Car portals name it the office of the Assistant Regional Transport Officer, Lakhimpur Kheri. For a resident it is simply the office whose number appears after UP on local plates.

The office is headed by an Assistant Regional Transport Officer. For the public the label makes little difference: it handles registration, transfers and licence tests.

Which district uses the UP 31 RTO code?

The UP 31 RTO code belongs to Lakhimpur Kheri, part of the Lucknow division. The district counted 40,21,243 people at the 2011 Census and is home to Dudhwa National Park. Any vehicle first registered by an owner living in the district receives this prefix.

Kheri district has seven tehsils, and every one of them registers under UP 31. Registration follows the owner’s address, not the town where the car was bought, so a Mohammadi farmer buying a tractor in Lakhimpur still gets the district code.

Spellings to try

Portals may spell Mohammdi as Mohammadi and Dhaurahra as Dhaurehra. If a drop-down misses your tehsil, try the other form.

Kheri, Mailani, Barwar, Oel Dhakwa and Singahi Bhiraura sit inside the district too, so they share UP 31. Your RC or Aadhaar address decides the office.

The RTO office Lakhimpur is in Lakhimpur city, but we found no verified street address or PIN code in any source we could reach. A reproduced copy of the state transport telephone directory lists the Kheri ARTO landline as 05872-298151, mobile 8005441034 and email [email protected].

Conflicting directory entries

DriveSpark names the office “O/o Asst. Reg. Transport Officer, Lakimpur Khiri” and prints a phone number, 0587-2253230, that does not match the directory copy. Neither source cites the department.

Lakhimpur or Kheri: which town has the office?

The office is listed under Lakhimpur, the district headquarters, which history records as Luxmipur. Kheri, the older town that gave the district half its name, lies close by but does not have its own transport code.

One district, two names

The full name Lakhimpur Kheri joins both towns. Forms may show either part.

UP 22 kaha ka hai?

UP 22 Rampur ka code hai, Lakhimpur Kheri ka nahi. Rampur district Moradabad division mein aata hai, aur iski tehsilein Suar, Tanda, Bilaspur, Rampur, Shahabad aur Milak hain. People who search for it on a Kheri page usually mix up two plates seen on the same highway.

UP 22 ke variants

Directories mark 22G for government vehicles and 22T for commercial ones. Dono Rampur ke hi registration hain.

Rampur kahan hai

Rampur borders Moradabad, Bareilly, Budaun and Udham Singh Nagar in Uttarakhand. It does not touch Kheri, so the two codes are unrelated.

How do you read a UP 31 number plate?

Take UP 31 AK 2468 as a sample. UP names the state, 31 names the Kheri office, AK is the series in use and 2468 is the vehicle’s place in that series. The district is fixed by the first four characters only.

Series letters are not towns

AK does not mean Gola or Palia. The letters simply advance as the office issues numbers.

Type the full number into Vahan or the mParivahan app. The public result shows the registering authority, vehicle class, fuel type and validity dates, with the owner’s name partly hidden. The authority for a UP 31 plate should read Lakhimpur Kheri.

Signs of a problem

If the record names a different office, or the chassis number on the RC does not match the vehicle, pause the deal and ask the seller.

Does a UP 31 number change when you move away?

Within Uttar Pradesh, no. A move from Kheri to Lucknow keeps the same number; you update the address on the RC instead. Leaving the state is different: under Section 47 of the Motor Vehicles Act, a vehicle kept in another state for more than 12 months needs a new registration mark there.

Before you shift states

Ask the Kheri office for a no objection certificate first, then register in the new state.

A trip to Uttarakhand or Delhi needs no new number while the RC, insurance and PUC stay valid.
