Where is the RTO office Ludhiana?
The RTO office Ludhiana is listed on the official district website as the Regional Transport Authority, Mini Secretariat, Ferozpur Road, Ludhiana, with PIN 141001. The Mini Secretariat is the district’s main government complex, so many departments share the building. That listing was last updated in August 2021.

Getting to Ferozpur Road
Ferozpur Road is one of the city’s main arteries heading west towards Moga and Ferozepur. Ask at the complex entrance for the transport branch rather than wandering floor by floor; staff may also call it the RTA or DTO counter.
Check before you leave home
Because the district page is a few years old, confirm the counter and any shift of premises on ludhiana.nic.in or with the Punjab transport department. An appointment slip from Sarathi or Vahan usually names the office too.
Is RTO Ludhiana an RTA, an RTO or a DTO?
For a citizen, RTO Ludhiana is simply the registering and licensing authority for the city. The district site uses the title Regional Transport Authority, people searching online type “RTO”, and paperwork in Punjab sometimes says District Transport Officer. All three names point to the same public-facing work.
Why the RTA title appears
Under the Motor Vehicles Act a Regional Transport Authority is the body that grants permits for transport vehicles in its region, so the title reflects a wider role over buses, trucks and taxis than plain registration.
What your RC may say
The registering authority line on a Ludhiana registration certificate can read RTA, RTO or DTO Ludhiana. None of these is an error. Our RTO codes hub explains how such offices are organised across India.
What does the PB10 RTO code stand for?
The PB10 RTO code marks a vehicle first registered by the Ludhiana (West) office. “PB” is the state prefix for Punjab, and “10” is the office slot Ludhiana received in the original district block. The code is fixed at first registration and does not change when the vehicle is resold within the state.
Reading a sample plate
On a plate such as PB 10 KD 4512, PB is Punjab, 10 is Ludhiana (West), KD is the running series and 4512 is the unique number. Only the first two blocks describe the office.
Same code, any colour
White private plates, yellow commercial plates and green electric plates all start with the same PB 10 prefix when issued by this office.
Why does Ludhiana city have two codes, PB 10 and PB 91?
The city is divided into Ludhiana (West) and Ludhiana (East) tehsils, and each has a registering office. West holds the older PB 10, while East uses PB 91, a number from the much later end of the Punjab list. A busy, growing city simply outgrew one counter.
Which one you get
The tehsil of the address on your proof of residence decides it. Two neighbours on either side of a tehsil line can end up with different prefixes even though both live in Ludhiana.
Which codes cover the rest of Ludhiana district?
Ludhiana is Punjab’s largest district by area and population, and it has seven tehsils. Each tehsil town has its own office number, so a car bought in Khanna or Jagraon will not carry PB 10.
| Code | Office | Type of area |
|---|---|---|
| PB 10 | Ludhiana (West) | City tehsil |
| PB 91 | Ludhiana (East) | City tehsil |
| PB 25 | Jagraon | Western tehsil town |
| PB 26 | Khanna | Eastern tehsil town on the GT Road |
| PB 43 | Samrala | North-eastern tehsil |
| PB 55 | Payal | South-eastern tehsil |
| PB 56 | Raikot | South-western tehsil |
Sub-tehsil towns
Places such as Machhiwara, Mullanpur Dakha, Sidhwan Bet, Dehlon, Koom Kalan and Maloud are sub-tehsils without their own code. Their vehicles are registered by the parent tehsil office.
Codes across the borders
Ludhiana borders Jalandhar, Moga, Sangrur, Barnala, Rupnagar, Fatehgarh Sahib and Patiala. Patiala’s PB 11 and Moga’s PB 29 are the plates you will see most often from next door.

Which services does RTO Ludhiana provide?
RTO Ludhiana handles the vehicle and licence records for its tehsils: first registration, ownership transfer, change of address, duplicate RCs, adding or removing a loan, NOCs for moving out of Punjab, and learner and permanent driving licences. Commercial owners also deal with it for permits and fitness.
Private owners
Most private car and two-wheeler owners deal with the office only a handful of times: once at purchase through the dealer, again when selling, and occasionally for an address change or a duplicate RC.
Commercial operators
Ludhiana is a large industrial centre, so goods carriers, taxis and buses make up a big share of counter traffic. Their permits and fitness renewals require the vehicle to be presented, which is why commercial queues run longer.
Which Ludhiana transport tasks start online?
Nearly every request now begins on a national portal. Vehicle work runs through Vahan, licence work through Sarathi, and both are built by NIC for the Ministry of Road Transport and Highways. The Ludhiana counter steps in only where a person or vehicle must be seen.
What still needs a visit
Expect to attend for a driving test, biometric capture, vehicle inspection for fitness or transfer, or when the office asks to see originals. Anything purely clerical, such as paying a fee, should not need a trip.
Tracking without a visit
Keep the application number from the portal. It lets you check progress online and is the first thing counter staff ask for.
Driving licence Ludhiana: how do you apply?
A driving licence in Ludhiana starts on Sarathi, exactly as the district website directs. Pick Punjab, choose the Ludhiana office that covers your address, fill the form and pay the amount shown. A learner licence comes first; the permanent licence follows after the waiting period and a driving test.
- Open Sarathi. Go to the Sarathi portal and choose Punjab as your state.
- Pick the right office. Select the Ludhiana office that covers the address on your proof of residence.
- Upload and pay. Fill the form, upload scans and pay the amount the portal calculates.
- Book and attend. Choose a slot, then attend for the test, photo and signature.

Fees and documents
We do not quote Punjab amounts here because no current state schedule could be verified. The documents, fee basis and test rules for the whole state are in our Punjab driving licence guide.
Licences from the tehsil towns
Residents of Khanna, Jagraon or Raikot normally apply to their own tehsil office, not to the city counter.
What should you take to the Mini Secretariat counter?
Take the originals of everything you uploaded, plus one set of photocopies. For vehicle work that means the RC, insurance and pollution certificate; for licence work, the learner licence and identity and address proof. Missing one paper is the most common reason people are sent back.

For a driving test
Bring a roadworthy vehicle of the class you applied for, with its own valid papers, and arrive before your slot.
For an inspection
Clean the chassis and engine number area so the inspector can read and match it against the record quickly.
How do you check a PB 10 vehicle online?
Any PB 10 or PB 91 record can be checked on the national Vahan search or in the NextGen mParivahan app. Enter the full number without spaces, pass the captcha and OTP, and the result shows the registering authority, vehicle class and insurance and fitness validity, with the owner’s name partly hidden.
When buying used
Match the office shown online with the RC in hand. A Ludhiana plate whose record names a different authority deserves questions.

What happens when a Ludhiana vehicle is sold or moved?
A Ludhiana number stays with the vehicle anywhere in Punjab. A sale is recorded on Vahan using Form 29 and Form 30, and the record is updated by the office that holds it. Moving the vehicle to another state for good needs a no objection certificate from the Ludhiana office first.
Moving within Punjab
Shifting from Ludhiana to Amritsar or Bathinda only needs a change of address on the RC. The PB 10 prefix remains.
Leaving the state
After the NOC, the new state re-registers the vehicle and issues its own number. Clear pending tax and challans before applying, or the request can stall.
How do you pay Ludhiana transport fees?
Fees and road tax for Ludhiana vehicles are paid online on Vahan or Sarathi when you submit an application. The portal computes the amount from the service and the vehicle details, so there is no need to pay cash at the counter for a routine request. Download the receipt straight away.
Where rates come from
Punjab sets its own road tax, while many service fees follow central rules. Pay only what the portal generates, and keep the receipt for the counter.
Fancy numbers
Choice numbers in the PB 10 series are sold in the Punjab Transport Department’s weekly online auction. The Tribune reported in September 2025 that PB 10 KD 0001 went for Rs 18.73 lakh against a reserve of Rs 1 lakh. Our VIP number plate price guide explains the process.
How do you find current timings and contact details?
We could not find an official phone number, email, office hours or officer name for the Ludhiana transport office, so we publish none. The safest sources are the Ludhiana district website and the Punjab transport department, plus the appointment slip you receive from Sarathi or Vahan.
The 1073 number
The district site lists 1073 as a traffic helpline. Use it for road and traffic help; it is not a registration enquiry line.
