewa, and the office visit is only for checks, tests or document verification.
Vehicle-side services
New registration, transfer of ownership, change of address, addition or removal of a loan, fitness checks for commercial vehicles and NOCs for moving a vehicle out of the state.
Licence-side services
Learner’s licence tests, driving tests, licence renewal and duplicates, which run through the national Sarathi licence portal.
Which RJ 18 tasks can you finish online first?
You can usually fill forms, upload documents, pay fees and book a slot online before you ever reach the office. This cuts the visit to one short trip.
- Read the prefix. RJ at the start of the plate tells you the vehicle was registered in Rajasthan.
- Read the two digits. 18 means the Jhunjhunu office; 53 means the Khetri office in the same district.
- Search the full number. Type the complete registration number into Vahan or the mParivahan app.
- Match the record. Compare the registering office, model, chassis and engine details with the vehicle in front of you.
Pick the right state and office
On the portal, choose Rajasthan and then the Jhunjhunu or Khetri office that matches the address in your documents.
Keep your receipt
Save the application number and payment receipt. If the visit is rescheduled, you will need both.
How do Jhunjhunu residents get a driving licence?
Applications go through Sarathi, the national licence portal. You apply for a learner’s licence online, take the test, wait the required period and then book a driving test at the office that serves your address, which for most of the district is Jhunjhunu.
Proof of address
Your address proof decides the office. A Khetri address may be routed to the Khetri desk; a Pilani or Chirawa address normally goes to Jhunjhunu.
Fees
Fees are set by the state and change from time to time. Check the amount shown on Sarathi at the payment step rather than relying on old figures.
How is an RJ 18 vehicle sold to a new owner?
When an RJ 18 vehicle changes hands, the number stays the same; only the owner’s name changes in the registration record. The seller and buyer sign transfer forms and the application is filed online. The full process is explained in our guide to Form 29 and 30.
Buyer and seller in different districts
If the buyer lives in another Rajasthan district, the plate still keeps RJ 18. Only the address and owner change.
Check before you pay
Look up the vehicle first: our guide to vehicle owner details by number plate in Rajasthan explains what the search shows and what stays masked.
Does an RJ 18 number change if you move away?
Inside Rajasthan, no. If you move from Jhunjhunu to Jaipur or Udaipur, the vehicle keeps its RJ 18 mark and you update the address. A new mark is needed only when the vehicle is kept in another state for more than 12 months.
Moving to another state
You need an NOC from the Rajasthan office and then a fresh registration in the new state, after which the RJ 18 number is retired.
Soldiers on posting
Many Jhunjhunu families have members in the forces who move every few years. The same 12-month rule applies, so check with the office before a long out-of-state posting.
How do you check an RJ 18 number online?
A plate is only a clue. To confirm which office registered a vehicle, enter the full number on Vahan or the mParivahan app. The record names the registering authority and shows the model, fuel, registration date and validity, with the owner’s name partly hidden.

What to compare
Match the chassis and engine numbers on the record with those stamped on the vehicle. A mismatch is a reason to walk away.

Which well-known towns carry RJ 18 plates?
Several famous places sit inside Jhunjhunu district, so their vehicles carry RJ 18. Pilani, about 194 km from Delhi, is home to BITS Pilani and the CSIR-CEERI laboratory and is the birthplace of G. D. Birla. Mandawa and Nawalgarh are known for painted havelis.
Pilani
Students’ and staff vehicles registered locally show RJ 18, while many visitors arrive on Delhi or Haryana plates.
Mandawa and Nawalgarh
Shekhawati’s haveli murals were commissioned by Marwari merchants between the 17th and 19th centuries. Tourist taxis here often carry RJ 18 commercial plates.
Which RJ 18 mix-ups should you avoid?
Most confusion comes from towns that sit close to a district boundary and from codes that share the same digits. Checking the full number on Vahan clears up every one of them.

RJ 18 and GJ 18
GJ is the Gujarat prefix, so the two codes have nothing in common beyond the number. See GJ 18 which city for the Gujarat side.
Sikar or Jhunjhunu?
Nawalgarh, Udaipurwati and Gudha Gorji are close to Sikar but belong to Jhunjhunu district, so expect RJ 18 there, not RJ 23.
How should you prepare for a visit to the Jhunjhunu office?
Carry originals and a set of photocopies of everything you uploaded, along with the appointment slip and payment receipt. For vehicle work, bring the vehicle itself if an inspection is listed on the slip.
Common documents
The RC, insurance, pollution certificate, identity and address proof, and any loan or NOC papers relevant to the service.
Timing
Arrive before your slot. Office hours can change, so check them on the state portal the day before.
How can you spot a doubtful RJ 18 plate?
A genuine number appears on Vahan with matching details. Warning signs include a plate that is not found in the database, a model or colour that differs from the record, or chassis digits that look filed or repainted.
A wrong code is not proof of fraud
An RJ 18 car in Khetri, or an RJ 53 car in Jhunjhunu town, is normal. The office code reflects where it was registered, not where it is driven.
Report concerns
If a vehicle looks stolen or its record does not match, tell the local police rather than confronting the seller.
How do Jhunjhunu drivers check and pay traffic challans?
Traffic challans issued to RJ 18 vehicles are recorded against the registration number, and you can check and pay them online. State police and transport challans follow the same national system. Our guide to the Rajasthan police challan covers the process.
Check before selling
A buyer will ask whether there are pending challans on the vehicle. Clear them before you start a transfer so the sale is not held up.
Disputes
If a challan looks wrong, the guide explains how to raise a grievance instead of paying an amount you do not owe.
