UP 85 RTO: Mathura's code, office and services

By , Editor and reviewer · Updated · 7 min read · Independent guide, not a government website

In short

The UP 85 RTO is the transport office of Mathura district in the Agra division of Uttar Pradesh. Every vehicle registered by a resident of Mathura, Vrindavan, Govardhan, Chhata, Mant or Mahavan gets a UP 85 number. Directories list it as an Assistant Regional Transport Officer (ARTO) office. Most work starts online on Vahan or Sarathi, with a visit only for tests or checks.

Key takeaways

  • UP 85 means Mathura district, from the temple towns of Vrindavan and Barsana to Kosi Kalan on the Haryana side.
  • The district has five tehsils: Mathura, Govardhan, Chhata, Mant and Mahavan, and all of them share the one code.
  • A copy of the state transport directory lists the Mathura ARTO at 0565-2430012 and 8005441090; confirm before you go.
  • Neighbouring codes are UP 80 Agra, UP 81 Aligarh and UP 86 Hathras, plus RJ 05 Bharatpur and HR 30 Palwal across the border.
  • HR 85, PB 85 and HP 85 are different offices in other states; only the first two letters tell them apart.

What is the UP 85 RTO?

The UP 85 RTO is the registering and licensing authority for Mathura district. When a Mathura resident buys a car, bike or tractor, the number issued starts with UP 85. Car portals list the office as the Assistant Regional Transport Officer, Mathura, which means it is an ARTO rather than a full regional office.

One office number serves Mathura city, Vrindavan and every village in the district.

A district office in the Agra division

Mathura is one of four districts in the Agra division, alongside Agra, Firozabad and Mainpuri. Each of the four runs its own office and number, so Mathura does not borrow Agra’s series.

What ARTO means for you

An ARTO is headed by an Assistant Regional Transport Officer. For an applicant the label changes little: registrations, transfers and licence tests are all handled locally.

UP 85 which city: Mathura, Vrindavan or Kosi Kalan?

Asked UP 85 which city, the answer is Mathura, the district headquarters on the Yamuna. The code is not limited to the city, though. Vrindavan, Govardhan, Barsana, Kosi Kalan, Raya and every other town in the district register under it, because the rule follows the owner’s address, not the town.

The pilgrim towns

Vrindavan, Gokul, Barsana and Nandgaon are famous names in their own right, so visitors often assume each has a code. None does; they all fall under the Mathura office.

Kosi Kalan near Haryana

Kosi Kalan sits in the north-west of the district, close to the Haryana border. Vehicles owned there still get UP 85, even though Palwal plates are common on its roads.

UP 85 kahan ka hai?

UP 85 Mathura ka hai. Yeh Mathura jile ki gaadiyon ka code hai, chahe gaadi Vrindavan, Govardhan, Chhata, Mant ya Mahavan mein registered ho. Isliye kisi bhi gaadi par UP 85 dikhe, to samjhiye ki uska registration Mathura office se hua hai.

UP 85 kaha ka hai, ek hi sawal

Log “kaha” aur “kahan” dono likhkar search karte hain. Jawab ek hi hai: Mathura, Uttar Pradesh.

Number se pakki jaankari

Pura number Vahan ya mParivahan app mein daaliye. Result mein registering authority ka naam aa jayega, jisse shahar pakka ho jata hai.

Which tehsils use the UP 85 RTO code?

Mathura district is divided into five tehsils: Mathura, Govardhan, Chhata, Mant and Mahavan. It covers about 3,340 sq km and had 25,47,184 people at the 2011 Census. All five tehsils register vehicles with the single UP 85 RTO code, so there is no second number inside the district.

Picking the office on a form

Portal drop-downs list the office as Mathura, not by tehsil. Choose Mathura whichever tehsil you live in.

Where is the RTO office Mathura?

We could not find a verified street address or PIN code for the RTO office Mathura. A third-party copy of the UP transport telephone directory lists the ARTO (Administration) on 0565-2430012, mobile 8005441090, and email [email protected]. Treat these as leads to confirm, not as official details.

Other listed numbers

The same directory gives separate mobiles for the enforcement officers: 8005441092 and 8005441091. Spinny lists a different landline, 0565-2431655, and Monday to Saturday, 10 AM to 5 PM.

Finding the current address

Your appointment slip from Vahan or Sarathi prints the office that will see you. The UP Transport Department site also keeps an office list; check it before travelling.

What work does RTO Mathura handle?

RTO Mathura deals with the everyday transport work of the district: new registration, ownership transfer, address change on the RC, duplicate RC, hypothecation, fitness for commercial vehicles, permits and driving licence tests. The application usually happens online; the office handles inspection, testing and checks.

Registration side

Dealers in Mathura file new registrations directly on Vahan, so most buyers receive a UP 85 number without a visit. Second-hand transfers need both buyer and seller details.

Licence side

Learner and permanent licence applications go through Sarathi. The test takes place at the office or its track on the date you book.

How do you start a Mathura RTO service online?

Begin on the national portal before you think about the counter. Choose Vahan or Sarathi, select Uttar Pradesh and then Mathura, finish the form, pay and book a slot if one is needed. The order below fits most services.

  1. Pick the right portal. Use Vahan for registration, transfer or RC work and Sarathi for learner or driving licence work.
  2. Choose Mathura. Select Uttar Pradesh and then the Mathura office that matches the address on your documents.
  3. Complete the form. Enter vehicle or applicant details and upload the scans the form asks for.
  4. Pay online. Pay the amount the portal works out and save the receipt with its application number.
  5. Attend if asked. Go to the Mathura office on the booked date with originals, the receipt and the slot slip.

About fees

The portal calculates the amount for each service and vehicle class. We do not quote figures here, as they vary and the portal total is the one you pay.

Which codes sit around the UP 85 code?

The UP 85 code sits between UP 84 Mainpuri and UP 86 Hathras in the list. On the ground, Mathura borders Aligarh (UP 81), Hathras (UP 86) and Agra (UP 80), with Rajasthan to the west and Haryana to the north-west. Bharatpur (RJ 05) and Palwal (HR 30) plates are therefore common.

Rajasthan and Haryana plates are routine on Mathura roads because both states share its border.

Yamuna Expressway traffic

The Yamuna Expressway, opened in August 2012, runs 165.5 km from Greater Noida to Agra and passes Mathura near Raya. It brings plates from Noida (UP 16) and Delhi through the district every day.

How do you read a UP 85 number plate?

Take UP 85 CK 2048 as an example. UP is the state, 85 is the Mathura office, CK is the series and 2048 is the vehicle’s place in that series. Only the first four characters say where the vehicle was registered; the letters and digits after them are a running count.

Decode any plate

What the series tells you

When an office uses up a series, it moves to the next letter pair. A later series points to a more recent registration, nothing more.

How can you check a UP 85 vehicle record?

Type the full number into Vahan or the mParivahan app. The public result shows the registering authority, vehicle class, fuel type and validity dates, with the owner’s name partly hidden. For a UP 85 plate, the authority should read Mathura.

When the office does not match

If a UP 85 plate shows Agra or Aligarh as the authority, stop and ask questions. Match the chassis number on the RC with the one stamped on the vehicle.

Before buying a used car

Check that insurance and PUC are current and that no challans are pending. These show up on the same record.

Is UP 85 the same as HR 85, PB 85 or HP 85?

No. HR 85 is Ambala Cantt in Haryana, PB 85 is Kalanaur in Punjab and HP 85 is Shillai in Himachal Pradesh’s Sirmaur district. They share the number but not the state, so read the two letters first. Only UP 85 is Mathura.

The local mix-up

Inside Uttar Pradesh, people sometimes read UP 85 as Agra. Agra is UP 80; Mathura is a separate district with its own office.

A quick rule

The letters name the state, the digits name the office within it. Read them in that order.

What happens when a UP 85 vehicle leaves Uttar Pradesh?

If a Mathura-registered vehicle stays in another state for more than 12 months, Section 47 of the Motor Vehicles Act says it needs a new registration mark there. The owner first gets a no objection certificate from the Mathura office and then registers in the new state.

Do's and don'ts for a visit to the RTO office Mathura for licence or RC work
Most trips to the Mathura office are short if the online part is finished first.

Moving within the state

A shift to Lucknow or Noida keeps the UP 85 number. Under Section 49, report the new address within 30 days through Vahan.

Short trips across the border

Driving into Rajasthan, Haryana or Delhi for a visit needs no new number, provided the RC, insurance and PUC are valid. For codes in every state, see our RTO codes and offices hub.
