Phule Nagar RTO and the UP 23 code explained

By , Editor and reviewer · Updated · 7 min read · Independent guide, not a government website

In short

The Phule Nagar RTO is the transport office of Amroha district in western Uttar Pradesh, which was called Jyotiba Phule Nagar until 2012. It issues the UP 23 code. Directories list it as an Assistant Regional Transport Officer (ARTO) office. Registration, transfer and licence work starts online on Vahan or Sarathi, with a visit only for tests or checks.

Key takeaways

  • UP 23 is Amroha, the district formed from Moradabad in 1997 and known as Jyotiba Phule Nagar until 2012.
  • There is no town called Phule Nagar: the name belonged to the district, and the office sits under Amroha.
  • All four tehsils, Amroha, Hasanpur, Dhanaura and Naugawan Sadat, register vehicles under UP 23, as does Gajraula.
  • A copy of the state telephone directory lists the Amroha ARTO at 0592-2297300 and 8005441181; confirm before you travel.
  • UP 21 is Moradabad and UP 38 is Sambhal, the two codes most often mixed up with UP 23.

What is the Phule Nagar RTO?

The Phule Nagar RTO is the vehicle registration and licensing office for Amroha district, issuing numbers that start UP 23. The name survives from Jyotiba Phule Nagar, the district’s title until 2012. Car portals still list the office as the Assistant Regional Transport Officer, Jyotibaphule Nagar, so both names point to one place.

One code, two district names: the number did not change when the name did.

Why people still say Phule Nagar

Older RCs and insurance papers carry the former district name, so “Phule Nagar RTO” remains a common search.

An ARTO office, not a full RTO

Directories describe the Amroha office as an ARTO, headed by an Assistant Regional Transport Officer. For the public it works like any RTO: it registers vehicles and handles licence tests.

Which district does the UP 23 RTO code belong to?

The UP 23 RTO code belongs to Amroha district in the Moradabad division of Uttar Pradesh. The district covers about 2,321 sq km and counted 18,40,221 people at the 2011 Census. Every new registration from a resident of the district carries UP 23.

Place in the Moradabad division

Moradabad, Bijnor, Rampur and Sambhal share the division, each with its own office number.

Districts on its borders

Amroha touches Meerut, Bijnor, Ghaziabad, Moradabad, Bulandshahr and Budaun. Plates from all six are common on its roads, which is why neighbouring codes matter here.

UP 23 which city: Amroha, Gajraula or Hasanpur?

Asked UP 23 which city, the short answer is Amroha, the district headquarters. The code is not tied to one town, though. Gajraula, Hasanpur, Dhanaura and Naugawan Sadat all fall inside the district, so their vehicles carry UP 23 as well.

Amroha town

Amroha town hosts the district administration and the office named in directories. It is the place to visit for tests and document checks.

Gajraula on the highway

Gajraula is an industrial town on the Delhi to Moradabad highway. It is often taken for a Moradabad suburb, but it lies in Amroha district and uses UP 23.

Why was Jyotiba Phule Nagar renamed Amroha?

The district was created in April 1997 under the name Jyotiba Phule Nagar, after the social reformer Jyotirao Phule. In 2012 it was renamed Amroha, after its headquarters town. The source we checked records the change but not the order behind it, so we do not guess at the reasons.

What the rename changed

New forms and RCs show Amroha; some lists keep the old label.

What it did not change

The UP 23 code stayed in place. A vehicle registered in 2005 and one registered last week share the same office number.

Which tehsils and towns register under UP 23?

Amroha district has four tehsils: Amroha, Hasanpur, Dhanaura and Naugawan Sadat. Amroha, Dhanaura and Hasanpur came from Moradabad in 1997; the district profile now lists Naugawan Sadat as a fourth. Registration follows the owner’s address in the district, so all four use UP 23.

Spelling variants

Dhanaura is also written Dhanora, and Naugawan Sadat sometimes appears as Naugawan Sadaat. Try both spellings when a drop-down list does not find your tehsil.

Where is the Phule Nagar RTO office?

The Phule Nagar RTO office is listed under Amroha, but we found no verified street address or PIN code. A copy of the state transport telephone directory gives the Amroha ARTO landline as 0592-2297300, mobile 8005441181 and email [email protected]. Treat these as leads, not confirmed details.

What the directories say

DriveSpark names the office “O/o Asst. Reg. Transport Officer, Jyotibaphule Nagar” and leaves phone and email blank. Spinny lists Monday to Saturday, 10 AM to 5 PM. Neither cites the department.

Before you travel

Call the listed number or check the UP Transport Department site for the current address. If calls go unanswered, the Moradabad ARTO (0591-2357614 in the same directory) sits in the nearest larger office.

What work does the UP 23 RTO handle?

The UP 23 RTO handles the core transport services for Amroha residents: new registration, ownership transfer, address change, duplicate RC, hypothecation, fitness for commercial vehicles and driving licence tests. Most of these begin online, and the office deals with the inspection, test or document check.

Vehicle work

Dealers file new registrations on Vahan, so buyers rarely visit. Transfers and duplicate RCs need the owner’s own application.

Licence work

Learner and permanent licence applications go through Sarathi. The driving test happens at the office or its test track on the booked date.

How do you start an Amroha RTO service online?

Start on the national portal, not at the counter. Choose Vahan or Sarathi, select Uttar Pradesh and then the Amroha office, fill the form, pay and book a slot. The steps below follow the order most services use.

  1. Choose the portal. Open Vahan for a vehicle service or Sarathi for a licence, then pick Uttar Pradesh.
  2. Select the Amroha office. Pick the Amroha or Jyotiba Phule Nagar office from the list, based on the address on your RC or Aadhaar.
  3. Fill in and upload. Enter the details asked for and upload clear scans of the documents the form requests.
  4. Pay and book. Pay the fee the portal calculates and book a slot if a test or inspection is needed.
  5. Visit with originals. Carry the printed slip and original documents to the office on the booked date.

Amroha RTO code and the neighbouring codes

The Amroha RTO code is UP 23, flanked by UP 22 Rampur and UP 24 Badaun in the numbering. On the road you will see more plates from UP 21 Moradabad, UP 20 Bijnor and UP 15 Meerut, because those districts share Amroha’s borders and highways.

Plates from six nearby offices meet on the Delhi to Moradabad highway through Gajraula.

Codes that border Amroha

Of the six bordering districts, Moradabad uses UP 21, Bijnor UP 20, Meerut UP 15, Ghaziabad UP 14, Bulandshahr UP 13 and Badaun UP 24. Sambhal (UP 38), with its office at Bahjoi, and Hapur (UP 37) are close by too.

UP 23 number kahan ka hai?

UP 23 number Amroha ka hai. Yeh code Amroha jile ki gaadiyon ko milta hai, jise 2012 tak Jyotiba Phule Nagar kaha jata tha. Gajraula, Hasanpur, Dhanaura ya Naugawan Sadat mein registered gaadi par bhi UP 23 hi aata hai.

Purane kagaz mein naam

Agar RC par Jyotiba Phule Nagar likha hai, to ghabrane ki zarurat nahi. Jagah wahi hai, sirf jile ka naam badla hai.

Pakka kaise karein

Gaadi ka pura number Vahan ya mParivahan par daalein. Record mein registering authority dikh jayegi.

How do you read a UP 23 number plate?

Take UP 23 BT 4567. UP is the state, 23 is the Amroha office, BT is the series and 4567 is the vehicle’s place in that series. Only the first two blocks tell you where the vehicle was registered; the rest is a running count.

The two digits after UP are the only part that names Amroha.

Decode another plate

How can you check a UP 23 vehicle record?

Enter the full number on Vahan or the mParivahan app. The public result shows the registering authority, vehicle class, fuel and validity dates, with the owner’s name masked. If the office shown is not Amroha, ask why before you buy.

When the record looks wrong

A record showing Moradabad for a UP 23 plate, or the reverse, is a warning sign. Ask the seller for the RC and match the chassis number.

Does an older Amroha vehicle with UP 21 need a new number?

No. Until 1997 the area was part of Moradabad district, so vehicles from that time carry Moradabad (UP 21) numbers. A registration mark stays with the vehicle for life within the state, so an old UP 21 car owned in Amroha keeps that number. Only the address on the RC needs updating.

Address updates

Under Section 49 of the Motor Vehicles Act, an owner should report an address change within 30 days. File it on Vahan and choose the Amroha office.

What happens when an Amroha vehicle leaves Uttar Pradesh?

Under Section 47 of the Motor Vehicles Act, a vehicle kept in another state for more than 12 months must get a new registration mark there. The owner first obtains a no objection certificate from the Amroha office, then registers in the new state.

Short trips

Driving a UP 23 vehicle to Delhi or Uttarakhand for a visit needs no new number, as long as the RC, insurance and PUC are valid.

Which 23 codes from other states get confused with UP 23?

Many states use 23 too. MH 23 is Beed, RJ 23 is Sikar, HR 23 is Tohana, PB 23 is Fatehgarh Sahib and TN 23 is Vellore. Only the state letters separate them from UP 23, so read the first two characters before the digits.

Common mistakes people make when asking UP 23 which city, with fixes
Most errors come from the old district name or from a neighbouring office number.

Inside Uttar Pradesh

The local mix-ups are UP 21 Moradabad and UP 38 Sambhal, both carved from the same old district. Check the second digit, or browse every state on our RTO codes and offices hub.
