UP 13 district name, UP 14 and two dozen other UP plate codes explained

By , Editor and reviewer · Updated · 22 min read · Independent guide, not a government website

In short

The up 13 district name is Bulandshahr, in the Meerut division of western Uttar Pradesh. Its neighbour UP 14 is Ghaziabad, UP 15 is Meerut and UP 19 is Shamli. This page decodes 25 UP codes, from UP 13 to UP 94, explains renamed districts such as Faizabad to Ayodhya, and shows how to confirm any number on the official Vahan record.

Key takeaways

  • UP 13 is Bulandshahr and UP 14 is Ghaziabad; Noida, often confused with Ghaziabad, is UP 16.
  • Only the two digits after UP name the RTO office; the letters that follow are a running series.
  • Several offices sit in a town that differs from the district name, such as UP 38 at Bahjoi for Sambhal and UP 57 at Padrauna for Kushinagar.
  • Renamed districts keep their code: Faizabad became Ayodhya in 2018 and still uses UP 42 in the list we checked.
  • UP 1 to UP 10 are retired because those districts are now in Uttarakhand; some numbers such as UP 28 are missing or disputed.
  • Confirm any plate on Vahan, because website lists, including this one, come from secondary sources.

What is the UP 13 district name?

The up 13 district name is Bulandshahr. UP 13 is the registration code of the Bulandshahr RTO in the Meerut division of western Uttar Pradesh, on the plains between the Ganga and Yamuna. A plate that begins “UP 13” was registered there, whether the vehicle is a scooter, tractor or car.

Towns inside the UP 13 area

Bulandshahr district has seven tehsils in the list we checked: Bulandshahr, Syana, Anoopshahr, Shikarpur, Khurja, Dibai and Sikandrabad. A buyer in Khurja or Sikandrabad normally registers with the district office, so their plates also read UP 13.

Where the office details live

This page decodes codes rather than listing offices. For timings, services and directions, see our guide to RTO Bulandshahr, and confirm the current address with the UP transport department before you travel.

The quick list below pairs every code covered on this page with its district. Use it to answer “kaha ka number hai” questions in seconds. Where the office town differs from the district name, the office is shown in brackets, because that is the name you may see on a receipt or RC.

How this list was put together

We took each mapping from the public list of RTO districts and cross-checked a few against insurer directories. The UP transport website did not load from our office, so treat the table as a guide, not an official record.

Need every UP code?

This page covers 25 numbers. For all codes from 11 to 96 in one place, open our UP RTO code list, and use the UP district map to see where each district sits.

UP 13 kaha ka number hai on a bike or car?

UP 13 Bulandshahr ka number hai. The answer is the same for two-wheelers, cars, tractors and goods vehicles, because the code belongs to the office, not the vehicle type. Only the letters after the digits change with the series that was running on the day of registration.

Same code, different series

A motorcycle might read UP 13 BX and a car UP 13 CA, depending on which series was open. Both were registered at Bulandshahr. The series letters tell you roughly when the vehicle was registered, not where the owner lives.

Bulandshahr is part of the Delhi region

Bulandshahr falls within the National Capital Region, so UP 13 vehicles are common on roads into Ghaziabad and Noida. Seeing one in Delhi does not mean anything unusual; it simply shows the vehicle’s first registration was in Bulandshahr.

UP 14 kaha ka number hai?

UP 14 Ghaziabad ka number hai. The UP 14 code belongs to the regional transport office in Ghaziabad, a mostly suburban district on Delhi’s eastern edge. Cars and bikes bought by residents of Ghaziabad city, Indirapuram, Vaishali, Modinagar or Loni are normally registered under this number.

Only the two digits after UP point to the office; the letters that follow are a running series.

Ghaziabad is not Noida

People often mix the two because they share a border. Ghaziabad is UP 14; Noida and Greater Noida are UP 16, registered in Gautam Buddha Nagar district. If a seller in Indirapuram shows you a UP 16 plate, the vehicle was registered in Noida, not Ghaziabad.

Office address and services

Visiting hours, contact numbers and the services offered at the counter vary between listings. Our page on RTO Ghaziabad covers the office itself; always check the details on the official portal before visiting.

UP 14 kaha ka hai, and which towns does it cover?

UP 14 kaha ka hai? It is from Ghaziabad district, which today has three tehsils: Ghaziabad, Modinagar and Loni. The district lies in the Meerut division and touches Baghpat, Meerut, Hapur, Bulandshahr, Gautam Buddha Nagar and Delhi. The Hindon river runs through it.

Neighbouring codes around UP 14

Because Ghaziabad borders so many districts, you will see several codes on its roads. The table shows the codes of each neighbour so you can tell them apart quickly.

Localities people ask about

Indirapuram, Vaishali, Kaushambi (the Ghaziabad locality, not the district) and Raj Nagar all sit inside Ghaziabad city. Do not confuse the locality with Kaushambi district, which is far to the east near Prayagraj and has its own code.

Why did Hapur leave the UP 14 area?

Hapur used to be a tehsil of Ghaziabad. On 28 September 2011 the state created a new district, first called Panchsheel Nagar, from the Hapur, Garhmukteshwar and Dhaulana tehsils. It was renamed Hapur on 23 July 2012 and now has its own registration code, UP 37.

Timeline of Ghaziabad district for UP 14 kaha ka hai, from 1976 to the Hapur split
Hapur, Garhmukteshwar and Dhaulana left Ghaziabad in 2011 and now carry their own code.

What this means for old plates

A vehicle registered in Hapur before the split carries UP 14, and it keeps that number. So a UP 14 plate on a car in Garhmukteshwar is not a mistake; it simply predates the new district. Newer Hapur registrations show UP 37.

Ghaziabad itself was carved out once

Ghaziabad was itself a tehsil of Meerut district until 14 November 1976, when it became a district in its own right. That is why the two codes, UP 14 and UP 15, sit next to each other in the list.

UP 15 kaha ka number hai?

UP 15 Meerut ka number hai. Meerut is the divisional headquarters for the western belt that includes Ghaziabad, Bulandshahr, Hapur, Baghpat and Noida. The UP 15 code is issued by the Meerut RTO to vehicles registered in Meerut district, including Meerut city, Sardhana and Mawana.

Division and district are different

Meerut division is a group of districts; Meerut district is one of them. Only the district uses UP 15. A vehicle from elsewhere in the division carries its own district’s number, such as UP 13 or UP 17.

Why Meerut has a low number

The western districts got the low numbers once UP 1 to UP 10 moved with Uttarakhand. Meerut at 15 sits between Ghaziabad at 14 and Noida at 16, which reflects the older district order rather than size.

What is the UP 19 district name?

The UP 19 district name is Shamli. Shamli was carved from Muzaffarnagar district on 28 September 2011 under the name Prabuddh Nagar and renamed Shamli in July 2012. Its tehsils are Shamli, Kairana and Oon, all close to the Haryana border along the Yamuna.

Why some Shamli vehicles show UP 12

Before 2011 the area was part of Muzaffarnagar, whose code is UP 12. Vehicles registered then still carry UP 12 even though the owner’s address now sits in Shamli district.

Spelling to use on forms

Write Shamli on new forms. The name Prabuddh Nagar lasted less than a year and you will only see it on a few documents from 2011 and 2012.

What is the UP 21 district name?

The UP 21 district name is Moradabad. Moradabad is a Rohilkhand district known for brassware, and its RTO issues UP 21 numbers. It was larger in the past: Amroha was carved out in 1997 and Sambhal in 2011–12, and both now have their own codes.

UP 21 district name Moradabad shown with Amroha, Bareilly, Sambhal, Sitapur and Lucknow codes
Codes in the 20s and 30s run from the Moradabad belt down towards Lucknow.

Districts that left Moradabad

Amroha took the Amroha, Dhanaura and Hasanpur tehsils in April 1997 and now uses UP 23. Sambhal was created from Moradabad in 2012 and uses UP 38. Older vehicles from both areas may still show UP 21.

Office and services

For counter services, licence tests and the office location, see the separate UP 21 RTO guide.

UP 21 kaha ka number hai when letters follow it?

UP 21 Moradabad ka number hai, whatever letters follow. The list we checked notes one local twist: UP 21 G is used for government vehicles and UP 21 N for commercial vehicles registered in Moradabad. Other letters are ordinary running series.

Letters are not mini-codes

Outside these noted cases, letters after the digits simply move forward as numbers run out. When 9999 numbers have been used in a series, a new letter starts and the count resets. Letters I and O are skipped because they look like 1 and 0.

Rampur has a similar note

The same source notes UP 22 G for government and UP 22 T for commercial vehicles in neighbouring Rampur. These conventions can change, so check the RC rather than relying on the letter alone.

UP 23 kaha ka number hai?

UP 23 Amroha ka number hai. Amroha district was formed in April 1997 from three tehsils of Moradabad and was called Jyotiba Phule Nagar until 2012. The code stayed the same through the rename, so plates issued under either district name read UP 23.

Old name on old papers

An RC from the 2000s may show Jyotiba Phule Nagar as the district. That is the same place. Use Amroha on new forms, as current portals list it that way.

Tehsils in Amroha

The district’s tehsils in the source we checked are Amroha, Hasanpur and Dhanaura. Gajraula, an industrial town on the Delhi–Moradabad highway, is also in Amroha district.

UP 25 kaha ka hai?

UP 25 kaha ka hai? It is the code of Bareilly, the divisional headquarters of Rohilkhand. Bareilly sits between Moradabad and Shahjahanpur on the route from Delhi towards Lucknow, and its RTO is one of the busier offices in the north-central part of the state.

Bareilly’s neighbours

Nearby offices include Badaun (UP 24), Pilibhit (UP 26) and Shahjahanpur (UP 27). These numbers run in sequence because the districts are next to each other.

More on UP 25

Office-level detail for Bareilly is planned on a separate page in our RTO section. Until it is live, check the RTO name shown on the Vahan record for any UP 25 vehicle.

UP 28 district name: why do lists disagree?

The UP 28 district name is not settled. The Wikipedia list of RTO districts that we used jumps from UP 27 (Shahjahanpur) to UP 30 (Hardoi) and gives Ayodhya as UP 42. Some insurer and education websites, however, list UP 28 as Ayodhya or Faizabad. We could not confirm either view on an official site.

What we suggest

If you have a real UP 28 plate in front of you, search the full registration number on Vahan. The record shows the registering authority, which settles the question for that vehicle. We have logged this code for re-checking.

Why gaps and duplicates happen

Codes are reshuffled when districts are created, merged or renamed. Old lists online are often copied from one another, so a single early mistake can spread. That is why we mark uncertain codes instead of guessing.

UP 32 kaha ka number hai?

UP 32 Lucknow ka number hai. Lucknow is the state capital, and the UP 32 code is used by the Lucknow RTO for vehicles registered in Lucknow district. It is one of the most common codes you will see across Uttar Pradesh.

More detail on UP 32

We cover Lucknow, its neighbouring codes and the state’s district count in a separate guide to the UP 32 district name. The Lucknow office itself has its own page in our RTO section.

Not every Lucknow car is UP 32

A car seen in Lucknow may carry a code from Barabanki (UP 41), Unnao (UP 35) or Raebareli (UP 33), because people commute in from those districts every day.

What is the UP 34 district name?

The UP 34 district name is Sitapur. Sitapur lies north of Lucknow in the Awadh region, and its tehsils include Sitapur, Biswan and Misrikh. Vehicles registered at the Sitapur RTO carry UP 34, which sits in the Lucknow-area run of numbers.

Codes around Sitapur

North of Sitapur is Lakhimpur Kheri (UP 31), west is Hardoi (UP 30) and south is Lucknow (UP 32). Barabanki (UP 41) lies to the south-east.

Check before buying

If a used car listed as “Sitapur vehicle” shows a different number, the seller may have moved from another district. Ask for the RC and match the registering authority with the plate.

What is the UP 38 district name?

The UP 38 district name is Sambhal, but the office is listed at Bahjoi, the district headquarters. Sambhal was announced as a district on 28 September 2011, first named Bhimnagar, and was created from Moradabad on 23 July 2012. The name Sambhal was kept after local protests.

Why the office name looks wrong

Sambhal town is the famous one, but Bahjoi was chosen as headquarters. So RTO lists may show “UP 38 Bahjoi”. Both mean Sambhal district.

Office page

For services and directions at the Bahjoi office, see our UP 38 RTO guide.

What is the UP 42 district name?

The UP 42 district name is Ayodhya. The district was known as Faizabad until November 2018, when its official name changed to Ayodhya. The RTO code did not change, so older vehicles and new ones from the district both show UP 42 in the list we checked.

Table of renamed Uttar Pradesh districts such as Faizabad to Ayodhya with their UP codes
A renamed district keeps its number, so old documents and new plates still match.

Two towns, one district

Ayodhya and Faizabad are twin towns in the same district. Faizabad town still exists; it is the district that took the Ayodhya name. Addresses in Faizabad town now fall in Ayodhya district.

Nearby codes

Around Ayodhya you will see Gonda (UP 43), Sultanpur (UP 44), Ambedkar Nagar (UP 45) and Barabanki (UP 41). Ambedkar Nagar’s office sits at Akbarpur, a common source of confusion.

UP 42 kaha ka number hai: Faizabad or Ayodhya?

UP 42 Ayodhya ka number hai, and Faizabad is the old name of the same district. If someone says “UP 42 Faizabad ka number hai”, they are not wrong; they are using the pre-2018 name. Your RC may show either name depending on when it was printed.

What to write on forms

Use Ayodhya in the district field on new applications. Portals usually show only the current name in their drop-down list, so “Faizabad” may not appear at all.

Where UP 28 fits

Some sites list UP 28 as Ayodhya too. As explained above, the source we used shows only UP 42. Vahan is the tie-breaker for any individual vehicle.

What is the UP 47 district name?

The UP 47 district name is Balrampur. Balrampur district was created in May 1997 from the northern part of Gonda district, and its RTO issues UP 47 numbers. It lies in the north-east of the state, next to Gonda and Shravasti.

Two of these offices sit in a town whose name differs from the district.

Before 1997 the area was in Gonda, whose code is UP 43. Very old vehicles from Balrampur may still show that number.

Shravasti next door

Shravasti (UP 46) borders Balrampur to the west. The two codes are often confused because the districts are small and close together.

UP 53 kaha ka hai?

UP 53 kaha ka hai? It is Gorakhpur, a major city and divisional headquarters in eastern Uttar Pradesh. The Gorakhpur RTO issues UP 53 numbers to vehicles registered in Gorakhpur district.

Codes around Gorakhpur

Nearby are Basti (UP 51), Deoria (UP 52), Mau (UP 54), Maharajganj (UP 56), Kushinagar (UP 57) and Sant Kabir Nagar (UP 58). These all sit in the 50s.

A tip for buyers

Many vehicles in this belt move between districts. If a seller says “Gorakhpur ki gaadi” but the plate reads UP 52, the car was registered in Deoria. Ask for the RC to confirm.

What is the UP 57 district name?

The UP 57 district name is Kushinagar, and the office is listed at Padrauna, the district headquarters. Kushinagar’s tehsils include Padrauna Sadar, Khadda, Kushinagar (Kasia), Hata, Tamkuhiraj and Captanganj. The town of Kushinagar is a well-known Buddhist pilgrimage site.

Why “Padrauna” appears on lists

RTO lists often name the office town rather than the district. So “UP 57 Padrauna” and “UP 57 Kushinagar” mean the same thing. The district was established as Padrauna, which explains the older name.

Neighbouring code

Deoria (UP 52) lies to the south and Maharajganj (UP 56) to the north-west.

UP 62 kaha ka hai?

UP 62 kaha ka hai? It is Jaunpur, a district on the Gomti river north-west of Varanasi. The Jaunpur RTO issues UP 62 numbers. Jaunpur is in the Varanasi division along with Ghazipur, Chandauli and Varanasi itself.

Codes in the Varanasi belt

Next to Jaunpur you will find Ghazipur (UP 61), Mirzapur (UP 63), Varanasi (UP 65), Bhadohi (UP 66) and Chandauli (UP 67). Bhadohi’s office is listed at Gyanpur.

Jaunpur vs Jalaun

These two names sound alike. Jalaun is a Bundelkhand district with code UP 92, far from Jaunpur.

What is the UP 64 district name?

The UP 64 district name is Sonbhadra, with the office at Robertsganj, the district headquarters. Sonbhadra is the large, hilly south-eastern district of the state, bordering other states. Its tehsils are Robertsganj, Ghorawal, Dudhi and Obra.

Coal and power towns

Sonbhadra is a coal-mining area, and the Northern Coalfields branch of Coal India is based in the region. Many goods vehicles registered there carry UP 64 and run on long routes.

Distance from Varanasi

Robertsganj is about 88 km from Varanasi, which has the nearest airport. So a UP 64 vehicle in Varanasi is a common sight.

UP 65 kaha ka number hai?

UP 65 Varanasi ka number hai. Varanasi is one of India’s oldest cities and the headquarters of the Varanasi division. The Varanasi RTO issues UP 65 numbers to vehicles registered in Varanasi district, including the city and surrounding blocks.

Not to be mixed with UP 67

Chandauli (UP 67) is Varanasi’s eastern neighbour across the Ganga. Vehicles registered in Chandauli carry UP 67 even when they are used daily in Varanasi city.

More on UP 65

A dedicated Varanasi code page is planned in our RTO section with office-level detail. Until then, the Vahan record for the vehicle confirms which office issued the number.

What is the UP 71 district name?

The UP 71 district name is Fatehpur. Fatehpur lies between the Ganga and Yamuna, between Kanpur and Prayagraj. Its tehsils are Fatehpur, Bindki and Khaga, and its RTO issues UP 71 numbers.

Key numbers for UP vehicle codes, from the lowest code 11 to the highest code 96
There are more office numbers than districts once gaps and retired codes are counted.

Neighbouring codes

Codes you will see nearby include Prayagraj (UP 70), Kanpur Nagar (UP 78) and Kaushambi (UP 73). Kaushambi’s office is listed at Manjhanpur.

Which Fatehpur?

There are other places named Fatehpur in India, including Fatehpur Sikri near Agra. On a UP plate, only UP 71 means Fatehpur district.

What is the UP 74 district name?

The UP 74 district name is Kannauj. Kannauj, famous for its perfume (attar) trade, was carved out of Farrukhabad district on 18 September 1997. Its RTO issues UP 74 numbers.

Before 1997 the area used Farrukhabad’s code, UP 76. Old vehicles from Kannauj may still carry it.

Neighbours

Etawah (UP 75), Farrukhabad (UP 76), Kanpur Dehat (UP 77) and Auraiya (UP 79) are nearby. Kanpur Dehat’s office is listed at Akbarpur, which is a different Akbarpur from the one in Ambedkar Nagar.

UP 80 kaha ka number hai?

UP 80 Agra ka number hai. Agra is the home of the Taj Mahal and the headquarters of the Agra division. The Agra RTO issues UP 80 numbers to vehicles registered in Agra district, and tourist taxis from Agra often carry this code.

UP 80 Agra, UP 81 Aligarh and other Doab and Bundelkhand registration codes on plates
The 90s belong to Bundelkhand, the southern strip of the state.

Codes in the Agra belt

Nearby are Firozabad (UP 83), Mainpuri (UP 84), Mathura (UP 85) and Etah (UP 82). These all sit in the 80s along with Aligarh at 81.

More detail

An Agra office page is planned in our RTO section. Use the Vahan record of a specific vehicle if you need the issuing authority today.

What is the UP 81 district name?

The UP 81 district name is Aligarh. Aligarh is known for its university and lock industry, and its RTO issues UP 81 numbers. It sits north of Agra and Mathura and south-east of Bulandshahr.

Hathras and Kasganj

Hathras (UP 86) and Kasganj (UP 87) are close to Aligarh. If a vehicle’s RC shows a different district from the plate, it was probably registered before the owner moved.

Between UP 13 and UP 80

Aligarh links the western belt and the Agra belt. On the road from Bulandshahr to Agra you will pass through UP 13, UP 81 and UP 80 areas.

What is the UP 84 district name?

The UP 84 district name is Mainpuri. Mainpuri lies east of Agra in the Agra division, and Mainpuri town is the district headquarters. The Mainpuri RTO issues UP 84 numbers.

Neighbouring codes

Firozabad (UP 83) lies to the west, Etah (UP 82) to the north and Etawah (UP 75) to the south. These are often confused because the districts are small and close.

Quick memory trick

In the 80s run, the numbers go in this order: 80 Agra, 81 Aligarh, 82 Etah, 83 Firozabad, 84 Mainpuri, 85 Mathura, then 86 Hathras and 87 Kasganj.

What is the UP 91 district name?

The UP 91 district name is Hamirpur, a district in the Bundelkhand region of southern Uttar Pradesh. Its tehsils are Hamirpur, Rath, Maudaha and Sarila. The Hamirpur RTO issues UP 91 numbers.

Not the Himachal Hamirpur

Himachal Pradesh has a Hamirpur district too, but its plates start with HP. On a plate, “UP 91” can only mean Hamirpur in Uttar Pradesh.

Bundelkhand codes

Hamirpur is part of the 90s run: Banda (UP 90), Jalaun (UP 92), Jhansi (UP 93), Lalitpur (UP 94), Mahoba (UP 95) and Chitrakoot (UP 96).

What is the UP 94 district name?

The UP 94 district name is Lalitpur, a Bundelkhand district in the Jhansi division of southern Uttar Pradesh. Its RTO issues UP 94 numbers, right after Jhansi in the Bundelkhand run of codes.

Jhansi is UP 93, right next to Lalitpur. People heading south on the Jhansi–Lalitpur highway see both codes often.

Lalitpur in Nepal

There is also a Lalitpur in Nepal. If you read “Lalitpur” on a foreign plate, it has nothing to do with UP 94.

How do you read a UP number plate to find the district?

Read the plate from left to right. UP is the state, the two digits are the RTO office, the letters are the series and the last four digits are the unique number. Only the first two parts tell you the district.

  1. Read the state letters. UP at the start means the vehicle was registered in Uttar Pradesh.
  2. Read the two digits. They are the RTO office number, such as 14 for Ghaziabad.
  3. Skip the series letters. Letters such as AB or C after the digits are a running series, not a place.
  4. Match and confirm. Match the digits to the list on this page, then check the full number on Vahan.

What about BH plates?

A plate such as 22 BH 1234 AA is a Bharat-series number. It is not tied to any UP district, so these steps do not apply.

Green and yellow plates

The colour of the plate shows the vehicle type, such as green for electric vehicles or yellow for commercial ones. The code reads the same on every colour.

How can you confirm where a UP number is registered online?

The fastest free check is the Vahan citizen services portal or the mParivahan app. Enter the full registration number and the record shows the registering authority, which is the RTO office name. That confirms the district without relying on any third-party list.

What you will see

The public search shows basic vehicle details and a partly masked owner name. Full owner details are not public. Our guide to vehicle registration details explains the steps and the limits.

When the record surprises you

If Vahan shows a different office from the one you expected, the vehicle may have been re-registered or registered before a district split. The Vahan record is the one to trust.

Why does the UP list begin at 11?

UP numbers start at 11 because codes UP 1 to UP 10 were allocated to districts that are now part of Uttarakhand. When Uttarakhand was created, those districts moved with it, and the state now uses its own letters, UK. Uttar Pradesh did not reassign the freed numbers to new districts in the list we checked.

Old UP 01 to UP 10 plates

You may still see an old vehicle with a single-digit UP code. It was registered before the state split. Our RTO code guide explains how state codes changed across India.

Why 11 is Saharanpur

The first remaining code, UP 11, belongs to Saharanpur, the north-western district that borders Uttarakhand. The numbers then run east and south.

Which numbers are missing from the UP series?

Not every number between 11 and 96 is in use. The Wikipedia list we checked has no entry for 18, 28, 29, 39, 48, 49, 59, 68, 69, 88 or 89. Gaps let the state add codes when new districts or offices are created.

Some gaps may be filled

Other websites list a few of these numbers against offices. A missing entry in our source does not prove the code is unused, so confirm any such plate on Vahan.

Decades follow regions

Notice how each decade roughly matches a region: the 10s are the far west, the 20s Rohilkhand, the 30s Awadh, the 50s and 60s the east, and the 90s Bundelkhand.

What mistakes do people make when guessing a district from a UP number?

The most common mistake is reading the series letters as part of the place code. Others include mixing up neighbouring districts, ignoring renames and assuming the current owner lives in the registering district. Each of these can lead to a wrong guess.

Common mistakes when guessing a district from a UP vehicle number, with simple fixes
Most wrong guesses come from reading the series letters as part of the code.

Neighbours that get mixed up

Ghaziabad and Noida (UP 14 and UP 16), Jaunpur and Jalaun (UP 62 and UP 92) and the two Akbarpurs (UP 45 and UP 77) cause the most confusion. Check the digits, not the town name you heard.

Owner may have moved

A vehicle keeps its number when the owner moves within the state. So a UP 13 car in Lucknow is normal. The code shows the first registration office, not today’s address.

Does a UP vehicle keep its code after a sale or move?

Yes, in most cases. A vehicle keeps its registration number when it is sold to a new owner, because only the owner’s name changes in the record. The code changes only if the vehicle is re-registered, for example after it is taken to another state.

Selling a UP 14 or UP 13 vehicle

A sale needs the ownership transfer forms, usually Form 29 and 30, filed with the RTO. The plate stays the same. See our guide on Form 29 and 30 for the steps.

Moving out of Uttar Pradesh

If a UP vehicle is kept in another state for more than 12 months, Section 47 of the Motor Vehicles Act requires a new registration mark there. The new state then gives it its own code.
